It includes as well some background information regarding the new activity "Implementation of a Quality Management System (QMS)" Work Progress Preparation of new Template forms (i.e. documents) is undergoing in parallel for the developed procedures related to the Registry Department, Service of Planning & Programmes, Service of Environmental Guidance & Awareness, and Service of Protection of Urban Environment. Launched the TOR for the new activity "Implementation of a Quality Management System (QMS)" according to ISO 9001:2000 norm. The RFP will be online till November 7, The new activity implementation is expected to start in December Clarifications on the Interim Report Evaluation was sent to the European Commission. Finalization of the services provided by the contracted Consultant Team International for the implementation of Institutional Strengthening Activities for the TARGET Project. Soft Assistance Following the request of the General Director, TARGET Team finalized the preparation of a booklet that includes common issued internal memos during the years Prepared decline letters following the recruitment process of six contractual experts. The recruitment process took place during October at the Ministry of Environment. Finalized Job Descriptions related to the Registry Department staff. Training Seminars IT Training with OMSAR is still ongoing. It stopped for two weeks for administrative purposes. It shall be reinitiated following the Al Fitr Holiday. 1

2 Quality Quality Management Management System Quality Management System What is Quality? ISO 9000:2000 defines Quality as follows: "Degree to which a set of inherent characteristics fulfils requirements" What is Quality Management? Quality management is not a stand-alone activity; it is part of the overall management. It assists in organizing controlling and directing resources for achieving quality objectives. ISO 9000:2000 defines Quality Management as follows: "Coordinated activities to direct and control an organization with regard to quality" Eight Quality Management Principles Customer Focus Need to identify and understand present and future needs of the MOE customers in order to meet more efficiently their requirements. Leadership Leadership provides unity of purpose and direction and creates an environment to involve the employees at the Ministry in the process of change, striving towards achieving the objectives of the Ministry. Involvement of people Ensures the effective use of the employee s ability & skills during the process. Process Approach Manage resources and activities as processes System approach to management Manage a system of interrelated processes Continual Improvement to be considered as an objective of MOE Factual approach to decision making Make effective decisions based on the logical and intuitive analysis of data and factual information Mutually beneficial supplier relationship Such a relation shall assist in creating value to both MOE and its suppliers. What is a Management System? "System to establish policy and objectives and to achieve those objectives" What is a Quality Management System (QMS)? "Management system to direct and control an organization with regard to quality" 2

3 ISO (International Organization for Standardization) ISO's purpose is to facilitate international trade by providing a single set of standards that people everywhere would recognize and respect. ISO 9000 refers to a set of quality management standards: ISO 9000:2000, ISO 9001:2000 and ISO 9004:2000. ISO 9000 applies to all types of organizations. It does not matter what size they are or what they do. It can help both product and service oriented organizations achieve standards of quality that are recognized and respected throughout the world. ISO 9000 is important because of its international orientation. Currently it is supported by national standards bodies from more than 120 countries. ISO 9001:2000 is a quality management system that applies the eight principles listed above The title of the standard ISO 9001:2000, Quality Management Systems Requirements" reflects the process (system) approach to quality management. The process approach is a management strategy. When managers use a process approach, it means that they manage the processes that make up their organization, the interaction between these processes, and the inputs and outputs that glue these processes together. Overall Objective of the QMS Activity Assist the MOE in bringing its management system into conformance with ISO 9001 and in achieving standards of quality that are recognized and respected throughout the World through the implementation of a Quality Management System aiming at regulating, controlling, and fulfilling the Ministry s objectives for excellent service to the Public. Sub-Objectives Apply efficient process management and economical use of resources to improve performance aiming at receiving ISO 9001 Certification Clarify and realize Ministry of Environment goals Improve and safeguard performance Error prevention instead of error correction Time and cost savings Increase transparency of processes Increase citizen and employee satisfaction Provide accountability to assure consistent continual improvement Improve performance of employees: o Clear policies and responsibilities yield longer employee retention o Quick and effective integration of new employees Establish Quality policy and objectives 3

4 Scope of Services of the QMS Activity 1. Assessment of the Current Status of the Ministry of Environment Conduct a diagnosis survey and gap analysis to assess the present situation of the Ministry of Environment. Establish gaps between the current system and requirements of ISO 9001:2000; Identify nonconformities and recommendation of actions to achieve conformity. Identify Steering Committee/or assign key staff who will be responsible to lead the Project following MOE Management nomination. 2. Training and Quality Awareness for Management and Personnel Hold intensive training on ISO9001:2000 Standard to achieve in-depth understanding of all related concepts and to achieve quality awareness. 3. Develop Quality System Documentation Develop quality system documentation required by the Standard including: quality policy, quality objectives, quality manual, documented procedures, records, forms, work instructions, and any other documentation deemed as required to ensure the effective planning, operation and control of the processes. 4. Implementation of the Quality Management System Devise a plan of implementation Supervise the system introduction and initialization to ensure smooth and effective implementation Undergo an internal assessment and perform internal audit, act on necessary corrective actions. 5. Provide Support in Selecting an accredited Certification Body & Follow Up during Certification Provide Support in engaging an accredited certification body, to perform an audit and certify that the QMS applied at the Ministry complies with the requirements of the ISO 9001:2000 norm; Provide follow up during the certification activity.
