Relevant Project Experience Arcelor Mittal Rail Bridge, Gary, Indiana Arcelor Mittal Senior Engineer responsible for, construction oversight, detailed shop inspection, and construction planning for new single track, single-leaf rolling-lift bridge over the Indiana Harbor Canal. Bridge is configured with an overhead counterweight and is 111 feet long from toe to centerline of roll, bridge closed. Bridge spans a 90-foot wide navigable channel. Performed shop inspection of steel fabrication and alignment focusing on the full shop assembly of the movable span. The new four lane bridge features a bascule span of 230 feet between centerline of trunnions. Responsibilities included constructability reviews of the movable span and machinery during the pre-bid phase, development of technical specifications for bascule span fabrication and alignment and assistance with preparing a request for a waiver from buy America requirements for the brake systems. Currently serving on the Advisory Committee during construction Brightman Street Bridge, Fall River, Massachusetts Massachusetts DOT Senior Engineer who provided claims review services regarding construction of a major double-leaf bascule bridge. Reviewed machinery shop drawing and fabrication schedules to assist in assessment of a Request for Equitable Adjustment based upon alleged design errors Belleair Beach Causeway Bridge Replacement, Belleair Beach, FL Pinellas County Senior Project Engineer for a $69 M major bridge replacement project and associated roadway improvements. The project included a new boat ramp with bait shop, 4,320 feet of roadway widening and reconstruction, a 324-foot tidal relief bridge, and

The low-level approaches of the Intracoastal Bridge featured 1,320 feet of cast-in-place flat slab with longitudinal and transverse post-tensioning, with spans up to 75 feet long and units up to 360 feet long. The mid-level approaches featured 1,500 feet of 150-foot long simple span 78 inch Florida Bulb Tee spans cast-in-place concrete decks. The channel spans consisted of a 165'-200'-165 three-span continuous superstructure comprised of modified 78-inch Florida Bulb Tees, longitudinally post-tensioned for continuity. The substructures were cast-inplace hammerhead piers founded on drilled shafts Treasure Island Bascule Bridge Replacement, Treasure Island, FL City of Treasure Island Senior Project Manager/Senior Project Engineer/Senior Inspector for a Project involved the construction of a $43 M bascule bridge over the Gulf Intracoastal Waterway (ICWW). The new bridge is 1,014 feet long and includes twin steel doubleleaf bascule spans. Mr. Phillips was the Senior Project Manager responsible for administration of the CEI contact and part time Sr. Project Engineer/Sr. Inspector for this project. Participated in detailed inspection including shop inspection of hydraulic systems, control systems, and steel fabrication, and field inspection of structural steel erection, trunnion alignment, hydraulic cylinder installation, hydraulic system installation, and functional checkout. In addition, Mr. Phillips shared the Sr. Project Engineer responsibilities for durations of the project when there were changes in staff and the Sr. Project Engineer position was otherwise not filled Ft. Project consisted of the construction of a $12 M temporary detour movable bridge for SR 704. The project was implemented using the design-build delivery method. Mr. Phillips was responsible for assisting District Construction with review and evaluation of the various design-build proposals. During the construction/cei phase of the project Mr. Phillips served as a part-time movable bridge specialist (approximately one month of field time over a period of six months) for inspection of the bascule piers, bascule leaf erection, and machinery installation. Mr. Phillips performed shop and field inspections of machinery and field inspection of leaf and bascule pier erection. The bascule piers were fabricated using structural steel pipe piles and structural steel framing Ocean Ave Bridge, Palm Boynton Beach, FL FDOT District VI Movable Bridge CEI Senior Inspector for a project which involved the construction of a new double-leaf, Hopkins Trunnion, floor mounted machinery driven Bascule Bridge. Mr. Phillips was one of the Movable Bridge CEI Senior Inspectors on this project and performed shop inspection of trunnion/hub shrink fit installation into bascule girders, field inspection of machinery installation and operation, and field inspection of trunnion assemblies installation and alignment Hillsborough Ave (US92) Lift Bridge CEI, Tampa, FL FDOT District VII CEI Project Manager and Senior Inspector for a project which involved construction of a new double-leaf bascule bridge and rehabilitation of a 1939 historic vertical lift movable bridge over the Hillsborough River. The lift bridge features a 94-foot lift span with span mounted drive machinery. Project Engineer responsible for constructability review and conflict analysis of the new structure. 9/12-3/13 Ben Sawyer Bridge (SR 703) over the ICWW, Charleston, SC- SCDOT Design/Build Contract with PCL Constructors to replace the superstructure of the existing bridge on the existing concrete substructure. The bridge consists of 12 steel plate girder nonredundant approach spans and a 245 ft through truss swing span. Replacement of the bridge required the new superstructure to be placed on the existing substructure in a 7 day closure period. Mechanical/Electrical Inspector for EOR during construction. 11/09 8/11 Engineering Services for Anna Maria Bridge, Manatee County, FL - Quinn Construction Construction engineering for a double leaf bascule span bridge for Quinn Construction. H&H provided construction engineering to balance the bascule span, design a temporary hydraulic system for span operation, and value engineering for the strengthening of the bascule girder cover plates, traffic signal supports, and control house platforms. In addition H&H was the electrical system Control Integrator. Control System Integrator responsible for the development of the control system, design details, systems integration, coordination of the electrical control system, including MCC, PLC, control console, programming, interfacing with leaf drives, testing and commissioning. 3/08-3/09 CONSTRUCTION ENGINEERING INSPECTION Miami Avenue over Miami River, Miami-Dade County, FL Miami Dade County Deputy Project Administrator / Mechanical & Electrical Inspector for $5.1 million rehabilitation of twin double leaf Hopkins trunnion bridge. Responsible for the field inspection, contract compliance and shop inspection of the new bridge mechanical and electrical systems as well as preparation of electrical and mechanical system as-built drawings. Ensure mechanical components are installed and aligned in conformance with Contractor s approved installation plan and that all fits, tolerances and clearances are within approved limits. Assist County Project Administrator with Claims Analysis, Schedule Evaluation, & all correspondence.. Scope included new control desk, traffic barrier gate cabinets and arms, an additional Motor Control Center to accommodate additional locks motors, and and control system modifications, refurbishing existing hydraulic cylinders and replacement of the cylinder pillow block bearings, trunnion bolt replacement, new span lock actuators, new front, rear guides and receivers. Responsible for the field inspection, contract compliance and shop inspection of the new bridge mechanical and electrical systems as well as preparation of electrical and mechanical system as-built drawings.
