1 BRIDGETON BOARD OF EDUCATION FILE CODE: 1221 Bridgeton, New Jersey Policy PURPOSE AND FUNCTION OF SCHOOL LEADERSHIP COUNCILS The Bridgeton Public School District understands that schools operate best for the education of all our children when there is a close, cooperative relationship among parents, teachers, students, support staff, administration and the community. Planning for this operation must engage those stakeholders at the building level. In this way, a stronger bond is formed between the school and community. Realization of a common purpose will promote and foster an atmosphere of teamwork towards the attainment of educational goals, and related programs to enable all students to achieve. Each school in the Bridgeton School District shall establish a School Leadership Council (SLC). The School Leadership Council shall meet at least once per month and the minutes of all meetings will be maintained and circulated to the Assistant Superintendent s office. A. The SLC shall assist in the development of the school s two-year report on instructional priorities; B. The SLC shall concentrate on the objective of universal mastery of the New Jersey Core Curriculum Content Standards (NJCCCS), improving student achievement and helping to create a climate of cooperation. The school principal and instructional staff is responsible for implementation. The SLC shall not manage the day-to-day implementation of school policies; C. The SLC must adhere to all Board of Education Policies; and D. The SLC must adhere to State and Federal guidelines. Role of the Board Of Education A. Establish a supportive climate for school-based improvement; B. Establish and/or review policies to support effective school improvement; C. Allocate funds to support district and school-level programs; D. Approve budgets and/or school budget requests in keeping with Chapter 19A; and E. Participate in in-service programs designed for the board. School Leadership Council Structure The School Leadership Council shall include: A. The School Principal; B. Teachers; C. Non-instructional Support Staff;

2 D. Parents; E. Community Members; F. Students; and G. Central Office Representative. No group identified above shall constitute more than 50 percent of the SLC membership. The SLC may not conduct a meeting unless a majority of the SLC members is present. All members of the SLC must receive district-wide training to serve on the SLC. Election of School Leadership Council Members A. Certificated staff members shall elect representatives of certificated staff (i.e., teachers must elect and vote for teachers). The election process shall be agreed upon and conducted jointly by the school principal and the building representative of the bargaining unit, or his designee if the building representative is a candidate. B. Non-certificated staff members shall elect non-certificated staff representatives. The election process shall be agreed upon and conducted jointly by the school principal and the building representative of the bargaining unit, or his or her designee if the building representative is a candidate. C. Parents and guardians shall elect parent representative. The election process shall be agreed upon and conducted jointly by the school principal and the president or chairperson of the school s parent organization/association or his or her designee - if the parent leader is a candidate in the election. Such election shall only occur after notifications have been sent home with the students and, other steps have been taken to attract a broad and diverse candidate pool to assure maximum participation in the election. A parent who is an employee may not be a parent representative at the school where he or she is employed. D. The community representative(s) shall be nominated by the school principal and approved by the SLC. Terms of Office for School Leadership Members A. Minimum term for each representative is two years. One half of the SLC shall be replaced each year, except for the principal who remains a permanent member. B. A representative who has served his or her term may be re-elected if nominated and elected following the procedures listed in A D above. C. Since service on the SLC is voluntary, members who wish to end their service may do so by informing the SLC in writing, with copies forwarded to the Assistant Superintendent s office. An alternate will be appointed by the SLC until the next year s selection process. In the event that the list of alternates (teachers, parents, support staff) is exhausted, a replacement alternate will be selected from an alphabetized list of non-elected volunteers for the balance of the term. 2

3 Composition of The School Leadership Council PreK-12 A. On all levels, the SLC shall consist of 11 members. Membership will include: (1) Principal (1) Central Office Representative (1) Community Representative (1) Support Staff Member (4) Teachers (3) Parents B. The ExCEL School and Adult High School SLC shall consist of six (6) members. Membership will include: (1) Principal (1) Central Office Representative (1) Community Representative (2) Teachers (1) Parent C. SLC Chairperson/Recorder: Chairperson will conduct meetings; prepare agendas; maintain documentation of activities; prepare reports to Assistant Superintendent; meet a minimum of three (3) times a year (fall, winter, spring) with Superintendent or his designee. Recorder will take attendance; record all SLC activities; keep copy on file of meeting minutes and disseminate minutes to SLC members and Assistant Superintendent, assist Chairperson in the preparation of other reports as may be required by the Superintendent. All SLC meetings are to be accessible to the public. Election Procedures for Parents A. The Principals/SLC Chairperson and a parent representative will inform all parents of all deadline dates, number of parents needed, and the procedures necessary to volunteer or nominate someone else to serve on the SLC. B. Principal/Committee Chairperson will insure distribution of nomination/volunteer forms to all parents. C. School district employees may not serve as a parent representative on a SLC. D. No school board member may serve as a parent representative on a SLC. E. Nomination/volunteer forms will be distributed to parents through Outreach Meetings, church announcements, newspaper ads, Channel 2 TV announcements and radio appeals, District Consulting Panel (DCP) meetings and parent conferences. 3

4 F. Parents will return forms to Principal/SLC Chairperson or Parent Liaison. G. Once the forms have been received, the Principal/SLC Chairperson will verify that all volunteers and nominees are willing to serve. H. Parents will cast ballots annually at the November Parent Conferences and/or in April. I. Principal/SLC Chairperson and Parent Liaison will count ballots and notify all parents of the election results. J. If the number of volunteers/nominees equals the number of parents needed, they will automatically be appointed to the team, and an election will not be necessary. K. Parents who are not elected to serve on the SLC may serve as alternates and take part in training (top two runners-up), when possible. Election Procedures for Teachers A. Principals/Association Representative will inform all teaching staff of deadline dates, number of teachers needed and, the procedures necessary to volunteer or nominate someone else to serve on the SLC. B. Principal/Association Representative will distribute nomination/volunteer forms to all staff. C. Teachers will return forms to Principal/Association Representatives. D. Once the forms have been received and reviewed, the Principal/Association Representatives will verify that all volunteers and nominees are willing to serve. E. Principals will place names on ballots and distribute to all staff. F. Competed ballots should be placed in a ballot box in the Principal s office. G. Principal and Association Representatives will count ballots and notify all staff of the election results. H. If the number of volunteers/nominees equal the number of teachers needed, they will automatically be appointed to the team, and an election will not be necessary. I. Teachers who are not elected to serve on the SLC may serve as alternates and take part in training (top two runners-up), when possible. Procedures for Removal of School Leadership Council Member Based upon the recommendation of the majority of the SLC, a member of the SLC may be removed for any combination of the following reasons: A. Failure to attend three (3) meetings during the course of the school year. B. Abusive or disruptive behavior. C. Failure to increase knowledge and skills through training and in-servicing. 4

5 D. Failure to maintain confidentiality. E. The SLC shall notify the Assistant Superintendent if any difficulties arise as to the functioning of the SLC. Role of Principal A. Ensure that the SLC adheres to all State statutes and administrative codes. B. Provide student performance data to the SLC members. C. Keep members of the SLC informed of student performance as it relates to the New Jersey Core Curriculum Content Standards (NJCCCS). D. Adhere to all requirements and timelines contained in Chapter 19A Implementation of Court Decision in Abbott v. Burke. E. Ensure SLC is in place, effective and operational. F. Ensure the SLC addresses the major educational dilemmas in their school. G. Participate in ongoing in-service training and staff development to increase student achievement. H. Establish a positive climate for shared decision-making. I. Help identify practices necessary to attain school goals. Role of Central Office Administrators A. Provide School Teams with recommendations and suggestions to improve student achievement. B. Manage and provide district support to school instructional improvement plans. C. Monitor school improvement plans. D. Coordinate staff development to accomplish stated objectives throughout various school improvement plans. E. Implement board policy and establish short and long-term range district goals. F. Provide data related to district-wide performance and needs. G. Evaluate all aspects of the district s and school s improvement plan. H. Monitor and coordinate the implementation of federal programs and regulations. I. Coordinate all district activities not incorporated in school plans. J. Ensure vertical and horizontal curriculum articulation between and among the district and school. 5
