It is the largest of 17 Hospital and Health Services in the Queensland Public Health system. It covers an area of 4157 square kilometres and serves a population approaching 900,000 people. Metro North HHS is unique in its composition in that two of its five hospitals are tertiary facilities that provide state-wide super specialty services such as Heart and Lung Transplantation, Burns, and Positron Emission Tomography (PET). Metro North HHS has a range of subacute, post acute, community based health services to support patient discharge and hospital avoidance as well as a number of residential facilities, Oral Health Services and a fully integrated Mental Health Service including both community and hospital based care. Context: Staffing and budget responsibilities This position reports to the Director of Paediatrics and supervises junior medical staff. It has no formal budget responsibilities. Information about your Department The Redcliffe Hospital Paediatric Unit is a busy service, managing approximately 2500 separations per year with an average length of patient stay of approximately 1 day. The Paediatric Unit is made up of multiple outpatient clinics, a children s ward and a special care nursery (SCN). Moderately sick neonates are cared for in the SCN, a level 4 nursery equipped with 10 cots and facilities to undertake short term assisted ventilation for infants prior to their transfer. Neonates requiring intensive care are stabilised in the SCN prior to transfer to the RBWH. Redcliffe Hospital has approximately 1700 to 1800 deliveries per annum. This includes gestations 32 weeks and above. The children s ward at Redcliffe Hospital is funded for 10 beds (16 beds physically present). General medical and selected surgical patients are admitted to the children s ward. Selected orthopaedic cases are currently managed at Redcliffe hospital. The Paediatric Unit sees a broad mix of inpatient and outpatient general paediatric conditions. Most paediatric admissions are for the management of acute illness and hospital stay is very short, usually less than 2 days. Inpatients are predominantly of preschool age, with the most common diagnoses being bronchiolitis, chest infection (including pneumonia), urinary tract infection, gastroenteritis and other viral infections. Serious bacterial infections such as meningitis may also be managed. Young children with feeding and growth problems are often admitted. Endocrine conditions including diabetes mellitus as well as neurological conditions such as epilepsy and developmental delay are seen less frequently. Duty & Portfolio Statement Within the Paediatrics department there are several portfolios, roles and committee commitments. A full list is available from the Clinical Director; however the key ones are listed below: Department, Hospital and Stream leadership and management committees. Quality Audits and Chair of Morbidity and Mortality Meeting Perinatal mortality and morbidity meeting Weekly journal club Monthly radiology meeting. Weekly grand round at The Royal Children s Hospital Service improvement group meeting Registrar Training, including undertaking the role of College Supervisors Child protection advisors University of Queensland medical student supervisor Junior Doctor Supervisor and junior doctor education Community Health advisor Child Protection advisor Page 2 of 7
3 You will be expected to contribute to the achievement of these and, in conjunction with your Line Manager, a detailed Duty Statement will be developed outlining specific roles and responsibilities within the Department including any portfolios assigned to you from time to time as well as any specific roles, outcomes and targets within the department, facility and stream. All doctors will be expected to actively engage in the ongoing development of this process as part of their role as a Health Advocate and Manager as outlined above. Purpose The role of the Senior Doctor is to provide high quality clinical and non-clinical services to directly or indirectly benefit the patients/clients of the Metro North Hospital and Health Service and encompasses all the roles described in the CanMEDs framework (See endnote i ) This includes research as well as teaching the health professionals of the future. In addition to the key responsibilities listed below, the role of the Senior Medical Officer (Specialist) is to provide such services as may be reasonably directed from time to time by your line manager as outlined on the Organisational Chart, including any intra-department portfolios allocated from time to time as outlined above. Your Key Responsibilities As a Senior Medical Officer of the Metro North Hospital and Health Service, you are responsible for the following dimensions as outlined in the CanMEDs framework: Contribute to one or more Portfolios as outlined above, including any specifically mentioned in the Role Title on the first page. As a Medical Expert you are responsible for: The maintenance of appropriate Credentials and working within your awarded Scope of Clinical Practice (SoCP) as determined by the HHS ii and limited by the Clinical Service Capability Framework (CSCF) of individual facilities; or the Public Health Practice Manual. At a minimum, this will require maintenance of registration as a (specialist) medical practitioner in a discipline relevant to the position as outlined above, The provision of high level Knowledge and Skills within the discipline/department. Providing expert Consultation and Advice directly to patients or to GPs, and within the HHS as required. Providing expert Clinical Service to patients of the Metro North Hospital and Health Service as directed within the above Scope of Clinical Practice. As a Professional you are responsible for: Actively taking part in Quality Improvement, Risk Management, Peer Review and Audit and to demonstrate positive change as a result. Including support for National and College quality standards. Demonstrating Ethical Practice and Decision Making in both clinical and non-clinical areas, including fulfilling all responsibilities of this role in accordance with Queensland Health s core values, and the Queensland Public Service Code of Conduct at all times. Undertaking self-initiated Reflective Practice and maintenance of Continuing Professional Development (CPD) to maintain professional competence and expertise. Ensuring high quality and timely Clinical and Non-Clinical Documentation and Management of Information whether paper-based or enabled by information technology. This includes being responsible for the quality and timeliness of documentation of medical staff who report to you, including junior doctors. As a Manager you are responsible for: Demonstrating Leadership and providing Clinical Governance and Supervision of staff reporting to you, including junior medical staff. Being aware of, and complying with Legislation that applies to your area, as well as contributing to, and following QH, HHS and Local Policies and Procedures as published from time to time. Management of Resources available to you, including Value Management to reduce waste, and ensure that the resources available are used to deliver the greatest good to the greatest number of patients/clients. 4 As a Scholar you are responsible for Supporting and/or Undertaking Research within your area of practice, including the obtaining of research funding where possible. (Within the Ethics framework as outlined above) Actively supporting and undertaking Teaching of Undergraduate and Post-Graduate Clinical Staff including medical and non-medical clinicians as well as non-clinical staff as required. As a Collaborator you are responsible for: Supporting and working harmoniously with: Your immediate (medical) team and Multidisciplinary members of your workplace Other Departments/Facilities within the HHS External Stakeholders As a Communicator you are responsible for: Developing, displaying and utilising high level Communication Skills in all modalities including: Professional quality written communication in all documentation, including the medical record and s as well as formal letters and reports. Audio and Visual communication, from formal presentations to informal conversations. Non-Verbal communication, including body language and other forms of communication. Developing and maintaining Effective Working Relationships and Empathy in dealings with colleagues and patients/clients as well as external stakeholders. Actively encourage within your team, respect for Cultural Diversity including promotion of indigenous health. As a Health Advocate you are responsible for: Assisting to identify Future Trends and contributing to/undertaking Planning for the health service. Actively engaging in Technology Assessment and Systems Improvement initiatives within your SoCP. Being a Patient Advocate and Engaging positively with Patients and their Carers. Clinical Directors/Medical Managers Clinical Directors and Medical Managers are expected to demonstrate leadership qualities, and have a significant role in managing and planning within their departments, and to provide a leadership role model for other staff. Key Performance Indicators In line with the Queensland Government Senior Medical Officer Contract of Employment, KPIs will be developed in consultation with your Line Manager and these may be at a the level of your department or as an individual. These KPIs will support the Key Responsibilities as outlined above, also using the CanMEDs framework. For Clinical Directors and Medical Managers these will include specific management-related indicators relevant to their role. Requirements for Appointment Mandatory Qualifications and Professional Registration Requirements: Ongoing General (and/or a relevant Specialist) registration with the Australian Health Practitioner Regulation Agency as a Medical Practitioner which is supported by A medical degree from a registered tertiary institution acceptable by AHPRA for registration in Australia. For Specialists: Fellowship or membership of the appropriate College or Association within Australia as recognised by the Australian Medical Council (AMC) including maintenance of CPD and good standing as required by AHPRA for the maintenance of Specialist Registration. All such qualifications should be submitted to AHPRA for inclusion on their website in which case, this will provide evidence of qualification. Copies of the required information must also be provided in sufficient time to enable the awarding of Scope of Clinical Practice (SoCP) prior to the commencement date. Specialist Registrants will be preferred in all positions; however non-specialists may be considered where it is not possible to recruit Specialists. 5 All applicants must be awarded Scope of Clinical Practice (SoCP) by the Metro North Hospital and Health Service Credentialing and SoCP committee. Information presented for application will be presented to the committee during the selection process, and all appointments are subject to maintenance of SoCP within the CSCF for the facilities in which clinical work is to be undertaken. This process must be completed prior to commencement. Other Requirements: Licence to Operate Vehicle: This position requires the incumbent to operate a class C motor vehicle and an appropriate licence endorsement to operate this vehicle is required. Proof of this endorsement must be provided prior to the commencement of duty. This position may require the incumbent to work at other facilities within the Metro North Hospital and Health Service. 6 Health professional roles involving delivery of health services to children and young people All relevant health professionals (including registered nurses and medical officers) who, in the course of their duties, formulate a reasonable suspicion that a child or youth has been abused or neglected in their home/community environment have a legislative and a duty of care obligation to immediately report such concerns to Child Safety Services, Queensland Department of Communities. All relevant health professionals are also responsible for the maintenance of their level of capability in the provision of health care and their reporting obligations in this regard.
