1 PABLO FELIPE ROBLEDO DEL CASTILLO Superintendent of Industry and Commerce - Colombia Mr. Robledo is a lawyer with a postgraduate degree in Procedural Law and LLM candidate from Universidad Externado de Colombia. Former Vice Minister of Justice and Vice Minister of Justice Promotion. Acted as designated Vice Minister of Criminal Policy and Justice designated, Minister of Law and Justice and designated Director of the National Agency for the Defense of the Nation. Appointed since October 2, 2012 as Superintendent of Industry and Commerce by the Colombian President Mr. Juan Manuel Santos.

2 ALEJANDRO GIRALDO LÓPEZ Deputy Superintendent for Control and Verification of Technical Regalements and Legal Metrology, Superintendence of Industry and Commerce J.D from the Rosario University; PhD candidate in Sociology at the University of Salamanca; Master in Economic Law from the Pontificia Universidad Javeriana; Masters in Sociology of Law of the International Institute of Sociology Legal Oñati Gipuzkoa - Spain; First Place and the Internship of the VII Program of the General Secretariat of the Andean Community INTAL on Community Law and the Andean Community. Additionally, he has participated in numerous courses, seminars and diplomats in prestigious institutions in Colombia, Spain, Peru and USA. Among the positions he has held are the Legal Vice Presidency of the National Retail Federation FENALCO; Representative of Colombia to the Iberoamerican Federation of Franchising FIAF; Advisor to the Office of the Superintendent of Industry and Commerce and Member of the Boards of Certicámara, ICONTEC and QUALITY CORPORATION. Likewise, he has taught at the Pontificia Universidad Javeriana, Colegio Mayor de Nuestra Señora del Rosario and the Universidad Nacional de Colombia.

3 JORGE ENRIQUE SÁNCHEZ MEDINA Deputy Superintendent for Consumer Protection, Superintendence of Industry and Commerce J.D. from Universidad Externado de Colombia, a Degree Specialized Studies on Economic Law and a Certified Studies on Economical Assessment of Law, from the same University. Moreover, he has a Masters of Laws - LLM - from Northwestern University of Chicago (United States of America), and a Certificate Business Administration - CBA - from IE Business School of Madrid (Spain). He serves as professor on Competition and Consumer Law at the Universidad Jorge Tadeo Lozano. Furthermore, he worked as staff attorney for the Constitutional Court and Supreme Court. In addition, he was advisor to the Legal Office of the Presidency of the Republic of Colombia, and was attorney for the President of the Republic of Colombia on constitutional actions before courts. He was the Deputy Superintendent for Competition from 2007 to 2010, he is the current Deputy Superintendent for Consumer Protection.

4 JOSÉ ALEJANDRO BERMÚDEZ DURANA Deputy Superintendent for Personal Data Protection, Superintendence of Industry and Commerce José Alejandro is a lawyer from Universidad de los Andes in Bogotá with a master s degree in Competition Law and Intellectual Property from ESADE (Barcelona) and a postgraduate degree in publishing from Pompeu Fabra University (Barcelona). Member of the Executive Committee of the Iberoamerican Network of Personal Data Protection. Ad-hoc observer to APEC's Privacy Subgroup and the Working Party on Internet Security and Privacy from the OECD. Formerly a partner at the law firm Muñoz Tamayo & Asociados and an associate of HR Abogados Corporativos in Bogotá. He served as advisor to the Superintendent of Industry and Commerce and coordinator of the Financial Data Protection Group of the Superintendence ( ). Mr. Bermudez was a member of the Governmental commission appointed for the draft of the Colombian Data Protection Law (Law 1581 of 2012) and its secondary regulations. He is a member of the Study Group on the Internet, E-Commerce, Telecommunications and Informatics (GECTI) of Universidad de los Andes.

5 JOSÉ LUIS LONDOÑO FERNÁNDEZ Deputy Superintendent for Industrial Property, Superintendence of Industry and Commerce J.D. fromuniversidad Externado de Colombia with intensification in Competition Law, Specialist in Industrial Property, Copyright and New Technologies. He has worked as a specialist in the Superintendence of Industry and Commerce and the National Federation of Coffee Growers and as an associate lawyer in the firm Olarte Raisbeck. He is Deputy Superintendent of Industrial Property since October 1st 2010.

6 BENOIT ROUSSEAU Senior Vice President at The Institute for Perception Richmond, Virginia Dr. Benoît Rousseau is Senior Vice President at The Institute for Perception, a full service market research company based in the USA. While providing traditional and advanced market research options to companies, The Institute for Perception also has broad expertise in all aspects of product testing for advertising claims support. Dr. Rousseau is regularly involved in and manages projects conducted to substantiate or refute companies assertions of product benefits. Such benefits include comparative claims such as superiority and equivalence as well noncomparative claims involving overall product performance. He supports the Institute for Perception s president Dr. Daniel M. Ennis who is frequently engaged as an expert witness in advertising claims disputes. Dr. Rousseau received his food engineering degree from AgroParisTech in Paris, France and holds a PhD in sensory science and psychophysics from the University of California, Davis. He has more than 20 years of experience in managing projects in the field of sensory and consumer science, actively working with clients in the US, Asia, Latin America, and Europe. His theoretical and experimental research has led to numerous journal articles as well as several book chapters. He is also an active member of the Institute for Perception team who teaches yearly short courses on various aspects of consumer and product testing, including a specific advertising claims support program.

7 BERNARDO ALTAMIRANO RODRÍGUEZ General Director - Better Business Bureau Mexico Dr. Altamirano has a solid experience in the public sector in Mexico at the highest levels, both at the executive level and staff. His ultimate responsibility was Federal Consumer Attorney, appointed by then President Felipe Calderón. He also worked in the Office of the Presidency of the Republic, in the secretariats of Education and Interior, as well as Mexico Representation to the European Union. He has extensive academic training (ITAM-Mexico, Sorbonne-Paris, London-LSE). He is also a professor of law at ITAM, specializing in regulation, competition and consumer protection, and coordinates the Regulation postgraduate program in the same Institute. In 2013 he launched the civic organization Consumer and Citizen Central." He was also invited to the Group of Experts on Competition and Consumer of UNCTAD. Since March, Dr. Altamirano is the CEO of the Better Business Bureau (BBB) for Mexico, which is a non-profit organization that for over 100 years has been a leader in 112 cities of USA and Canada in promoting best business practices, standards and self-regulation programs.

8 CHRISTOPHER COLE Co-chair of Crowell & Moring's Advertising & Product Risk Management Group in the Washington, D.C. office Christopher Cole is the co-chair of Crowell & Moring's Advertising & Product Risk Management Group in the Washington, D.C. office. He leads a team of lawyers who focus on risks and regulations affecting product development, sales and marketing in a variety of industries, ranging from telecommunications to consumer products. For many years, Mr. Cole has been ranked among the top advertising litigators in the country by Chambers & Partners, Best Lawyers, and SuperLawyers. He is a vice-chair of the American Bar Association's Section of Antitrust Committee on Advertising Disputes and Litigation, and an editor of a major treatise on Consumer Protection Law and Developments.

Attorney admitted to practice in France. His practice areas focus Public Law including Constitutional and Administrative Law, Competition Law, Regulation, Consumer Law, Business Distribution, Telecommunications Law, Industrial Property. Founding member of VGCD, Founding Partner of Valbuena Attorneys, former Superintendent of Industry and Commerce. Among other positions, he has been an advisor to the Legal Secretariat of the Presidency of the Republic, Minister of Financial Superintendent of Colombia, national legal director of the Foresighted SA Insurance and advisor to the Ministry of Finance and Public Credit.

11 JORGE ANDRÉS DE LOS RIOS Director of the Competition practice area at Posse Herrera Ruiz J.D. from Universidad Javeriana, a Master in Information Technologies Law from Robert Schuman University, a Master in Private Law from Panthéon Assas University (Paris II) and studied Literature and French Civilization at Nantes University. His native language is Spanish and he is fluent in English and French. Jorge has more than 15 years of experience representing foreign and local companies on antitrust law, unfair competition, market strategies, commercial law, telecommunications and industrial property. He is a director at Posse Herrera Ruiz, where heads the Competition practice area, before joining Posse Herrera Ruiz, he worked as Legal Manager and regional lawyer for the Latin America & Canada region at Philip Morris International, Inc., as Associate at local and foreign law firms and he was intern at the International Court of Arbitration of the International Chamber of Commerce - ICC in Paris. Jorge teaches Competition Law at Universidad CESA and has been Competition Law professor and lecturer at several Colombian universities and trade associations.

13 LESLEY FAIR Senior Attorney with the United States Federal Trade Commission s Bureau of Consumer Protection Lesley Fair is a Senior Attorney with the United States Federal Trade Commission s Bureau of Consumer Protection, where she has represented the FTC in numerous investigations of false advertising and fraud. She now specializes in industry education and blogs at the FTC s Business Center, business.ftc.gov. Lesley is a Vice-Chair of the Consumer Protection Committee of the American Bar Association s Section of Antitrust Law. In addition to writing a monthly column in Electronic Retailer magazine, she is the author of The FTC & Social Media in SOCIAL MEDIA AND FDA: THE ESSENTIAL GUIDE (2010), and FTC Regulation of Advertising in FOOD AND DRUG LAW AND REGULATION (2009). On the adjunct faculty of the Catholic University School of Law since 1984, Lesley holds the title of Distinguished Lecturer. She also serves as a Professorial Lecturer at the George Washington University Law School, where she teaches Consumer Protection Law. Lesley graduated from the University of Notre Dame and received a J.D. from the University of Texas School of Law. She clerked for United States District Judge Fred Shannon and served as staff counsel to the United States Court of Appeals for the Fifth Circuit in New Orleans.

14 MICHAEL PANZERA Counsel for international consumer protection at the United States Federal Trade Commission, Office of International Affairs Michael Panzera is counsel for international consumer protection at the United States Federal Trade Commission, Office of International Affairs, primarily covering matters relating to Asia and Latin America. Prior to joining the Federal Trade Commission, he served as senior trial counsel at the Department of Justice, Civil Division, representing the United States in international trade litigation in the Court of International Trade and the Court of Appeals for the Federal Circuit, as well as contract disputes involving Federal agencies before the Court of Federal Claims. Prior to becoming a lawyer, he worked as an interpreter/translator in Chile, Washington, D.C., and Taiwan. He received his B.A. at Georgetown University, majoring in Mandarin Chinese with a concentration in Asian Development Economics. He received his J.D. from the University of Washington, and will soon obtain his LL.M. in International and Comparative Law at George Washington University School of Law. As part of his studies, he has also completed coursework at Oxford University in international law and economic development, focusing on consumer protection issues. Besides Spanish and Chinese, he also speaks fluently French, Italian, Portuguese, and Japanese, as well as conversational German and American Sign Language. He is currently studying Greek and Swedish.

15 NORA LUCÍA SANÍN DE SAFFON Executive Director of the Colombian Association of Newspaper Editors and Informative Media - ANDIARIOS - J.D. of the Pontificia Universidad Javeriana, Executive Director of Andiarios two periods and 1999 to present. Ms. Sanin has been Reader Advocate of El Tiempo, member of the board of the Foundation for Press Freedom-FLIP, Antonio Nariño Project NAP, Fundalectura, Colombian Congress of Advertising, Simón Bolívar Prize Jury during the years , 2012 and 2013.

16 TERESA MOREIRA General Director of the Consumer General Direction of Portugal Bachelor of Law (Law and Economics, 1982) and Master of Laws in the European Communities, Faculty of Law, University of Lisbon (1993). Ms. Moreira held senior management in 1st grade (General Director and Deputy General Director) of Public Administration (Ministry of Economy - Competition Authority Directorate General for Competition and Prices, Department of International Relations.) She is an teacher (Faculty of law, University of Lisbon) in the areas of competition law, the law of the European Union (International Trade) International Economic law. Professor at the European Institute of the Faculty of Law of Lisbon and of the Law Institute of Financial Audit IDEFF of the Faculty of Law and Economics of the University of Lisbon (Postgraduate Course "European law in action - The of the European Union Court and the the tribunal de première instance ") and partner of Special Projects. She is currenty the General Director of the Consumer, of the Ministry of Economy from Portugal, since January 4, 2010.

17 TULIO ANGEL ARBELÁEZ Executive Chairman of the NATIONAL MEDIA ASSOCIATION - ASOMEDIOS - Doctor in Law from Universidad de los Andes. Since 2008 he holds the position of Executive Chairman of the NATIONAL ASSOCIATION OF MEDIA - ASOMEDIOS. During his career, Dr. Angel has held positions in the public and private sector, such as Deputy Minister of Communications, of Communications Advisor of the Presidency of the Republic, Manager of Corporate Community Relations of Caracol Television S.A. and President of Proyectamos Televison SA. Since 2004 Dr. Angel is a Member of the Court of Arbitration of the Chamber of Commerce of Bogotá.

18 XIMENA TAPIAS DELPORTE Executive President of the National Advertising Self-Regulation Commission and of the Colombian Union of Advertising Companies UCEP - J.D. from Universidad del Rosario with a major in Comparative Law from the University of Paris II and Studies in Private Law from the same University. Ms. Tapias has held various positions in both public and private sectors at national and international level. She has served on several collegiate bodies, strategic advisor to companies and projects of various kinds, as well as professor of several universities. Ms. Tapas has been consultant of the Chamber of Commerce of Bogotá, Chaidneme group, Corferias and Grupo Aval. Currently, she chairs the National Advertising Self-Regulation Commission and is the Executive President of the Colombian Union of Advertising Companies (UCEP).
