2 1. Summary 1.1 Service Description This offering is provided by IBM Global Process Services to allow Government bodies to deliver commerce capability for the payment and settlement Government Services or Products. It forms part of a comprehensive suite of commerce offerings that are delivered through the cloud, allowing Government bodies to deploy and manage payments via traditional credit/debit cards, as well as offering a range of alternative payment methods such as Paypal. This offering is designed to provide seamless integration with existing or planned Government web sites, delivering checkout services via IBM s PCI/DSS Compliant Cloud Infrastructure. IBM will manage the secure authorisation and payment requirements of the transaction on the Government s behalf with the following benefits: A single consistent format with fully harmonised codes and values across all tools, payment methods, countries, and processors New Services can start with a basic solution, and plug-in more advanced features in step with your requirements Flexibility to add new payment methods at the click of a button Full suite of interface modules including GUI s, web services API, Reports and Data Feeds. Pre-integrated with IBM Smarter Commerce Straight-through Payment routing where solution currently in use Additional services can be made available that provide a greater degree of customisation and service delivery options, including the creation and management of Government Payment Wallets, and the delivery of a complete Omni-Channel experience for UK citizens when engaging with Government bodies for payment processing that converge counter, web and mobile payment options into one unified experience. These services will be subject to additional fees not covered within the current service offering. IBM Payment Services 2
3 1.2 Service Characteristics Lot Applicability Software as a Service Any public sector body that wishes to provide payment service options to UK citizens when ordering products or services Contract Duration Contract Price Lead time to start Related Lot(s) /Offering(s) Flexible typically a minimum of 1 year Variable setup fees based on time and materials dependent on agreeing, with the Contracting Authority, the resources required, based on the IBM SFIA rate table. The price will be subject to VAT and out of pocket expenses incurred outside the M25. 5 2. Delivery 2.1 Context The Government offers a wide range of services to clients, many of which require payment. The Government also manages the collection of payments for other specific transactions, such as fines. The IBM Payment Service can provide a consistent solution for the collection of any payment, regardless of context, and works seamlessly with your existing environments to manage this on your behalf. 2.2 What we will deliver IBM will work with you to understand how your current (or planned) commerce/payment service can be rapidly configured and integrated with the IBM Payment Service. We will undertake a two-step approach to assess, plan and deploy IBM s Payment Service that involves: A One Time Charge for Professional Services charged under the SFIA Rate Card and technology to support the integration with your systems. A One Time Charge for Professional Services charged under the SFIA Rate Card for each deployment Once deployed we will charge: A Monthly Account Maintenance Fee once deployed that provides Account Manager & SME support, plus 24x7 Help Desk and 24x7 Level 3 Support. A per transaction fee for each payment we process on your behalf IBM Payment Services 5
6 Solution Implementation Approach 1.1 Technical Solution High level solution outline: IBM Cloud Service Platform IBM will deliver the Payment Solution as a hosted and managed cloud service, based on IBM s shared service bureau platform, which is installed in two IBM data centers in Ballerup and Broendby, Denmark. The two data centers are running in an active-active configuration to maximize service availability. Communications between Customer systems and IBM's platform will be performed via public internet, and will be secured by authentication and encryption technologies as defined in IBM s Connectivity and Security Guide document. IBM will setup Customer accounts on the following systems: IBM Payment Services 6
7 # Interface Module 1 TEST 2 Description The TEST system facilitates IBM's testing of new/changed functions and features before they are released to PRODUCTION. The TEST system is not designed to facilitate performance or capacity testing. (*1). The PRE-PRODUCTION system is generally open for all Customers to conduct functional testing jointly with PRE- IBM or at the Customer s PRODUCTION own discretion. The PRE-PRODUCTION system is not designed to facilitate performance or capacity testing. (*1). The PRODUCTION system 3 PRODUCTION delivers IBM s production services for the Customer Notes: Client Access The Customer does not have access to IBM's TEST system by default. But IBM will provide the Customer with a temporary access, as required to enable the Customer to co-test new functions/features that the Customer is sponsoring, before these are being deployed into the PRODUCTION and PRE-PRODUCTION environments. Customers will have access to IBM's PRE-PRODUCTION system 24x7. Changes to a Customers account setup will be deployed and tested on PRE-PRODUCTION before they are released to PRODUCTION. The Customer s merchant accounts (sales entities) in each country will be setup and activated on the PRODUCTION system, according to the Deployment Plan. (*1) IBM also has a PERFORMANCE-TEST System, which can be made available to Customers for performance and capacity testing purposes, via the Project Change Management Procedure IBM Interface Modules IBM will make the following interface modules available to the Customer IBM Payment Services 7
8 # Interface Module Description 1 2 Application Programming Interface (API) Hosted Payment Page (HPP) 3 Virtual Terminal (VT) The Application Programming Interface (API) contains a rich set of web services designed to facilitate easy, flexible and secure integration with client systems. The API provides a s single consistent interface to global payments, with fully harmonized data fields, formats, codes and values across different banks and processors in all countries and currencies. The API is hardware and software agnostic, and does not require any installed software on the client side. Web services use a simple REST interface where resources are created, retrieved, updated and deleted using http POST, GET, PUT and DELETE requests. Messages are based on a common XML format with UTF- 8 encoding (double byte character support) The Hosted Payment Page (HPP) A ready-made payment collection and wallet management GUI, designed to be seamlessly integrated into the Client's web sites, mobile commerce sites, Smart Phone apps, call center applications, and back-office collections systems The Hosted Payment Page is designed to be delivered in an inline frame (or iframe) that blends naturally into the clients web sites or mobile sites. The inline frame is easily created by adding an HTML IFRAME element at the appropriate position on the page A web tool designed for payment collection in call centers, credit management and back-office payment operations. 9 # Service Category Description Payment transactions services 3D secure authentication services Hosted Payment Page services 5 Data File services Authorization, capture, cancellation, refunding of payments Cardholder authentication services utilizing the Verified by VISA, MasterCard SecureCode, American Express SafeKey and JCB J-Secure programs Launch and query the status and outcomes of Hosted Payment Page sessions Store, retrieve and delete data files (containing voice authorizations, electronic mandates, etc) with IBM Payment Systems. 6 Query services Search and retrieve historical transaction data from IBM Payment Systems 7 Report services Create, maintain, run reports and subscriptions Hosted Payment Page The Hosted Payment Page is a web form, designed to sit inside an inline frame on the Customer s web sites or mobile apps. The form is not IBM branded, and the look and feel can be controlled by CSS to fit seamlessly into the surrounding pages. The Hosted Payment Page supports three different modes of operation: # Mode Description 1 Payment Collection 2 Wallet Management 3 Call Center Payment In Payment Collection mode the Hosted Payment Page will collect a payment from the user. In Wallet Management mode the Hosted Payment Page will allow users to sign-up, create and maintain the content of their wallet The Call Center Payment mode is the same as Payment Collection mode, except that this mode is designed specifically to be integrated into a call center agent tool, to enable a customer support representative to take payment from the user. In all three modes, the Hosted Payment Page will display the relevant payment options and capture sensitive information like credit card data directly from the customer s browser, minimizing the Customer s exposure to the Payment Card Industry Data Security Standards ( PCI-DSS ). 10 Virtual Terminal The Virtual Terminal is a web based tool that can be used by the Customer s customer service representatives and back-office staff to access a variety of functions such as initiating payments, requesting and approving refunds, searching for and viewing historical transactions, and viewing or downloading reports. Please refer to IBM s Virtual Terminal Users Guide document for additional information about the Virtual Terminal. JSON Interface The JavaScript Object Notation (JSON) interface is designed specifically to facilitate easy development of payment functions in native smart phone applications. The JSON interface is built on top of the API web services interface, and offers a set of RESTful Payment API s that are performed by using HTTP methods (GET, HEAD, POST, PUT and DELETE) on the related URI, with data are delivered in JSON format. Reports and Data Feeds The Solution include Reports and Data Feeds, subject to specific requirements PCI Vault The PCI Vault is IBM s secure storage facility for sensitive payment information. IBM will store all payment information in the PCI vault, where the information will be encrypted, protected by strict access controls, and purged when no longer needed The PCI vault includes a tokenization mechanism, which works across all IBM Payment Systems interface modules, tools, feeds and reports. The Customer can utilize the PCI vault to centralize and outsource the storage of sensitive payment information to IBM Payment Gateway IBM s payment gateway performs routing, switching and processing of payment transactions with the Third Party Processors The payment gateway provides support for the various payment methods offered by each Third Party Processor, and for the various payment operations supported by the Third Party Processor for the individual payment methods: IBM Payment Services 10

13 9 Conduct Certification Test to validate Customer s interfaces to IBM Review and approve via 1 0 Customer Integration Test / End-2- End Test 2.3 Commercials We will discuss your specific requirements with you, providing a non-binding initial estimate to deliver the professional services required to deploy our standard solution, and/or offer enhanced services that will go beyond the scope of the G-Cloud service entry. A Statement of Work based on IBM s Standard Terms and Conditions will then be prepared that will detail the services offered and the final price for the IBM Payment Service. All professional work within the SoW will be provided using the SFIA Rate Card. Additional Payment Services are available, subject to additional configuration and cost, which provide access to a range of alternative payment providers based on your specific requirements and access to IBM s global list of processors for managing and handling international payments. 2.4 Key Points Other key points to note are as follows: This offering is subject to availability of IBM resources. The Charges for this Service are on the basis that no Parent Company Guarantee is required. If one is required and agreed to by IBM then the Charges will be revised accordingly. The pricing and terms on individual orders should be handled as commercially sensitive by the Contracting Body. Where work is of a sensitive and secure nature, security standards will be agreed between IBM and the Contracting Body, and if necessary IBM will ask the Contracting Body to issue a Security Aspects letter. Whilst we do not propose to handle or have access to any personal data, we will suggest and agree alternative approaches such as the use of anonymised data for testing purposes.
