1 Children s EHR Format: New Enhancements and Real Ways to Use It Erin Grace, MHA February 18, 2014 Children s EHR Format Developed as part of 2009 CHIPRA legislation Developed by AHRQ in partnership with CMS Child-specific requirements that an EHR should meet to perform optimally for the particular needs of children Publicly released in February 2013 Migrated to the U.S. Health Information Knowledgebase (USHIK) in December

2 Children s EHR Format is NOT A sample EHR for the care of children A set of comprehensive requirements for developing an EHR de novo A set of standards for children s EHRs USHIK Overview On-line, publicly accessible registry and repository of health care related data, metadata and standards in a single Web site Funded and directed by AHRQ with management support and partnership from CMS and CDC Currently supports initiatives from AHRQ, CMS, NLM and ONC Data and standards organized into separate portals for each supported initiative 2

3 USHIK and Health IT Stakeholders AHRQ s USHIK team partners directly with national stakeholders to advance the Health Reform and Health IT goals of HHS. USHIK content owners include: National and International Standards Development Organizations including: ASC X12, HL7, and NCPDP National Health IT Initiatives (Federal) including: Meaningful Use Provider Incentive Program, AHRQ Patient Safety Common Formats, and Children s Electronic Health Record Format National Health IT Initiatives (Non-Federal) including: State All Payer Claims Databases (APCD) and HITSP These stakeholders have worked directly with the USHIK team to ensure their healthcare metadata is represented in a way that is publicly accessible and demonstrates how these standards support important Health IT programs USHIK Supported Initiatives Children s Electronic Health Record Format: Requirements, relationships to other requirements, and downloads in various formats Meaningful Use: Clinical Quality Measures, value sets and Core and Menu Objectives Draft Measures: Clinical Quality Measures out for public comment and feedback State All-Payer Claims Data: Data element specifications from All- Payer Claims Databases of 10 states and the APCD Council. Patient Safety Common Formats Hospital Forms: Specifications for electronically reporting patient safety events in hospitals among AHRQ-designated Patient Safety Organizations Standards: ASC / X Data Element Dictionary and NCPDP October 2011 Data Dictionary HITSP: Healthcare Information Technology Standards Panel (HITSP) constructs C80, C83, C154 and C32 3

4 Children s EHR Format in USHIK The Children s EHR Format allows a user to: View lists of requirements in tree or no tree views View details for requirements and their related requirements Search and filter lists of requirements by Topic Area(s), Provenance(s), and many other specific attributes Download single requirements, multiple requirements, or pre-determined lists of requirements I want to view a list of requirements USHIK allows users to view lists of requirements in two ways: 1. Tree views of requirements will display all related requirements in their hierarchy for the specified Topic Area. 2. No Tree views of requirements will display a flat list of requirements for the selected Cross-Topic or Topic Area view. This list is able to be filtered for further specificity. To view Tree or No Tree lists of requirements: From USHIK, place your cursor over Child EHR Format (pictured above). The menu bar appears and allows you to select the desired list of requirements to view. Or click on Child EHR Format to be directed to the format s home page and select a Cross-Topic View or Topic Area View. 4

5 I want to view requirement details From a list page (shown here), click the title of a requirement to view details. I want to search requirements Search for requirements using the Search Child EHR Format box at the upper right of the screen, or from a list page enter the term you wish to search for. You can also select attributes from pre-determined fields in a list page to apply filters to further specify a list. 5

6 I want to download requirements USHIK allows downloads of single requirements, pre-determined lists of requirements, or allows a user to select any specified amount of requirements for download. Downloads are available in Excel, Word, and PDF formats. Pre-determined lists available for download are available on the Child EHR Format home page, click the Downloads tab for available files. Individual requirements have a tab labeled Downloads DEMONSTRATION 6

7 From the USHIK website, place your cursor over Child EHR Format With your cursor over Child EHR Format, the USHIK menu bar will appear. Scroll to EPSDT from the Topic Area Views section. Click on EPSDT to highlight/select, then click the button View No Tree. 7

8 USHIK will populate with a list of the 30 requirements that are tagged with EPSDT as their topic area. To download the list to your computer, first click Select All. This will check all the requirements in the list. 8

9 Second, click the button labeled Download. A screen will pop up allowing you to select MS Excel, PDF, or MS Word format to download the file. Click the icon for the file format you prefer. You will be asked to Open or Save the file depending on your browser and download settings. 9

10 Selecting Excel, you will receive a zip file that consists of each requirement s detailed attributes as well as an additional file that displays all of the requirements from the list view in USHIK. Click RequirementList.xls to view the file. 10

11 Scenario 2 Leaving Feedback on a Draft Quality Measure Click on Draft Measures to view the quality measures that are available for public comment and feedback in USHIK. These measures are not initiative specific, but may be used for future programs. Click on the name of the measure to view its details and submit feedback. Click the different tabs to view all the information on the Draft Measure. If you would like to leave feedback on the measure, click the orange Provide Feedback button. 12 Scenario 2 Leaving Feedback on a Draft Quality Measure You can submit feedback with your contact information or anonymously. Select a category (i.e. Wrong Codes), or enter specific text in the feedback box. All feedback on draft measures is submitted to CMS for review. Scenario 3 Compare Versions of a Meaningful Use Clinical Quality Measure To view a list of the Meaningful Use Stage 2 Clinical Quality Measures, place your cursor over Meaningful Use, then click on Clinical Quality Measures from the menu bar. 12

13 Scenario 3 Compare Versions of a Meaningful Use Clinical Quality Measure A list of Eligible Professionals and Eligible Hospitals Clinical Quality Measures will be displayed on the page. To view a specific measure, click the measure name (i.e. Childhood Immunization Status). Scenario 3 Compare Versions of a Meaningful Use Clinical Quality Measure The most recent version of the measure is the default display. Click the Compare Versions button to view similarities and differences between the available versions. You can compare all information on a measure by clicking on the individual tabs. 13

14 Scenario 3 Comparison of Versions of a MU Clinical Quality Measure Each of the attributes of the CQM will be displayed side by side. Attributes that are an exact match will be highlighted in blue, and nonmatching attributes will have a grey highlight applied. In this case, Version, Copyright, and Disclaimer are different.
