The future of e-governmente Professor Helen Margetts Director, School of Public Policy, UCL See Oxford Internet Institute from October 2004 Professor Ingemar Cox Department of Computer Science, UCL Department of Electronic Enginerring,, UCL Director, Adastral Park, UCL
CII Project: UCL Participation in Internet Mediated Interactions Tilman Borgers,, Economics Ingemar Cox, Computer Science Helen Margetts,, Political Science
What is e-government? e The use of information and communication technologies by government - internally and in government-citizen (G2C), government-business (G2B) and government-government (G2G relationships: 1950s: Bureaucracy + defence technologies 1960s - 70s: Bureaucracy + large scale computer systems 1970s - 80s: Bureaucracy + databases, networks of PCs 1990s 00s: Bureaucracy + Government on the Web Internet and web-based based technologies offer real possibility of transformation of state-societal societal relationships Government IT now > 1% of GDP of most industrialised states
It s REALLY not the technology Gap between technological innovation and what government does particularly in UK UK lags behind other governments, particularly in usage of e-e government UK government lags behind UK private sector and UK society In UK, troubled history of big projects : government + IT = disaster E-government that no-one one uses is not e-governmente Failure of e-government e could lead to net loss of nodality
Accenture rankings of e-governmente Canada USA Australia Great Britain Netherlands Japan Source: Accenture (2002, 2003, 2004)
Taylor Nelson Sofres assessment of level of government online use % total population Netherlands Canada Australia New Zealand NA USA UK Japan Source: Taylor Nelson Sofres (2003)
Sources: Accenture (2003); UNPAN (2001); Taylor Nelson Sofres (2003); World Markets Research Centre (2001) Combination of e-government e rankings (max = 28, min = 4) USA 23 Canada 22 Australia 22 New Zealand 14 UK 13 Netherlands 13 Japan 5
Government-industry Industry is delivering e-government e in UK high levels of outsourcing But, UK has distinctive contracting regime Mega contracts and oligopolistic market Hard for small firms to enter government market reputational problems for big firms
Syntegra Accenture Logica Others Computacentre SBS Capita ICL/Fujitsu EDS Companies' Share of UK Central Government IT Contracts, Total annual expenditure 2002 = 1 billion Source: Kable,, IMRAN
Top 10 UK Central Government IT Contracts, 2002 Supplier Department Start Length Total date (Years) Value ( m) EDS Inland Revenue ,500 EDS Work & Pensions ,000 EDS Employment Service ICL Customs & Excise Capita Criminal Records Bureau ICL Home Office ICL Trade & Industry SBS Passport Agency EDS Child Support Agency EDS Prison Service
Market dominance of large firms UK Australia Japan New Zealand Canada USA Netherlands
Little public sector in-house IT capacity UK Australia Japan New Zealand Canada USA Netherlands
De-emphasis emphasis on open competition UK Australia Japan New Zealand Canada USA Netherlands
Cultural Barriers to e-governmente Supply side Formality, uniformity, hierarchy, robustness Channel rivalry Lack of incentivization: : target regime Demand side Lack of domestication Lack of incentivization Digital divide: social exclusion Solemnity Transaction costs of change
Incentivization of e-governmente Money Authority Time, reducing transaction costs Information and expertise eg.. provide informational added value
Disaggregating government on the web Troubled history of UK government centralised mega- projects and portals (eg( eg. Direct.gov.uk) Can barriers be overcome with: Innovative comparisons with private sector Creative use of search engines Recommender systems Experimentation Build and learn Creative involvement of industry Decentred approach to e-governmente
Drawing on multiple disciplines Incentivization of citizens (Economics) Designing e-government e that is technically innovative and gets used (Computer Science) Incentivization of government designing e-government policy (Political Science)
Possible futures E-commerce continues to expand, most B2B transactions take place on line. Companies retain chequebooks just to pay the government banks withdraw from facility Its UK 9/11. Government agencies dealing with disaster want to get information out to all citizens but lack nodality nodality to do it
Questions Why is e-commerce e more popular than e-government? e Why is online filing of taxes more popular in the USA? Is it possible to provide high quality e-government e by integrating poor quality components? What can we learn from the US? What can we learn from the private/voluntary sector? How can the benefits of industry involvement be maximised? What is the industry perspective: how could the government contracting regime be improved?
