3 Equality Impact Proforma 1. Identify who should be involved in the equality impact assessment Policy/Service Area Selected Children s Services Learners & Young Peoples Service Function selected, and policies, procedures and practices to deliver this function. Teenage Pregnancy Services including sexual health contraception tutorials at Hopwood Hall College delivered by the crisis intervention team Proposal to cease all work currently funded through ABG (Area Based Grant). Work will continue through other support including the Sure Start general grant. 14,983 to be withdrawn from Hopwood Hall College for the provision of advice on sexual health to students at the College. This is not the only source of such advice in the Borough. Sexual Health Clinics will continue to offer a service for young people Who is responsible for the function? 4 2. Identify the scope of the equality impact assessment Consider the following: Scope What is to be included in this impact assessment? (i.e. are all aspects of the policy/service to be covered or is it confined to a limited area?) Does this service/policy have link to other service areas, or other Equality Impact Assessments? Teenage Pregnancy Services including sexual health contraception tutorials at Hopwood Hall College delivered by the crisis intervention team Proposal to cease all work currently funded through ABG. Describe the aims and purpose of the policies/procedures/ and practices which are being examined in this assessment. What are the aims/objectives of the policies/procedures/ practices, which are being examined in this assessment? To provide support that helps reduce teenage pregnancy. What needs are the policies/procedures/practices designed to meet? The need to avoid teenage pregnancies so that children are conceived by parents who are ready and able to parent them well. The need to ensure young girls have opportunities and can make choices about their lives before becoming parents. This is to promote the health and well-being of both children and teenagers and ensure that information on how to access services is available Are there any associated policies/ procedures? Who are the key stakeholders, partners etc. Hopwood Hall College, teenage girls. PCT. 4

Assess the impact the policy/procedure has on people with protected characteristics under the Equalities Act 2010, and under S71 of the Race Relations Act 1976, Section 76A Sex Discrimination Act 1976 and Section 49A of the Disability Discrimination Act Are there any obvious barriers to accessing the service? E.g. language, physical access etc. No. Is there any evidence of unequal outcomes or unmet needs? Evidence of Unequal Outcomes There is no evidence that these changes affect any equality group unequally. The service is targeted at young women. Evidence of Unmet Needs Unlikely to affect the ability to meet needs. 5. Conclusions and Recommendations What are the main conclusions from this assessment? Unlikely to result in unmet needs. There is no evidence that these changes affect any equality group unequally.. 5
6 What are your recommendations? This change may not be significant in isolation. However the future patterns of teenage pregnancy and associated needs should be monitored as there is a risk that teenage pregnancies will begin to rise over time. How information on local sexual health services is accessed by young people needs to be monitored. Equality objectives and targets to address the unequal impact/unmet needs Children s Trust objectives for teenage pregnancy and sexual health Suggested actions to meet those targets None required at this stage. 6. Consult your stakeholders on the main findings and conclusions of the equality impact assessment and ask for their comments. All consultation feedback has now been reviewed for any new equalities issues; this EIA is the final version. 7. Produce an impact assessment action plan for 2010/11. Details of this should be included in your service delivery plan. This will be completed when all consultation has ended and final decisions have been taken and any final impact assessment is concluded.. 6
