2 What are Standards? How are they developed? Standards use collective wisdom to provide a path to a desired outcome with a means to measure success Standards are developed using a consensus based process patterned after the process required by the American National Standards Institute to certify Standards Development Organizations. APTA s Standards include: Standards Recommended Practices Guidelines White Papers

7 APTA State of Good Repair/Transit Asset Management Standards Program
8 SGR/TAM Working Group The APTA Standards SGR/TAM Working Group is a group experts from the industry, working on synthesizing, explaining, and providing tools for transit asset management policy and plans to reach a state of good repair; Purpose: To develop documents that can start you on your path to asset management by following concise and straightforward guidance documents, as well as upcoming guidance (i.e. Asset Management Plan Checklist), as well as freely-available resources from FTA, TCRP, and others; The work ties together existing resources, fills in gaps, links research and theory to efforts on the ground and upcoming federal guidance.
9 Documents Document: Recommended Practice: Defining a Transit Asset Management Framework to Achieve a State of Good Repair PURPOSE: This Recommended Practice is intended as an introduction to the high-level requirements for building a transit asset management framework to achieve a state of good repair, including definitional issues and resources for further study. Complete. Published in June 2013.
10 Documents Document: Recommended Practice: Creating a Transit Asset Management Program PURPOSE: This Recommended Practice introduces asset management in the context of the U.S. transit industry and provides basic steps and resources for an agency to begin an asset management program. Complete. Published in June 2013.
11 Documents Document: Capital Asset Inventory and Condition Assessment PURPOSE: This document outlines the initial steps needed to create and/or improve asset management within a transit agency, regardless of transit agency size. It outlines how to manage capital assets from procurement to disposal (i.e., over the life cycle). This document is organized into the following sections: Defining and organizing capital assets Developing an asset inventory Assessing the condition of assets Complete. Published in September 2013.
12 Documents Document: White Paper: Asset Inventory Templates PURPOSE: This set of documents, which is a companion to Recommended Practice: Capital Asset Inventory and Condition Assessment, contains templates to support asset inventory data collection for agencies STATUS: In development. PURPOSE: This brief document provides a visual introduction to the basics of asset management, including what it is, why it matters, and what each agency should do to prepare for FTA requirements.
