2 SAN DIEGO COMMUNITY COLLEGE DISTRICT CITY COLLEGE-MESA COLLEGE-MIRAMAR COLLEGE-CONTINUING EDUCATION DISTRICT GOVERNANCE COUNCIL MINUTES April 30, 2014 Present: Allen, Beebe, Beresford, Bocaya, Conrad, Dowd, Figueroa, Greenberg, Haidar, Haro, Harris, Hinkes, Hsieh, Jackson, Kohlenberg, Lee, Liewen, Luster, Manis, Neault, Pawlak, Surbrook, and Chairperson Chancellor Carroll Absent: Kovrig Guests: Cassar, Mills, Rider 1. APPROVAL OF MINUTES The minutes of March 19, 2014, were approved. 2. NO REVIEW OF BOARD AGENDA 3. STATE BUDGET UPDATE Executive Vice Chancellor Bonnie Dowd reported that the May Revise is nearing its release and following that, the tentative budget is expected to be approved at the June 12 Board of Trustees meeting. Further updates will be provided at the next DGC meeting after the May Revise is known. Chancellor Carroll added that serious consideration is being given by the state to increasing the FTES rate for a category of noncredit FTES (career development and college preparation, or CDCP) that would yield an additional $8.3 million to the SDCCD in ongoing funds. The SDCCD will provide advocacy for this change. 4. COMMUNITY COLLEGE BACCALAUREATE INITIATIVE Chancellor Carroll updated the council on the progress of SB 850, which has been approved by the Senate Education Committee. The bill's passage would allow some community colleges to award bachelor's degrees on a pilot basis. Chancellor Carroll and many other supporters spoke to the committee in favor of its passing. Seven staff recommendations have been accepted for this bill, to include: no duplication of degrees; participation limited to 15 districts/campuses; reporting requirements similar to CSU; limited time period of 8 years; submission of enrollment projections and a specific administration and governance plan; continued use of local business format; and keeping lower division coursework fees consistent. With these amendments, SB 850 will be reviewed next by the Senate Appropriations Committee. 5. ENFORCEMENT OF BP 7150-CIVILITY AND MUTUAL RESPECT Miramar College Academic Senate President Buran Haidar asked for clarification regarding enforcement of BP Vice Chancellor of Human Resources Will Surbrook explained that a complaint in this area would follow established protocols, starting with reporting the incident to the immediate supervisor. Depending on the severity of the offense and based on the judgment of those involved in investigations, a spectrum of sanctions could follow. This process is explained in employee bargaining agreement handbooks.

3 Page 2 OGG Minutes for April 30, JOINT ACADEMIC SENATES RESOLUTION REGARDING MOOCs Regarding Massive Open Online Courses (MOOCs), Dr. Haidar announced that a districtwide joint resolution was passed by the academic senates recommending to the Board of Trustees that no MOOCs be developed or offered for credit at the SDCCD, and that no credit be granted for courses received as MOOCs in other contexts. The joint resolution will be presented at the next meeting of the Board of Trustees. 7. AMENDING WAITING PERIOD TO RETAKE PLACEMENT EXAM The current waiting period to retake a placement exam is three years. Dr. Haidar shared a Miramar College-initiated resolution that was supported by the Academic Senates of both City and Mesa colleges to amend the waiting period for students retaking the English/ESOL placement exam from three years to one year. 8. GENERAL EDUCATION OUTCOMES Dr. Haidar updated the council on the status of General Education and Institutional Learning Outcomes revisions at the District's colleges, and the move to consider them as one. Miramar and Mesa colleges have completed their revision and there is support for collegespecific determination of the issue. Vice Chancellor Lee will lead the discussion on the revision of the current colleges' catalogs and the review of the uniform General Education Outcomes section. 4 BOARD MEETING Thursday, May 22, 2014 (Tentative pages for review) 2:20 p.m. Call to Order - Room Followed by Closed Session - Room 300 4:00 p.m. Regular Business Meeting - Room NEW BUSINESS Presentation of contractor and small business awards for annual Propositions S and N Recognition Program for Exemplary Performance. 11 INSTRUCTIONAL SERVICES Consideration and approval of new or revised courses and programs In the matter of the District's health occupations programs, authority to enter into agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs during the fiscal year Authority to enter into a teaming agreement with Controlled FORCE, Inc., (CF) in connection with the submission of a proposal submitted by Controlled FORCE, Inc., to the U.S. Department of the Army, San Diego City College Military Education as subcontractor and Controlled FORCE, Inc. as prime contractor to provide Training Support to Soldiers that replicates conditions and threats which may be experienced when deployed. Training will be located at The Mission and Installation Contracting Command (MICC), Fort McCoy, Wisconsin. 12 STUDENT SERVICES Authority for two students and one faculty advisor from City College to attend the International Study Program in Salzburg, Austria from June 2, 2014, through June 9, Authority for San Diego City College to conduct the following Summer 2014 classes in Antigua, Guatemala: Spanish 102, Spanish 201, Spanish 210, and Spanish 211. Classes will be held from June 28 - July 27, Faculty from the Department of Languages at City College will accompany the students and teach all classes Authorization for Mesa College to conduct the following Summer 2014 classes in Madrid, Spain: Spanish 102 and Spanish 201. Classes begin at Mesa College on Monday, June 23, Travel to Spain will take place on Saturday, June 28, Classes will end on Friday, July 25, 2014, and return travel will take place on Saturday, July 26, Professors Francisco S. Zabaleta and Dora Schoenbrun-Fernandez from the Department of Languages at Mesa College will accompany the 39 students, and will teach both classes. 13 BUDGET AND FINANCE In the matter of the San Diego City College Agreement with San Diego Unified School District - San Diego Early Middle College Program, authority is requested to: 1. Enter into a 2-year agreement with San Diego Unified School District through fiscal year and through fiscal year in the amount of $18,000; and 2. Accept budget and spend in the General Fund/Restricted Budget $9,000 from San Diego Unified School District. I

5 13 BUDGET AND FINANCE (Continued) -Tentative pages for DGC review In the matter of the San Diego City College's Bridges to the Future Program, a collaborative grant project with San Diego State University from the National Institute of General Medical Services, to conduct activities at San Diego City College and San Diego State University to strengthen access for minority students to careers in the biological sciences, authority is requested to: 1. Extend the period of performance from September 1, 2013, through July 31, 2014; 2. Accept, budget and spend $3,730 in the General Fund/Restricted Budget In the matter of San Diego City College's agreement with the YMCA Youth and Family Services (YFS) San Diego Urban Teacher Fellows (SDUTF) Career Pathways program authority is requested to accept, budget and spend $60,000 from the YMCA Youth and Family Services In the matter of a service contract with Medical Billing Technology, Inc. (MBT) to provide services for Medi-Cal Administrative Activities (MAA) billing for reimbursable activities performed on a day-to-day basis for San Diego Mesa College students, authority is requested to: 1. Enter into a service contract agreement with Medical Billing Technology, Inc.; and 2. Accept, budget and spend $10,000 in the General Fund/Restricted budget In the matter of retaining a Miramar College faculty member as the San Diego/ Imperial Regional Basic Skills Initiative (BSI) Network Coordinator to support the ESL/Basic Skills grant from Los Angeles Community College District, authority is requested to accept, budget and spend $7,500 in the General Fund/ Restricted Budget In the matter of a one-year grant awarded by the County of San Diego Health and Human Services Agencies (HHSA), to provide professional services for learning disabilities screening, testing, reporting and consulting for CalWORKs Welfare-to Work (WTW) participants districtwide, authority to: 1. Enter into a one-year agreement with HHSA for fiscal year in the amount up to $250,000 which is $120,000 plus $500 per completed assessment with an expectation that a minimum of 70 assessments would be completed; and 2. Accept, budget and spend in the General Fund/Restricted Budget $157,500 from HHSA In the matter of the College 2 Career program grant from the California Department of Rehabilitation to provide specialized programs and services for students with intellectual disabilities (ID) in Disability Support Programs and Services (DSPS) throughout the San Diego Community College District, effective July 1, 2014, and until funding ends, authority to: 1. Enter into a new three year contract ( ) in the amount of $250,000 per year, for a total contract of $750,000; 2. Adopt a resolution providing authority for the District to enter into an agreement with the California Department of Rehabilitation, to provide college to career programs for students with intellectual disabilities; and 3. Accept, budget and spend $250,000 in the Restricted Budget from the California Department of Rehabilitation for the College to Career program. 2

6 13 BUDGET AND FINANCE (Continued) -Tentative pages for DGC review In the matter of the Cooperative WorkAbility III program grant from the State of California Department of Rehabilitation (DOR) to provide specialized career counseling and job placement services to Disability Support Programs and Services (DSPS) students with disabilities throughout the San Diego Community College District effective July 1, 2014, until funding ends. Authority is requested to: 1. Adopt a resolution providing authority for the District to enter into an agreement with the State of California Department of Rehabilitation, to provide vocational rehabilitation services, including career guidance and job placement services to students with disabilities; 2. Enter into a new three (3) year contract from in the amount of $1,343,808; 3. Continue the following restricted position: 1.0 FTE 12-month Professor/ WorkAbility III Coordinator (Counselor) position #011086; 4. Fill the following restricted position: 1.0 FTE 10-month Adult Education Non Classroom Associate Professor on Special Assignment position #008978; and 5. Accept, budget, and spend $447,936 in the Restricted Budget from the State of California Department of Rehabilitation for the WorkAbility III program Ratification of Memorandum of Understanding (MOU) with the San Diego Mesa College Foundation, Inc., a separate legal entity established under the laws of the State of California and granted tax-exempt status in accordance with Section 501 ( c) (3) of the Internal Revenue Code, to engage in charitable purposes for the advancement of the educational goals of the District and San Diego Mesa College Approval of the District's Report of Participation in the San Diego County Investment Pool for the period ending March 31, Consideration and adoption of the San Diego County Treasurer's Pooled Money Fund Investment Policy as the San Diego Community College District's Investment Policy Approval of purchase orders prepared during the period of March 1, 2014, through March 31, Authority to award Bid # SN for the purchase and delivery of new Portable Platform Risers for the Arts & Humanities Program to Stage Right Inc., the lowest, responsive, and responsible bidder meeting terms, conditions and specifications for use in the new Arts & Humanities Building at San Diego City College. 14 HUMAN RESOURCES Certification of short-term personnel service effective on or after May 23, 2014, per California Education Code Section Approval of academic, classified, substitute and student personnel actions relating to appointments, assignment changes, salary changes, status changes, leaves of absence, separations and volunteerism during the period April 1, 2014, through April 30, Consideration and approval of Sabbatical Leaves for the academic year Approval for Dwight Furrow, Professor at Mesa College, to participate in the Reduced Workload/Early Retirement Program. 3

Delete a 1.0 FTE 12 month Program Activity Manager position (#1PDSC2PRAM), MGT -14, Management Association Agreement, in Disability Support Programs and Services; and 2. Establish a 1.0 FTE 12 month Faculty/Coordinator position in Student Services, Disability Support Programs and Services, AFT Faculty Agreement, effective August 19, FACILITIES. BUILDINGS AND REAL ESTATE In connection with the Propositions S and N, authority is requested to enter into an energy service contract with Climatec to integrate smart meters (Phase II) into the existing controls platform. The contract is subject to approval by District Counsel and available for review in Facilities Management at the District Office In the matter of Districtwide Smart Metering Phase II project, authority is requested under Government Code Section to enter into an Energy Services Agreement with Morrow Meadows Corporation without formal competitive bidding. The agreement is subject to approval by District Counsel and available for review in Facilities Management at the District Office Approval to enter into an Agreement with ECP Commercial to provide leasing assistance for excess District property at 8401 Aero Drive and Approval of a Resolution to accept Bids for the lease of the property Authority is requested to enter into Energy Services Agreements for the development, engineering, design and implementation of Proposition 39 projects throughout the District to the following firms: AECOM Barnhart Reese Construction, Inc. Climatec Building Technologies Group Enovity, Inc. McKinstry Essention, LLC P2S Engineering, Inc. Paradigm Mechanical Corp. Randall Lamb Shadpour Consulting Engineers, Inc. Sunbelt Controls TTG Engineers 4
