21 Skills Shortages Are Common in Recovery Unemployment may run up into the millions, but as the iron, steel and metalworking industries improve, a scarcity of skilled workmen is developing In the case of welders, for example, technological progress has been so rapid during the depression that a welder unemployed since 1929 is outmoded. no apprentices are coming along to fill the gaps caused by death and shifts of personnel to other industries or back to the farm.
