Application Issue: Transition needs replacement from one thing to another, and voice is strong application. Feeling Issue: Fun is important. Giving customers more choice may be something good.

39 38 Conclusion: Broadband penetration in Japan was driven mainly by price reduction backed by regulation. Hypothetically, migration to FTTH related to timing issue, application issue, and feeling issue from empirical evidence. However, remaining migration needs more, and ICT utilization as a whole is still on its way. Increase of broadband utilization and/ or develop killer application is the key for the future.
