Spires - Director, Consulting Services As the Director of Consulting Services at Joiner Trade Solutions SM, a service offering of Joiner Law Firm PLLC, Darrell provides Commerce Control List and Munitions List commodity classifications, U.S. export control licensing strategies, general or customized trade compliance training, and export license management services. Darrell was formerly a Senior Electronics Engineer and Licensing Officer in the Office of National Security and Technology Transfer Controls of the Bureau of Industry and Security (BIS). In this position, he provided subject matter expertise for dual-use acoustic, navigation, avionics, gravimeters, magnetometers, marine, and propulsion commodities. At BIS, Darrell was the principal federal official responsible for export licenses, commodity classification requests, commodity jurisdiction review for national security commodities, software, and technology. He has an extensive knowledge of the geophysical exploration industry from an export control perspective and has assisted many exporters in developing export control strategies specific to the energy sector. Darrell was a highly requested speaker for export control seminars and training both nationally and internationally. Darrell also provided technical expertise for the update of the Dual Use and Munitions List of the Wassenaar Arrangement as well as outreach consultation to the governments of Jordan, Malaysia, Mexico, Thailand, Armenia, Azerbaijan, and Pakistan. Prior to joining BIS in 2004, Darrell served in the Department of the Navy for 20 years primarily as a project engineer for various surface combatant and submarine sonar systems and unmanned undersea vehicles.
