Ankeny Boulevard Ankeny, Iowa ICCPHSE Meeting Minutes Wednesday, April 17, Welcome The Iowa Coordinating Council for Post-High School Education (ICCPHSE) met on Wednesday, April 17, 2013, at 10:00 a.m. at the DMACC Ankeny Campus. Chair John Sellars welcomed the Council members and guests to the meeting. 2. Call to Order and Introductions Chair Sellars called the meeting to order, and then the Council members and guests introduced themselves. Liaison Representative MJ Dolan, Iowa Association of Community College Trustees Guests Kris Kilibarda, South Central Regional STEM Manager James Hoelscher, Northeast Regional STEM Manager * Indicates voting delegate. 3. Presentation: Update on the STEM Initiative and STEM Hubs The special guest presenters at today s meeting were Kris Kilibarda, South Central Regional STEM Manager; and James Hoelscher, Northeast Regional STEM Manager. Kris and James presented on the Governor s STEM Initiative. The initiative has been launched to support the development of STEM programs in Iowa schools. The supporting infrastructure consists of six hub areas based on equal representation of population in Iowa school districts. The initiative is governed by a 40- member STEM Advisory Council and managed by six hub managers. Under the STEM initiative, schools are encouraged to compete for a part of the $150,000 annual grant to develop STEM-related programs. Kris explained that only scalable STEM projects, combining academic and practically implementable elements, can be awarded. Under the STEM Initiative, annual STEM fairs have been conducted. Kris and James called upon more active participation of the institutions of higher education as mentors for current and future STEM projects. 4. Approval of Meeting Minutes Vladimir Bassis Vladimir Basis presented the minutes from the October 17, 2012, ICCPHSE meeting, on behalf of ICCPHSE recording secretary, Jeremy Varner, who was unable to attend the meeting. Action: A motion was made and seconded for approval of the minutes as presented. Motion passed. 5. Treasurer s Report Gary Steinke Gary Steinke presented a statement of the Council s income and expenditures through March 31, The treasury balance was listed at $1, for FY Audit Committee (Deb Derr, John Sellars, and Gary Steinke) Dues Budget Draft Way-Up Contribution Action: A motion was made and seconded for approval of the treasurer s report for FY 13. Motion passed. A motion was made and seconded for approval of the FY 2014 budget with collection of dues. Motion passed. A motion was made and seconded for approval for a $500 contribution to the Way-Up conference. Motion passed. 2

4 The treasurer requested to be relieved from his duties based on office changes. Diana Gonzalez pointed out that the treasurer is traditionally appointed from the representatives of the private institutions. The call for volunteers resulted in John Sellars appointed as the new treasurer. 6. Notices of Intent Diana Gonzalez A. Programs Without Concerns Diana Gonzalez reported that those colleges which had programs without concerns have been notified. Chair Sellars clarified the process and asked for a motion. It was moved and seconded to ratify the above noted programs. Motion 7. Confirmation of Dan Kinney as Chair; and Confirmation of Steve Leath as Vice- Chair Chair Sellars asked the Council to confirm Dan Kinney, president of Iowa Western Community College, as the ICCPHSE chair for ; and Steve Leath, president of Iowa State University, as ICCPHSE vice-chair for Action: A motion was made and seconded to confirm Dan Kinney and Steve Leath, respectively, as ICCPHSE chair and ICCPHSE vice-chair for Motion passed. 8. Council Business Diana Gonzalez Diana requested ongoing input for future topics of discussion. The fall Council meeting has been traditionally conducted on the campus of the Chair. The April meeting is usually held in a central location. The January 2014 meeting will be held via teleconference. Diana underlined the importance of regular maintenance of the listserv as the vehicle for timely notifications. 9. Membership for Diana Gonzalez Diana presented the roster of voting members and asked to be notified of any updates. 10. 6 Iowa Coordinating Council for Post-High School Education (ICCPHSE) Via Conference Call ICCPHSE Executive Committee Meeting Minutes July 10, Call to Order and Roll Call The ICCPHSE Executive Committee met via teleconference on Wednesday, July 10, 2013, at 2:00 p.m. Chairperson Dan Kinney called the meeting to order. The following executive committee members present were as follows: Dan Kinney, Chair Diana Gonzalez, Permanent Secretary John Sellars, Immediate Past Chair and Treasurer Steve Leath, Vice Chair, was absent Also present were: Ilene Tuttle, Assistant to Diana Gonzalez Stephanie Weeks, on behalf of Jeremy Varner, Recording Secretary 2. Approval of Minutes Chair Kinney asked for a motion to approve the minutes of the April 17, 2013, meeting of ICCPHSE. Action: The minutes were unanimously approved. 3. Treasurer s Report (through June 30, 2013) John Sellars indicated he would send the budget reports electronically to the ICCPHSE Executive Committee under a separate cover. Although there were no major changes to the budget, the collection of dues was adopted and approved at the April 17, 2013 meeting, as well as an Audit Committee. John will give the full budget report at the October 16, 2013, ICCPHSE meeting. 4. Topics and Speakers for Meetings The proposed topics and speakers for the meeting include: October 16, 2013 Program Integrity Requirements and Smarter Balanced Updates Diana Gonzalez April 16, 2014 Iowa Core Review Department of Education (staff overseeing the math and ELA) 7. Letter from Incoming Chair Dan Kinney to Membership Chair Kinney is working with Diana Gonzalez on a letter to be sent to the general membership in early September. The letter is a general introduction from the new chair and lists activities/meetings for the coming year. 4

10 8. Membership for Gonzalez asked the Executive Committee members for their assistance in updating the membership information. A specific request was to address the need for having alternates listed and making sure that everyone is aware of the role of the alternate. Currently, there are areas within the ICCPHSE where an alternate is not listed. It is also important that if a member is not able to attend a meeting, that the member needs to contact the alternate about attending. Members and stated alternates are the only ones able to vote on ICCPHSE business. 9. Importance of Notifying us of Changes to the ICCPHSE Listserv Gonzalez indicated that all personnel changes to the listserv need to be given to Ilene Tuttle. An will be sent out to the listserv to remind recipients to inform the Board of Regents office of any listserv changes. 10. Fall 2013 Enrollment Report Gonzalez reported on the plans for the upcoming fall 2013 enrollment report. She is currently working with staff at the University of Iowa. (The University of Iowa assists with the data collection and preparation of the report.) While reporting enrollment information for the report is voluntary, Gonzalez will remind all postsecondary institutions in the state that the report is used by a variety of entities which include state agencies and the state legislature. It is important that everyone looking at enrollment data have complete information. 11. For the Good of the Order Chair Kinney asked if there were any additional topics or issues which needed to be addressed before the Executive Committee adjourned. None were presented. In Curriculum and Instruction Masters CIP # (Effective Teaching) CIP # (TAG) CIP # (TESL) WIT Sioux City and ICCC Fort Dodge Concern received via ICCPHSE listserv on October 3, 2013 from Katie Clauson at Graceland University: Graceland University requests more information about the unique aspects of this program and demand for the program. Graceland University is approved for MEd offerings in Shenandoah, Des Moines, Ft. Dodge and Cedar Rapids, Iowa. Graceland has both online and f2f offerings of Curriculum and Instruction: Collaborative Teaching and Learning on a cohort basis as well as an online Instructional Leadership degree. What BV is offering seems to duplicate what Graceland has been approved for in Southern Iowa.

18 American Public University American Public University applied for registration in Iowa in order to offer distance education programs to Iowans. Commission staff required the University to register because one or more of its distance education programs require a structured field experience that the University permits an Iowan to participate in at an Iowa location. In addition, the University employs adjunct and full-time faculty provide instruction in the University s online program remotely from their Iowa homes or other Iowa locations. Ashford University Ashford University is presently exempt from registration in Iowa under Iowa Code Section , subsection 1, paragraph "j". However, the University voluntarily applied for registration to comply with federal regulations in 34 CFR These federal regulations require a school participating in the federal student aid programs to be authorized to operate, by name, as a postsecondary educational institution by an action of the State in which the school is located. The University also applied for authorization to offer its online programs to Iowans. Note Regarding Education Programs: Ashford University offers programs at its Clinton, IA campus that prepare students for licensed employment in Iowa as a teacher. Students should contact the Iowa Board of Educational Examiners at or through their website for licensure requirements. None of Ashford University's education-related distance education programs qualify graduates for licensed employment as a teacher or school administrator in Iowa or any other state. Location in Iowa: 400 North Bluff Blvd., Clinton, IA Status: Registered until November 18, 2015 Bellevue University Locations in Iowa: 2700 College Rd., Council Bluffs, IA (Iowa Western Community College) 4647 Stone Ave., Sioux City, IA (Western Iowa Technical Community College) The University also offers distance education programs to Iowa residents. The Commission required the University to register because one or more of its distance education programs require a structured field experience that the University permits an Iowan to participate in at an Iowa location. The University also sought permission to hire Iowa residents to work remotely from their Iowa homes or other Iowa location as online, adjunct faculty.. Registered until May 17, exemption claim under Iowa Code Chapter 714 Brown Mackie College Brown Mackie College applied to renew its registrion to offer postsecondary educational programs via in-person instruction at its Quad Cities campus, located in Bettendorf, IA. Location in Iowa: 2130 Kimberly Rd., Bettendorf, IA Status: Registered until January 21, Registration renewal application under review. Note: Brown Mackie College submitted a timely application for renewal of its registration to continue operating at a site in Iowa. If the Commission's consideration of the College's registration renewal application does not occur until after January 21, 2014, the College is permitted to continue operation until its application is considered. Capella University Capella University seeks registration to offer distance education programs in Iowa. The Commission required the University to register because it has a presence in the state: the University offers distance education programs that require a practicum, internship, etc., that the University permits an Iowan to participate in at an Iowa location, and because the University employs Iowa-based instructors in its distance education programs who work remotely for the University from an Iowa location(s). Status: Registered until May 20, 2016 Capri College ACapri College is presently exempt from registration in Iowa under Iowa Code Section , subsection 1, paragraph "i". The Commission required the University to register because it employs Iowa-based online adjunct faculty to work remotely for the University from an Iowa location(s). Status: Registered until May 17, 2015 s: Central Michigan University Central Michigan University applied for registration to offer distance education programs through its Global Campus. The Commission required the University to register because it wishes to employ Iowa-based online program instructors to work remotely for the University from an Iowa location(s). Clarkson College Clarkson College initially sought registration to offer distance education programs in Iowa. The Commission required the school to register because it has a presence in the state: the University offers distance education programs that require a clinical or internship, which the school permits an Iowan to participate in at an Iowa location. Subsequently, Clarkson College applied for a substantive registration amendment so that its authorization to operate in Iowa could be expanded to include in-person instruction offered at an Iowa site. The College offers the clinical portion of its residential (i.e., on campus) Bachelor of Science in Nursing program in Council Bluffs, Iowa. Compensated faculty are present at the Council Bluffs location to provide supervision. The remaining in-person instruction in the Bachelor of Science in Nursing program occurs at the College's campus in Omaha, Nebraska. Location in Iowa: For the clinical portion of the College's otherwise residential (on campus) Bachelor of Science in Nursing program, Mercy Hospital, 201 Ridge Street, Suite 201, Council Bluffs, Iowa. 21 College of Saint Mary The College of Saint Mary applied for registration in Iowa in order to offer the clinical portion of an otherwise residential (i.e., on campus) nursing and occupational therapy programs at an Iowa location, using paid faculty to provide instruction and supervision. The remaining in-person instruction in these programs occurs at the College s campus in Omaha, Nebraska. Location in Iowa: For the clinical portion of the College s otherwise residential (on campus) nursing and occupational therapy programs, Alegant Health (Mercy Hospital), 800 Mercy Drive, Council Bluffs, Iowa Status: Registered until March 15, Colorado State University Global Campus Colorado State University-Global Campus applied for registration to offer distance education programs to Iowans. The Commission required the University to register because it employs Iowabased adjunct faculty who work remotely for the University from an Iowa location(s). Status: Registered until November 16, Colorado Technical University Status: Registration expired December 13, 2010 Columbia Southern University Columbia Southern University applied for registration to offer programs to Iowans via distance education, some of which require internship, practicum, or clinical components that an Iowan may participate in at an Iowa location. In addition, the University employs Iowa-based adjunct faculty and coordinator who work remotely for the University from an Iowa location. The University also participates in occasional recruiting activities for its online programs at an Iowa location(s). Status: Registered until March 15, Concorde Career College Concorde Career College applied for registration to offer distance education programs in Iowa. The Commission required the College to register because one or more of its distance education programs include a field experience that an Iowan will participate in at an Iowa location. 22 Concordia University Irvine Concordia University, Irvine, California, applied for registration to offer a Masters of Arts in Coaching and Athletic Administration program via distance education to Iowans. The college requested authorization under its registration to recruit students for this program at Iowa locations. Status: Registered until January 18, Additional Documentation. Creighton University Creighton University applied for registration to offer programs to Iowans via distance education, some of which require internship, practicum or clinical components that an Iowan may fulfill at an Iowa location.
