PETERSBURG College of Arts and Sciences (CAS) PROPOSAL FOR ADMINISTRATIVE REORGANIZATION OF CAS DATE: January 29, 2016 RE: Departmental Reorganization following the University of South Florida System Policy Number : Policy and Procedures for Proposed Changes in Academic Units of the University of South Florida System ================================================================= Subsequent to consultation and conversations detailed in Section F, below, the following proposal follows the Process Steps of the University of South Florida System Policy Number Policy and Procedures for Proposed Changes in Academic Units of the University of South Florida System. The proposal is to restructure the current departmental configuration within the College of Arts and Sciences. Its major impact will be on the current Environmental Sciences, Policy & Geography (ESP&G) Department. This proposal provides all information required by the policy and, as outlined in Section F and the Plan of Activity, affords all affected parties, particularly the faculty and students of the ESP&G Department the first opportunity to review and report comments. The timetable below provides a schedule of due dates for responses from constituent groups after their review and other important dates in the process. This proposal is being provided to all appropriate faculty groups/individuals stipulated in the USF policy to comment on the proposed change in the departmental structure of the College of Arts and Sciences. Pursuant to the University's policy this document will be given to the CAS Faculty Council describing the proposed dissolution of the Department of Environmental Sciences, Policy and Geography. This notification, dated January 29, 2016, will constitute the first step in a procedure that may last only 90 days after which time the proposal may be implemented subject to USF administrative approval. A. Description of Proposed Changes: In essence, the ESP&G Department will be dissolved. This proposal does not call for the elimination of faculty positions, nor of elimination of degree programs. The proposed change will leave the College with its remaining six departments. Faculty within the current ESP&G Department may request a transfer to another appropriate department subject to approval by the proposed department.

Rationale for Proposed Changes: Reasons for this action include most importantly that this collegial administrative change, if approved, should result in the College s ability to strengthen its degree programs in environmental sciences and geography through a re- considered approach to administering these programs: (1) Despite its designation several years ago as a Program of Distinction and the considerable resources made available to them, ESP&G degree programs have not met the promise of the Distinction designation. The department has not moved forward to realize its full potential despite its obviously advantaged proximity to several environmental agencies and its strategic location on Tampa Bay. (2) The current unusual grouping of science departments together under the Biology rubric does not appear to be a result of academic affinity (the members of the physics, biology, and mathematics disciplines have all migrated out of the ESP&G department leaving it with only geographers and chemists). (3) ESP&G s graduate programs have had marginal numbers of graduates, falling short of the BOG and USF standards for numbers of graduates within five years. The MA program has only four students all of whom are expected to graduate within the next few months. No new students entered the program last fall. A moratorium has been placed on admissions to that program. (4) The MS program, while it has over 20 students, suffers from an unusually long time- to- degree mean of 4.2 years. (5) Questions have been raised regarding the way graduate assistant funds have been used and the issue of financial aid equity between the MS and MA tracks. MA students were given no aid at all, for example, supporting their claim of second- class status. (6) Information in the graduate catalog has been misleading and inadequate to provide a clear picture of expectations to prospective students. (7) Numerous complaints have been reported to the central administration at USFSP regarding a hostile work environment and abuse of faculty within ESP&G. (8) The degree to which departmental members have functioned as a cohesive, collegial unit has been called into question by external reviewers and colleagues.

3 - 3- C. Financial and Budgetary Implications: 1. CAS will have only six departments (one department fewer than at the beginning of the year) and pay one less chair stipend, chair research funding, and chair sabbatical, resulting in a saving of about $ 20,000 annually. 2. Current recurring funding will enable a search for a planned tenure track Assistant Professor, for which funds have been used to compensate a Visiting Assistant Professor, who resigned citing a pattern of abuse in a hostile work environment, effective at the end of the fall 2015 semester. Existing funds will pay for this position. Two searches to fill this post to date have failed. That search and the search for a visiting line to be available next year are currently on hold pending the outcome of this proposal. 3. A portion of the savings from Item 1 above will be used to compensate a Coordinator of the B.S. program of approximately 90 current students (down from 247 in ), and the master s programs, which have a total of about 25 active students. Total expected costs will be about $12,000 annually, resulting in a net saving of approximately $8,000. The particular Coordinator arrangement will determine the final amount. D. Likely Consequences for USFSP and USF: Consequences of this action should be positive for both USFSP and USF. This change has the potential to provide a significantly more positive environment for the growth of the environmental sciences programs in St. Petersburg, under new leadership, and with a revised governance structure. This department was designated a Program of Distinction many years ago to support its potential to become a signature or flagship program for this campus, given its unique potential for productive connections to the many environmental agencies in close proximity to the campus, the advantaged location of the campus for scientific studies, and the possibilities for extramural funding. Unfortunately, the potential of the department, despite considerable support over the years has not resulted in a program of distinction. On the other hand, students who have enrolled in the programs over the years, though modest in number, have tended to be productive and worthy students. The proposed administrative change should allow more focused recruitment; better, clearer materials; and should strengthen the advising process at both graduate and undergraduate levels, with greater equity and efficiency in the use of funds to support graduate students. The revised structure of the Biology Department since its separation from ESP&G provides considerable evidence of the kind of growth that can take place with excellent leadership and synergy among faculty.

Timeline for the implementation of the changes: April 29, 2016, (or earlier, pending completion of the Policy process): (1) Engage a degree coordinator to assure smooth transition for students and all course scheduling and advising. Every effort should be made to minimize the direct impact on students. (2) Advise all current departmental faculty to request inclusion as a full member of an appropriate alternative department. May 16, 2016: Completion of all catalog changes, publicity, internal organizational charts & documentation of reporting lines. Implement new department structure in Summer A, F. Brief Description of Preliminary Consultations with Entities Affected: The Interim Regional Vice Chancellor for Academic Affairs, the Dean of the College of Arts and Sciences, and the Interim Dean of the College of Arts and Sciences have engaged in substantial preliminary discussion and planning regarding the proposed change and the benefits that will accrue to the College and the University. In addition, the Interim Dean of the College has engaged in discussion with the Regional Chancellor, the Regional Vice Chancellor for Administration, the Director of Graduate Studies, the Deans of the Colleges of Business and Education, the elected chair of the Faculty Council of the College of Arts and Sciences, and with chairs of departments most likely to be affected by changes in faculty departmental homes regarding the potential for this change. At the point of distribution of this memorandum, conferences with the affected graduate and undergraduate students and with the department leadership and faculty will be scheduled so they may make an appropriate response to this proposal. Subsequent to response by the department and other affected parties or entities, and after review by the Faculty Council of CAS, the proposal will be forwarded with any commentary and recommendations to the USFSP campus- wide Faculty Senate and the USF System Faculty Council (SFC). From there it is to be sent to the USF Provost and the Executive Vice President of the USF System.

5 - 5- Plan of Activity: The following plan is based on Policy No : Friday, January 29, 2016: (1) Discussion between the CAS Interim Dean and the ESP&G Department Chair; (2) Memorandum with attached Proposal provided (a) to Chair and all full time faculty in the ESP&G Department with an invitation to meet with the Interim Dean at their earliest convenience, (b) to USFSP Interim Vice Chancellor for Academic Affairs, and (c) to all department chairs in CAS; (3) notification to majors in the B.S., M.S., and M.A. programs inviting them to a meeting with the interim dean to discuss the proposed changes and to provide comment; and (4) a copy sent to the Faculty Council of CAS. Friday, February 5, 2016: Meeting with students to be held on Friday morning from 9:30 to 11 a.m. Friday, February 26: Due date for Departmental Response to the proposal to be sent to the CAS Faculty Council with a copy to the Interim Dean. Monday, February 29: CAS Faculty Council begins review of departmental response along with proposal (previously provided) and comment. Friday, March 11: Due date for comment from Faculty Council; Faculty Council forwards proposal and their comments to USFSP Faculty Senate and to the SFC (USF System Faculty Council), with a copy to the interim dean. Monday, March 28: Suggested date for USFSP Faculty Senate and System Faculty Senate comment to Provost and Executive Vice President of the University of South Florida System with a copy to the CAS interim dean regarding (a) the sufficiency of consultation, and (b) the implications of the proposed changes at the institution and system levels. Tuesday, March 29: Proposal with all responses sent to RVCAA of USFSP for consideration with the request that his decision be forwarded with all documentation to the Regional Chancellor for review and decision prior to sending it to USF in Tampa. Thursday, April 28: Final date (90 th day) by which the process may be concluded, according to USF policy Once reviewed at all required levels, the Coordinator of ESP undergraduate and graduate programs should be appointed immediately, as noted in section E above, to assure smooth transition for all students and faculty who teach in the ESP program.
