1 Northeast Ingham Emergency Service Authority Standard Operating Guidelines Section II - Administrative Rules & Regulations s Subject: Fire Department Positions Date: July 11, 2013 ID#: Purpose: Is to define the duties and responsibilities of the individuals appointed to the Fire Officer and Firefighting positions. And to provide recommended qualifications to hold one of those positions. Fire Department command Structure: The Fire Department Officers for each station shall consist of a Chief, Assistant Chief, 1 Captain, 2 Lieutenants, 1 Sergeant and any other Officers deemed necessary by the Chief, and with the approval of the NIESA board. Requirements for all positions: 1. Must have a valid Michigan Drivers License. 2. Must be 18 years of age or older. Fire Chief Duties: Fire Chief ( ) 1. The Fire Chief shall be appointed by and responsible to the N.I.E.S.A. board and shall be in charge of his/her Fire Department. 2. The Chief shall be responsible for all phases of Fire Department operations and administration, fire control, human rescue, arson investigation, fire prevention and training. All employees of the Department are subject to the Chief s orders. 3. The Chief shall have full charge of the extinguishment of fires and the necessary and incidental protection of life and property in connection thereof. The Chief shall have the final decision as to any action at a fire or incident. 4. The Chief shall be responsible for the enforcement of the Department rules, regulations, guidelines, policies, and discipline. 5. He/she shall assure him/herself by personal inspection that the various stations are maintained at the highest point of efficiency and that equipment in each station is being properly operated and kept in good order. 6. The Chief shall have knowledge of and be responsible for the care and management of all building, apparatus, equipment, supplies and any and all other property assigned to the Department. 7. The Chief shall satisfy him/herself by personal inspection that the Officers and employees of the Department are trained to the highest degree of efficiency. 8. The Chief shall be responsible for the preparation of budget estimates, as directed by the N.I.E.S.A. board and for normal budgetary procedures including control of expenditures in accordance with the current budget, payroll, purchasing and all other matters pertaining to financial operations of the Fire Department. 9. The Chief shall determine that proper command is maintained whenever Department personnel or equipment are dispatched, and whenever present. He/She may assume advisory duties. He/she shall assume direct command when he/she feels it is necessary. He/she shall have the authority to transfer or reorganize the employees of his/her station. 10. The Chief shall issue special orders supplementing these Rules and Regulations for the efficient and proper operations of all phases of the Department. 11. Nothing contained in these Rules and Regulations shall be construed so as to limit the power and authority granted the Fire Chief by City, Village, Township, State and Federal Laws in the operations and extinguishing of fire or Page 1 of 5
2 medical emergencies, taking the necessary precautions to prevent the spread thereof and in administering the necessary arson investigation when it is deemed necessary. 12. The Chief shall attend all regularly schedule NIESA Board Meetings to present the written monthly report to the NIESA Board. Fire Chief Qualifications: 1. Meets the requirements set forth by the National Fire Protection Agency (NFPA) and the Michigan Firefighter Training Council (MFFTC) to hold the rank of Chief. Assistant Chief Duties: Assistant Chief ( ) 1. In the absence of the Chief, the Assistant Chief shall have and exercise command at all times over the Officers and 2. The Assistant Chief shall in the absence of the Chief, have full charge of the extinguishment of fires and the necessary and incidental protection of life and property in connection thereof 3. The Assistant Chief shall, in the absence of the Chief, assume and discharge all the duties and responsibilities assigned to the Chief by these Rules and Regulations 4. The Assistant Chief shall report in writing to the Fire Chief any violations of the Rules and Regulations or disobedience of orders by Officers and men under his command. 5. The Assistant Chief shall periodically assure him/herself by personal inspection that all fire equipment is maintained at maximum efficiency. 6. The Assistant Chief shall see that information is compiled, correspondence is prepared, and records are made. 7. The Assistant Chief will assist the Chief with any of the responsibilities of his position. 8. The Assistant Chief shall attend the regularly scheduled NIESA Board Meeting when the Chief is unable to attend. Assistant Chief Qualifications: 1. The Captain shall, whenever practical, assume command and be responsible for the work at all fires and incidents. 5. The Captain shall assist in the preparation of records and reports for their stations. 6. The Captain shall act as the Department training officer. 7. The Captain shall assist the Chief and Assistant Chief with any of the responsibilities of their positions Page 2 of 5
3 Captain Qualifications: 1. Must complete Fire Officer II training within 2 years of obtaining the position. Firefighter Training Council (MFFTC) to hold the rank of Captain. Lieutenant Duties: Lieutenant ( ) 1. The Lieutenants shall, in the absence of the Chief, Assistant Chief, or Captain, have and exercise command over 2. The Lieutenants shall assist the Chief, Assistant Chief, and Captain with any of the responsibilities of their positions. Lieutenant Qualifications: 1. Must complete Fire Officer I training within 2 years of obtaining the position. Firefighter Training Council (MFFTC) to hold the rank of Lieutenant. Sergeant Duties: Sergeant ( ) 1. The Sergeant shall, in the absence of the Chief, Assistant Chief, Captain, and Lieutenants have and exercise command over Sergeant Duties (Continued): 2. The Sergeant shall, in the absence of the Chief, Assistant Chief, Captain, and Lieutenants have full charge of the extinguishment of fires and the necessary and incidental protection of life and property. 3. The Sergeant shall, in the absence of the Chief, Assistant Chief, Captain, and Lieutenants, assume and discharge all the duties and responsibilities assigned to the Chief, Assistant Chief, Captain, and Lieutenants by these Rules and Regulations. 4. The Sergeant shall, whenever practical, assume command and be responsible for the work at all fires and incidents. 5. The Sergeant shall assist in the preparation of records and reports, and is responsible for maintaining the equipment records as required by MIOSHA, for his/her station. 6. The Sergeant shall be responsible for duties assigned by the Chief. Page 3 of 5
4 Sergeant Qualifications (recommended): 1. A Firefighter with mechanical skills to oversee the maintenance of the equipment and be responsible for the necessary record keeping. Firefighter Training Council (MFFTC) to hold the rank of Sergeant. Fire Advisor Duties: Fire Advisor ( ) 1. Respond to all calls in accordance with response procedures. 2. Attend all drills, training sessions and meetings unless excused by the Chief, Assistant Chief or their designee. 3. Support and obey the Department Rules, Regulations, Operating Guidelines, and Policies. 4. Obey all orders and commands of the Officers of the Department. 5. Obtain any necessary training as may be required by the Department policy. 6. Perform all Department duties in a proficient manner. 7. Under no circumstances will Fire Advisors be allowed to wear or enter any situation in which SCBA should be worn. Violation of this section may result in immediate termination of the individual. Fire Advisor Qualifications: 1. Must have service on a NIESA Fire Department for a minimum of Five (5) years Firefighters Duties: Firefighters ( ) 1. Have completed their mandatory training. 2. Respond to all calls in accordance with response procedures. 3. Attend all drills, training sessions and meetings unless excused by the Chief, Assistant Chief, or their designee. 4. Perform all Department duties in a proficient manner. 5. Support and obey the Department Rules, Regulations, Operating Guidelines and Policies. 6. Obey all orders and commands of the Officers of the Department. 7. Obtain any necessary training as may be required by Department policy. Probationary Firefighters shall: Probationary Firefighters ( ) 1. Be working toward Firefighter I & II state-certification. 2. Have served a minimum of six (6) months as a Trainee or have previous experience and obtain a waiver of the six (6) months requirement from the Chief. 3. Serve a minimum of six (6) months in the Probationary Rank or until state-certified and approved by the Chief. 4. Have obtained any other necessary training as may be required by Department policies. 5. If at the end of twenty-four (24) months the probationary employee has not completed their statecertification they will be dismissed from the Department until such a time as they are state-certified. They then can petition the Chief for reinstatement to the Department. 6. All fire ground activities will be performed under the direct and immediate control of a certified firefighter. 7. The probationary firefighter must be able to document that he/she has been trained in a specific area prior to performing that duty on a fire scene. Documented training is either training received and recorded inhouse, or training received through the Firefighters Training Council that can be documented. Page 4 of 5
5 Trainee Firefighters ( ): Trainees Firefighters shall: 1. Spend the necessary time for training sessions, drills, meetings and fires. 2. Support Department Rules, Regulations, Operating Guidelines and Policies. 3. Perform all duties in a proficient manner. 4. Obey all orders and commands of the Officers of the Department. 5. Maintain passing grades on all tests conducted by the Training Division of the Department during the trainee period. 6. Obey all Michigan Emergency Vehicle Code and Department driving regulations. 7. Be furnished a copy of all Department Rules, Regulations, Operating Procedures and Policies and shall familiarize him/herself in all of these materials and sign an acknowledgment. 8. Be a Trainee of the Department for a minimum of six (6) months, at which time the Trainee will be eligible to be promoted to the Probationary rank. 9. Scheduled to attend an upcoming Fire Training class. 10. All fire ground activities will be performed under the direct and immediate control of a certified firefighter. 11. The trainee firefighter must be able to document that he/she has been trained in a specific area prior to performing that duty on a fire scene. Documented training is either training received and recorded in-house, or training received through the Firefighters Training Council that can be documented.
