2 Program Overview The University of San Francisco Master of Public Health (MPH) program in Policy, Leadership, and Research is an interprofessional concentration with a clinical bent that draws from expertise in the School of Nursing and Health Professions and the School of Management in the domains of public health policy, management and leadership, clinical epidemiology, and global health to train a new generation of population health leaders. This novel program will be launched in Sacramento, California, in August 2016 in downtown near the State Capitol. This program is particularly suited to aspiring leaders in health administration, public health policy, and clinical research, as well as candidates aspiring for entry into doctoral programs in medicine, nursing, and allied fields of health. The program offers advanced coursework in leadership, clinical epidemiology, meta-analysis, and public health policy and management, as well as global health policy, thereby affording candidates with a unique and exceptional skill set that bridges macro and micro systems, including technical proficiency in statistical analyses, management skills in the crafting and execution of strategic and business plans, and the development of policies at an organizational, local, state, or national level. The program also provides opportunities for students who wish to explore their talents across the globe. In 2015, Prof. Bhattacharya negotiated the execution of a Memorandum of Understanding (MOU) with the University of Applied Arts and Sciences in Hannover, Germany, for exceptional candidates with interests in clinical research to apply for field placements in 6- week rotations in Hannover during the summer semester. Students accepted into the program would also be afforded an opportunity to take up to four courses (equivalent to 4 U.S. credits or $4,980 in tuition) in Hannover at no cost, and develop additional competencies in clinical research, epidemiology, pharmacovigilance, and monitoring clinical trials. Housing expenses would also be entirely covered for these select students. 3 Duration of the Program traditional pathway: two-years (6 semesters), two courses per semester, meets only one evening per week alternating courses on-site every other week (so each course only meets on-site twice per month with online and off-site assignments conducted during the off-weeks). accelerated and customized schedules available for both on-site and online programs (consult Director/Professor Dru to discuss these options). Participating Faculty Dru Bhattacharya is the Chair of the Department of Population Health Sciences, Associate Professor, and MPH Program Director in the School of Nursing and Health Professions. Prof. Dru has authored two books on public health policy and global health. He recently contributed to the development of a national APHA policy on dementia, has delivered over 80 presentations at the local, national and international levels, and publishes on pressing issues in public health policy. He is an interprofessional practitioner with training in clinical epidemiology (Harvard), law (Georgetown), and public health policy (Johns Hopkins). Richard Callahan is the Chair of the Department of Nonprofit and Public Administration and Associate Professor in the School of Management. Having designed and delivered more than 15 leadership programs internationally, statewide, and regionally, Callahan has been awarded a $22,000 grant from the Sierra Health Foundation to serve as Co-Director for the Foundation's upcoming Leadership program with Dr. Kenneth Kizer, Director of the Center for Population Health at UC Davis. His research studies effective leadership practices in developing strategies to address challenging social issues in health access, fiscal sustainability, and governance. 3
4 Lee-Nah Hsu is a Senior Technical Specialist at the International Labor Organization (ILO) in Geneva, Switzerland. Notable contributions include the ILO-WHO HealthWISE action manual, the Early Warning Rapid Response System, and research in building dynamic, democratic governance for HIV resilient societies. She was also selected as one of only three fellows globally to complete a research fellowship at the Oslo Governance Center in Norway. Dr. Jay Bhatt, D.O., M.P.H., M.P.A., F.A.C.P., is a physician and public health policy advocate who brings an interprofessional background in medicine, public health, and public policy to his practice. He is the Chief Health Officer of the Illinois Health and Hospital Association, a Staff Physician at Erie Family Health Center, and President of the Midwest Alliance for Patient Safety. He was currently chosen as a Presidential Leadership Scholar, a program where scholars learn from former presidents, key administration officials, and leading academics while engaging in in-depth analyses of how leaders across all sectors address similar types of challenges. He is a graduate of the Philadelphia College of Osteopathic Medicine, the University of Illinois, and Harvard University Kennedy School of Government. Kathryn Hall-Trujillo was a public health administrator for the state of California from 1976 through 1991 and is the founder of the Birth Project USA, a non-profit organization that pairs expectant mothers with volunteers to offer guidance and counseling throughout pregnancy and the first year following delivery. Her dedication to reducing high infant mortality rates, particularly in African-American communities where babies are more than twice as likely to die in their first year compared to Caucasian babies, was recognized when she was honored as a CNN Hero-of-the-Year. 4
5 Marcus Powlowski, M.D., M.P.H., LL.M. is a physician and public health practitioner with over 25 years of experience in global health, having spent over 10 years in working with vulnerable populations in Vanuatu. He has extensive work experience in hospitals from all over the world and has worked for the World Health Organization as a Health Legislation Consultant to revise the Public Health Act. Dr. Powlowski is a graduate of Georgetown University Law Center and the Harvard School of Public Health. Alba Lucia Diaz, Ed.D., M.P.H., is a public health practitioner and educator with over 25 years of experience. Dr. Diaz served as a Project Officer Level 4 with over 20 years of experience with the United Nations (UNICEF/UNESCO) designing, implementing, and managing large, complex community-level educational projects for excluded and vulnerable groups in Latin America, Africa, and Southeast Asia. She also has over 15 years of experience teaching in institutions of higher education in the domains of global health, migrant health, and health education and planning. Dr. Diaz recently secured a memorandum of understanding (MOU) with the United Nations University of Peace in Costa Rica. This unique and prestigious honor was accorded the University of San Francisco (USF) through Dr. Diaz s exclusive efforts to identify practical opportunities for students with interests in global health to pursue experiences abroad under the auspices of one of the world s most respected international institutions. 5
6 Cost and Scholarships The current tuition is $1,245 per credit so at 42 credits, the total cost amounts to $52,290. Students taking two courses per semester with a projected graduation within 2 years (or 6 semesters) from matriculation may therefore estimate tuition of 8 credits per semester ($9,960). Precise rates and costs are updated by the University upon the time of matriculation, so candidates are encouraged to visit the web page on tuition fees for graduate studies. Also, up to 12 credits of transfer credits may be awarded to candidates who have completed equivalent coursework at another graduate institution (please contact the Director for a caseby-case review of transfer credits). Also, students who elect to participate in the program with Germany may take up to 4 credits of coursework at no cost that would be recognized for transfer credits (saving $4,980). Accepted candidates receive a scholarship application upon admission and are encouraged to indicate their eligibility based on merit and/or need. Upon review, the program will indicate the amount that would be afforded the candidate upon matriculation to be applied towards their tuition. All candidates are automatically considered for the social justice scholarship and do not need to complete a separate application in consideration thereof. MPH candidates are encouraged to apply for external scholarships, and particularly fellowships in coordination with the ASPPH, a national organization representing CEPHaccredited schools and programs, that may be restricted to ASPPH institutions (of which USF is a member). 6
