Contingency Operations 2.1 Transmission Lines Outages To schedule Outages on the various transmission equipment which comprise the Eldorado Intertie and the external Eldorado Moenkopi Four Corners 500 kv path, take the following actions: CAISO Operations Planning & APS Actions 1 Coordinate all transmission Outages for Four Corners Moenkopi and the Eldorado Moenkopi 500 kv transmission lines. 2.2 APS Terminal Equipment Outages APS Actions 1 Coordinate Outages on terminal equipment at Four Corners and Moenkopi, as well as Outages that effect the East-of-River (EOR) rating, with the CAISO Operations Planning group in Folsom. 2.3 SCE Terminal Equipment Outages SCE Actions 1 Coordinate any Outages associated with the terminal equipment at Eldorado with the CAISO Operations Planning group. 3 CAISO Operations Planning Actions 2 Coordinate these Outages with APS and other transmission operators with responsibility for the EOR transmission path Interconnections. 2.4 Eldorado to Four Corners Path Outages & ENTA For purposes of network modeling and Congestion Management, the Eldorado Four Corners System to and from the Eldorado Intertie with APS is modeled as a single, external CAISO transmission path, when in fact the transmission path consists of two distinct transmission segments, which can be independently scheduled in the CAISO markets, as Interchange Schedules. Therefore, during Outages to sections or components of this external transmission path, a manual work-around is necessary to accurately reflect, the acceptable tagged paths and Hourly TTCs, under various Outage scenarios in the CAISO s Interchange transaction scheduler. This procedure section clarifies: The workarounds required to accurately determine Hourly TTC for the Eldorado Intertie and the associated Eldorado_ITC limits The correct application of the Eldorado Intertie Hourly TTC to properly calculate the Available Transfer Capability (ATC) published in the Day-Ahead and HASP markets and The correct Interchange Scheduling process. Note: The Eldorado-Moenkopi 500 kv line is fully located within the APS BAA and the parallel McCullough-Crystal-Navajo 500 kv line operates within the LDWP BAA, with interconnection to NEVP at Crystal. During scheduled or Forced Outages of either line, the CAISO may use SCE s preexisting entitlement in the Edison Navajo Transmission Agreement (ENTA), in accordance with the calculations documented within the Arizona Security Monitoring Manual. 4 During an Outage of any component of the Eldorado-Moenkopi or McCullough-Crystal-Navajo 500 kv transmission lines, this exchange agreement specifies alternate transmission rights for use, (i.e. available for use on the other parties parallel 500 kv system) Eldorado- Moenkopi 500 kv Line Outage Take the following steps for a Eldorado-Moenkopi 500 kv line Outage: APS is the transmission operator for the Eldorado-Moenkopi 500 kv transmission segment. In the event of a line Outage, SCE (only) may use the parallel LDWP/ NEVP/WALC transmission (via the ENTA agreement) from Moenkopi to Navajo to Crystal to McCullough and back into the CAISO BAA, at the Eldorado500 Scheduling Point. The SCE rights to use this parallel system are determined from the Arizona Security Monitoring Manual. Note: Per the ENTA, only SCE has the rights to use of the ENTA parties transmission during a Moenkopi Eldorado 500 kv Outage. Other CAISO SCs do not, and thus their Schedules should be curtailed to zero, during such Outage conditions. It is important to be aware that other configuration changes in the EOR system can result in modifications to the ENTA party allocations. Note: For an Eldorado-Moenkopi 500kV line outage, the ENTA calculator will not be used. The ENTA calculator is only used for a Navajo-Crystal or Crystal-McCullough 500kV line outage. Page 4 of 33
5 CAISO Operations Planning or Transmission Dispatcher Actions 1 Determine CAISO s (SCE s) transmission allocations on the Eldorado Intertie from the Arizona Security Monitoring Manual, identified by the SCE North Sys Column in Table I, II & III of the Arizona-California EHV Transmission Capacity Allocation Tables. Prior to Determine Then Checking the Arizona- California EHV Transmission Capacity Allocation Tables, The correct system configuration changes in the EOR system, which can result in modifications to the allocations, Determine the correct amount of the CAISO s (SCE) ENTA transmission allocations across the LDWP system (Navajo to McCullough 500). 2 Prior to Publishing 0 MW Hourly TTC on Eldorado Intertie, Then Verify the CAISO s transmission allocations with the APS system dispatcher. CAISO Operations Planning or Transmission Operator Actions 3 Set the Eldorado Intertie Hourly TTC to 0 MW to reflect the open Intertie with APS, for the duration of the Moenkopi Eldorado 500 kv line Outage. 6 4 CAISO Interchange Scheduler Actions If The CAISO Day-Ahead Market (DAM) or HASP has already run with the new 0 MW Hourly TTC value for the Eldorado Intertie, OR If The CAISO DAM or RTPD has run with the current (non-zero) Hourly TTC value for the Eldorado Intertie, Then Perform no manual curtailments Then Initiate Interchange Schedule curtailments to reduce the Schedules on the Eldorado Intertie to 0 MW to be within the new Hourly TTC limits. CAISO Interchange Scheduler Actions 5 Check out the ELDORADO500 (McCullough) end of the e- Tagged Interchange Schedule with LDWP. 6 Notify the involved SCs that their Interchange Schedules will be curtailed for the duration of the Moenkopi Eldorado line Outage and inform them to adjust their bids and Self-Schedules, as necessary, through the Scheduling Infrastructure and Bidding Rules (SIBR). 8 2.4.2 Moenkopi- Four Corners 500 kv Line Outage When determining the Eldorado Intertie Hourly TTC/ATC, the loss of the Moenkopi-Four Corners 500 kv line does not directly affect the EOR rating. The full Hourly TTC at the CAISO physical Eldorado Intertie remains 1,555 MW, as the Moenkopi to Eldorado line segment and the Eldorado Intertie with APS, remains in service. Take the following steps for a Moenkopi-Four Corners 500 kv line Outage: 1 If The Moenkopi- Four Corners 500 kv line Outage is scheduled for a future date, CAISO Operations Planning or Transmission Dispatcher Actions Then Place the following note into the ETCC (with no de-rate): The Moenkopi-Four Corners 500 kv transmission segment of the Eldorado Intertie is out of service. During this Outage, no Interchange Schedules will be allowed which use this transmission path segment. However, the Eldorado_ITC will not be de-rated, as the Moenkopi-Eldorado 500 line segment remains in service. 2 Set the FCORNER5_ITC to 0 MW bidirectional 3 Notify the CAISO Day Ahead Market Operator, Interchange Scheduler, and Market Operations groups via . CAISO Transmission Dispatcher Actions 4 When The Moenkopi- Four Corners 500 kv line is out of service, Then Issue a Market Notice through MNS that states the following: The Moenkopi-Four Corners 500kV transmission segment of the Eldorado Intertie is out of service. Until further notice no Interchange Schedules will be allowed which use this segment of the Four Corners-Moenkopi- Eldorado transmission path. Page 8 of 33
9 CAISO Interchange Scheduler Actions 5 Immediately curtail all existing and future DAM/RTPD Interchange Schedules awarded at FOURCORNE500 to zero and maintain zero for the duration of the Outage. Note: As an alternative, the SC may re-schedule through APS if they can secure alternative transmission from APS, back to Moenkopi500. SC Actions 6 If Then The SC acquires alternative non- CAISO transmission through APS with delivery to the Moenkopi 500kV bus, by the responsible SCs, Transfer DAM/HASP Interchange Schedules at FOURCORNE500 to MOENKOPI500. CAISO Generation Dispatcher Actions 7 Manually skip any HASP or RTM Bids at FOURCORNE500. CAISO Interchange Scheduler Actions 8 Curtail all Interchange Schedules (including losses) on FOURCORNE500 to zero; and any RTPD or RTM. 9 Leave intact any existing DAM/RTPD Schedules that are Scheduled on MOENKOPI500 since this Scheduling Point is not affected by a Moenkopi-Four Corners 500 kv line Outage Crystal-Navajo 500 kv Line Outages LDWP and NEVP are the transmission operators for this external, parallel non-caiso transmission segment. In the event of a line Outage, the ENTA Agreement allows LDWP, NEVP, and WALC to exercise their rights to reroute their Navajo Schedules onto the CAISO/SCE transmission rights between Moenkopi and Eldorado, then back to LDWP at McCullough. In this situation, the LDWP, NEVP, and WALC rights to CAISO capacity on Moenkopi Eldorado 500 kv line are reserved by use of TORs and CRNs, which are normally set to 0 MW. These CRNs must be reset to the external parties ENTA right, to allow each party access to CAISO transmission capacity as an import at Moenkopi to Eldorado, through the CAISO BAA, to an export at McCullough. 10 The CAISO s remaining transmission rights on the Eldorado 500 Intertie (Eldorado_ITC) with APS are determined from the Arizona Security Monitoring Manual Take the following steps (on the next pages) to calculate each ENTA parties rights in the event of an adjacent BAA McCullough-Crystal-Navajo 500 kv line Outage. Prior to using the Arizona-California EHV Transmission Capacity Allocation tables it is important to be aware that other configuration changes in the EOR system can result in modifications to the Northern System allocations. CAISO Operations Planning or Transmission Dispatcher Actions 1 First Determine the actual capacity for Energy flow into the CISO from APS at Eldorado. This is the Hourly TTC MW value for the Eldorado 500 Intertie with APS, utilize 1555 MW. Do not use 1555 MW if there is a de-rate on the line or EOR Northern System Allocation MW less the Liberty Peacock Allocation is less than 1555 MW. Note: This total Eldorado 500 Hourly TTC capacity must be shared by the ENTA parties (SCE, LDWP, NEVP and WALC) for the duration of the Navajo-Crystal-McCullough line Outage. LDWP, NEVP, and WALC may use their ENTA rights to wheel power using LDWP/NEVP transmission from Navajo to Moenkopi and CISO transmission from Moenkopi to Eldorado back to LDWP at McCullough. These adjacent BAA ENTA rights are essentially a TOR-like right for LDWP, NEVP, or WALC when invoked under the ENTA. 2 Find the following Arizona California EHV Transmission Capacity Northern System Allocations: SCE North System LDWP (DWP reference in Arizona Security Manual) NEVP (CPC reference in Arizona Security Manual) WALC From Table I and III of the Arizona-California EHV Transmission Capacity Allocation Tables in the Arizona Security Monitoring Manual for the specific line Outage scenario. Note: Table I addresses: Path 49 line configurations and Table III addresses: Southern system compensation configurations. Page 10 of 33

CAISO Day Ahead Market Operator Actions Prior to Implementing LDWP, NVE or WALC ENTA rights through the CAISO BAA, Then Verify ENTA Party shares of the Eldorado Hourly TTC with the parties. Set the ENTA parties CRN MW values to the respective ENTA party Eldorado Hourly TTC share calculations. Change the LDWP/ NEVP/WALC ENTA CRN MW values from 0 MW to the calculated (see 2) ENTA parties Eldorado Hourly TTC shares, using the ETCC. Enter the sum of LDWP/ NEVP/WALC shares into the ETCC for the ELDORADO_ITC (import side) CRN ENTA_1101 and the MCCULLGH_ITC (export side) CRN ENTA_2101 Note: When the market runs it will run with the Eldorado 500 Hourly TTC established by operating conditions (normal Hourly TTC is 1,555 MW) and with the LDWP, NEVP, and WALC ENTA CRNs set to reserve back their respective shares or Eldorado 500 capacity allocations, as determined in 2. 13 5 CAISO Interchange Scheduler Actions If The DAM or RTPD was run without the ENTA parties TOR capacity rights, OR The CAISO SCs Interchange Schedules in Interchange transaction scheduler exceed the Eldorado Intertie ATC limits, Then Calculate and initiate prorata curtailments to reduce the CAISO Interchange Schedules on the Eldorado Intertie to within the new CAISO ATC limits, to create capacity for the ENTA parties rights on the path. 6 Contact LDWP, NEVP and WALC schedulers and determine the amount they wish to Schedule on their ENTA rights. 14 CAISO Interchange Scheduler Actions 7 Create six market reservations (three sets of wheels) in Interchange transaction scheduler to reflect the change of Energy flow for the effective hours. Enter the market reservations in Interchange transaction scheduler equal to the maximum ETCC ENTA CRN value. Note: This will allow Interchange Schedulers to determine if ENTA rights are over-tagged via the Interchange transaction scheduler Market Entitlement (ME) limits screen when the screen is filtered to include dynamics. The pre-assigned CRNs for the parties ENTA rights are: ENTA_1101, ENTA_2101 and ENTA_5101 Note: The CRN that the parties will need to show on their E-Tag is ENTA_5101. All parties share the same TOR CRN s. The CAISO implements these TORs during ENTA events, as CISO Interchange Schedules, to prevent any CAISO settlements charges being applied to the ENTA parties, per the ENTA. Page 15 of 33

17 2.4.4 Crystal-McCullough 500 kv Line Outages LDWP is the transmission operator for this external, parallel non-caiso transmission segment. In the event of a line Outage, the ENTA Agreement allows LDWP and WALC to exercise their rights to reroute their Navajo Schedules onto the CAISO/SCE transmission rights between Moenkopi and Eldorado, then back to LDWP at McCullough. In this situation, the LDWP and WALC rights to CAISO capacity on Moenkopi Eldorado 500 kv line are reserved by use of Transmission Ownership Rights (TORs) CRNs, which are normally set to 0 MW. 23 2.5 Manual Calculation The following are instructions to determine the most limiting ENTA contract MW rights for LDWP, NEVP and WAPA s use of SCE s Eldorado 500 rights to follow when the ENTA calculator is unavailable; CAISO Operations Planning or Transmission Dispatcher Actions First, determine the most limiting ENTA contract MW rights for LDWP, NVE and WAPA s use of SCE s Eldorado 500 rights; a) Take the sum of LDWP share + NVE share + WALC share as determined by APS and/or Table 1 of the Arizona Security Monitoring Manual. b) Then contrast this sum with the Maximum ENTA parties rights of 1,125MW (maximum ENTA rights for LDWP+ NEVP+ WALC). c) Compare the two values to determine which value to use in determining the ENTA parties pro-rata shares of the Eldorado 500 Hourly TTC, using the lower total. Note: Under most conditions it will be the 1,125 MW value. d) If it is the 1,125MW value, then determine the relative proportions for each of the ENTA parties rights (see example in 3 below). Then calculate each ENTA party s percentage share of the Eldorado 500 Hourly TTC; e) Multiply the SCE North system allocation by 1,555 (the Eldorado Hourly TTC with all lines in service Hourly TTC of the Eldorado- Moenkopi 500 kv line) and divide by the sum of the SCE allocation and the value determined from c above. This calculation determines SCE s share of the ENTA Scheduling rights on the Eldorado-Moenkopi 500 kv line during a Navajo Crystal McCullough 500 Outage. f) Repeat the same process for LDWP, NEVP, and WALC. g) Check that total of all four shares add up to 1,555 MW, or the Eldorado 500 Hourly TTC. Note: Since this example is for the Crystal-McCullough 500kV line, NEVP shares do not need to be added in because they can take delivery at Crystal Substation. Contrast this sum with the maximum ENTA party rights, 1125 MW. Since the maximum ENTA rights of 1,125 MW is less than 1,346 MW, use 1,125 MW value to calculate the relative LDWP and WALC shares. Determine each ENTA parties share of the maximum ENTA party rights, as follows: For LDWP, multiply LDWP s Table 1 capacity allocation 891/1,346 (Sum of LDWP, NEVP and WALC shares) = 66.2 %. Multiply.662*1125 = 745 MW Repeat for NEVP and WALC LDWP s share of the 1,125MW = 745 MW or 66.2% WALC share of the 1,125MW = 380 MW or 33.8% Finally, determine the pro-rata shares of the Hourly TTC on the Eldorado-Moenkopi line (usually 1,555MW) for each ENTA participant, including SCE. Result: SCE Hourly TTC share = 1,416 * 1,555/2,541 = 867 MW LDWP share = 745*1,555/2,541 = 456 MW WALC share = 380*1,555/2,541 = 232 MW Sum of the shares = 1,555MW ( ) Note: the ENTA parties CRN values (for 5 below) in this example are LDWP = 456MW and WALC share = 232MW. Normal Operations 3.1 Pre-Scheduled Energy Interchange To process Pre-Scheduled Energy Interchange, take the following actions: Scheduling Coordinator Actions 1 Submit Bids or Self-Schedules in the market at MOENKOPI500 or FOURCORNE500 as the market Scheduling Point. 2 Ensure all of the required transmission arrangements are made with APS for delivery to/from Four Corners, Moenkopi, and Eldorado. Note: SCE Schedules its Four Corners Dynamic as an Intertie Generator in the CAISO market and uses the FOURCORNE500 Scheduling Point for its Interchange Schedule. CAISO Interchange Scheduler Actions 3 Schedule and verify with APS all Interchange Schedules on the Four Corners-Moenkopi and Eldorado-Moenkopi 500 kv transmission line path. 3.2 HASP or Real- Time Energy Exchange To process Hour-Ahead Scheduling process (HASP) or Real-Time Energy Interchange, take the following actions: Scheduling Coordinator Actions 1 Submit market Bids or Self-Schedules in the RTPD or Real-Time Market (RTM) at the MOENKOPI500 or FOURCORNE500 Scheduling Point. 2 Ensure all of the required transmission arrangements are made with APS for delivery to/from Four Corners, Moenkopi, and Eldorado. CAISO Interchange Scheduler Actions 3 Schedule and verify with APS all Interchange Schedules on the Four Corners-Moenkopi and Eldorado-Moenkopi 500 kv transmission line path. Page 26 of 33
27 3.3 Scheduling Eldorado Losses Back to APS APS and the CAISO, as representatives for SCE, perform the following actions in relation to scheduling back transmission losses, when CAISO Scheduling Coordinators (SCs) use this external CAISO transmission: APS and CAISO Actions 1 Estimate average losses for the Four Corners-Moenkopi line and the Eldorado-Moenkopi line (as a percentage of Scheduled quantities) based on historical data. 2 Calculate the difference between the estimated losses and the method for determining losses stipulated in the APS-SCE Operating Agreement. 3 Adjust the estimated loss percentages to minimize the net accumulation of losses as necessary. Note: The export Schedule to APS for losses on the Four Corners- Moenkopi 500 kv line and the Eldorado-Moenkopi 500 kv line can be delivered back to APS at three (3) market Scheduling Points: MOENKOPI500, FOURCORNE500, or NRTHGILA500. The Energy for the Four Corners-Moenkopi and Eldorado-Moenkopi 500 kv line losses is provided by the CAISO from the Real-Time Energy Market, on behalf of the responsible SCs, which are subsequently billed APS contract losses. CAISO Interchange Scheduler Actions 4 Create a schedule for losses in the Interchange transaction scheduler using the following data: Intertie Scheduling Point is MOENKOPI500 FOURCORNE500 or NRTHGILA500 SC is ZISO Resource ID is either: CISO_NRTHGILA500_E_F_APS CISO_FOURCORNE345_E_F_APS or CISO_MOENKOPI500_E_F_APS Page 27 of 33
28 CAISO Settlement Actions 5 Allocate APS contract losses to each responsible SC Scheduling on the Four Corners-Moenkopi 500 kv line and the Eldorado- Moenkopi 500 kv line as an operational adjustment; AND Base such calculation upon the SCs share of Schedules on Four Corners-Moenkopi 500 kv line and Eldorado-Moenkopi 500 kv line, in the predominant direction of the net Schedules to account for their pro-rata share of APS contract losses. 6 Settle the allocated APS transmission losses as uninstructed Real Time Energy. 4. Supporting Information Background The Four Corners - Moenkopi - Eldorado path consists of the 500 kv Four Corners - Moenkopi line and the 500 kv Moenkopi - Eldorado line. Both 500 kv transmission lines are located, external to the CAISO BAA, and comprise the Eldorado Four Corners System within APS BAA. The CAISO-APS BAA boundary is metered at the Eldorado Intertie, which constitutes the CAISO physical Intertie with APS. SCE s external entitlements on this line were turned over to CAISO operation for CAISO Market Participant use. The line is operated in accordance with the Arizona Security Monitoring Manual. This external CAISO transmission path is Scheduled in the CAISO market using the Eldorado Intertie Constraint (ITC), comprised of two external market Scheduling Points, FOURCORNE500 and MOENKOPI500. The physical Intertie is at the Eldorado 500 Substation. Interchange Schedules from/to FOURCORNE500 and MOENKOPI500 cannot exceed the contractually derived Hourly TTC at the physical Eldorado Intertie the CAISO Interchange checkout point with APS. The Moenkopi Eldorado line segment of this path is also subject to a preexisting operating agreement, the ENTA (Edison Navajo Transmission Agreement) a transmission exchange agreement between SCE, LDWP, NEVP, and WALC, known as the parties.
