1 MINUTES REGULAR MEETING GLENDALE TRANSPORTATION & PARKING COMMISSION October 23, 2000 The regular meeting of the Glendale Transportation & Parking Commission of Monday, October 23, 2000, was called to order at 6:15PM by Chairperson Najarian. 1. ROLL CALL COMMISSIONERS PRESENT Chairperson Najarian Commissioner Henry Commissioner Dickerson Commissioner Gay COMMISSIONERS ABSENT Commissioner Roberts Commissioner McCullough Commissioner Gorgorian STAFF PRESENT Kerry L. Morford, Director of Public Works Jano Baghdanian, Traffic & Trans. Administrator Florinda Langilotti, Sr. Administrative Analyst Tommy Chow, Traffic Engineering Assistant SPECIAL AGENDA ITEM: Kerry Morford, Director of Public Works presented James McLaughlin, former Commissioner and former Chairperson of the Transportation & Parking Commission with a plaque for his distinguished service on the Commission, and a Public Works mug and pen. Former Commissioner and Chairperson McLaughlin said a few words of acceptance of the plaque and Public Works commemorative gifts. 2. POSTING OF AGENDA The agenda for the Monday, October 23, 2000 meeting of the Glendale Transportation & Parking Commission was posted on October 20, 2000 before 5:30 PM on the bulletin board outside of City Hall. 3. APPROVAL OF MINUTES a. Regular Meeting of Monday, September 25, 2000 Commissioner Dickerson moved, and Commissioner Gay seconded, to approve the minutes of the regular meeting of Monday, September 25, 2000, as presented. There was no discussion or objections. All signified aye. Page 1 of 6
2 4. BUSINESS AGENDA a. Director of Public Works re: Report Regarding Renewal Application for an Owner's Permit to Operate Non-Emergency Medical Vehicle Service in the City of Glendale (1) Motion to approve the application for an Owner's Permit to operate four (4) non-emergency medical vehicles in Glendale by G&H Medical Transportation (owner: Grigor Dermendjian) (2) Motion to deny the application for an Owner's Permit to operate four (4) non-emergency medical vehicles in Glendale by G&H Medical Transportation. Mr. Morford opened by stating that there are three non emergency medical vehicle service applications before the Commission tonight. All three are renewals and not new provider requests with that opening statement, Mr. Morford asked Florinda Langilotti, Sr. Administrative Analyst to present the staff report. Ms. Langilotti presented an overview on the operator s renewal application, with a notation that this operator has never had any violations during their tenure, that they would be subject to vehicle inspection, and that staff recommends motion to approve the owner s permit with four vehicle permits. Commissioner Gay asked about the basis for the operator s one-way and per mile fee. Ms. Langilotti explained that it is a per trip fee, and that a quote for each trip is given when the trip is booked by the client. Commissioner Henry moved, and Commissioner Gay seconded, to approve the Motion as presented in 4a(1). There were no objections. All signified aye. b. Director of Public Works re: Report Regarding Renewal Application for an Owner's Permit to Operate Non-Emergency Medical Vehicle Service in the City of Glendale (1) Motion to approve the application for an Owner's Permit to operate six (6) non-emergency medical vehicles in Glendale by Gentle Ride, Inc. (2) Motion to approve the application for an Owner s Permit to operate three (3) non-emergency medical vehicle in Glendale by Gentle Ride, Inc., with the condition that all three vehicles be licensed (3) Motion to deny the application for an Owner's Permit to operate six (6) non-emergency medical vehicles in Glendale by Gentle Ride, Inc. Mr. Morford asked Ms. Langilotti to present the staff report. Ms. Langilotti presented an overview of the operator s renewal application, with a notation that this operator has never had any violations during their tenure, that they would be subject to vehicle inspection. However, she stated that staff recommended approval of the owner s permit with three vehicle licenses with the condition that the applicant permit all three vehicles or forfeit any unused permits. The applicant currently has six permits but has only operated one vehicle in Glendale but the applicant does in fact own three vehicles. Page 2 of 6
3 Commissioner Dickerson asked about other operator vehicles. Ms. Langilotti verified the presence of vehicles and that this operator has a business site in Glendale, with parking available, but that they operate only what they are licensed by Glendale to operate in Glendale. Commissioner Henry asked for further clarification of the number of vehicles on site in Glendale with this operator. Ms. Langilotti explained that because the business location is Glendale, the operator has extra parking which they rent. That they also do business in Los Angeles. Commissioner Henry asked if this had been verified, she responded in the affirmative. Chairperson Najarian asked what steps are required to activate other vehicles if the operator should choose to do so. Ms. Langilotti responded that they would have 60 days to have the vehicles inspected by the City Clerk. Commissioner Gay asked who does the vehicle inspection. done by the City, in the City, per code. Ms. Langilotti said that it is Commissioner Dickerson asked for confirmation that the Motion was for three vehicles. Ms. Langilotti responded in the affirmative. Commissioner Henry asked for confirmation that they had asked for six but that staff was recommending approval for three. Ms. Langilotti responded in the affirmative. Mr. Henry then asked what criteria is used to determine what is proper and necessary. Mr. Morford responded that these are renewals, not requests for new service, that they have already met the criteria. Commissioner Dickerson moved, and Commissioner Gay seconded, to approve the Motion as presented in 4b(2). There were no objections. All signified aye. c. Director of Public Works re: Report Regarding Renewal Application for an Owner's Permit to Operate Non-Emergency Medical Vehicle Service in the City of Glendale (1) Motion to approve the application for an Owner's Permit to operate six (6) non-emergency medical vehicles in Glendale by Alpha Trans (2) Motion to approve the application for an Owner s Permit to operate three (3) non-emergency medical vehicle in Glendale by Alpha Trans (3) Motion to deny the application for an Owner's Permit to operate six (6) nonemergency medical vehicles in Glendale by Alpha Trans. Mr. Morford asked Florinda Langilotti, Sr. Administrative Analyst to present staff report on Alpha Trans. Ms. Langilotti presented the statistics on the operator, with a notation that this operator has had numerous insurance coverage violations during their tenure, that they would be subject to vehicle inspection, and that staff recommends Motion to Approve with a Page 3 of 6
4 proviso that if there are any further insurance violations their license would be suspended immediately. Commissioner Henry asked for clarification regarding insurance violations. Ms. Langilotti explained that after the last warning was issued, it has been more than a year with no violations. Commissioner Henry asked a company representative to come forward. When the representative, Jacob, came forward, Commissioner Henry questioned him about his intent regarding insurance. He explained that they had never violated any order from the City not to operate due to insurance issues, and that they had now resolved their insurance issues. Commissioner Dickerson asked why their fees were higher. The representative responded that they offer more service than is covered by the insurance operators, and therefore are justified in charging more money for additional services. Commissioner Gay asked if he felt his service does more than his competitors. The representative responded in the affirmative. Chairman Najarian asked if they would be suspended immediately for any infraction or just for insurance infractions. Ms. Langilotti responded that it would be for insurance infractions. Commissioner Henry asked who would have been responsible had they had an accident while not properly covered by insurance. Ms. Langilotti and the operator representative responded that the operator suspended service when notified, so it was not an issue. Commissioner Gay moved, and Commissioner Dickerson seconded, to approve the Motion as presented in 4d(1). The vote was as follows: Commissioner Henry, aye; Commissioner Dickerson, nay; Commissioner Gay, aye; Chairman Najarian, aye. The motion was carried to approve the Motion as presented in 4d(1). d. Director of Public Works re: Report on Proposed Preferential Parking District on the 700 Block of Highland Avenue (1) Resolution approving Preferential Parking District Mr. Morford opened by asking Jano Baghdanian, Traffic & Transportation Administrator to present staff report. Mr. Baghdanian presented the statistics on the parking situation on the 700 Block of Highland Avenue. He stated that the area meets the specifications required by City codes in order to qualify for preferential parking and that staff recommends that preferential parking be approved for that area. Since a part of the situation revolves around the presence of Progressive Title and their employee parking, that issue was a matter for discussion. Three citizen comments were made at this time. Andy Vinok of Progressive Title stated that the reason there had been empty spaces in their parking structure was that they had previously reserved several spaces for customer use, but that those spaces were now assigned to employees. He stated that Progressive Title has 58 Page 4 of 6
5 employees and 38 parking spaces, and would like to request that if the preferential parking is approved that Progressive Title be given five parking permits for the use of their employees. Sylvia Simeon, 718 Highland Avenue, stated that she has lived in that house for 45 years. There was no parking problem until Progressive Title moved in 13 years prior. That all the overflow parking from Progressive Title is on the 700 block of Highland and that it keeps the residents from having any parking on the street, and that the alley is so active and busy that they cannot safely use their garages. The houses do not have driveways fronting on Highland. Paula Simeon, 718 Highland Avenue, stated that there are spaces in the surrounding blocks that are not residential where the employees could park without preventing residents from having any parking. She also stated that to give them five preferential permits would simply make the problem the same or worse. Jano Baghdanian responded by saying that residential preferential parking permits are only given to residents per City code and could not be provided to Progressive Title. Commissioner Dickerson commented that he drove over to assess the situation and could not find parking any place, even to go in and ask questions. Reiterating that the parking situation is serious, that there is literally NO place to park. Commissioner Gay moved, and Commissioner Dickerson seconded, to approve the Resolution as presented in 4d(1). There were no objections. All signified aye. e. Director of Public Works re: Report on Proposed Preferential Parking District on the 500 block of Clement Drive. (1) Resolution approving Preferential Parking District Mr. Morford opened by asking Jano Baghdanian, Traffic & Transportation Administrator to present staff report. Mr. Baghdanian presented the statistics on the parking situation on the 500 block of Clement Drive. He stated that the area meets the specifications required by City codes in order to qualify for preferential parking and that staff recommends that preferential parking be approved for that area. A part of the situation revolves around the parking and presence of students and the closeness of both large numbers of apartments and a church. Two citizen comments were made at this time. George White, 546 Clement Drive stated that there are several reasons that this preferential parking should be instituted. 1) There is a serious shortage of parking for residents. 2) The street does not have a straight street sweeping program and when they do come around, there is only enough room to sweep right down the middle and being a curved street, that translates to basically no street sweeping of any value. 3) Students back over trash cans, dump trash cans, leave their lunch and smoking debris, and are very hostile and uncooperative when asked not to do so. So much so that it is alarming to the residents and they are uneasy approaching the students about the issue. Page 5 of 6
6 Gregory Reed, 535 Clement Drive, (middle of the block) stated that he is there in support of what Mr. White said, and that he was seeking clarification on what to do if a resident was having a party or gathering and might have more than the two guests for a single event. Mr. Baghdanian explained that it would be possible, for specific events, to obtain additional, one-time usage, additional guest passes. He also explained why this parking area was being considered for 24 hour, seven day a week preferential parking. Those reasons being that some of the heaviest parking was on evenings, weekends and holidays due to overflow from numerous apartments in the area and an adjacent church. Commissioner Dickerson moved, and Commissioner Henry seconded, to approve the Resolution as presented in 4e(1). There were no objections. All signified aye. 5. REPORTS INFORMATION ONLY Reminder that the joint CITY COUNCIL and TRANSPORTATION & PARKING COMMISSION meeting is tomorrow night. It will be the first item on the agenda, and it should last approximately 60 minutes. 6. COMMISSION/STAFF COMMENTS/UPDATES None were presented. 7. ORAL COMMUNICATION No additional oral communication at this time. 8. MOTION TO ADJOURN Commissioner Gay moved, and Commissioner Henry seconded, to adjourn the meeting at 7:35 PM. Page 6 of 6
