Watkins and Sellers have worked to increase the diversity of teachers in Minnesota classrooms, with the goal of narrowing the educational achievement gap in the state. They Rhyddid Watkins began by representing individual, well-qualified teachers who had been denied teaching licenses by the Minnesota Board of Teaching. From 2012 through 2015, they represented over 30 teachers and helped each teacher obtain a full, standard Minnesota teaching license. In April 2015, in an attempt to make systemic changes, Watkins and Sellers filed a 43-page complaint in Ramsey County on behalf of 20 individual teachers. The lawsuit challenged the Board of Teaching s process for reviewing and issuing licenses. One of the major issues they challenged was the Board s 2012 policy decision to discontinue licensure via portfolio, an alternative pathway to licensure designed to ensure a diverse group of teachers. They filed a motion for partial summary judgment, arguing that the Board has a legal obligation to accept applications by portfolio. In December 2015, the Ramsey County court agreed and issued an injunction requiring the Board to reinstate the licensure via portfolio program. The Board reopened the program to comply Nathan Sellers with the court s order. Within a few months of reopening the process, the Board reported that over 200 applicants had started the application process. Watkins and Sellers have also negotiated with the Board to develop new regulations that ensure a fair and transparent application process that considers teachers experience and training. The new rules are expected to be adopted by June Watkins and Sellers have also testified before the Minnesota House of Representatives Education Innovation Committee and the Education Finance Committee. Legislators asked the Office of the Legislator Auditor to conduct a review of the teacher licensing process in Minnesota. The Auditor s report, released on March 4, 2016, concluded that teacher licensing in Minnesota is confusing, broken and in need of an overhaul. Watkins and Sellers work has helped dozens of teachers obtain licenses, and hundreds get a fair and transparent process. The RCBA Diversity Committee will honor the two lawyers at its annual elimination of bias CLE on May 13, The Excellence in Diversity Awards will be presented at the RCBA Diversity Committee CLE, Unconscious Bias in the Legal System, on Friday, May 13.
