1 School of Business & Economics Indiana University Northwest Adopted: March 26, 1999 I. Introduction Preface: "The policies and procedures contained in the IU Academic Handbook apply to the entire University. When acting in accordance with authority, appropriate bodies and officers, each campus may develop campus-specific policies and procedures, provided they are not in conflict with those of the University. Such campus-specific policies and procedures are published by each campus. In case of conflict, University policies and procedures naturally govern." (IU Academic Handbook, 1992, p. 1) The Indiana University Northwest indicate various kinds of supporting evidence and their relative merits to be considered in the promotion and tenure review process. They also assist the candidate in preparing and organizing the dossier. (IUN Promotion and Tenure Guidelines, as amended, 2011, p2) Department, division, and unit guidelines for promotion and tenure must be vetted and approved by the Office of Academic Affairs. This vetting process ensures that adequate compliance with University-wide expectations is met in the context of the Academic Handbook and with the prevailing expectations of the IU Northwest campus guidelines. (IUN Promotion and Tenure Guidelines, as amended, 2011, pp.8-9) Each academic division must establish its own processes for the review of promotion, tenure and sabbatical leave candidates provided that they are consistent with these guidelines and other requirements which may be established from time-to-time by the IUN Faculty Organization. The candidate s principle dossier must contain the approved unit promotion and tenure guidelines. (IUN, as amended, 2011, pg. 4) Tenure and Promotion: "Each campus on which tenure is held (and other units as appropriate, e.g., school, college, department) shall have a document that states with reasonable specificity the. standards that will be used to evaluate whether candidates meet the criteria for tenure: The documents) must comply with the standards of the University and should make their application more specific." (IU Academic Handbook, 1992, p. 26) "Teaching, research and creative work (herein called Research and Creative Activities - RCA), and services which may be administrative, professional, or public are long-standing University promotion criteria. Promotion considerations must take into account, however, differences in mission between campuses, and between schools within some campuses, as well as the individual's 1

2 contribution to the school/campus mission. The relative weight attached to the criteria above should and must vary accordingly." (IU Academic Handbook, 1992, p. 27) Tenure and/or promotion considerations in the School of Business and Economics will take into account the mission of the School and the individual's contribution(s) to the fulfillment of that mission. II. Areas of Faculty Activity Full-time tenure-track faculty in the School of Business and Economics are expected to perform activities in three central areas: Teaching, Research and Creative Activity, and university, professional and/or community Service. It is the responsibility of the candidate to provide evidence of such activities to School and campus tenure and promotion committees and appropriate administrators charged with making recommendations concerning both tenure and promotion. The following expectations, definitions, and indicators will be used by decision makers when considering faculty candidates for tenure or promotion. Teaching: An effective teacher communicates well with students and colleagues. Effective teaching includes live and conscientious course design, ongoing efforts to maintain and develop subject area expertise, and use of appropriately diverse and effective teaching techniques. Evidence of accomplishment in the area of Teaching, as outlined in the School's Annual Evaluation System, can be shown in the following ways: A. Course-teacher evaluations. Evaluations significantly above the norm will contribute towards a rating of Excellent. B. Unsolicited student comments. C. Peer evaluations of teaching. D. Supervision of independent studies. E. Major course redevelopments. F. Development of new courses. G. Recognition of teaching excellence. 1. School Teaching Award 2. Selection to Faculty Colloquium on Excellence in Teaching 3. School of Business and Economics Annual Teaching Award 4. Indiana University Northwest All-Campus Teaching Award 5. Indiana University Founders' Day Teaching Award 6. Teaching awards from non-indiana-university sources H. Thesis and dissertation advising. I. Teaching improvement activities. J. Development of instructional materials. 1. Commercial materials. i. Textbooks or case-books. 2

3 ii. Materials ancillary to a textbook (study guides, test banks, computer materials, etc.) iii. Stand-alone ancillary materials. iv. Cases v. Edited books of readings or cases. 2. Non-commercial materials. This list is not meant to be exhaustive, but illustrative. Other forms of Teaching activities may be offered as evidence of Teaching effectiveness. Research and Creative Activity: Scholarship entails systematic inquiry or performance, attainment of a level of expertise through active involvement, and communication of that expertise to others. Evidence of accomplishment in the area of Research and Creative Activity is outlined in the School's Annual Evaluation System. Evidence of Research and Creative Activity can be shown in the following ways A. Scholarly monographs and books. B. Articles published in refereed journals. The higher the rank of the journal, the higher the contribution and value towards overall Excellence. C. Articles published in non-refereed journals. D. Conference presentations/proceedings. E. Publications in other outlets. F. Grants: Proposal Development, Receipt and Completion. This list is not meant to be exhaustive, but illustrative. Other forms of Research and Creative Activity may be offered as evidence of Research and Creative Activity effectiveness. Service: Maintaining an effective university community requires that faculty be involved in planning, monitoring and supporting the work of the university: In addition, it is important to share expertise and resources to support professional and community organizations, government and other elements of society. Evidence of accomplishment in the area of Service is outlined in the School's Annual Evaluation System. Evidence of Service can be shown in the following ways: A. Service to Indiana University. 1. Service to Indiana University Northwest campus. a. Serving on School and Campus committees. b. Chairing standing committees of the School. c. Chairing standing committees of the Campus. d. Being elected to certain standing committees of the Campus. e. Serving on ad hoc committees of the School. f. Serving on ad-hoc committees of the Campus. g. Service to the School (administrative assignments, representation at special events, student recruiting, etc.) 3

4 h. Serving as an elected officer of the IUN Faculty Organization. 2. Service to Indiana University. a. Serving on University Faculty Council. b. Serving on University Faculty Council committees. c. Serving on University task forces or ad hoc committees. B. Service to one's profession. 1. Service to Professional Organizations. a. Serving as an officer. b. Serving as a member of the Board. c. Serving on special/ad-hoc committees. d. Providing expert opinions to newspapers and other general circulation publications. e. Service to RCA-related organizations. (1) Journal editorships. (2) Refereeing for a scholarly journal. (3) Reviewing monographs or books (4) Reviewing manuscripts, serving as a discussant for conferences, etc. (5) Participation at conferences. (track chairs, planners, moderators, etc.) (6) Manuscript or other instructional materials reviewing for publishers. C. Service to one's community. (By community service, we mean service in one's professional capacity that provides a benefit to the community.) III. Tenure Guidelines "After the appropriate probationary period, tenure shall be granted to those faculty members and librarians whose professional characteristics indicate that they will continue to serve with distinction in their appointed roles. The criteria for tenure and the criteria for promotion are similar, but not identical. Tenure will generally not be conferred unless the faculty member or librarian achieves, or gives strong promise of achieving, promotion in rank within the University." (IU Academic Handbook, 1992, p. 26) The guidelines for tenure in the School of Business and Economics shall be as follows: To achieve tenure in the School of Business and Economics, a candidate must demonstrate Excellence in either Teaching or Research and Creative Activity. Excellence in Service is not acceptable as a basis for tenure. Satisfactory performance in the other two areas is also necessary in order to have satisfied the minimum requirements for tenure in the School. It is felt by the School that untenured faculty members must have the opportunity to establish an AGGREGATE record of Satisfactory (or Excellent) performance in Teaching or Research and Creative Activity during a probationary period of six (6) years; unless the period is reduced by agreement between the faculty member and the University at the time of initial appointment. 4

5 Excellence and Satisfactory (or Unsatisfactory) performance will be determined in part by ratings on the School of Business and Economics Annual Evaluation System. Although individual annual ratings are used for reappointment considerations, salary actions, and other personnel-related decisions, it is the AGGREGATE performance in either Teaching or Research and Creative Activity during the probationary period that is critical to tenure decisions. In order to demonstrate an AGGREGATE record of Excellence in either area of faculty activity, the candidate must in part receive ratings of Excellent in that area for at least four (4) years of the last six (6) on the School of Business and Economics Annual Evaluation System. Further, a rating of Excellent in Teaching requires multiple sources of documentation to convincingly demonstrate Excellent performance. To be judged Excellent in the area of Research and Creative Activity, it is expected that the candidate will have published (or have accepted for publication) at least five (5) refereed articles during the probationary period, of which at least two (2) must be from journals on the list of excellent journals attached to this document,. To be judged Satisfactory in this area, the candidate must have published (or have accepted for publication) at least three (3) refereed articles, of which at least one (1) must be from the list of excellent quality journals. In addition, two (2) of the refereed articles must have been published (or have been accepted for publication) within the last five (5) years. IV. Promotion Guidelines "A candidate for promotion should normally excel in at least one of the above categories (Teaching, Research and Creative Activity, and Service) and be at least Satisfactory in the others. Promotion to any rank is a recognition of past achievement and a sign of confidence that the individual is capable of greater responsibilities and accomplishments." (IU Academic Handbook 1992, p. 27) The missions of the IUN Campus and the School of Business and Economics place heaviest importance on the Teaching area of faculty activity. Research and Creative Activity is second in importance, and Service is third. The relative importance of these three areas of faculty activity is reflected in the weights assigned to them in the Annual Evaluation System for the School of Business and Economics, and their weighted contribution to the overall annual evaluations of faculty performance. In order to achieve promotion in the School of Business and Economics, the faculty must establish an AGGREGATE record of Excellent performance in one of the three areas of faculty activity, and at least Satisfactory performance in the other two. A junior faculty member is expected to be developing his/her Teaching skills and preparing new courses to teach, developing a direction for future Research and beginning to explore it, and perform modest, but real, Service to the University, profession and/or the community. As the faculty member matures, s/he is expected to become a skilled teacher and scholar, and perform more significant Service to the University, profession and/or community. Promotion from Assistant to Associate Professor 5

6 "This advancement is based on continued improvement, whether in quality of teaching, in scholarship, or in the performance of service roles." (IU Academic Handbook 1992, p: 28) For promotion from Assistant to Associate Professor in the School of Business and Economics, the candidate must normally provide evidence of continued improvement in all three areas of faculty endeavor for a period of at least four (4) of the last six (6) years since initial appointment in a tenure-track position. If Teaching is the chosen area of Excellence, the faculty member must demonstrate continued development of Teaching skill and ability. Such continued improvement should be evidenced by consistent ratings of Excellent in Teaching on the School's Annual Evaluation System during at least four (4) of the last six (6) years, while maintaining at least Satisfactory ratings in the other two areas of faculty activity. If Research and Creative Activity is the chosen area of Excellence, the faculty member must demonstrate growth and peer recognition in this area by consistently being rated Excellent on the School's Annual Evaluation System in at least four (4) of the last five (6) years, and being rated at least Satisfactory in both Teaching and Service. Further, to be rated Excellent in the area of Research and Creative Activity the candidate must have published at least five (5) refereed articles in the last six (6) years, of which at least two (2) articles must be in journals on the list of excellent quality journals. To be rated Satisfactory in the area of Research and Creative Activity the candidate must have published at least three (3) refereed articles in the last six (6) years, of which at least one (1) article must be in a journal on the list of excellent quality journals. If Service is the area of Excellence chosen, the faculty member must demonstrate continued growth in significance (scope/quality) of Service activities during the period as an Assistant Professor by being consistently rated Excellent in the area of Service in at least four (4) of the last six (6) years, and being rated at least Satisfactory in Teaching and Research and Creative Activity. Promotion from Associate to Full Professor "This promotion is based upon achievement beyond the level required for the associate professorship." (IU Academic Handbook, 1992, p. 28) In the School of Business and Economics, promotion to Full Professor requires that the candidate demonstrate Excellent performance in one of the three areas of faculty endeavor since becoming an Associate Professor. If the area of Excellence chosen is Teaching, evidence must show that Teaching skill and ability has achieved a superior level. Excellence in Teaching is demonstrated in part by receiving Excellent ratings in Teaching on the School Annual Evaluation System for at least four (4) of the last five (5) years. Evidence from multiple sources of documentation, as identified in the IU Academic Handbook, in support of Teaching Excellence for the Full Professor level should show the ability "to stimulate in students, either, undergraduate or graduate, a genuine desire for scholarly work, wherever possible, he or she should have demonstrated the ability to direct the research of advanced students." (IU Academic Handbook 1992, p.28). 6

7 7 Adopted: March 26, 1999 If Research and Creative Activity is the area of Excellence chosen, evidence must show that there has been a continued growth in scholarship in part by receiving Excellent ratings in RCA on the School Annual Evaluation System for at least four (4) of the last five (5) years. Evidence of Excellence must include publication in recognized journals of stature, whether academic, professional or pedagogical in nature. Normally, the entire research record of the candidate is needed to verify the continued growth as a scholar at IUN. Further, a rating of Excellent requires a minimum of fifteen (15) refereed articles published over the candidate s entire career, of which at least five (5) must be in a journal on the list of excellent quality journals. To receive a Satisfactory rating in the area of Research and Creative Activity for promotion to Full Professor, the candidate must have published a minimum of ten (10) refereed articles over the candidate s entire career, at least three (3) of which must be in a journal on the list of excellent quality journals, and at least two (2) of the ten (10) required articles must have been published within the last five (5) years. If Service is chosen as the area of Excellence, distinguished service must be evident. Excellence can in part be demonstrated by a record of Excellent ratings on the School's Annual Evaluation System in the area of Service for at least four (4) of the last five (5) years. The primary criterion for Excellence in Service is that the level of achievement should show increasing significance (scope/quality) of the Service provided, whether administrative, professional or academic. V. Balanced Case Normally, a candidate will be evaluated for Tenure and/or Promotion using the criteria and standards described above. These criteria and standards require AGGREGATE Excellence in one of the areas of faculty activity, and at least Satisfactory performance in the other two. However, in exceptional cases, a candidate may present evidence of balanced strengths in Teaching, Research and Creative Activity and Service "that promise excellent overall performance of comparable benefit to the university." (modified from the 3/7/94 University Faculty Council amendment to the IU Academic Handbook.) VII. Promotion from Lecturer to Senior Lecturer Lecturers shall be promoted to Senior Lecturers upon their being appointed to long-term contracts following a probationary period. Criteria for granting long-term contracts after a probationary period shall be analogous to the criteria for granting tenure, except that lecturers shall earn their right to a long-term contract on the basis of their excellence only in those responsibilities that may be assigned to them. To be eligible for promotion to senior lecturer, a lecturer must have taught full-time, or its equivalent, at Indiana University Northwest for no less than five (5) years. An Associate/Adjunct Faculty Member hired as a lecturer shall receive one (1) year credit toward the minimum five year requirement for each eight (8) courses taught as an Associate/Adjunct Faculty Member. B. A Lecturer seeking promotion to Senior Lecturer must demonstrate 1. Excellence in Teaching and

8 2. Satisfactory performance in Service or Satisfactory performance in Research/Creative Activity or Satisfactory performance in other duties or responsibilities assigned to them. C. A Candidate for promotion to Senior Lecturer shall prepare a dossier which shall include, but need not be limited to, the following: 1. A current curriculum vitae. 2. A statement of the Candidate s teaching philosophy. 3. Evidence of teaching effectiveness, including but not limited to material from student evaluations. 4. Evidence of course development and incorporation of innovative teaching methods. 5. Evidence of professional development related to teaching. 6. Teaching awards, honors, and grants. 7. A peer evaluation of teaching that has been completed for inclusion in the Candidate s dossier. 8

9 Appendix 1 Adopted: March 26, 1999 LIST OF JOURNALS RANKED AS EXCELLENT QUALITY Philosophy In order to fairly and accurately classify faculty Intellectual Contributions under the School of Business and Economics according to their relative contribution to the field of study, a list of Excellent Quality Journals was prepared by the School Promotion and Tenure Committee, in consultation with the faculty of the various areas of teaching discipline. CLASSIFICATION AS ACADEMICALLY OR PROFESSIONALLY QUALIFIED: Classification as academically or professionally qualified may be lost if there is no evidence of faculty development, intellectual contributions, or current professional experience relevant to the teaching field within the previous five years. Being designated academically qualified to teach graduate courses beyond the 18 semester hour foundation level requires TWO REFEREED JOURNAL ARTICLES IN THE TEACHING AREA within the previous five-year period. This standard, and those Research and Creative Activity standards contained in these Promotion and Tenure Guidelines, are intended to be safe-haven rules, providing a rigorous standard designed to eliminate all controversy (if met), about the research qualifications of the faculty. Content of the Lists A list of Excellent Quality journals was prepared by the School Promotion and Tenure Committee for each of the primary teaching areas in the School: Accounting (20 journals), Business Law (20 journals), Economics (40 journals), Finance (20 journals), Human Relations & Organization Science (20 journals), Marketing (20 journals), General Management & Strategy (20 journals), Management Information Systems (20 journals), Production & Operations Management (20 journals), Statistics (10 journals) and Taxation (10 journals). An area for Miscellaneous journals (5 journals), principally the pedagogy of business and economics, was also created. Faculty members seeking Excellent Quality credit for articles in other journals, or for alternative intellectual contributions, MUST submit a request for an evaluation by the School Promotion and Tenure Committee at least one semester PRIOR to the Tenure and/or Promotion processes. These requests must be accompanied by clear and certain evidence that either the journal in question is of superior status in its field, or that the intellectual contribution is superior in its research quality for the field. The quality level of the journal in which the article is published determines the level of evidence required to support a case of Excellent Quality for an individual article. The lower the quality level of the journal, the greater the burden of proof on the faculty member. The content of the lists of Excellent Quality journals is not meant to be rigid or absolute. Change occurs in academic fields. Quality of journals may change over time. Thus, the School of Business 9

10 and Economics Promotion and Tenure Committee may, in response to requests from the faculty, recommend to the faculty that changes be made to the discipline lists. If a change is recommended to the faculty, and approved, that journal will be added to the list for a discipline, and another will be removed. As faculty members plan, in many cases, several years ahead when preparing research targeted at specific journals, journals removed from the list will remain in a separate category of Removed Journals, but still acceptable, for a period of no more than three (3) years, at which time they will be permanently removed from the list. If the School Promotion and Tenure Committee determines that there is not sufficient evidence to modify the list, but that the article in question is superior in its quality, above that normally associated with the journal in which it is published, it may assign an Excellent Quality designation to the article, and enter that designation into the faculty member s record for future determinations concerning Tenure and/or Promotion. 10
