5 Illinois Adult Education and Family Literacy Data and Characteristics April INTRODUCTION This is the fourth publication of a factbook on Adult Education and Family Literacy. This document contains data and characteristics about Adult Education and Family Literacy programs from fiscal year and is designed to serve as a reference document. The data source for the tables is the Student Administrative Information Reporting System (STAIRS), the approved data collection system for Adult Education and Family Literacy. The parameters for learners to be included in the factbook is a minimum of. hours of instruction which is the state reporting minimum attendance level. The federal reporting requirements reflect a different threshold of hours of instruction. This publication provides information about students and allocations. All data reflect fiscal year. Table, Table and Tables through are based on unduplicated class enrollment in STAIRS. Table is based on duplicated class enrollment in STAIRS meaning a learner can be counted more than once if enrolled in more than one type of instruction. Tables,, and are based on pre-test results in STAIRS. Table is based on units of instruction in each type of instructional category in STAIRS. Table is based on Adult Education and Family Literacy allocations. Adult Education is defined as instruction and support services below the postsecondary (college) level for individuals who have attained years of age; who are not enrolled or required to be enrolled in postsecondary school under state law; and who: lack sufficient mastery of basic educational skills to enable the individuals to function effectively in society; do not have a secondary school (high school) diploma or its recognized equivalent, and have not achieved an equivalent level of education; or are unable to speak, read, or write the English Language. In the s strategic plan, The Promise for Illinois directly addresses the need for Adult Education and Family Literacy in Pledge Three. Pledge Three states, Economic and demographic changes are dramatically increasing the need for adult education, literacy, and English-as-a-Second Language programs. Millions of Illinois residents lack the literacy skills that they need to obtain good jobs and to function well in an increasingly complex society. There is a strong correlation between higher literacy levels and higher income, numbers of weeks worked, children s success in school, and individual and family health. Large numbers of immigrants have come to this country seeking education, work, and a higher quality of life, yet many of these immigrants do not have the English literacy or other skills to enable them to meet social, educational, and work demands. To address the scope and diversity of need for adult education and literacy skills by both individuals and employers requires a strategy involving a variety of providers. Community colleges, public schools, community-based organizations, Regional Offices of Education and others each are uniquely suited to provide the education and services needed by various groups of adult learners. iv

6 Illinois Adult Education and Family Literacy Data and Characteristics April In cooperation with public and private partners, the will develop strategies and obtain resources to support appropriate Adult Education and Family Literacy initiatives including the following. Maximize state and federal resources to assure there is adequate, stable, and flexible resources which promote program growth and innovation for all adult education students consistent with the Adult Education and Literacy Vision for. Build a strong system of diverse providers, business and agency partnerships, and state leadership that is responsive to the multiple learning needs of adults including English-as-a Second Language individuals. Develop programs that focus on learner outcomes and demonstrate the value of adult education in the development of a qualified workforce. Ensure a professionally competent and committed adult education staff through high quality staff development and by increasing access to programs and services through technology. Establish a structure for developing policies, procedures, and regulations that builds upon the advice and knowledge of adult educators and interested agencies and organizations. Comments and suggestions for enhancements to the information contained in the report are welcome. 7 Illinois Adult Education and Family Literacy Data and Characteristics April DEFINITIONS INSTRUCTION IN ADULT EDUCATION Adult Basic Education (ABE) curriculum consists of approved courses designed to bring a student from grade zero through the eighth-grade competency level, as determined by standardized testing. Beginning level courses cover grade zero through the third-grade competency level. Intermediate level courses include grade four through the eighth-grade competency level. Each level of courses covers each content area. The curriculum is designed to accommodate the concept of open-entry, openexit, individualized instruction and includes courses in general basic skills; reading, literacy, and communications skills; computational skills; workforce/employability skills; life skills and career exploration/awareness skills; workplace literacy; and family literacy/parenting. Adult Secondary Education (ASE) curriculum consists of approved courses designed to bring a student from grade nine through the twelfth-grade level competency level, as determined by standardized testing. The curriculum is designed to prepare a student to achieve a GED (General Education Development). The curriculum accommodates the concept of open-entry, open-exit, individualized instruction and includes courses in basic skills, general; academic and intellectual skills; reading, literacy and communications skills; computational skills; workforce/employability skills; life skills and career exploration/awareness skills; workplace literacy and family literacy/parenting; and foreign language GED (Spanish and French). English Literacy/English as a Second Language (ESL) curriculum consists of approved courses designed to include instruction in English for those whose native language is not English. Beginning, intermediate and advanced courses include a curriculum in listening, speaking, reading and writing using the English language. Other courses using the English language may include instruction in life skills, citizenship education, career exploration, employability skills, workplace literacy, family literacy, and EL/Civics. Student levels are based on proficiency as measured by ICCBapproved standardized tests. The curriculum is designed to accommodate the concept of open-entry, open-exit, individualized instruction. Vocational Skills Training curriculum consists of approved courses that include shortterm, secondary-level vocational specific training that provide entry-level workforce skills which may lead to employment. High School Credit curriculum consists of approved courses offered in collaboration with locally approved school districts. The student, upon satisfactory completion, must meet the requirements of the locally approved school district for graduation. vi

8 Illinois Adult Education and Family Literacy Data and Characteristics April EDUCATIONAL FUNCTIONING LEVELS FOR ADULT BASIC EDUCATION (ABE), ADULT SECONDARY EDUCATION (ASE), AND ENGLISH AS A SECOND LANGUAGE (ESL) Adult Basic Education Levels These categories are used to identify students enrolled primarily in basic education courses in the lower to middle functioning levels. These classifications only include students whose primary or native language is English. Beginning ABE Literacy = test levels to.. Beginning Basic Education = test levels. to.. 9 Illinois Adult Education and Family Literacy Data and Characteristics April TYPES OF PROVIDERS Community Based Organizations (CBOs) providing services in Adult Education and Family Literacy in Illinois are nonprofit formal organizations within communities/ neighborhood settings delivering formal education and support services for adult learners, youth and/or families. Some CBOs are recognized for having a close relationship with a particular immigrant population and possess unique qualifications to meet the special needs of these individuals. These organizations provide skill building instructional and support services to help individuals acquire additional skills. In Illinois Adult Education and Family Literacy, CBOs are primarily located in the Chicago area. Community Colleges (CCs) are public two year postsecondary institutions offering educational programs and services to all individuals with an ability to benefit from the instruction. Illinois has a comprehensive community college system offering instruction at all levels of adult education and literacy through college level education and training. The highest offerings are two year associate degrees in transfer and career/technical programs. In Illinois there are community colleges organized within districts. The City Colleges of Chicago and Illinois Eastern Community College are multi-college districts. ( Correctional Institutions - The Department of Corrections School District provides educational and vocational instruction to inmates and youth confined to departmental facilities. In addition, School District contracts with colleges and universities for advanced instruction. The educational programs provided to the Juvenile Division cover both the elementary and secondary levels. Students who are eligible receive special education instruction and remedial services. The educational programs provided to adult inmates cover elementary, secondary, and advanced levels. The Mandatory Education Provision of mandates inmates performing below the sixthgrade level in math and reading skills must receive a minimum of ninety days of Adult Basic Education (ABE) instruction. Other In the databook tables, Southern Illinois University is the other type of provider. Public Schools provide educational services to students, have an assigned administrator, receive public funds as its primary support, and are operated by an education agency. Regional Offices of Education (ROEs) are administrative entities () which operate under the leadership of an elected regional superintendent of schools. Some regions are based on a single county while others encompass multiple county units. ROEs serve as an intermediate link for elementary and secondary education and partner in the delivery of Adult Education and Family Literacy in the state of Illinois. Regional superintendents serve as educational agents for the state within their respective geographic regions. Among other responsibilities, they are responsible for GED testing, certification renewals, legislation, grant management and educational programming for local K- school districts. viii

10 Illinois Adult Education and Family Literacy Data and Characteristics April AREA PLANNING COUNCILS (s) Area Planning Councils (s) are legislatively authorized (Illinois School Code (/- ) to provide for the development and coordination of adult education programs in a specified region of the state. s were developed to promote integration of service delivery, avoid duplication of services, maximize available resources, and provide accessibility to those needing service. Generally, s coincide with the boundaries of community college districts. The State Plan for Adult Education requires all programs receiving Adult Education and Family Literacy funds to participate in their local. Recognizing that serving this population of adults often means serving their families, all providers of programs are encouraged to participate in their local. The Area Plan developed by an covers a multi year planning period. s are encouraged to include representation from other service providers (e.g., Illinois Department of Human Services, Local Workforce Investment Boards, Child Care Resource and Referral agencies, etc.), and area businesses and industry. s are required to meet at least twice during a fiscal year but most meet more often. The following entities are entitled to one representative on the : each school district within the boundaries maintaining either grades K- or -; each regional superintendent of schools, the majority of whose region is included within the boundaries; and the community college. OTHER DEFINITIONS GROUPED TOPICALLY STAIRS the Student Administrative Reporting System (STAIRS) is the approved data collection system for Adult Education and Family Literacy in Illinois. National Reporting System for Adult Education The National Reporting System (NRS) for Adult Education is an accountability initiative for federally funded adult education and family literacy programs. NRS consists of a series of measures to assess the impact of adult education instruction. NRS specifies data collection methodologies and includes reporting procedures and forms. Family Literacy an integrated, intensive service for at-risk families that must include, but is not limited to, the four components (adult education, parenting education, parent/child activities, and child education) of family literacy. Only three components (adult education, parenting education, and parent/child activities) can be funded by ICCB Adult Education and Family Literacy funds. The fourth component (child education) must be funded by an appropriate child education partner. ix

11 Illinois Adult Education and Family Literacy Data and Characteristics April EL/Civics Instruction includes integrated English literacy and civics education to immigrants and other limited proficient populations which allows participants to effectively participate in the education, work and civic opportunities of the United States of America. EL/Civics is an educational program that emphasizes conceptualized instruction on the rights and responsibilities of citizenship, naturalization procedures, civic participation, and U.S. history and government to help students acquire the skills and knowledge to become active and informed parents, workers and community members. Workplace Literacy literacy services that are offered for the purpose of improving the productivity of the workforce through the improvement of literacy skills. Disabled - Learner has a record of, or is regarded as having, any type of physical or mental impairment or disability that substantially limits or restricts one or more major life activities including walking, seeing, hearing, speaking, learning, and working. (NRS) Full-time Employment - Learners who work. hours or more per week as a paid employee. (STAIRS) Part-time Employment - Learners who work less than. hours a week as a paid employee. (STAIRS) Unemployed - Learners who are not working, but are actively seeking employment. The individual has made specific efforts to find a job and is available for work. (NRS) Not in Labor Force - Learners who are not employed and are not actively seeking employment. (NRS) Public Assistance Recipient - Learner is receiving financial public assistance from Federal, State, or local government agencies, including Temporary Assistance for Needy Families (TANF), food stamps, refugee cash assistance, old-age assistance, general assistance, and aid to individuals who are designated as blind or individuals who are totally disabled. (NRS) Work-based Project Learner - Learner acquires the skills in a short-term learning course designed to teach specific work-based skills. A short-term course is typically an instructional program of at least hours but no more than hours duration. (NRS) Correctional Facility - Any prison, jail reformatory, work farm, detention center, or any other similar Federal, State, or local institution designed for the confinement and rehabilitation of criminal offenders. (NRS) Community Corrections - A community-based rehabilitation facility or halfway house. (NRS) Other Institutional Setting - Any other medical or special institution. (NRS) x
