3 A Little Piece of History In 1989 we recognised that there was need for better quality traffic flow information Sitting for one hour in a traffic jam on the M25 I felt I must do something about this! Trafficmaster was formed to provide real time information on motorways and trunk roads Initial pilot scheme was set up in 1990 using fixed sensors and telephone lines as communications! Some 6,000 sensors were installed over the following 10 years Huge scope to do the job better now GSM/GPRS/3G GPS By 2015 over 50% of new cars will have telematics equipment installed partly driven by the advent of electric cars 3
4 The map shows areas of the strategic road network that suffer congestion However that congestion tends to typically taking place over 3-4 hours per day Therefore 20 hours per day most roads are flowing completely freely David Martell Aren t our roads always congested? 4
5 Facts We have a finite road network We have an increasing number of vehicles - How do we reduce congestion? - Or at least prevent it getting worse 5
6 Causes of Congestion Accidents or incidents unpredictable in nature Roadworks predictable in nature Finite road capacity congestion caused by simply too many vehicles going though a finite space 6
7 How do we tackle these? Accidents and incidents and roadworks: Better and more timely information onto in-car devices and on Variable Message Signs With information the driver can often take a very satisfactory alternative route 7
8 Finite Road Capacity This can again be tackled with better driver information Shift in time of travel - But government may need to resort to road pricing 8
9 So how do we get better information to the driver? Sources of data Getting it to the driver 9
10 Sources of Data Sensors Probe data Using vehicles as probes to measure slow traffic A combination of the above 10
11 Probe Data An increasing number of vehicles now have GPS equipment Similarly many cars have GSM/GPRS/3G communications either built in or through smartphones Research has shown that once 20% of vehicles are equipped with telematics meaningful probe data can be reliably used 11
12 What can the motorist do with the data? Change time of journey Choose alternative route Integrate with SatNav to make automatic routing decisions Choose alternative mode of transport 12
13 Can this really make a difference? Research has shown that better quality driver information can increase virtual capacity by 15% or more David Martell It has a even greater impact on helping motorists avoid delays caused by accidents and road works As well as increasing the virtual capacity there are significant economic benefits to the country reducing time wasted 13
14 How can this implemented? Top Down approach is unlikely to work Bottom Up approach needs definable revenue model 14
15 Revenue Model - Issues To date motorists have been shown not to want to pay an economic price for driver information Government should consider price support for approved driver information schemes based on quality of information 15
16 Summary and Conclusions The strategic road network can DEFINITELY be used more effectively using better driver information derived from telematics The advent of electric vehicles provides a catalyst for this to happen through widespread use of telematics A Bottom Up approach is needed Further research on revenue models and government support needs to take place 16
