1 HR#8 Dairyland Power Cooperative Job Description Title: Plant Control Systems Administrator HR USE Reports To: Manager, Maintenance FLSA: Exempt Supervises: 0 Job No: R Division: Generation EEO Class: 23 Department: Grade: 01 Cost Center: Genoa (68), Alma/JPM (79) Location: Genoa, Alma PURPOSE: Designs, modifies and maintains DCS (Distributed Control System) plant control systems real time applications and operating system programs; provides station expertise in functionality of control systems, work stations and supporting databases. Responsible for daily plant control, simulator and PLC system real time and administrative tasks to ensure all systems are operational. Responsible for change management of control systems. Essential Job Functions: 1. Responsible for functionality, operation and design changes of station DCS and control systems software; maintains and modifies real time applications and operating system programs; 2. Develops and documents administrative procedure related to station control systems. 3. Manages or directs implementation of new plant systems into the DCS and plant control systems. 4. OVATION/Modbus data link and software servers, DCS Historian and logger. a. Optimize auxiliary and DCS system communication and data sharing on the following systems. i. Manipulate historian to retrieve required current and archived data for environmental and efficiency reporting. c. Maintain data retention requirements. d. Work with plant staff to maintain and troubleshoot plant Auxiliary systems software to include all PLC programs and associated software. e. Monitor and oversee plant auxiliary networks, to include both Ethernet and fiber optic TCP/IP networking protocols. f. Coordinate all work/modifications to the plant control system/network. g. Assist plant staff to maintain and troubleshoot machine monitoring systems and interface. h. Assist plant staff to maintain and troubleshoot Siemens VFD equipment interface. i. Assist plant staff to maintain and troubleshoot auxiliary turbine Control System interface. j. Interface with SOC and Telecommunication to communicate with Generator protection and associated equipment. k. Maintain Electro Static Precipitator control computers software interface. l. Maintain equipment interface to plant CEM computer. 5. Develops documents and provides control for system updates and drawings. 6. Maintains, documents, modifies and updates controls related databases ensuring accurate, complete and detailed record retention. Protects organization s value by keeping information confidential. 7. Develops and modifies DCS graphics, logic and data points. 8. Develops and modifies Auxiliary interface. 9. Modifies and updates simulator ensuring control system changes are incorporated into simulator software. 10. Maintains simulator backups and hardware. Works closely with simulator instructor to troubleshoot either DCS or simulator related problems.

Maintains DCS controls system security ensuring only authorized entry and modification through software and operating systems. Add, remove, or update user account information, reset passwords, etc. Manage, assign, and maintain list of network addresses. 13. Provide support to security protocols, including installation and maintenance for control systems and physical security. Maintain DCS and Auxiliary system security through the proper maintenance and implementation of industry standard security equipment. Provide support for network policies and procedures. Protect the network from malicious entities such as hackers, viruses, and spyware. Ensure the security of traffic that passes through the network. 14. Maintains, modifies, manipulates and documents system software to provide accurate operating interface and data generation Maintains accurate system drawings and historical maintenance records. Provides for document control. 16. Cooperatively committed to achieve plant system control development, design. Testing and optimization. Collaborates with plant personnel, engineering. IT, vendors and consultants to ensure systems optimization Provides expertise to other stations as assigned. 18. Committed to continual improvement of alarm subsystem through alarm management process. 19. Responsible for identifying and directing project management related to control system, software and hardware enhancement. 20. Provide plant support during off working hours (24 x 7 x 365). 21. Optimize plant control system functionality through the utilization of already installed equipment. Keep plant management aware of technology updates that can help the plant control processes. 22. Manage and maintain equipment readiness databases and work to extend equipment lifecycle, while maintaining high degree of equipment reliability. 23. Develop budget requirements for O&M and Capital improvements to support Department Managers. 24. Work with plant personnel to insure that required parts are available for new and already installed equipment. Maintain an inventory of computers, servers, terminals, modems and other access devises that are attached to the Network.

Plant EDS (Enterprise data System) d. Plant Auxiliary Systems all plant PLC s e. Plant Wonderware computers f. Plant DCS Network switch configures g. Plant Firewall configurations h. Plant performance computer GPA 26. Updates job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations. 27. Performs other assigned responsibilities. NATURE AND EXTENT OF FINANCIAL RESPONSIBILITY: Responsible for maintaining station control systems and security. Meets financial requirements by submitting information for budgets and expenses. Direct impact on station operating performance. Provides for reliable and efficient station generation. MINIMUM QUALIFICATIONS: Education & Experience: Preference given to Bachelor s degree in electrical/computer engineering, computer sciences or closely related field (e.g. physics, math) plus one year experience. Will consider two year AS degree in a field with emphasis on electronic/computer-based instrumentation, including graphics with a minimum of four years controls experience in an integrated production or generation environment. Skills: Ability to reason through complex control system problems, evaluate options, and then implement recommended course(s) of action Must obtain complete familiarity with generation station. Ability to communicate in written and oral form with all station and support personnel and also use listening skills. Requires detailed record keeping. Ability to follow through and implement changes. Knowledge of NERC CIP and other cyber security standards and implementation in a control system environment Licenses and Certifications: Valid Motor Vehicle Operator s license. PE license preferred. Physical Demands: Requires fine motor skills as required in operation of computer and control systems. Requires use of general office equipment. Sitting, standing, climbing ladders, working

5 Title: Plant Control Systems Administrator Page 5 at heights, walking, lifting (up to 35 pounds), hearing speaking, writing, and seeing (including color determination). Ability to wear required safety equipment including hard hat, glasses, hearing protection, respirator and breathing apparatus (35 pounds). Environmental Demands: Works indoors and out of doors in all weather conditions.. Other Job Characteristics: Frequent interaction with electric utilities, vendors, crafts, operators, DPC IT and management personnel. Ability to work effectively with a variety of people.
