16 BEFORE Location: Birnham Road, Kirkaldy & Moffat Court, Glenrothes Empty for: 10 yrs; 3yrs Identified through council tax and reports from neighbours. Owner replied to EHO survey: Have renovated nearly all the house, but seem to have lost the motivation to do any more. So unable to let it. EHO met with owner. VAT discounts & schedule of works. Owner restarted works to the property. Works completed in Jan 2013 & April 2013 Outcome: The properties were let to tenants in February 2013 & April AFTER
