Service Contract Act: The Service Contract Act (SCA) is applicable to this contract as it applies to the entire Environmental Services Schedule and all services provided. While no specific labor categories have been identified as being subject to SCA due to exemptions for professional employees (FAR , , and 29 CFR ), this contract still maintains the provisions and protections for SCA labor categories/employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCA matrix identifying the GSA labor categories titles, the occupational code, SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract. 4

Designing and conducting national or regional bilingual surveys, including data definition, identification, collection and verification. Analyzing bilingual comments on proposed rules and plans. Conducting feasibility assessments. Designing and conducting literature reviews and analyses. Documenting plans and guidance for human and ecological risk assesments. Designing and conducting cost/benefit and at-risk analyses. Conducting technology applicability reviews. Drafting agency guidance documents in a bilingual manner. Providing small-group facilitation for environmental bilingual meetings and conferences. Designing and implementing community right-to-know bilingual programs. Designing and conducting bilingual market studies and economic revitalization assessments. Supporting and enhancing bilingual programs providing community participation in brownfield cleanup and redevelopment. Providing organizational development and administrative bilingual support for citizen/community advisory boards. Providing technical bilingual assistance to citizens groups on understanding federal agency data and decisions affecting communities. Researching and repackaging technical information for lay or non-specialist audiences (technology transfer). Coordinating bilingual participation meetings, including siting, registration, attendance, promotion and evaluations. Enhancing bilingual outreach through brochures, fact sheets, pamphlets, , newsletters and posters. Designing and implementing bilingual studies to identify community stakeholders and conduct needs assessments. Designing, conducting, and interpreting bilingual community surveys and analyses. 6 Labor Categories Description Senior Consultant Plans, conducts and supervises projects of substantial significance or uncertainty, necessitating proven managerial skills and knowledge of the technical, regulatory, scientific, analytical, or communications requirements. Demonstrated ability to apply innovative methods and procedures, anticipate and resolve problems independently, and direct staff. Supplies technical advice and counsel to other professionals. Generally operates with wide latitude without supervision. Staff Consultant Plans, conducts, and supervises complex, technical assignments involving uncertainty and requiring the coordination of a multidisciplinary team. Estimates and schedules work to meet completion dates. Directs assistance, reviews progress, and evaluates results; makes changes in method, design, or equipment where necessary. Operates without supervision in areas of expertise. Responsible for designing cost effective approaches for analyses, studies, and development activities as required by the job.
