4 Case Study Bicton College 2010 Bicton College in Devon is a land-based college, established in 1947 as the Devon Farm Institute. In recent years the College had suffered severe financial problems which had threatened its continued existence. Many of its problems could be attributed over a number of years to factors such as changes in leadership, the external environment, market conditions and marked changes in funding parameters. A plan was developed for an innovative federal approach with another strong local College. The plan was that by working together to service their markets and by sharing essential business support services both colleges would move forward as a new, enlarged financially viable institution. Both parties were so committed to the new federation that in the six months leading up to it they began to share business support services which were provided by the neighbouring College in the form of shared managers in most key business support functions. Following a number of months negotiations about the widely-supported and widely-anticipated planned federation, the plan was called off due to lack of essential finance. This left Bicton College with two problems: - The prospect of losing its entire management team - Continuing financial problems which threatened its very existence MCA Cooper Associates were appointed to provide advice and support to the College following the abandonment of plans to federate with Exeter College. Their support took the form of supplying interim managers at very short notice, the earliest within 24 hours, and advising the College on the development of a financial recovery plan for presentation to its funding body to help to secure its future as an independent college. The Company have developed a reputation as specialist consultants in the Further Education sector providing, merger, recovery planning and interim support services. Due to their growing reputation in these fields, they were appointed by the Learning and Skills Council in 2006 to develop their internal policy and procedure for dealing with colleges in financial difficulty which is still used by all colleges in FE sector. It was because of this knowledge of their reputation and expertise that they were appointed by the College Governors. Obstacles overcome and how 1. Need to Provide Specialist Interim Management Support at Very Short Notice The interim managers supplied by MCA oversaw the following key areas: Finance at SMT level; Finance at College Management Team CMT level; ICT at CMT level; HR at CMT level and Management Information at CMT level. Their introduction at such short notice meant that the College did not suffer any interruption in its essential support services. 2. Need to Secure the Future of The College The Company advised on the development of a Financial Recovery Plan which was accepted by the SFA and positioned the College to move forward with confidence as an independent organisation. Testimonials from Bicton College I and my colleagues found the MCA Cooper Associates team to be very experienced, knowledgeable and skilled and their approach was particularly user-friendly. The College was not only able, with their help, to secure its independent future, but also derived much benefit from working with their consultants which I am sure will improve my team s performance going forward.
