2 JOY ARUGUETE BICKERDIKE REDEVELOPMENT CORPORATION 2550 W. North Ave. Chicago, IL tel fax Ms. Aruguete has served as the Executive Director of Bickerdike Redevelopment Corp. for the past eight years. In this capacity, she supervises the operation of this 35-year-old not-for-profit community development corporation. Bickerdike is dedicated to community-controlled development, the preservation and management of affordable housing and economic development efforts centered on job creation. Ms. Aruguete oversees the work of 65 staff members who carry out Bickerdike s mission. This work has included: the development of 919 housing units, including 145 single family homes; the management of 889 rental and cooperative housing units; the abatement of lead hazard in over 100 units; the performance of minor repairs in over 500 households; the development of hundreds of jobs for community residents; and most importantly, the development of hundreds of community leaders. She also oversees the work of Humboldt Construction Company, which is a 21 year old wholly owned for-profit subsidiary of Bickerdike Redevelopment Corp. Humboldt Construction Company s central goal is job creation for local residents, and over 50 area residents have been trained and placed into skilled trade union jobs through Humboldt. The company provides general contracting services and quality construction through a team of approximately 20 carpenter s who are members of the Carpenters Union Local 13. Ms. Aruguete serves as the President of the Chicago Rehab Network; this organization s membership includes Chicago community based, not-for-profit housing groups engaged in the revitalization of Chicago's neighborhoods. At the Chicago Rehab Network she provides leadership in efforts to guarantee the capacity and effective work of community development corporations citywide. She has played a role in generating policy initiatives, designed to bring more creative resources in the development of quality affordable housing in Chicago. Ms. Aruguete is a board member of Latinos United, an organization which works to bring equity and resources in housing to the Latino community of metropolitan Chicago. Ms. Aruguete also serves on the City of Chicago s Community Development Advisory Committee (CDAC) and has served as Co-Chair of the Housing Sub-Committee of CDAC since In December 2002, Ms. Aruguete was presented with the Tom Gobby Award for Neighborhood Leadership by LaSalle Bank. Ms Aruguete has been active in the not-for-profit world for over 20 years. Her work at Bickerdike, the Chicago Rehab Network and Latinos United has added to her background in community organizing and economic development, which she gained through seven years of development work in Central America, and from her dedication to the utilization of a base up model of planning and development. Currently, her experience is enriched by six years of teaching at the University of Illinois at Chicago in the Urban Developers Program of the College of Urban Planning and Policy Administration. Prior to this, she taught for two years at the University of Wisconsin-Madison. Ms. Aruguete received her Masters Degree from the University of Wisconsin-Madison. She also holds two BAs from that same institution, a Certificate in Non-Profit Management from Roosevelt University, and she holds an Illinois Real Estate Broker License.

3 ATTORNEY PROFILE WARREN P. WENZLOFF PRACTICE : Warren Wenzloff concentrates his real estate practice on affordable housing development and finance. He has extensive experience representing developers of, and investors in, affordable multifamily housing projects that use the syndication of historic and low income housing tax credits, rental subsidies and multi-tiered private and governmental loan, tax-exempt bond and grant programs for financing the rehabilitation and construction of such housing. He has also represented lenders providing financing for affordable housing seeking to use the low income housing tax credits. Warren has drafted and negotiated joint venture agreements, management and consulting agreements, development documents such as contractor s and architect s agreements, and related documentation. His work has involved city, state and federal governmental agencies, as well as local housing authorities, including the representation of the developer in the Chicago Housing Authority s redevelopment of Cabrini Green. Warren s real estate practice further includes the representation of commercial tenants, landlords, sellers and buyers in the lease, purchase, sale, exchange and development of office, retail, industrial and multifamily real estate on a national basis. RELEVANT ACTIVITIES: Warren is a member of the American Bar Association's Forum on Affordable Housing and Community Development. He has served on the Board of Directors and Executive Committee of the West Cook Community Development Corporation and the Oak Park Residence Corporation, organizations whose purpose is to foster the preservation and development of affordable housing and community development in the western suburbs of Chicago. He has spoken on such topics as work-outs, partnership agreements, compliance matters and the drafting and negotiation of development documents at numerous seminars sponsored by national and regional organizations engaged in the business of affordable housing. In the fall of 1992, Teresa Prim and Sequane Lawrence founded Prim Lawrence Group, an economic and real estate development consulting firm based in Chicago, Illinois. As a consultant, Ms. Prim specializes in community economic development strategies including but not limited to: financing affordable housing development, commercial and business financing, program design and implementation of CED strategies, organizational assessments, workforce strategies and worker and consumer owned cooperatives. Ms. Prim is responsible for securing financing for over 150 units of single-family and multi-family housing representing over 13 million dollars and 15 million dollars in commercial real estate and small business loans over the last ten years. Her client list includes The Neighborhood Institute (a subsidiary of ShoreBank), Uptown Habitat for Humanity, Landmark Preservation Council of Illinois, REG Development Corporation (a subsidiary of the Community Bank of Lawndale), Community Christian Academy (CCA) The Institute of Positive Education (IPE), WECAN, Covenant Development Corporation, National LISC, and CHAC, Inc., to name a few. Formerly, Ms. Prim served as the Director of Economic Development for the Clarence Darrow Community Center based in LeClaire Courts Public Housing Development, Vice-President and Business Finance Specialist for the Women s Business Development Center and Manager of the Single-Family Loan Program for the Organization of the Northeast-Northeast Investment Center. Ms. Prim, was responsible for securing over 4.8 million dollars in financing for the acquisition and renovation of the Butler/Lindon Apartments on behalf of Woodlawn East Community & Neighbors, Inc. (WECAN). WECAN is a not-for-profit community based organization founded by Mattie Butler within the Woodlawn community on Chicago s south side. The building is comprised of 42 units of housing for low to moderate-income families. Ms. Prim secured Supportive Housing Program funds and Section 8 McKinney subsidy through a national competition from the U.S. Department of Housing and Urban Development for the Butler/Lindon Apartments. In addition, Ms. Prim secured financing from the City of Chicago Department of Housing s HOME Funds, Affordable Rents Program, Illinois Housing Development Authority, Department and Commerce and Community Affairs-Energy Grant Program, Federal Home Loan Bank and private financing from Cole Taylor Bank. The building was completed in December of 2000.

5 Recently, Ms. Prim secured 2.3 million dollars in financing for the development of Woodson Complex, a new construction multi-family housing development on behalf of Christian Vision Center, Inc. Christian Vision Center is a not -for-profit organization that operates a homeless shelter for women and their children. Woodson Complex will provide permanent housing for women and their children who were previously homeless. The development is 16-units comprised of 2 and 4-flat buildings in Chicago Heights. Ms. Prim secured financing from Cook County Department of Planning & Development HOME Funds, the Illinois Housing Development Authority, Department of Commerce and Community Affairs- Energy Grant and a grant from the Corporation for Supportive Housing. Ms. Prim is also a co-trainer in single family and multi-family housing development for the Chicago Rehab Network s Housing Development Training Institute (Conducted in 1999, 2000, 2001 and 2002). Ms. Prim holds a Bachelors of Science degree in Business Administration with an emphasis in Management Information Systems for the University of Wisconsin-Milwaukee and a Master of Science degree in Community Economic Development from New Hampshire College. Ms. Prim is a certified multi-family loan packager for the Neighborhood Lending Program and provides loan-packaging services to major banks including Northern Trust, LaSalle Bank, Harris Bank & Trust, and Bank One. She has received numerous awards and recognition including a Fellowship from the U.S. Department of Housing Development, the Women Making a Difference Award in 1990 from the City of Chicago Commission on Women and the Chicago Jaycees, Outstanding Young Achievers Award in 1990.
