3 HISTORY - the new beginning of the Italian system of quality Dear Members and Friends, In writing the introduction to ACCREDIA s annual report, my first task is to thank the Ministry of Economic Development as well as the many people who, at every level, whether it be institutional, political, economic or associational both national and international made possible the creation of ACCREDIA and its recognition as the sole national Body authorised to perform accreditation activity. It s an event of major importance, opening the way for considerable benefits to the competitiveness of the Sistema Italia. I shall endeavour to explain how in the pages which follow. THE HAPPY CONCLUSION OF A LONG MARCH ACCREDIA was created by the fusion of SINCERT and SINAL, acquiring formal legal status on July 15, 2009, as the national accreditation Body of Certification and Inspection and of Testing Laboratories. ACCREDIA was recognised on December 22, 2009, as the sole Body authorised to undertake accreditation activity following two Ministerial Decrees 1 published in the Official Journal, 25 and 26 January, 2010, by way of implementation of the provisions of Reg. (EC) n. 765/ Patience and determination were required since back in 2002 when a Memorandum of Understanding was signed by all the main categories involved, under the guidance of the Minister of Productive Activities, Antonio Marzano, who saw that a sole accreditation Body was a positive factor for Italian policies working in favour of quality. In 2004 there were three Bodies working in the Italian accreditation system: the Body for Testing Laboratories (SINAL), the Certification and Inspection Bodies (SINCERT) and the Body for Calibration Laboratories (SIT). At that time, SINAL and SINCERT created the Italian Federation of Accreditation Bodies (FIDEA), a first interface to work with the international Bodies of cooperation: EA (European Cooperation for Accreditation), IAF (International Accreditation Forum) and ILAC (International Laboratory Accreditation Cooperation). In 2009, SINAL and SINCERT implemented the decisive institutional changes with the approval of the Statute by their respective Boards, the decision by the two Assemblies to merge, and ACCREDIA s registration as a legal person and its designation as sole national accreditation Body. The necessary steps have also been taken so that calibration Laboratories accredited by SIT will also become a part of ACCREDIA. 1 Provisions regarding the organisation and functioning of the sole national Body authorised to perform accreditation activity in compliance with Regulation (EC) n. 765/2008. 4 The process has been very difficult, with many obstacles along the way, and it wouldn t have been possible without the constant support of the Ministry of Economic Development, or indeed without the determination of the administration and personnel of SINAL and SINCERT, beginning with Prof. Antonio Paoletti and the members of the Association structures who planned and put into place the fusion process.. I would like to thank everyone involved with great sincerity. THE PATH BEGUN AND THE PATH TO FOLLOW When a long and arduous task has been successfully completed, one inevitably ponders the situation and reflects upon what has been achieved, thinking, rather, of what is yet to be done and for which we are now better prepared. The responsibility is not by any means negligible, quality being the foremost condition of competitiveness. ACCREDIA - as the sole Body of accreditation of the Bodies of Certification and Inspection, the Testing and Calibration Laboratories, with the task of verifying, controlling and measuring such quality is the final link in the chain which this system guarantees. It is ACCREDIA s task to ensure that attestations of conformity issued under accreditation are fully reliable for businesses and consumers, so as to increase confidence in the Italian quality system, both nationally and internationally. Much could be said about the benefits of guaranteed quality, but I limit myself here to emphasising the importance that accreditation can have on the health and safety of the general public. A survey conducted by INAIL in 2008 showed that businesses with certification of management systems for health and safety in the workplace (BS OHSAS 18001:2007) had an incidence of accidents which was, on average, 20% lower than their non-certified equivalents. PROTECTION OF THE ENVIRONMENT AND THE HEALTH OF CITIZENS ACCREDIA, as we have seen, was born with the application of Reg. (EC) n.765/2008, with the aim of ensuring that products benefiting from the free movement of goods within the Community satisfy requirements which offer a high level of protection of public interest in terms of health and safety in general and in the workplace as well as the protection of consumers, of the environment and of public safety. In the system of standards, regulations and controls necessary to fulfil this aim, accreditation has a special value, due to its being practised in all Member States and because it provides an authoritative attestation of the technical competence of the Bodies whose task it is to ensure compliance to the standards. The Regulation has introduced the drawing up of a general framework for accreditation and the definition, on a Community level, of the principles for its management and organisation. For European legislation, the first principle is the existence in every state of a single Body designated to perform accreditation activity. Only a sole Body can safeguard the objectivity and impartiality of its activities, and be independent of commercial motivations and free from competitiveness (with other accreditation Bodies or with conformity assessment Bodies). 5 state shall guarantee that the national accreditation Body shall have financial and human resources suitable for its tasks and to support its activities and, finally, to control the accreditation Body at regular intervals to ensure that it satisfies EU provisions. A FULLY INTEGRATED REALITY IN THE INTERNATIONAL CONTEXT ACCREDIA is now established and recognised by the Italian state within the timeframe set by European standardisation. And today the challenge is to reach the goals set by both national and Community standards: to increase the range of accreditation activities in the national economy in order to promote the choice of quality; to ensure that conformity attestations issued under accreditation are completely trustworthy for businesses and consumers; to share experiences of the Bodies, to make the system more efficient, guaranteeing public control and management competencies. We are convinced that we ll be able to carry out our tasks as a public authority in the best interests of the law under the supervision of the Ministry of Economic Development which represents the national authority for accreditation activities as well as being the contact with the European Commission. And we commit ourselves to impartiality, independence, competence and full adherence to international requirements. ACCREDIA takes full part in international activities, following its taking over of SINAL and SINCERT for accreditation activities in May, 2009, concerning the accreditation activities covered by the EA, IAF and ILAC international agreements of mutual recognition. Being a signatory the MLA agreements constitutes an external system of control, created by the international accreditation system to guarantee procedural competence and rigour as well the as operative uniformity of all signatory Bodies. All signatory Bodies must undergo a peer assessment performed by the same international Bodies in order to become signatory members of the international agreements. By virtue of these agreements, the certification, inspection, tests and calibrations performed by the accredited Bodies and Laboratories in every signatory country of accreditation are recognised as equivalents, and the corresponding conformity attestations are internationally valid. A WEALTH OF COMPETENCE AND CREDIBILITY The community standard which lies at the heart of the recognition of ACCREDIA is based on the patrimony of competence and credibility built over time by SINAL and SINCERT on both national and international levels. ACCREDIA shall build on this, with the active contribution of all the strengths and special skills of Italian accreditation. Our government has recognised for ACCREDIA a role which European legislation recognises as being of public usefulness. It is a choice whereby ACCREDIA performs, without extra cost to the public, a function which is similar to that of a public authority and we are proud to honour the responsibilities bestowed upon us. 6 ACCREDIA has considerable association membership: 59 members 3 including 9 ministries and other public authorities, various research Bodies, all the main business organisations, the associations of accredited subjects, the two national standardisation Bodies, UNI and CEI, numerous service and consultancy associations, consumer associations, and a number of important organisation supplying services of public utility. All of this is proof of confidence in ACCREDIA. ACCREDIA guarantees procedural and technical rigour, independence, impartiality, moral integrity, management efficiency and operative effectiveness in accordance with international standards. ACCREDIA s competence and credibility is guaranteed by its assessors and experts who are all qualified professionals who control the competence of subjects applying for accreditation by means of audits and surveillance audits of their behaviour. The ACCREDIA assessors and experts possess specific competencies and experience in many sectors, and they operate according to a system which is constantly monitored, combining rigour with flexibility. rigour in applied procedures and methods, evaluation and systems of control; flexibility of approach pragmatism which takes into account the characteristics of every subject CAB or Laboratory seeking accreditation. The process managed by ACCREDIA is open to market needs and to inputs coming from all stakeholders, and it is transparent due to the clarity of the regulations for all operators. QUALITY A SECTOR WHICH IS STRONGER THAN THE CRISIS The Italian market is especially receptive to the concept of quality. At the end of 2009, which was a very difficult year, Italy had quality management system certifications (productive sites) and around certified products (resources and consumer goods) with a significant increase of assessment activity under accreditation in a growing number of sectors, including construction, Agri-Food products and processes, railway and road infrastructure, hotels, restaurants and public transport. This improvement as can be seen in the statistics and graphics contained in the Annual Report have been in conjunction with a qualitative and quantitative growth in ACCREDIA s activities. At present, 145 certification and inspection Bodies have been accredited, for a total of 270 accreditations in the various schemes. The most widespread accreditations remain quality management systems QMS (ISO 9001), products and services PRD, inspections INSP and eco-management systems - EMS (ISO 14001). There are over 800 accredited Laboratories at over 900 locations, mostly in the chemical and biological sectors, especially control of food products, environmental analysis and product analysis. There are also numerous certified Testing Laboratories for mechanical and electronic tests and tests regarding the civil sector, as well as, in 2009, the first medical Laboratory. Numbers aside, we would also like to underline the values guiding the large and hard-working group of people working at ACCREDIA, which characterise relations with the stakeholders, starting with the CABs and Laboratories; the importance of membership of the international agreements; the drive towards the promotion and value of the quality system which takes the form of a great number of activities. 3 Members at March 31, Annual Report 2009 Pag. 6 di 54

7 UP-COMING CHALLENGES At the end of the Report, before the financial data covering the year 2009, there is a brief summary of the activities of the first quarter of 2010, in line with ACCREDIA s objectives for the current year: to work towards and to support the enlargement of voluntary certification to new sectors, such as health, safety and services as well as new schemes, so as to adapt to emerging market requirements: to offer our services, operating in the voluntary sector of conformity assessment, to public administrations operating in mandatory sectors of conformity assessment, such as EC Directives and markings, in accordance with European standards and as a model of support. This has already been undertaken: resources for conformity assessment, regulatory functions and public administration controls are integrated effectively in a valid, reliable and efficient national accreditation system, making best use of the UNI and CEI standardisation Bodies for connecting legislation with voluntary and agreed standardisation. The following specific goals derive from these more general ones: to complete the integration of the Departments of Certification and Inspection and the Testing Laboratories which were established following the merger of SINCERT and SINAL, whilst ensuring the gradual and thorough integration into the system of the other departments in the set-up phase Calibration Laboratories and Food safety Testing Laboratories; to successfully pass the peer assessment by EA which is being planned; to strengthen, in the capacity of a public authority for accreditation activities, the ties with all Public Administrations which constitute ACCREDIA s reference network. AN INCREASINGLY EFFECTIVE CONTRIBUTION IN THE INTERESTS OF THE GENERAL PUBLIC ACCREDIA, its Members, the association Bodies and everyone working with or for them, are all aware that accreditation in the interests of the public, so that organisations, end-users and also the Public Authorities when they use external suppliers can have confidence, as far as the final link in production and distribution chain, in the quality and safety of goods and services in an ever more global market. Mutual trust between the producer and purchaser of a product, between the supplier and the recipient of a service, is the aim to be reached to make the public and private, the national and international markets all more efficient. Since its inception, in 2009, ACCREDIA has been doing its best to realise these aims. For 2010 and beyond, our commitment is to continue strengthening our contribution, combining operative efficiency with a guarantee of institutional competence, so that the quality of the Italian system is ensured, recognised and appreciated. 8 START-UP 2009, a year which was rich in events In 2009 the process of unification took place of the Italian accreditation system with the fusion of SINAL and SINCERT in ACCREDIA following the designation of ACCREDIA as the sole national accreditation Body authorised to undertake accreditation activity. This in turn was the outcome of the inter-ministerial decree of December 22, , published on the Official Government Journal n. 20 of January 26, 2010, in implementation of the Regulation (EC) n. 765 of July 8, SINAL and SINCERT continued their work as two different Bodies until July 15, when ACCREDIA took over from a legal point of view, with the Department of Testing Laboratories and the Certification and Inspection Bodies, corresponding to the two active areas of competence in the two Bodies and to the sectors covered by the international agreements of mutual recognition signed by SINAL and SINCERT. Activities have taken place in full continuity: the fusion, structural and organisational integration process had no repercussions on the system and professionalism was in no way prejudiced, especially with regard to accredited subjects. Full respect for the standards, fundamental criteria of efficiency and professional quality were maintained throughout. The same professional continuity is true of commitments involving the multilateral agreements (EA, IAF and ILAC), in which ACCREDIA took over SINAL s and SINCERT s accreditation role in May, THE PRINCIPAL INITIAL STEPS March 13, The Directive Councils of SINAL and SINCERT approve the fusion project and the Statute of the new national accreditation Body, which takes the name of ACCREDIA, and in which SINAL and SINCERT become respectively the Department of Testing Laboratories with head office in Rome and the Department of Certification and Inspection with head office in Milan. April 3, The Assemblies of the Members of SINAL and SINCERT approve the deliberations of their respective Directive Councils on the basis of a wide-ranging and precise report, prepared by themselves, giving detailed description of modalities and phases of the operation. In particular: - ACCREDIA takes on, with full continuity of activity, the rights and obligations of the two Bodies involved in the fusion; - the Members of SINAL and SINCERT automatically retain such status in the new Body; - nominations are made for the Presidency of the ACCREDIA Directive Council in the person of Cav. Del Lav Dr. Federico Grazioli (SINCERT President) as ACCREDIA President, and Prof. Antonio Paoletti (SINAL President) in the post of ACCREDIA Vice-President, with the duty to oversee the Department of Testing Laboratories. The two Bodies agree to the appointment of Dr. Filippo Trifiletti (SINCERT General Director) to become the new ACCREDIA General Director. 4 Designation of ACCREDIA as sole national Body authorised to perform accreditation activities in compliance with Reg. 9 Finally, the appointment is made for each Department of a Technical Director: Dr. Paolo Bianco for the Department of Testing Laboratories and Ing. Alberto Musa for the Department of Certification and Inspection. May 27-28, The EA General Assembly formally recognised at this point as the European accreditation infrastructure accepts the request of transference of EA membership from SINAL and SINCERT to ACCREDIA as signatory to the MLA Agreements (Multilateral Agreements). July 15, ACCREDIA is enrolled on the Register of Legal persons at the Rome Prefecture and thereby effectively takes the place of SINAL and SINCERT. September 30, An Extraordinary Assembly of Members takes place which, among other things, resolves that it is necessary that the Body Statute covers (...) the entire range of accreditation activities, (and) unanimously resolves to create a third Department for Calibration Laboratories. October 12, The ACCREDIA Directive Council, approves the following resolutions: - approval of the Quality Manual, of the price-list, and of the three Regulations of accreditation (for Testing Laboratories, Certification Bodies and Inspection Bodies); - election of the members of the Executive Committee; - nomination of the members of the Committee for Accreditation Activities; - definition of the following items of the Sectoral Committee of Accreditation: Testing Laboratories (ISO/IEC 17025); Inspection Bodies (ISO/IEC 17020), of Product Certification (EN 45011), of system (ISO/IEC 17021) and of personnel (ISO/IEC 17024); Supervisory Bodies in the sector of quality Agri-Food production organic farming, DOC products, DOP wines and suchlike (EN 45011); - nomination of the President of the Committee for coordination with the Public Authorities; - approval of the report to the outgoing Compliance Body and of the Code of Conduct (Leg. Decree n. 231/01); - nomination of the new Compliance Body; - nomination of the Commission of Appeal; - start-up of accreditation activities in new schemes of competence of the Department of Certification and Inspection referred to: Certification Bodies for personnel for installing and maintaining refrigeration units, air conditioning, heating pumps containing fluorurate gases etc., in compliance with Directive EC 303/08 and subsequent (undergoing development by request of the Environment Ministry). Energy system management certification Bodies, in conformity with standard UNI EN 16001:2009. December 1, The Directive Council of ACCREDIA adopts, among others, the following resolutions: - the creation of a fourth department for Testing Laboratories for Food safety; - the admission of new ACCREDIA sponsor members of the Istituto Nazionale Ricerche Metrologiche (INRIM) and of the Istituto Superiore della Sanità (ISS); Annual Report 2009 Pag. 9 di 54

10 - approval of the Regulations of the Commission of Appeal, the Policy Advisory Committee, the Committee of Accreditation, the Compliance Body; - nomination of the Presidents and members of the Sectoral Committees of Accreditation (Testing Laboratories, Certification and Inspection of quality Agri-Food products); - nomination of members of the Policy Advisory Committee; On the same day, in the afternoon, an extraordinary Assembly of ACCREDIA members met and unanimously approved the statutory amendments resolved by the Directive Council. December 2-3: Successful outcome of EA evaluation concerning membership of the EA/MLA Agreements of mutual recognition. A specific objective of the evaluation was the transfer to ACCREDIA of the activities previously undertaken by SINAL and SINCERT. December 22: Recognition of ACCREDIA by the Italian government as the sole national Italian Body authorised to undertake activities of accreditation and market surveillance. 20 At December, 2009, certifications of management systems (certified productive sites) issued under accreditation were distributed approximately as follows (data for December 2008 in brackets) For a total of almost 137,500 management system certifications: QMS Quality management systems ( ) (ISO 9001, ISO and others) EMS Eco-management systems (12.930) (ISO 14001) OHSAS - Management systems for occupational health and safety (1.300) (OHSAS 18001) ISMS Management systems for information security 260 (235) (ISO 27001) Evolution of management systems (certified productive sites) The certification of products (resources, durable and non-durable consumer goods) are constantly increasing (over 100,000), especially in the Agri-Food product sector. Service certification schemes are also accredited, such as training or Compliance services. The number of personnel certifications stands at 50,000, operating in the quality sector (assessors, management systems planners and in specific construction and quality assurance sectors (non-destructive control operators, welders, machine and measurement specialists etc.). There are also new persons such as kinesiologists, certifiers of energy systems in buildings and others.
