2 Centres for Environment friendly Energy Research (FME) The FME scheme is designed to Boost innovation and value creation for companies and public institutions participating in the centre's activities and for Norwegian society at large; Reduce national and international greenhouse gas emissions, promote more efficient use of energy and increase production of renewable energy; Cultivate research groups that are in the forefront of the international research community; Increase the knowledge base on low carbon built environments 3 ZEN The Research Centre on Zero Emission Neighbourhoods in Smart Cities Strategy from 2014 The Energi21 Strategy recommends strong growth in public funding for research, development and demonstration within the following six areas. 4 The Research Centre on Zero Emission Buildings Main Objective is to develop competitive products and solutions for existing and new buildings that will lead to market penetration of buildings with zero greenhouse gas emissions related to their production, Illustration: Snøhetta/MIR operation, and demolition. 6 Torger Mjønes ved ZEBkonferansen september 2015 STFK som partner i ZEB Sør-Trøndelag fylkeskommune gikk våren 2014 inn som partner i ZEB. Dette har gitt oss mulighet til: Økt kompetanse i organisasjonen og mulighet til å spre kunnskap om gode miljøløsninger for framtidige investering og drift. Som regional byggherre å bidra til utvikling av bærekraftige løsninger i produsentleddet, entreprenører, arkitekter og hos ulike byggherrer. Strategisk å benytte Nye Heimdal vgs som ZEB pilotprosjekt i et prosjekt der STFK legger høye ambisjoner for gode energi- og miljøløsninger. ZEB har bidratt aktivt med utvikling av kravspesifikasjoner i prosjektet, i ulike workshoper, dialoger, evalueringer og beslutningsstøtte. Heimdal er største skolebygget i pilotprogrammet til ZEB. Alliansen med ZEB og aktiv bruk av Nye Heimdal vgs inngår slik strategisk i vårt mandat om å møte Fylkestingets målsettinger for fylket og regionen. 6

8 The Research Centre on Zero Emission Neighbourhoods in Smart Cities ZEN The Centre will speed up the decarbonisation of the building stock, increase renewable energy production and create positive synergies with energy systems, mobility, and citizens. The Centre will work with new and existing neighbourhoods in cities and communities with different building typologies, infrastructures, mobility and users. Which integrated decision and design support methods, processes and tools are needed? 2. How to optimize the building stock to achieve low energy demand as well as high flexibility towards smart energy grids? 3. The pilot projects will serve as lighthouse projects to learn, inspire, and disseminate knowledge about solutions for zero emission neighbourhoods. ZEB Flexible Lab office building, NTNU Campus ZEB Living Lab residential building, NTNU Campus Illustration: FutureBuilt 36 ZEN The Research Centre on Zero Emission Neighbourhoods in Smart Cities The values and roles of ZEN stakeholders Governmental Municipalities and regional governments Property owners and developers Public Consultants and architects They determine the content of regulations (buildings, energy and mobility systems), develop incentives for conducting pilot projects and control development in terms of legal framework for planning regulations as well as local and central electric/thermal energy production. They have ambitious goals for lowering the greenhouse gas emissions and improving the sustainability of their cities and communities. They set the framework conditions for neighbourhood/district and city development, while also being building owners and developers themselves. They own and develop districts, and will be key players in testing and implementation of the zero emission neighbourhood concepts in real demonstration projects. It is they who decide whether they will build on the areas they own / control according to the terms set by the authorities. They will be important from two perspectives; as customers and potential buyers of developers' projects and as neighbours and inhabitants in the zero emission neighbourhoods. They will develop market based knowledge and competence in close collaboration with the research partners, and make sure that this knowledge is utilized in the centre demonstration projects as well as outside the centre (ensuring wider implementation). 40 ZEN The Research Centre on Zero Emission Neighbourhoods in Smart Cities 10
11 The values and roles of ZEN stakeholders IT companies and software start-ups Contractors Energy companies They will develop apps and software solutions enabling beneficial citizen behaviour They will help industrialise the building process and develop new technologies and construction principles, in particular for new buildings as well as for largescaleenergy efficient renovation. They will ensure that the energy systems developed for the neighbourhoods will work in synergy with the thermal and electric grids outside the neighbourhood. Manufacturers of materials and products They will develop new products and integrated solutions.
