1 City of Pinellas Park Recreation Board Minutes January 26, 2015 Approved Chair Mary Ann Smith called the meeting to order at 7:00pm at the Barbara S. Ponce Public Library. I. Call to Order - Roll Call Members Present: Connie Bruce, Jeanne Kepple, Mary Ann Smith, Barbara Van Camp Members Absent: Thomas Nicholls, Gary Taylor City Staff Present: Anthony Mulkey, Recreation Division Director; Debra Rose, Library and Recreation Services Administrator; Matt Bale, Parks Director; Dave Bowen, Parks Foreman; Cheryl Martin, Staff Assistant, Parks; Julie Sardelli, Senior Staff Assistant, Library and Recreation Services Youth Summit: Tony Montana, President, Pinellas Park Thunderbirds Cheerleading and Football; Candy Cleary, President, Ms. Pinellas Park Softball, Roy Vanderveer, Vice President, Pinellas Park National Little League Baseball, Jeffrey Kidd, Vice President, Pinellas Park Thunderbirds Cheerleading and Football. II. Swearing in of New and Reappointed Board Members (Taylor) and (Kepple) Mr. Taylor was not in attendance. Ms. Jeanne Kepple was sworn in by Mr. Mulkey as a returning member of the Recreation Board. III. Youth Athletics Summit a. Introductions - Matt Bale, Parks Director thanked the Recreation Board for including the Youth Athletics Summit in their meeting. b. Review Check list - Matt reviewed permit applications and procedures, schedules, keys, City insurance requirements, and field usage. Matt advised the group that he needed submittals as soon as possible and to include team rosters. Cheryl Martin, Parks Division Staff Assistant, added that permits were not annual, but seasonal and that any changes made to By-laws need to be provided to her at the time of the changes. Matt stated that an updated 501(c)(3) is also required. Dave Bowen, Parks Foreman addressed the group and provided a reminder for coaches to lock the restrooms at the end of each practice and event. Matt added that any maintenance requests needed to be ed by the designated contact only, to Dave with a cc to Matt. c. Youth Summit Requests 1. Tony Montana- President, Pinellas Park Thunderbirds, Cheerleading and Football Requested updates on upcoming projects with Davis Field. Matt asked if this was in regard to the grant, which Tony stated it was. Matt advised him to contact Tammy Hillier. Matt stated he was aware that Tammy had requested needed information/feedback relating to sanctioning to be applicable for the grant and still has not received a response. Tony stated that he would like to make a request for a more durable turf for the longevity of the field. The rye grass currently used is torn up with normal wear and tear by the 3 rd to 4 th game of the season. There are also drainage issues from storms on the sidelines, he noted that he appreciated the assistance and work the City provided them. Tony noted that in pre-season (June-July) they share the field with baseball, which causes scheduling issues. The City was helpful in relocating their camp to the England Brothers field, but they have upwards of 600 kids that need to be relocated. They prefer their own field and if the baseball schedule were provided, they could work around the schedule to remain on that field. Dave Bowen requested a copy of the new key for the T-Bird building, Tony stated he would provide one. 2. Candy Cleary, President, Ms. Pinellas Park Softball Ms. Cleary requested the fields clay be re-turned before new clay is added. She noted they received a lot of rain during their season
2 and they deal with delayed games and practices due to the drainage issues. Ms. Cleary also noted that the fencing around the ballpark is being pulled up by the lawn mowers. Ms. Cleary is concerned with the safety of her players, which range from 5-17 years of age, who run to the fence to retrieve balls. Ms. Cleary expressed her appreciation for the moving of porta potty to the basketball courts. There had been an issue with the basketball players using the restroom along the walls on the pavilion where the picnic tables are located. Prior to practices and events, they were having to hose the pavilion down for urine. Security is another issue, they have to clean out the dugouts of sex and drug paraphernalia, and there are also frequent breakins. Ms. Cleary noted that opening day is February 28 th and extended an invitation to everyone in the meeting. Ms. Cleary stated that there have been multiple requests for Co-ed league players ages that have aged out of the program and have nowhere to play. Ms. Cleary noted that she has explained to them that the current fields are too small, but Clearwater is too far for them. Ms. Cleary continued that she understands that this is a huge request, but if there were an opportunity for a bigger field, it would be nice to have a complex similar to Clearwater s. 3. Ray Vanderveer Vice President, Pinellas Park National Little League Baseball Mr. Vanderveer noted that he had few issues to report except for issues with crime. They have had 3 break-ins in the past 1-1/2 yrs. He noted that they are in the process of installing cameras on the interior of the building, but we need something on the outside, and the parking lot lights are very dim. Mr. Vanderveer noted that during their tournament last year, they had 3 cars in the parking lot were broken into. Mr. Vanderveer went on to say that they also have an issue with undesireables sleeping in their dug-outs. He noted that they have asked to lock the gates in the past and the request was denied. 4. Chuck Levesque President Pinellas Park Youth Pony Baseball and Softball League Mr. Levesque noted that they have lighting, electrical box and timer issues. Field 5 is still the issue. Dave Bowen noted that he has Himes coming out, the electrician is waiting for parts for the lighting but once completed, it should be 100 percent. Mr. Levesque also noted that on Field 1, they would like to use 90 ft. bases. He noted to do so, sod would need to be removed from the outfield. Mr. Bale added that he and Mr. Bowen would like to meet with him on the field to go over his plan; Mr. Levesque agreed. 5. Questions and Comments from Recreation Board Ms. Kepple asked if the Citzen s Patrol had ever patrolled the fields. Ms. Kepple noted that it might be enough of a presence to deter some of the problems. Mr. Bale stated that he was not aware of patrols, but thought this was a good suggestion. Ms. Cleary asked if the gates that lead into the parks can be shut and locked at night when they are done. Mr. Bale noted that they can not be locked until 10pm when the park closes. Ms. Bruce asked if the dug-outs could be gated and locked. Matt responded that chainlink gates with locks could possibly be added to the dug-outs. The Youth Summit meeting concluded at 7:37p.m. IV. Election of Board Officers for 2015 Motion was made by Ms. Van Camp and seconded by Ms. Bruce to re-appoint Mary Ann Smith as Board Chair. The Board approved the motion unanimously. Motion was made by Ms. Smith and seconded by Ms. Van Camp to re-elect Connie Bruce as Board Co-Chair. The Board approved the motion unanimously. V. Approval of Minutes from November 17, 2014 Recreation Board Meeting Ms. Van Camp noted corrections to the spelling of her name and indicated that item 4.c. should indicate Southeastern Guide Dog training facility, not Southern.
3 MOTION was made by Ms. Kepple and seconded by Ms. Van Camp to accept and approve the October 7, 2014, minutes with edits. The Board voted unanimously to approve the minutes with edits. VI. Board Agenda Items 1. Recreation Personnel a. Recreation Coordinator Mr. Mulkey stated that efforts are underway to recruit a new Recreation Coordinator to fill the vacancy left by the promotion of Keith Sabiel Jr., who filled the Recreation Manager position at the Senior Center. Eight candidates were interviewed, both internal and external, and an external candidate was selected, who will hopefully be on board February 9. Mr. Mulkey will provide more information at our next meeting. b. Summer Staff Hiring Mr. Mulkey noted that Summer seasonal positions will be posted soon. These positions usually do not exceed weeks. These positions will include Recreation Assistants, Head Lifeguard, Water Safety Instructors, Lifeguards, Pool Cashier, Junior Counselors and Junior Lifeguards. 2. Parks and Recreation Facilities a. Helen Howarth Playground Mr. Bale explained that the contractor has removed the old playground. Some of the old playground equipment will be used in the new dog park and Parks is looking into possibly selling some of the equipment. The new playground will be located on the existing slab, which will include many rope and crawling features. The old swing set will be used in the new playground but will be relocated. Completion is expected February 7. Mr. Bale expects the playground will be a stand-out in our community. b. Helen Howarth Dog Park Mr. Bale noted that the new dog park will be located where the old tenant s trailer stood, approximately 150 yards north of the horse trail on 94 th Avenue. The lot is approximately one acre. The north side has a tree border and will have a double gate entrance. The park will be divided to provide separation of large dogs from small dogs. Dave Bowen added that the design is similar to the Freedom Lake dog park. Completion will be in approximately 1-1/2 months. c. Broderick Shade Structure/Basketball Court Resurfacing Mr. Bale noted that the Recreation Division, with Parks assistance, just added a new shade port over the east side of the Broderick Park basketball courts. The resurfacing of the Broderick basketball courts were completed approximately 1-1/2 weeks ago and Parks is currently in the process of resurfacing courts at Sparkle Lake. d. Other Parks Improvements Mr. Bale noted that the Park Lightng Project (CIP), will be adding lighting at Youth Park and will be replacing some of the older lights in Helen Howarth Park. Mr. Bale added that the City applied for a grant for Helen Howarth Park, to include replacing the lights in the park, and fitness signs throughout the park. If the City is awarded the grant, Parks would work closely with Duke Energy to replace the lighting next year. e. garten Ms. Rose noted that the garten has held three painting events. The gardeners painted their concrete boxes and most have been planted. The current focus is on adding tire and pallet gardens. A schedule of Spring events is being organized for the public space built in to the site to bring gardeners and the community together. Ms. Rose noted that the gardeners are a good mix of residents and businesses in the area. The first event is scheduled for the morning of February 28. Pinellas County Extension will present their traditional Rain Barrel Workshop, which will be held outside. The barrels can be pre-ordered and Extension will bring them to you. During the second hour, the Art Society will paint a rain barrel for the garden, with paint companies on hand to provide technical advice for those who want to turn their rain barrel into a piece of art.
4 f. Urban Orchard Concept Ms. Rose noted that the community has a great interest in gardens and the city is working to add more of them. Under review is the concept of a community orchard in which the fruit is freely available to the community. The first site considered is the area in front of the proposed new dog park at Helen Howarth, which would provide a buffer for the horse trail. The site receives partial sun issue, which is not ideal for large fruit trees, but may be a good site for Florida native plants such as blueberry, elderberry and mulberry varieties. These plants are very hardy and tolerant, with no pest issues. Additional research is needed with Extension and nurseries to determine whether this would be a good concept for the site. Ms. Van Camp added that the Tampa Heights Community Garden has received a large grant to put in an aquaponic farming system, where they will raise tilapia fish alongside produce, with one feeding the other. Once the fish are large enough, they also will be harvested. The beneficiaries will be neighborhood students enrolled in a culinary arts after school program. 3. Recreation Programs a. Summer Camps Mr. Mulkey noted that the summer camp schedules are near completion. There will be 11 weeks of summer this year. School is out for the summer on 6/2/15 and the first day back to school will be 8/24/15. Camp registration for city residents will be Saturday, March 28, non-resident registration will be held 1 week later, on Saturday, April 4. The fee structure will remain the same as last year, including the option of weekly payments. A pre-registration period will be provided, so as to complete paperwork and update passes ahead of time and help facilitate the process on registration day. b. Teen Corps The Teen Corp group met officially for the first time in December. There are 8 members, a good group of kids and are very motivated. Their first meeting was an ice breaker with American Stage providing the workshop. The teens have volunteered at our holiday events and Fun Friday, working towards their volunteer hours. We are now shifting towards social activities, and the group with be partnering with the Boys & Girls Club teens on a Capture the Flag league. One other possible activity will be a shuffleboard competition against the library teens. The teens recently were provided a homework assignment at the ice breaker, to write and speak about, in front of their peers, a community topic that s important to them. They identified teen programming and youth homelessness as some of their topics. A speaker from Toast Masters provided critiques and guidance on their speeches. Future topics include a financial literacy course, job search skills, and culinary skills, where they will visit a new culinary market in St. Petersburg. The chef has invited them to take a look behind the scenes. Ms. Kepple asked if there had been any thought to having the Teen Corp group getting together with the seniors for a cooking class. Mr. Mulkey thought that was a great idea Budget Mr. Mulkey noted that the budget season is beginning and welcomed suggestions from the Board members regarding items they might see or want considered. 5. Other Business Ms. Smith stated that she wanted to compliment the Holiday Hayride. She stated it was awesome, very well organized and they had a great time. Ms. Van Camp added that she attended Breakfast with Santa, and that her granddaughter had a wonderful time.
