2 MCPL0 INTRODUCTION IFAC MCPL 0 aims to bring together researchers and engineers from different areas, promoting synergy among different disciplines and exploring new solutions for complex scientific and technological challenges. This meeting intends to provide high quality scientific and professional interactions for the advancement of science, technology and fellowship and, also, to provide to the participants an opportunity to present their research results and participate in open discussions in technical and scientific issues. This conference is the 6th in a very successful series of events, previously held in Campinas (Brazil), Grenoble (France), Santiago (Chile), Sibiu (Romania) and Coimbra (Portugal). This sixth edition was organized by the Center for Information Technology Renato Archer CTI, from the Brazilian Ministry of Science, Technology and Innovation, in collaboration with several Brazilian and international institutions. Chair: Carvalho, Marcius Fabius Abstract: Because "You can't manage what you can't measure", performance measurement and management (PMM) has been posing daunting challenges to practitioners in companies as well as to researchers in industrial engineering and management sciences for several decades. Even today, companies are able to meet some objectives but at the expense of others. Indeed, it is not an easy task for companies to meet all stake-holders' objectives simultaneously. The issue complicates further when two or more conflicting objectives have to be met at the same time. PMM has evolved since the 60's from methods solely based on cost to methods based on financial and non-financial performance measurement and, more recently, to integrated performance management systems (PMSs) addressing the multi-dimensional nature of performance by means of performance indicators. A thorough review and analysis of the existing PMM approaches and methods reveals that none of them can globally handle the relevant established performance concepts, i.e. multi-dimensionality, multiple stake-holder perspective and multi-level performance. In addition, the fierce world-wide competition and the economic crisis in Western countries are changing the criteria to be considered. Therefore, a new PMM framework is proposed that puts forward four main evaluation axes: Cost, Benefits, Value and Risk (CBVR). Cost is about the price or total cost of the system or process being evaluated. Benefits are the potential gains for the enterprise. Value is the degree of satisfaction of the stake-holders computed as the aggregation of elementary performance indicators relevant for the objective(s) to be achieved. Risk represents an estimation of the global risk of infringing the achievements of the objective(s), also computed as an aggregation of elementary risk values. The CBVR framework will be explained and the aggregation operators for value and risk will be presented and discussed. Conference K: The Lessons of Large Disasters for Humanitarian Logistics: the Role of Industrial Engineers José Holguín-Veras, Ph.D., P.E.; Professor at Rensselaer Polytechnic Institute and Director of the Center for Infrastructure, Transportation and the Environment, Troy, New York, United States of America. Chair: Lima Junior, Orlando Fontes Abstract: Extreme events pose serious logistical challenges to emergency and aid organizations active in preparation, response and recovery operations, as the disturbances they bring about turn normal conditions into chaos. This is particularly 6

7 MCPL0 true in the case of catastrophic events. Under these conditions, delivering the critical supplies urgently required becomes an extremely difficult task because of the severe damages to the physical and virtual infrastructures and the very limited, or nonexistent, transportation capacity. In this context, the recovery process is made more difficult by the prevailing lack of knowledge about the nature and challenges of postdisaster humanitarian logistics. This presentation is based on the quick response fieldwork conducted by the author and his colleagues on the largest disasters of recent times, which include, among others, the 0 Tohoku disasters in Japan, the 00 Port-au-Prince earthquake, and the 00 Hurricane Katrina. The presentation discusses the important lessons that ought to be learned from these disasters, and the role of industrial engineers and the civic society. Conference K: Ordering and Inventory Control in Multi-stage Manufacturing Networks Prof. Dr. Jean-Claude Hennet. Research Director at CNRS (French Scientific Research Center). Chair: Dourado, Antonio Abstract: The seminar considers a network of enterprises that cooperate to manufacture end-products from raw materials. In contrast to a multistage system owned by a single producer, such a system is characterized by its distributed nature, which entails the difficulty to efficiently implement onto the whole system, integrated planning software such as ERP and APS. Networks of enterprises are typically characterized by possible conflicts of interest, randomness and uncertainty of leadtimes and transportation delays, control actions with limited impacts. However, they also have advantages in terms of flexibility and a quick adaptation to the market. The main question addressed in this seminar is "to what extent a manufacturing network composed of autonomous production units can implement production policies as efficient as those of an integrated production system?" Chair: Silva Filho, Oscar Salviano Abstract: Arthur Miller s play Death of a Salesman was staged in 99 and closed 7 performances up to the end of 90. In the first part of the twentieth century, travelling salesmen were an essential component of industry and commerce. But decades of depression and war changed the structure of the market, later followed by global and deep innovations in data processing and communication. The Hamiltonian cycle that Willy Loman, the main character of the play, used to follow in his visits has been analyzed by mathematicians since 880. Far from the drama scene, Hassler 7

8 MCPL0 Whitney ( ), a professor of mathematics at Harvard and Princeton Universities, introduced the name travelling salesman problem (TSP). Richard M. Karp showed in 97 that the Hamiltonian cycle problem is NP-complete, which implies the NP-hardness of TSP. Was the name Whitney chose a reference to Arthur Miller s play? We don t know. But being at Harvard and Princeton, and considering the outspread success of the play (among other things, it got the Pulitzer Prize in 99), it is possible that Whitney took Loman s journeys as a relevant real-life example to be remembered. Presently, Logistics, Transport and Operations Research students take contact with TSP algorithms very soon in their studies. But, nowadays, many logistics problems are dynamic in nature, and the TSP may not lead to the best solution. Do these cases indicate that the TSP formulation is dead when considering dynamic situations? Not quite. Surprisingly, the TSP has even entered the show business. Travelling Salesman is a 0 low cost intellectual thriller, a film about four mathematicians solving a P versus NP problem. By solving the TSP problem quickly, the mathematicians can, for example, factor large numbers within a short time. Since many cryptographic schemes rely on the difficulty of factoring integers to protect their data, the solution would allow access to private data like personal correspondence, bank accounts and possibly government secrets. The picture was premiered in Philadelphia in June 0, followed, in November of the same year, by an UK premiere at the Centre of Mathematical Sciences, Cambridge University. The presentation discusses some dynamic logistics problems where the basic TSP does not apply and trends regarding new applications. 8
