Vaccines are not completely safe and the proposed legislation supports a Russian Roulette gamble on the health and the lives of people and children. 2. Conscientious Objection MUST remain. 3. The proposed legislation is a violation of Human Rights. 4. Conflicts of Interest in the Multi Billion Dollar Vaccine Industry. 5. Unethical Means of Production. I am a parent of a vaccine damaged child, vaccine damaged in 2003 by MMR vaccine given at 13 months. My son has severe autism, intellectual impairment and is non-verbal, his IQ is immeasurable, he attends special school and requires 24/7 care and supervision for the rest of his life. As there is no "formal medical" recognition of this damage acquired by my child, despite my complaint to the doctor roughly 2 weeks after that fateful vaccination in 2003, when she told me that my son is "fine". As you can see from the diagnosis of my son in the Attachments on pages 11, 12 and 13 he is definitely not "fine". Not only have we had to bear the reprehensible lack of accountability by doctors and the medical industry, now the government is also out to make sacrifices of our children. I wish my son got measles, he would have been sick for a week or two, rather than the lifelong havoc and disability he has been subjected to. Under the proposed legislation it is highly unlikely my son will qualify for a "medical exemption" despite his condition. My son has also had seizures on two occasions, yet it is unlikely that he would qualify for a medical exemption. This is listed in the Attachment "Medical Diagnosis" and listed as "Epilepsyresolved". 1

2 My son also has a problem with his eyes, where they sometimes turn inwards (esotropia, also known as strabismus), this is in the Attachments, page 11 as "right esotropia" and on page 12 as "squint under investigation". There is evidence to suggest that this eye condition is a sign of brain damage caused by vaccines. Brain injury - Eyes and Vision. There can be changes to the way a person sees after a brain injury has occurred. This can include problems with the field of vision, the position of their eye and how the eye moves. There are different treatments and strategies to help reduce or adapt to vision related difficulties. The visual system is large and complex. The picture travels from the eyeball to the occipital cortex at the back of the brain (see Figure 1). Information is received by the eyeball and then transferred in special nerves to the back of the brain where it is decoded into what we 'see'. The occipital lobe is the area of the brain where information processed by the eyes is decoded and information about what we see (colour, shape and distance) is understood. Injury to any part of this pathway can lead to problems with eyes and vision (See Figure 2). Problems with eye positions (squint or strabismus, double vision), eye movements (jerky eyes, nystagmus, poor tracking), visual field defects and vision problems are common after a brain injury. Over time these visual difficulties tend to improve. 1. Vaccines are not completely safe and the proposed legislation supports a Russian Roulette style gamble on the health and the lives of people and children. While there a many cases of vaccine injury and even deaths that I personally know of, as well as many articles available online, I'd like to only present one recent article from 6 October 2015 and just one youtube video of a 12 year old New Zealand girl, suffering with the crippling after-effects of HPV vaccine injury. WellnessSoldier.com 6 October 2015: "The U.S Federal Vaccine Court awarded a $61 million settlement for a child who suffered a severe adverse reaction after an immunization. Vaccine attorneys at the law firm of Maglio Christopher & Toale, P.A., believed that the case was clearly a result of a reaction to the DTaP immunization. Court documents show that only hours after the baby received a routine diphtheria, tetanus and acellular pertussis (DTaP) vaccination, she started to have seizures, abnormal breathing, irregular heartbeats, and at 6:05am the next morning, her heart stopped completely. It took 6 minutes of CPR to revive her. She has spent that last 6 years of her life suffering from cognitive delays, cerebral palsy, encephalopathy, and seizure disorder. The family s attorneys say the $61 million dollar award will pay for the child s around the clock medical care for the rest of her life." ettlement The source for this article: 2

Published on 9 Jul This was a very hard video to post, my 12 yr old daughter was fine before her vaccine, now this is her life. We live in New Zealand and I thought our healthcare system was ok, we have been left to deal with this ourselves. I'm showing this because I want people to know what damage this vaccine can and does cause. Please research before deciding. I didn't :( sorry the audio wasn't the best, what I'm saying is "I've just carried Briar out of the bath as her legs keep collapsing, this is the amount of pain she is in after pain killers, that her pain feels like a 'big knife' in her legs, just over a year ago she could do all this, have a bath, play sport, just basically have a life, then the HPV vaccine happened and she can't do a thing, this is her life and this is the part nobody sees. I didn't want to cause her more pain but I wanted to show what her life is now." 2. Conscientious Objection MUST remain. As a parent who was concerned for her young child, I found another doctor after my son was harmed by the vaccinating doctor (as she denied my claims that a vaccine injury had occurred and told me that my son was fine). We were advised against further vaccination as a precaution, due to what happened to my son, it was determined that the risk was NOT WORTH IT (as he may be predisposed to being vaccine sensitive). Therefore, I have had a Conscientious Objector's Form since 19 November 2007, see page 10. Now with the sweep of a pen, legislators wish to wipe away my rights as a parent, to protect my child from further harm or bear a financially punitive measure as though my decision is some kind of a degenerate "lifestyle choice". A great insult indeed. 3. The proposed legislation is a violation of Human Rights. The United Nations Human Rights Charter (Convention on the Rights of the Child) Article 2.2 States that "Parties shall take all appropriate measures to ensure that the child is protected against all forms of discrimination or punishment on the basis of the status, activities, expressed opinions, or beliefs of the child's parents, legal guardians, or family members." However the government is attempting to take punitive measures against the opinions and beliefs of parents with shamelessly named, "no jab, no pay" proposed legislation. Article 3.1 States that "In all actions concerning children, whether undertaken by public or private social welfare institutions, courts of law, administrative authorities or legislative bodies, the best interests of the child shall be a primary consideration." The "best interest" of MY child is for him to NOT be jabbed anymore and THAT is "primary consideration". So how dare the government attempt to justify FINANCIAL PENALISATION for this? Article 3.2 "States Parties undertake to ensure the child such protection and care as is necessary for his or her well-being, taking into account the rights and duties of his or her 3

4 parents, legal guardians, or other individuals legally responsible for him or her, and, to this end, shall take all appropriate legislative and administrative measures." For my son's well-being he should not risk further vaccination as he is severely disabled and was a normal child prior to that fateful jab in It is my duty as a parent to protect my child by not further attempting to maim or kill him. SEE ARTICLE 6 Below. Article 6 1. States Parties recognize that every child has the inherent right to life. 2. States Parties shall ensure to the maximum extent possible the survival and development of the child. The government absolutely CAN NOT ensure the above for my child and should NOT attempt to FINANCIALLY PENALISE and discriminate against myself and/or other parents making the best decisions for their children's survival and development. There are many, many instances of vaccine injury and death and just because they are not overtly flaunted by mass media, it does not mean that they do not exist. I am aware of many such personal instances as well as articles of such occurrences online. The Victorian Charter of Human Rights and Responsibilities Your Right to Recognition and Equality Before the Law (Section 8) Everyone is entitled to equal and effective protection against discrimination, and to enjoy their human rights without discrimination. Yet the government is deciding to discriminate against people's right to choose their own medical procedures with financial coercion. This is also a direct breach of the Nuremberg Code. THE NUREMBERG CODE: CahUKEwilgqaMsI7HAhUCH6YKHbuhAIQ&url= GY 1. The voluntary consent of the human subject is absolutely essential. This means that the person involved should have legal capacity to give consent; should be so situated as to be able to exercise free power of choice, without the intervention of any element of force, fraud, deceit, duress, overreaching, or other ulterior form of constraint or coercion; and should have sufficient knowledge and comprehension of the elements of the subject matter involved as to enable him to make an understanding and enlightened decision. This latter element requires that before the acceptance of an affirmative decision by the experimental subject there should be made known to him the nature, duration, and purpose of the experiment; the method and means by which it is to be conducted; all inconveniences and hazards reasonably to be expected; and the effects upon his health or person which may possibly come from his participation in the experiment. The duty and responsibility for ascertaining the quality of the consent rests upon each individual who initiates, directs or engages in the experiment. It is a personal duty and responsibility which may not be delegated to another with impunity. 4

5 2. The experiment should be such as to yield fruitful results for the good of society, unprocurable by other methods or means of study, and not random and unnecessary in nature. 3. The experiment should be so designed and based on the results of animal experimentation and a knowledge of the natural history of the disease or other problem under study that the anticipated results will justify the performance of the experiment. 4. The experiment should be so conducted as to avoid all unnecessary physical and mental suffering and injury. 5. No experiment should be conducted where there is an a priori reason to believe that death or disabling injury will occur; except, perhaps, in those experiments where the experimental physicians also serve as subjects. 6. The degree of risk to be taken should never exceed that determined by the humanitarian importance of the problem to be solved by the experiment. 7. Proper preparations should be made and adequate facilities provided to protect the experimental subject against even remote possibilities of injury, disability, or death. 8. The experiment should be conducted only by scientifically qualified persons. The highest degree of skill and care should be required through all stages of the experiment of those who conduct or engage in the experiment. 9. During the course of the experiment the human subject should be at liberty to bring the experiment to an end if he has reached the physical or mental state where continuation of the experiment seems to him to be impossible. 10. During the course of the experiment the scientist in charge must be prepared to terminate the experiment at any stage, if he has probable cause to believe, in the exercise of the good faith, superior skill, and careful judgment required of him, that a continuation of the experiment is likely to result in injury, disability, or death to the experimental subject." I draw your particular attention to Articles 4 and 5 of The Nuremberg Code, listed above. It is NOT KNOWN how further vaccination could damage or harm my child and as such, it is an unacceptable risk that I can not take. The Victorian Charter of Human Rights and Responsibilities Your Right To Protection From Torture and Cruel, Inhuman or Degrading Treatment (section 10) People must not be tortured. People must also not be treated or punished in a cruel, inhuman or degrading way. This includes protection from treatment that humiliates a person. People must not be subjected to medical treatment or experiments without their full and informed consent. The proposed punishment of taking away money from families for not complying with the medical treatment/experiment is both degrading and humiliating. Often people are just surviving and paying rent, buying food and paying for utilities as well as clothing for their children. When everything is costing more and more, taking money from people who are just existing is going to be harmful to children and families. 4. Conflicts of Interest in the Multi Billion Dollar Vaccine Industry. The vaccine industry is a multi-billion dollar industry and there are links between corporate interest with these pharmaceutical companies and the media, as in the case of the 5

6 Murdochs. Regarding the Murdochs, from an Article published 29 April 2015: "In a speech to a dinner held by the free market Institute of Public Affairs in 2013, the prime minister praised Rupert Murdoch as one of the top three Australians who have most shaped the world and said that the mogul s publications have borne his ideals but never his fingerprints. However, the 84-year-old business magnate is not the only Murdoch who has reportedly influenced the fate of vaccines and has transformed diseases into the business model of vaccine companies such as GlaxoSmithKline. James, the younger son of the media mogul joined Glaxo in 2009 as a non-executive director and sat on its ethics committee. The Chairman of the pharmaceutical company was delighted by the man s record in corporate responsibility, but Age of Autism wrote that, within two weeks of his appointment, News international had published at least five articles attacking the integrity of MMR researcher Andrew Wakefield." The Sunday Times and its journalist Brian Deen accused the researcher of fabricating the data in the 1998 Lancet which suggested that there is a connection between MMR vaccine and autism. Wakefield was the victim of a smear campaign in the U.K. funded by GSK and aided by the Murdoch media empire. The Sunday Times campaign against Wakefield started in 2003, when section editor Paul Nuki told Deen he needed something big on MMR. Although the roots of this crusade against anti-vaxxers started more than ten years ago, the timing of the cascade of articles attacking MMR researcher s integrity and James Murdoch s 2009 appointment has been too perfect, some say. James was re-elected to the Glaxo board with 97 per cent of the votes cast, but much has emerged about News Corp and its subsidiaries since, The strong connection between the Murdoch family and the pharmaceutical industry fuelled the fabrication of lies against Wakefield and hid the dangers of vaccine from the public. From the board of vaccine maker GSK, James Murdoch watched how the researcher s integrity was shattered and the correlation between MMR vaccine and mental and physiological health problems nullified. It is quite obvious to me that James Murdoch, Brian Deer and GlaxoSmithKline orchestrated the smear attack on Dr. Andrew Wakefield, said Ginger Taylor, executive director of the Canary Party. A judge has now ruled that the GMC hearings were a farce. Parents are waiting for journalists to find their spine and start some honest reporting on the character assassination of doctors that is blocking medical treatments for vaccine injured children, and the role that GSK and Merck may be playing to protect their profits on the MMR vaccine. The Canary Party honors and stands by doctors of integrity like Prof. Walker-Smith, who continue to fight and defend their hard-won reputations for going the extra mile to investigate and improve the chronic, difficult-to-treat cases that now permeate our society. Board Member of the World Health Organisation (WHO) profiteering off vaccines, is a large shareholder in a vaccine company. "As you all know, the World Health Organization or the WHO is the directing and coordinating authority for health within the United Nations system. It is responsible for 6

7 providing leadership on global health matters, shaping the health research agenda, setting norms and standards, articulating evidence-based policy options, providing technical support to countries and monitoring and assessing health trends." "What is interesting is that one of the board members of the WHO, Prof Anne Kelso is also a MAJOR shareholder in CSL Ltd(page 6 of this document shows the affiliation of adviser and company )." "Now, I don t know about you, but I have an issue with an adviser to the World Health Organization who is reaping financial gains off of company she owns shares of. I would be scheduling vaccines every hour if I could, I mean what is the logic in having someone like that influencing the scheduling of vaccines? I understand the need for knowledgeable people to help navigate the serious issues at the WHO, but couldn t they have gotten a different candidate? It s hard to trust the situation and who is making decisions at the WHO. I decided to dig a little bit and see what I could find. We couldnt find a current Vaccine Market Document but this is from 2012." Centre for Disease Control (CDC USA) Destruction of Autism-Vaccine link study papers destroyed. CDC Scientist: We scheduled meeting to destroy vaccine-autism study documents July Rep. Posey s entire statement about Dr. Thompson: I rise today on matters of scientific integrity and research. To begin with, I am absolutely, resolutely, pro-vaccine. Advancements in medical immunization have saved countless and greatly benefitted public health. That being said, it s troubling to me that in a recent Senate hearing on childhood vaccinations, it was never mentioned that our government has paid out over $3 billion through a vaccine injury compensation program for children who have been injured by vaccinations. Regardless of the subject matter, parents making decisions about their children s health deserve to have the best information available to them. They should be able to count on federal agencies to tell them the truth. For these reasons, I bring the following matter to the House floor. In August 2014, Dr. William Thompson, a senior scientist at the Centers for Disease Control and Prevention, worked with a whistleblower attorney to provide my office with documents related to a 2004 CDC study that examined the possibility of a relationship between [the] mumps, measles, rubella vaccine and autism. In a statement released in August, 2014, Dr. Thompson stated, I regret that my co-authors and I omitted statistically significant information in our 2004 article published in the journal Pediatrics. Mr. Speaker, I respectfully request the following excepts from the statement written by Dr. Thompson be entered into the record. Now quoting Dr. Thompson. My primary job duties while working in the immunization safety branch from 2000 to 2006, were to later co-lead three major vaccine safety studies. The MADDSP, MMR autism cases control study was being carried out in response to the Wakefield-Lancet study that suggested an association between the MMR vaccine and an autism-like health outcome. 7

8 There were several major concerns among scientists and consumer advocates outside the CDC in the fall of 2000, regarding the execution of the Verstraeten Study. One of the important goals that was determined up front, in the spring of 2001, before any of these studies started, was to have all three protocols vetted outside the CDC prior to the start of the analyses so consumer advocates could not claim that we were presenting analyses that suited our own goals and biases. We hypothesized that if we found statistically significant effects at either 18 or 36 month thresholds, we would conclude that vaccinating children early with MMR vaccine could lead to autism-like characteristics or features. We all met and finalized the study protocol and analysis plan. The goal was to not deviate from the analysis plan to avoid the debacle that occurred with the Verstraeten thimerosal study published in Pediatrics in At the Sept 5th meeting we discussed in detail how to code race for both the sample and the birth certificate sample. At the bottom of table 7, it also shows that for the non-birth certificate sample, the adjusted race effect statistical significance was huge. All the authors and I met and decided sometime between August and September 2002, not to report any race effects from the paper. Sometime soon after the meeting, we decided to exclude reporting any race effects. The co-authors scheduled a meeting to destroy documents related to the study. The remaining four co-authors all met and brought a big garbage can into the meeting room, and reviewed and went through all the hardcopy documents that we had thought we should discard, and put them into a huge garbage can. However, because I assumed it was illegal and would violate both FOIA and DOJ requests, I kept hardcopies of all documents in my office, and I retain all associated computer files. I believe we intentionally withheld controversial findings from the final draft of the Paediatrics paper. Mr. Speaker, I believe it is our duty to insure that the documents that Dr. Thompson are not ignored. Therefore I will provide them to members of Congress and the House Committees upon request. Considering the nature of the whistleblower s documents as well as the involvement of the CDC, a hearing and a thorough investigation is warranted. So I ask, Mr. Speaker, I beg, I implore my colleagues on the appropriations committees to please, please take such action. Even Malcolm Turnbull owns a fund with investments in the vaccine manufacturer, PFIZER. "What s on Malcolm Turnbull s Register of Interests? First, there are the listed companies and funds*. Among them is the SPDR S&P 500 ETF Trust [NYSEARCA:SPY]. Over the last two years, SPY is up by nearly 40%. This ETF is relatively popular because it offers exposure to big-name stocks, whilst being balanced and accessible. The Trust s top ten holdings are Apple Inc., Microsoft Corporation, Exxon Mobil, Johnson & Johnson, GE, Wells Fargo, Berkshire Hathaway (Class B), JPMorgan, Amazon.com, and Pfizer Inc." Monday, July 2, 2012 GlaxoSmithKline to Plead Guilty and Pay $3 Billion to Resolve Fraud Allegations and Failure to Report Safety Data Largest Health Care Fraud Settlement in U.S. History: 8

9 "Global health care giant GlaxoSmithKline LLC (GSK) agreed to plead guilty and to pay $3 billion to resolve its criminal and civil liability arising from the company s unlawful promotion of certain prescription drugs, its failure to report certain safety data, and its civil liability for alleged false price reporting practices, the Justice Department announced today. The resolution is the largest health care fraud settlement in U.S. history and the largest payment ever by a drug company." US vaccine researcher sentenced to prison for fraud "Rare is the scientist who goes to prison on research misconduct charges. But on 1 July, Dong-Pyou Han, a former biomedical scientist at Iowa State University in Ames, was sentenced to 57 months for fabricating and falsifying data in HIV vaccine trials. Han has also been fined US$7.2 million and will be subject to three years of supervised release after he leaves prison." "Han was forced to resign from Iowa State in 2013 after the university concluded that he had falsified the results of several vaccine experiments supported by grants from the US National Institutes of Health (NIH). In some cases, Han spiked rabbit blood samples with human HIV antibodies so that the vaccine appeared to have caused the animals to develop immunity to the virus." 5. Unethical Means of Production Merk was fined over vaccine trials in poor third world countries. "Children as young as nine suffered side-effects after being used as unwitting human guinea pigs for a new multi-billion pound anti-cervical cancer drug, it has been claimed. The new anti-cancer drug has just been approved for use in the United States and is due to be released in Britain this year. But MailOnline has learned that several of the children used as 'guinea pigs' for the drug trial in India reported suffering problems including weight loss, fatigue, dizziness and menstrual problems. They and their parents claim they had no idea they were being used to test out Gardasil 9, which was then an untried drug. The claims have sparked a furious row with the mother of reality TV star Jade Goody, one of the most high profile recent victims of cervical cancer, telling MailOnline: 'It is not right.' Jackiey Budden said she would not have wanted her daughter - who died aged 27 in to have been vaccinated with a drug that had been tested on children who did not know what was happening to them. 'Vaccination is a good idea but it shouldn't be tested on kids,' she said." 9

10 "Drug firms are already facing claims that they exploited children in the developing world to develop the vaccine. Merck, which makes Gardasil 9, faces a hearing in India's Supreme Court tomorrow over the alleged use of young girls from poor tribal communities in trials of an earlier anti-cervical cancer drug. It also involves the Cervarix vaccine produced by GlaxoSmithKline, along with US-based health non-profit organisation PATH, which organised the trials with the backing of the Bill and Melinda Gates Foundation. Seven girls died before the trials were halted, although those involved deny the deaths were linked to the vaccines." GSK Laboratories in Argentina fined after 14 babies died in vaccine trials. "The charges included experimenting with human beings as well falsifying parental authorizations so babies could participate in the vaccine-trials conducted by the laboratory from 2007 to Since 2007, 15,000 children, under the age of one, from Mendoza, San Juan and Santiago del Estero provinces have been included in the research protocol, a statement of what the study is trying to achieve. Babies were recruited from poor families that attended to public hospitals from medical treatment. A total of seven babies died in Santiago del Estero; five in Mendoza; and two in San Juan." In closing I'd like to say, please look at all the evidence and do the right thing, rather than going against humanity and against children and families. Vaccine damage is very real and just as people can read and understand that vaccines are not safe enough for everyone, (no medication is safe for every person) so can the government, if it so chooses.
