HVAC SAVE: Transforming Iowa s Residential HVAC Market Sarah Edwards Midwest Energy Efficiency Alliance IL Renewable Energy Conference Normal, IL July 16, 2015
Midwest Energy Efficiency Alliance MEEA is a nonprofit organization bridging the gap between energy efficiency policy development & program implementation 2
MEEA s Role in the Midwest Nonprofit serving 13 Midwest states 10+ years serving states, energy offices, utilities & communities 25 Staff MEEA: Designs & administers energy efficiency programs Evaluates & promotes emerging technologies Serves as regional/national voice for DOE/EPA & ENERGY STAR Coordinates utility program efforts Delivers training & education Advances energy efficiency policy Promotes best practices 3
What is HVAC SAVE? HVAC SAVE (System Adjustment and Verified Efficiency) is a utility program that recognizes that HVAC equipment operating performance does not equate to rated performance, that reasonable losses occur at the installation and in the duct system, and that those losses can be mitigated and incremental savings captured. 4
HVAC SAVE Elements Training and Certification o MEEA created certification and partnered with ESI o Develops pool of trained and certified HVAC professionals Field Performance Testing o Move classroom into the field o Focus on Quality Installation practices o Measure, adjust and verify o Online reporting tool ( 5
History of HVAC SAVE 2010: HVAC SAVE program started training Iowa contractors MidAmerican Energy, Alliant Energy, and Black Hills Energy include it in their EE plans Requirement for residential heating/cooling equipment rebates MidAmerican introduced a performance tune-up and duct modification rebate 2011/2012: Emphasis on training and certification Over 600 certified individuals 50% Utility Tuition Reimbursement and SESP Grant 2012/2013: Emphasis on field acceptance testing Over 1500 jobs run 2013: Cedar Falls Utilities launches their program January 1 st, 2014: HVAC SAVE became a requirement for a furnace, AC, ASHP, GSHP rebate 6
Total Trained HVAC SAVE Contractors 7
HVAC SAVE Trained Contractors in Iowa 8
National Support for HVAC SAVE Building America (NREL) Under GTI PARR Funding to collect and analyze HVAC SAVE field data Multi-year opportunity to do energy use analysis US EPA Grant Multi-year funding to develop outreach and marketing materials Develop consumer and contractor facing pieces Develop website that houses research, data and case studies 9
Building America Research Improving Gas Furnace Performance: A Field and Laboratory Study at End of Life (Brand et al. 2013) 12 furnaces Collected measurements Performed lab efficiency testing on furnaces with given field parameters, and again with manufacturers specs Findings: Steady-state efficiency in the field was 6.4% lower than with standard conditions When properly installed/tuned, the AFUE was statistically similar to nameplate AFUE AFUE labeled values can be used as a good indicator of the performance of natural gas furnaces throughout their useful lives if they are installed correctly Equipment savings exist 10
Building America Research Energy Savings from System Efficiency Improvements in Iowa s HVAC SAVE Program (Yee et al. 2013) Sample of 48 Iowa homes 31 of 48 homes had a return duct that was too small to meet the required airflow across the heat exchanger 43 of 48 showed static pressure across the filter significantly reduced airflow Findings from further study of 10 homes: Possible to deliver up to 20% more energy from the input of the furnace to the conditioned space by doing system tune-ups (furnaces and ducts) It is possible to deliver 80%-90% of the heat generated by the furnace to the conditioned space Upgrading the furnace adds additional energy reduction 11
Program Outcomes Over 2,200 contractors have been HVAC SAVE certified Over 110 trainings have been held in Iowa and Illinois Contractors HVAC SAVE Certified Per Year In 2014 alone, there were 22,000 jobs run in the HVAC SAVE software 12
Lessons Learned Payment for software is a watershed moment Early contractor involvement is key to program buyin and success Statewide quality assurance plan is essential Data available to contractors regarding their installations has led to program buy-in Distributors have been promoting HVAC SAVE to their customers in addition to hosting trainings at their facilities Market transformation of technical skills of Iowan HVAC contractors 13
