1 Non-emergency patient transport (NEPT) consultation Les Williams and Dr Peter Ingham
2 Update from the last meeting Confirmation of consultation dates for Heart of England NHS Foundation Trust reconfiguration of surgical services consultation, once these are known. Further detail about the groups being consulted, with particular view to how are reaching ethnic minority groups. Extra consultation events suggested for Solihull, Good Hope, Heartlands, Queen Elizabeth Hospitals. The cost of the consultation.
3 How we engaged. Over 70 separate engagement activities, including community focus groups, drop-in events and bespoke engagement events in the community. Attended five of the regions renal dialysis units, to conduct structured one-to-one interviews with renal patients. Opportunities were taken to engage with hard to reach groups, such as the deaf and BME communities. Public relations activity e.g. media and social media, throughout the consultation. Information was widely cascaded via NHS, third sector and community organisations. Documents were made available in other languages and a multilingual translator was booked for specific events. All events were arranged throughout Birmingham, Sandwell and Solihull at different times and days to ensure the maximum reach possible.
4 Respondent profile 510 responses were received in total. 59% were female with 40% male; The majority of respondents were aged 45-84; 43% of respondents considered themselves to have a disability; 73% of respondents were White/White British, with 12% from an Asian/Asian British background and 5.5% Black/Black British; 32% of respondents used NEPT services, 23% did not currently use the service and 22% identified themselves as NHS employees; Users accessed hospital services at the following sites: 66% at University Hospitals Birmingham NHS Foundation Trust 34% at Heart of England NHS Foundation Trust 13.5% at Royal Orthopaedic Hospital 4.2% at Birmingham Women s Hospital 2.7% at Worcestershire Acute Hospitals NHS Trust 3.7% attended all of the above
5 Response themes In response to the questionnaire, patients broadly agreed that: There should be one eligibility criteria; That the service should be available to those who have a medical need; That NEPT users should be assessed for suitability by trained medical staff; That patients receiving active treatment should be eligible for NEPT; That escorts (with specific skills/circumstances) should be able to access NEPT; That communication needs to be improved, particularly around transport timings; Patients should be treated equally, regardless of their condition; and That a patient charter, outlining standards of care, would be beneficial.
6 Additional themes The most common issue that arose from patients was their experience of waiting times. That reduced rate public transport, or subsidised taxis, should be utilised for those that did not medically qualify for NEPT (Note: DOH guidelines state NEPT is not for social need). Respondents frequently suggested that those ineligible for free NEPT should be given the option to pay, and that many are willing to contribute to the costs of NEPT. Transport for renal patients.
7 Next steps The results of the consultation support the CCG s proposed model and the feedback gathered will be used to further shape the service specification and patient charter. A full consultation document, including an in-depth analysis, will be produced and published on the CCG s websites by December. Prior to publishing the results, the consultation will be discussed with the main NEPT stakeholder groups. If deemed necessary, further post-consultation engagement work can be undertaken with specific groups and communities.
