1 Question: 24. Please include any comments you may have regarding UTPA training services. The training services provided here at UTPA are no equally spread out to all levels within departments. When there are different phases and levels within one entity, cross training is essential so all offices are informed regarding any mandates, changes or updates. Customer service is what always brings a person back to a place of business - and this is a business. As a grant project secretary, I often feel like a "step-child" of the department. Trainings that are offered to regular department support staff have not been offered to me. Perhaps this is due to the tentative state of my position...if the grant is not refunded, my position is terminated. While employed as the secretary for a different grant project, my supervisor requested approval to send me to a 2-day ACCESS workshop. This was turned down on the basis that no grant funds were specifically designated as "support staff training"...the department did not offer to provide funds. The training sessions to be offered need to bring insight to everyday situations occuring in the work site. That includes working with non-utpa students and the general public. The training available is usually for newcomers. There's very little provided for those of us that have been here awhile. Yet the need still exist even though we think we know it all. I would like to see more computer training as what I've learned has pretty much been on my own. I do not know if UTPA offers tuition and/or fee waivers for staff seeking to attain a master s degree while working full time. Need to offer more computer classes with hands on. We are lacking in computer programing i.e. Word, Excel etc. and Human Resource training. There are no on line training to speak of and there are no resources except for outdated books that can be checked out from HR. We should have some type of on line or classroom training for current softwares used on campus, as well as traditional and non-traditional topics of focus. UTPA TRAINING SERVICES ARE VERY INFORMATIVE. YOU ARE BEING UPGRADED ALL THE TIME WITH NEW SOFTWARE AND NEW INFORMATION. IT'S GREAT TO ATTEND UTPA TRAINING SERVICES The training opportunities available to staff are very limited and restricted at this campus. Even if training is offered in another city, funds are available, and department head approves, it is often denied if administrators at the top feel that it does not pertain to a specific job title or has to do with your specific job function. There is no support for professional development or advancement for staff, especially within the division of academic affairs where staff have to compete with faculty to develop professionally. We need more hands on training, pertaining to our position. UTPA training is very fragmented. We need to bring it together with the HR system so that we can readily see who is trained in what. We need to manage training as an enabler systematically developing the competencies that will allow UTPA to move toward and achieve its goals. Otherwise we can be different next year compared to this year essentially to the extent that new people come in- and that is way to limiting to be vibrant and viable. I'm glad that training services are really being concered for the feature. I have never gone to any because our budget does not allow for non-professionals to attend as much as professionals. I have not seen many opportunities for training, aside from basic reconciliation training or Sexual harassment training. March 21, 2006 Page 1 of 11

I believe there should be some sort of maybe informal handouts as what the system will be able to do.--- I have been acting as a facilitator for planning sessions and in all of them training has been an issue. From 16 years of experience here on campus, training has been for just a few elite folks. I work with a person who has been here for 10 to 15 years and he just recently received his first formal training during his employment with UTPA. It is something that is vitally needed on this campus. Not everyone will participate but that's okay. The ones who will participate will truly appreciate the opportunities. Superviors and persons with higher positions usually are the one's that get all the training(and they have more education than staff)and they leave the staff out that in essence are the ones that would benefit from the trainings. only the same people go that do not need it,but want to get away from work for a while. Your boss has to like you also!!! The training sessions I have been to are good, but now we have many responsibilities and do not have enough staff to cover the area if we are out for a training session. I have been told due to my rank in the department I would highly unlikely get any training unless it comes free, yet I am the one with the most contact to our customers. Shouldn t I be the one getting the training in order to resolve issue or to better explain the problem in a timelier fashion? It is unfortunate that in the department I work in I am not supported to take any training classes becuase they are too expensive. I have taken it upon myself to pay for my own training and also use vacation time to attend. In our work enviornment, only professionals are allowed to travel. Staff are allowed to attend workshops/conferences offered through UTPA and/or onsite teleconferences. I beleive that everyone should be allowed to travel at least once a year. Our professionals here travel 3-5 times an some more. Of course some of us do not have that luxury as are department requires us to be here to conduct everyday business. There should be training for supervisors and upper management to offer better customer service to students if they want to keep students here.they always stress how important it is and to keep enrollment higher there needs to be better inter departmental communication by phone. Call departments to better assist students instead of sending them across campus when it could have been cleared by simply calling. There isn't really that much available here. Training should become essential to the organizational structure of UTPA. I see more of a move to this with the new president. Training should be used to enlighten and lift staff members and to help them develop as individuals. I think more staff members would then see training as a reward, not a punishment applied only when something has gone wrong. I would like to learn basic AutoCad training It would be nice to move beyond compliance/safety issues to focus on personal development that could lead to being a more productive and equipped professional. Wish we had more opportunities for on-campus training. I believe the main thing for me regarding training services...would be that higher ups going down to us, need March 21, 2006 Page 2 of 11

The system is getting better, but there is still room for improvement. Training sessions are necessary and productive. There in none! in my opinion the trainings should be more dinamic, because most of the training just have you sitting down with out trying it your self. None at this time. Publish by a schedule of events for the year along with reminders of what's ahead for the next 3 months. Staff has not had funds available for travel or training seminars since the last Director left. training should be required for some professions. One of the best sessions I have attended at UTPA was the customer service training that included segments of video entitled "Give them the Pickle!" communication and team building should be brought to us,with the leader/facilitator seeing folks in their own environment and knowing the stress/personalities involved..time should be taken every year to do this as a group Training should eb done every other year. Do you have training during the summer months? such as June or July... I haven't seen any training services available that I feel are useful. We should be given more support and not given the impression that trainings are only for professionals. I feel that all full-time staff whether professional para-professional should be allowed to attend professional development conferences or workshops somtmes people providing the training do not have a full understanding of the topic the are teaching. I've attended trainings/workshops in the 27+ yrs. I've been here at UTPA which have helped me in my job duties, but I've never been compensated or given any pay raises, etc. Have NEVER gotten a pay raise at all, only the "across the board" little raises everyone receives every once in a while! Supervisor made it very difficult for me to attend trainings if I didn't have a student worker to cover my area, so I never attend unless I have "coverage". The only training Ihave attended is safety training - they appear to be the only ones that do any training - they were educational... some UTPA training seems pretty stupid The reconciliation training that the university offers needs to be more on a one to one perhaps visiting with the ASO of each college so that individual meetings can be set up. Please make sure to also distinguish there are DIFFERENCES between support staff & professional staff training. There is a DESPERATE need for training for professional staff (such as counselors and advisors) who work with our students. TOO many professional staff are NOT aware of legal issues or information regarding students, understand the needs of students, how to properly advice students, etc. Utilize professional associations such as TACUPSA, NASPA, NACADA & ACPA for assistance. We desperately need training on FERPA guidelines. Customer service is also a issue that needs to be address across campus. Too many students get the "run around" from our staff. I also think this is a step in the right direction for staff. Too many times staff (both professional & support) needs have been IGNORED on this campus. In my area, our supervisor does not believe that people like us should attend any kind of training. no resources set aside to develop a functional training area within Human Resources to meet employees' professional development needs I do not see any courses offered on computer applications, such as Frontpage, Access, etc. I strongly believe UTPA training services should be available to all UTPA employees at no cost. Employees have the right to choose from a variety of trainings/courses (which is not the case) in order to improve their work performance. Some are better than others I am pleased that UTPA gives us an opportunity to learn by having these workshops! Good training How to use yearly accruals. More trainings by our HR office regarding policies and procedures. Clear trainings to all staff at Idea of staffing employment depts. it would help a lot to have classes here. None at this time More pay Need more pay, and less hours N/A havent been to one here at UTPA yet. I'm currently taking undergraduate courses and I feel that as a full time staff, there are some fees that all full time employees should be excluded from - ex: student union fees - I'll never use the student union, computer fee - don't use the labs either, medical fees - have my own insurance. Financial Aide rules are not too kind with middle class employees, so maybe cutting down on those fees help us those who have to pay from our own pockets also helping out by increasing on the staff scholarship would be great. Need Assistance to attend masters and doctorate level classes I would love to have structured Spanish language training Re: #27, all three options would be applicable. I would like to further my education in order to go on to a higher level The need to continue taking undergraduate courses is there but, we would also need our respective depts to back us up in doing so. Our loyality is to our work site but, we would also benefit from taking classes for education enhancement. Although, I realize this is a legislative issue, I find it difficult to understand how an institution of higher learning impedes its own employees from benefiting from said institution. Instead of promoting education many staff members feel stagnant. They have to use vacation and make up time to take a course. That is a sad statement. Other local education institutions encourage their staff to continue their education by offering to pay part of the cost the classes taken. Doing something similar at UTPA would be very helpful. I would like to see tuition benefits offered to employees. It appears that instead of being the flagship for the Valley- offering tutition reinbursement and spaninsh to non-spaninish speaking faculty and staff and other benefits that one would think would be promoted on a college campus, we have not even thought about any of these things until recently. I WOULD LOVE TO TAKE A COURSE DURING MY WORKING HOURS BUT MY DEPARTMENT ONLY HAS ONE SECRETARY AND ITS VERY HARD TO ATTEND A CLASS DURING THE DAY SINCE THE OFFICE HAS TO BE COVERED AT ALL TIMES. MY WORKSTUDY STUDENT IS ONLY AVAILABLE 2 1/2 HRS PER DAY THOSE HOURS VARY ACCORDING TO HER CLASS SCHEDULE. OUR FUNDS ARE NOT THERE TO BE ABLE TO HAVE MORE THAN ONE STUDENT TO HELP OUT IN OUR OFFICE. What educational benefits? There are no educational benefits at UTPA. If there are I would like to know where it's listed? The only incentive in taking courses is to improve yourself and find a job elsewhere. The current tution assistance of 50% reimbursement for one three hour course isn't that great. It helps but its really not that much of an incentive when someone is taking nine hours a semester. We have a policy that addresses educational training but there is no development plan or guidelines in place to follow. It would be very helpful if the university would waive tuition to UTPA employees or family members. I agree that our fee should be waived. I am currently at 50 hrs and stopped attending. Lack of money. Not enough, some other Universities, give total support to employees(faculty & Staff)and their families March 21, 2006 Page 5 of 11

6 Question: 28. Please include any comments you may have regarding UTPA educational benefits. Have good programs, but too costly for someone that does not qualify for financial aid. As an institution of higher learning, UTPA should definately support it's staff attendance in higher education leading to advanced degrees. Not interested at least at this point- formal education is not limiting my ability to contribute or be happy with what I can contribute Class couses are to expensive to take. The times the courses are offered is also a concern. I'm currently enrolled in the Masters program. Discounts should be provided for employees who successfully pass their courses with a B or higher. Other companies provide reimbursement for education, providing it will benefit the employees productivity and enhance the level of service that the employee can provide to it's customers. Presently the tuition is way to high, also the cost of books, and the jobs have not adequately been compensated. i agree with educational benefits, I would take full advantage I would like to see that UTPA would offer a disscount in the educatonal fees to staff. Employees are not offered any type of incentives or rewards; any educational benefits for employees would cost us. Because pay levels are below standards, we cannot afford to further our education. I think UTPA should give us more of a break to go to school here. UTPA only helps students and faculty in all areas and stuff is left hanging with no support!!! I don t understand how a University does not help they re employees in education unless they have a 3.5 GPA or higher. Plus it is un-promoted as if you don t want anyone to know about it. I think UTPA stands to benefit quite a bit if their staff was educated, but given the fact that an education has been financialy out of reach for so many UTPA staff members, this institution is going to continue not getting the most out of its richest asset, who is their employees. As the pay scale here is not up to par, the least that universities can do is pay for one class a year and if more classes are taken then there should be a reduction in the amount we pay to take a class. I know of some fulltime employees that attend a class without any conflict from work supervisors, then I hear there are some that refuse to allow you time off for a class, even if you make up your time. So don't know if its beneficial to employee if they make it difficult for then,guess its easy to decide between your job or a class. At present, there is not a doctoral program in my field of interest; thus, I find myself at point in my career (due to family and location restraints, as well as limited offerings at UTPA) where I am unable to further my education in terms of earning a degree. At the salary that I am currenlty recieving, I will never be able to go back to school. There are many smart employee here at this University that have the potential to obtain a degree. I believe the department would be run much smoother if this univeristy had more educated employee's. March 21, 2006 Page 6 of 11

The main benefits of waiving fees for staff members are to increase SCHs and to build a stronger staff with a greater degree of flexibility. Flexibility is crucial with the myraid of changes coming to higher ed. I would find it a personal benefit and a recruitment opportunity for new staff for UTPA to support life long learning of its employees by providing full time staff a partial or total tuition waiver. Educational benefits would benefit me in attending college classes to better myself in the long run in order to find a better paying job. If UTPA would offer the employees the opportunity to attend classes with a possible fee waiver, this would be fantastic. Some of us cannot afford to pay for our classes. I would definitely take advantage of this opportunity if it is given to us. I would like to seek a bachelor's degree at utpa. There is none! none I feel that if the fees were waived more people would go back to school. Alot of the times people don't qualify for Financial Aid so they don't even consider taking classes. I think that would be a GREAT idea to waive the fees for classes. I would like to see the day that UTPA offers its employee's a reduced tuition cost especially to those trying to obtain their first degree. A full-time UTPA Employee should be able to take UTPA Classes, at least, at half price. This would definitely encourage the employee to continue their education which would help in job advancement. It seems to me professional development should not be penalized. To which I mean, the time should be made available to all employees to take one course per semester free of charge, during work hours, with no reduction of pay nor compelled to replacement hours. This would encourage a more intelligent staff in order to support the students; because after all, aren't we here to aid our students. We are not here to operate a college in the event students might want to attend. STC pays their employees' education, I can't understand how a University associated with the UT system can't offer one of the most convenient of all benefits, on campus education, especially for those employees who have dedicated themselves to the University for more than 16 years. I would love to take classes to learn sign language and to improve my spoken Spanish, as this would benefit the work I do in direct contact with students. #27 I would have answered BOTH "Personal" and "Work" skills UTPA's lack of educational benefits makes it difficult to recruit top notch people to work for our university. Tuition fees dhould be removed for staff and faculty. Offer classes on Sundays instead of Mondays. UTPA should have a tuition reimbursement for staff members that would like to take college courses or a discount program. March 21, 2006 Page 7 of 11

Any help paying for tuition would be greatly appreciated. I wish UTPA will gives their employee an opportunity to take classes anytime. For example, do not give the employee a limit course to take. Atleast give them 12 credits total as long as they handle both work and education. Are there any? Educational benefits are not regarded toward staff advantage, but much more to the business aspect. I don't know what the difference is but up north some universities allow their staff members to take courses sometimes for free or for a minimal fee. As it is parking for faculty/staff is $ If wuld be nice if fee waivers or the Angel Scholarship could be used for masters and higher I have been trying to complete my education during my employement here at the University, because of finanical needs I have not reached that goal. Some type of fee waiver would be greatly appreciated. I think staff need to be encouraged to pursue their educational interests. The support for staff to take classes needs to come from the top. There aren't any in my area. Waive all fees The doctoral programs available are not within my area. UTPA Educational Benefits should be available for all UTPA employees at no cost regardless of the purpose in taking a class. In fact, I believe UTPA should offer UTPA employees' children to attend school at reduced or no cost. We need to provide discounts or waivers for employees and family members like other insitutions Past overdue, most employers reimburse employees and promote employee education. UTPA is far behind in this area. No excuses. Employees and family members should get some incentive to attend this University. How many professors and staff would like to attend themselves or send there children? President Cardenas is in her 2nd year, and she continues to mention how impressed she is with everyone at UTPA. Well it's time to pay back whats way overdue. THe educational benefits at UTPA are poor. I would really like to take masters level classes but would rather work at a university that would provide some tuition benefits toward its hard working staff members. Many institutions provide this benefit which currently has me reconsidering another university. I would love to take classes at UTPA, but I don't have the money to do it. This benefit can really help us to improve in our job and to give our children a better example of what can we accomplish. I'm looking forward to this benfit, hopefully we'll have soon. Miguel. Unable to attend a conference last year due to no funds available. workshops and conferences directly related to type of work done here and clients we serve. I don't understand question 35. I don't think I should have to pay from my own pocket anything for a course sponsored/hosted by HR. If it is to come from departmental budgets, I would certainly be willing to budget whatever rates they charged and happy with this if my budget were approved. Microsoft Boot Camp specific to my position specific software training - around 3 to 5 days in South Carolina. video editing and animated graphics Attend training/workshops/conference dealing with our software within our work area. Covey Leadership Facilitator Training Conferences are crucial in our area. Professional development conference outside of the area cost a lot of money and the per diem was much higher than allotted via university policy. Marketing training -- enough to write brochures and sell my programs. our travel money gets disbursed at the beginning of our academic year and part of the problem with funding is that we don't get notice of some of these trainings until after all the travel money has been alotted. National Association of ADA Coordinators Training Conference State budget cuts.
