Le projet permettra également aux professionnels de la SST d accroître leur mobilité entre les États membres en attaquant les obstacles à la transparence et à l'harmonisation des exigences de formation et des qualifications. A common EU legislative framework regarding Occupational Safety and Health (OSH) has been created since 1989, starting with the framework Directive (89/391/EEC) and followed by subsequent Directives. This legislation requires employers to ensure the safety and health of workers and to have competent advice on these problems. These requirements have been enacted in different forms into the national legislation, causing a lack of transparency and recognition of qualifications for OSH professionals. Some directives have already tackled these barriers to mobility, but the progress in reaching agreement is still slow. Since the adoption of the Lisbon Strategy, EU member states and the EC have strengthened their political cooperation in education and training. This has been done through the Education and Training 2010 work programme (2001) and the strategic framework for European cooperation in education and training (2009). The first objective of this strategic framework, Making lifelong learning and mobility a reality, is addressed by this project. Within this contest, the aim of EUSAFE is to develop a new professional qualification and training framework based on the already existing certification standards. The project will make use of the instruments created at EU level (EQF, ECTS, ECVET) and the two voluntary certification standards (EurOSHM and EurOSHT), developed by the European Network of Safety and Health Professional Organisations (ENSHPO).The outcome will be a suitable range of standardized profiles (expected at EQF levels 4, 5 and 6) to cover the different levels of qualifications and roles of OSH professionals. A network of training centres, professionals and representatives from the education and academy world set up starting from the already existing ENSHPO and ENETOSH networks will have a positive impact in other countries not represented in the project consortium. The goal of achieving recognition of the competences and qualifications for OSH professionals will be reached through different instruments and outputs. The project will initially produce comparative country reports on existing OSH training using the 8 levels of the European Qualification Framework (EQF). This will enable the identification of the training needs necessary to be fulfilled in order to achieve harmonisation to the training requirements set in EurOSHM and EurOSHT certification standards and across the different EU countries. The final outcome will be a new profile for OSH professionals with qualifications in units of learning outcomes based on the European Credit system for Vocational Education and Training (ECVET), and a training framework consisting of educational objectives, teaching plans and examples of teaching materials standardized at EU level. These instruments will be created with the involvement of the national organizations and institutions who will validate the proposed qualification (ENSHPO has already a good network of contacts with them). This involvement should convince the validating institutions of the necessity to include in their approved schemes training programmes that are harmonised with the training objectives of the EurOSHM and EurOSHT certification standards. The issue of negotiations with governments about 2

The network of training centers, professionals from the field of education, the academic world, which will be created based on the existing ENSHPO and ENETOSH networks, will facilitate a positive impact in other countries not represented in the project consortium. These will include the German speaking countries, members of the DACHL organization and Greece, as most of the material will be translated into Greek by CySHA, the Cypriot partner. The Consortium actually includes associations representing a large number of OSH professionals and experts in the field of Occupational Safety and Health. This insures the direct involvement of SMESs and large companies through their OSH professionals. Moreover the Consortium includes organisations working in the field of Education and Training that will facilitate the participation of trainers, training centres, researchers and other educational organisations. Finally, other sectors, social partner organisations and companies will be invited to take part at the workshop and at the Final Conference. This project has determined the existing state of education across EU states and highlighted the differences and similarities between the existing systems. Analysis of the results shows that a harmonized approach would be an important step forward in developing a standardized qualification for Safety Practitioners within Europe. The overall impression is that the EU has a well-developed occupational safety and health education system across most of the member states but that this education needs to be harmonized to ensure that recognition of this education by other countries within the EU is fair and equitable and does not disadvantage practitioners in companies which operate in several member states. Description: The research activities undertaken to draw up the present report were directed to: - evaluate the current provision of education across the member states, which would be used in a later part of the project when conclusions relating to a recommendation for a common standard were complete; - produce a comprehensive review of the information elicited during the research and present it in an easily read format for users of the report and other interested parties; - collaborate with institutions from across the EU to verify the validity of the information determined; - analyse the findings of the research against the criteria for the European Safety Manager (EurOSHM) and European Safety Technician (EurOSHT) standards developed by the European Network of Safety and Health Professional Organisations (ENSHPO) and to allocate appropriate EQF levels. - determine the requirements for health and safety practice in EU member states where specific legislative conditions apply. It is foreseen the creation of innovative programs for teaching and vocational training. - to arrange teaching plans and materials to support learning courses standardized at EU level - to create flexible instruments to validate, to transfer and to acknowledge learning results - to develop pilot courses for trainers and evaluators - to define a proper application of the credit systems to the teaching modes applied: face to face, in service, work based learning, e-learning and virtual environments Description: The preparation of the WP5 started in the Porto meeting of the partnership in 9 and 10 May It was agreed that the deliverables would be adjusted to the progress of WP3 and WP4. One of the decisions was to adapt the D5.3 to the identification of existing courses that could satisfy some or all requirements of D5.2. This was due to the fact that it was not possible to create new e-learning materials to satisfy the requirements. The procedures agreed were to define D5.1 as a result of the deliverables of WP4, define the structures of courses of levels 4 to 7 of EQF in OSH according to the Learning Outcomes defined in D5.1 and obtain examples of existing courses in OSH that could comply with D5.2 requirements in terms of Learning Outcomes and of assessment modes. The process is based on the fact that any professional that has a certain level of qualification has acquired all LOs of previous levels. The Community members have been recrited at first though the collaboration with the following organisation ENSHPO (European Network on Safety and Health Professional Organisations) and ENETOSH (European Network Education and Training in Occupational Safety and Health). Description: The aims of the present project activities were: - To create within the existing networks, a focus group of training centres and OSH professionals in charge with evaluation, transfer and dissemination of activities regarding the newly created professional qualification and training framework; - To encourage spreading of the new professional qualification and training framework created across Europe and its use in countries not directly involved in the project; - To compare and share via forums the learning and training programs for OSH professionals at EU level; - To underline the advantages in mobility resulting from the use of the newly created professional qualification and training framework, sharing experiences of the early adopters; - To link existing websites (Enshpo and Enetosh) to the project website thus providing focused information sharing and discussion about the new professional qualification and training framework being developed. 23 Produit 'Dissemination Plan' Qualification européenne pour les spécialistes de la santé au travail et de la prévention des risques professionnels ( LLP IT- Titre: Dissemination Plan Type de Produit: Méthodes de distribution Texte marketing: The dissemination plan has been set up to fix dates and deadlines connected with the dissemination and validation of the results of Work Package 3 and 5. The plan shows the involvement of each Partner in the dissemination phase and the process of sharing and sending comments on the documents analysed in this phase as well. The most relevant part of the dissemination plan is afforded to the activities to be carried out by Geographical Coordinators. Geographical Coordinators will be in fact responsible to strengthen the outcomes validation in different European and non European areas. The final aim of the plan is therefore to grant a proper dissemination in every countries in view of the final conference foreseen in Milan in autumn Description: The structure of the dissemination plan allows the reader to see the key activities related to dissemination as well as the responsible actors involved and a timetable with deadlines and tasks duration. The plan was set up during the EUSAFE internal meeting in Cyprus (February 2012). It started to work earlier in march 2012 and will end in autumn The contents of the activities foreseen in the plan are linked for the most part to improve the outcomes resulting from Work Package 3 and 5, to build the survey questionnaires to be channelled with the help of the Geographical Coordinators and to identify the Local Focus Points to which the questionnaires should be addressed. Both the dissemination and the evaluation process has been planned with the cooperation of seven Geographical Coordinators, and will be carried out by the final addressees (target group) as identified by Local Focus Points. Description: The surveys will take place through the compilation of free-access questionnaires which have been published on website. All those concerned will have direct access to the statistics for each single question. Further statistics (e.g. by geographical area or by category), to be agreed with the Work Package Leaders, will be carried out by the project coordinator and put at disposal of the interested parties on a specific page of the EUSAFE website. The tool has been based on the existing EurOSHM and EurOSHT (ENSHPO EUROSH (M) and EUROSH (T), 2012) standards. Appropriate terminology and levelling activities have been carried out so that the tool could be used as the definitive job specification for OSH practitioners. Description: The activities for Work Package 4 started as an academic exercise. A series of performance standards were developed based on the UK National Occupational Standards (NOS) in Health and Safety Practice, these were adapted for the broader European perspective. Performance standards describe what a person needs to be able to do in practice rather than education or training programmes. They are required to give the underpinning knowledge, skills and competence as described by the European Qualification Framework (EQF). The revised EurOSHM and EurOSHT standards were evaluated as EQF levels 6/7 and 4/5 respectively by the consortium and the performance standards were mapped against these levels.in order to present a cohesive approach to the development of learning outcomes as described by the EQF, it was necessary to place the performance standards in groups. The OHSAS Safety Management standard model was used to facilitate this. Cible: VET providers and educational institutions, national authorities for the development of professional standards and qualifications.
