1 POSITION DESCRIPTION Position: President Company: Neighborhood Housing Services of Chicago, Inc. Location: Chicago, IL THE ORGANIZATION Neighborhood Housing Services of Chicago, Inc. ("NHS") is a nationally recognized nonprofit housing, counseling, lending, and community development organization which has loaned and leveraged investment of more than $1.1 billion in Chicago s neighborhoods since its founding in The mission of NHS is to create opportunities for people to live in affordable homes, improve their lives, and strengthen their neighborhoods. NHS has five major areas of program activity: Neighborhood Strategy/Community Building NHS promotes community development through nine neighborhood-based offices, offering home ownership, lending, and rehab services. Through these offices, NHS builds powerful and enduring community partnerships to stabilize and transform the neighborhoods which it serves. Neighborhood Lending Neighborhood Lending Services (NLS), a nonprofit formed in 1986, is a Community Development Financial Institution ("CDFI") and an Illinois Residential Mortgage licensee. NLS originates loans that finance home improvement, home purchase, refinance, and home rehabilitation for low- and moderateincome families in NHS' geographies. NLS has lent primarily through a series of loan pools through which it has originated loans on behalf of a group of national, regional and community banks. NHS and NLS have lent approximately $590 million in total since NLS just recently raised its most recent loan pool of $35 million, which it will lend out over the next several years on behalf of these financial institutions. Home Ownership Education and Counseling NHS s HomeOwnership Education and Counseling program educates and prepares new low- and moderate-income homeowners for success and sustains home ownership through foreclosure prevention and post-purchase education. It represents an innovative approach to providing services and training to help low- and moderate-income families to purchase, rehabilitate, insure, and maintain a home. This program operates under City of Chicago and other grant programs as well as contract services to residential loan servicers.

2 Innovation NHS s Innovation Division is responsible for spearheading new solutions to the evolving challenges in NHS s target neighborhoods as well as measuring the impact of NHS' activities. NHS is considered to be a pioneer in analyzing trends, responding to revitalization issues, and anticipating future needs and partners with policy makers at the local, state and national levels. NHS is a leader in the Neighborworks America network and an active member of the Housing Partnership Network and other organizations. Real Estate Development The NHS Redevelopment Corporation (NHSRC), a nonprofit formed in 1985, has historically purchased and redeveloped single- and multi-family properties, and builds and sells new homes. Redevelopment activity has been strategically targeted to support the work of the neighborhoodbased programs and promote neighborhood development. NHSRC currently owns and manages 289 units of multi-family and single-family low-income rental housing but is in the process of exiting its multifamily business. In addition to improving neighborhoods through development, the NHSRC looks to address blighted and troubled buildings through its receivership and developer loan programs. Since its founding, NHS, along with its affiliates, have served more than 214,000 families, loaned approximately $590 million, assisted in the creation of over 4,600 new homebuyers, educated 34,800 individuals, and financed, built or rehabbed 32,630 homes. Since 2003, NHS has counseled or educated 29,800 people at risk of foreclosure, saved more than 8,287 families from foreclosure, and reclaimed 1083 vacant properties. NHS operates in the City of Chicago and Elgin, IL to serve residents of the Fox Valley. NHS recently opened an office in East Hazelcrest, IL to serve residents of South Suburban Cook County. NHS annual operating budget is $12 million. The organization s current staff includes 120 positions. Lending and real estate development investment totals approximately $26 million annually. NHS's long-time founding Executive Director, Bruce Gottschall, retired in 2009 after 34 years with the organization. His successor is Ed Jacob, who recently announced his resignation from the organization. We are seeking a new President for the organization to succeed Mr. Jacob. NHS is a thought-leader in its field with a national presence and is well positioned to go to its next level of achievement. For more information on NHS visit: THE POSITION The new President of NHS will join the organization at a time of continued change and challenge in the community development sector. She/he will inherit a strong and stable organization with a strong history of success and leadership within the affordable housing and CDFI sector nationally. But change and challenges continue for the lower income neighborhoods of Chicago and in the region, and government resources to address these challenges continue to dwindle. The profile and demographics of NHS' target neighborhoods and target populations also continue to change dynamically. The regulatory Page 2

3 environment as well as the support of the financial sector for these activities continues to evolve. The new leader of NHS will be expected to lead this multi-program organization through this ever-changing landscape and environment. The President of NHS reports to a 15 member Board of Directors comprised of business, foundation, and community leaders. The NHS Board appoints the Boards of the affiliate corporations. The senior leadership team currently reporting to the President includes: Assistant Deputy Director of Program Services and Strategies, Chief Financial Officer, Corporate General Counsel and Chief Risk Officer, Director of Human Resources, Director of Innovation, Associate Director of Neighborhood Strategy & Planning, and Director of Resource Development and Public Affairs. Priorities Per its Board of Directors, NHS' priorities for the next months include: Building upon and sustaining NHS s core values and competencies. Cultivating and sustaining public/private partnerships. Creating new and sustainable revenue sources. Enhancing programmatic results in all critical strategic and operational areas. Leveraging NHS s stature as a local and national thought-leader in in foreclosure prevention, and developing innovative strategies to support the next phase of neighborhood recovery to maintain and strengthen neighborhoods. Creating and maintaining a team environment that encourages diverse, high-performing talent to operate at their highest and best. Key Responsibilities Specific responsibilities include: Providing visionary and creative leadership to most effectively leverage and grow NHS' resources and programs to address the changing needs of the communities and populations that are served by the organization. Embraces the need for change and continued evolution of the business. Leads long- and short-range planning for the organization. Ensuring financial and fiscal management of the organization through budget, contract, and resource oversight and management. Diversifying NHS' lines of business and programs as well as funding sources to ensure its ongoing success. Providing the board with requisite information, insight, and advice that supports them to adequately fulfill their responsibilities of policy and resource development; awareness building; strategic visioning; adherence to legal and ethical standards and norms; and fiscal oversight. Effectively leading and managing the "whole" while establishing positive and collaborative working relationships with both the senior team and staff both at the headquarters office and in the field. 4 Maintaining effective partnerships with financial institutions, foundations, government agencies, and other partner-collaborators to increase resources and mission-fulfillment. This includes both local and national organizations. Serving as the organization s principal spokesperson locally, within the State, and nationally. Continuing NHS' leadership role within the CFDI and affordable housing sector nationally. Strongly supporting the organization's fundraising activities. Balancing NHS' role as a financial institution with its programs for neighborhood development and empowerment. CANDIDATE QUALIFICATIONS/EXPERIENCE Education: A college degree is required for this position. A graduate degree in a relevant field is helpful. While we will consider candidates from outside the region, prior exposure and experience working in the Chicago community is important. We are seeking candidates with the following experience: Significant demonstrated experience in applicable fields such as affordable housing, real estate, lending, and community investment and development. Strong knowledge of residential mortgage lending and portfolio management. Demonstrated ability to be the lead executive of a complex, multi-line-of-business financial institution. As such, has the experience to lead and manage the different business lines and disciplines within the company as well as managing the overall enterprise. A high degree of financial acumen with experience overseeing complex budgets and financing strategies. Skills, temperament and demonstrated management and leadership experience to lead a large, complex organization comparable to NHS. Experience in creating, leading, and maintaining governmental and private partnerships. Prior experience in community development and affordable housing. Demonstrated commitment to neighborhood investment and development to bring a true passion for NHS' mission. Will have a national policy perspective and have shown leadership nationally in this field. Will have exhibited passionate advocacy on behalf of his/her beliefs. Specifically, NHS is looking for a leader who personifies the following competencies: Prudent fiscal management and resource utilization. Given the organization s solid reputation and position in the marketplace, the next leader must be confident, collaborative and entrepreneurial. Comfort in navigating between the varied interests and concerns of NHS s broad base of constituencies and collaborators (e.g., staff, board, neighborhood, government/political, financial, nonprofit, etc.). Entrepreneurship and innovation, balanced with measured risk taking. Page 4

5 She/he must also possess proven and effective negotiating skills that generate positive outcomes. Passion for building partnerships, alliances, collaborations, and organizational support that lead to increased programmatic and fiscal resources. An appreciation for and demonstrated understanding of how to best serve our diverse multicultural community and staff. The capacity to connect the dots and manage, but not over-manage the process so that others are able to contribute, be recognized, and achieve satisfaction. High moral character that engenders trust, accountability, and cooperation. Thoughtfulness while assessing risk, yet able to execute decisions in a timely manner that achieves results. All aspects of effective communication (e.g., speaking, presenting, listening, and questioning). A commitment to inclusive decision-making, consensus-building, diversity, and transparency.
