1 LAKE MICHIGAN OFFSHORE WIND ASSESSMENT PROJECT REQUEST FOR PROPOSAL FROM MANUFACTURER / SUPPLIER OF OFFSHORE WIND ASSESSMENT RESEARCH BUOY DATE: 11/05/10 Project: Grand Valley State University ("University") Michigan Alternative and Renewable Energy Center ("MAREC") Lake Michigan Offshore Wind Assessment Research Project the ("Project") A. INTRODUCTION This Request for Proposal (RFP) serves to secure proposals from pre-qualified Manufacturer / Supplier ( Partner ) to work closely with Grand Valley State University/MAREC, the University of Michigan, Phoenix Energy Institute, and other research entities in a comprehensive partnership effort to accomplish the Project: The construction, delivery and deployment of an offshore meteorological wind assessment research buoy in Lake Michigan; The capture and documentation of offshore wind and related research data ("Data Collection"); and The operation and maintenance ( O&M ) of the buoy and related research devices. The purpose of this RFP and the Project is to acquire and deploy a single offshore data collection research buoy in Lake Michigan that will support the collection of extended season or possible year-round wind data on a buoy structure and to provide a suitable structure for related research. The Project is designed to provide scientific data to assist in greater understanding of potential wind power generation capacity on the Great Lakes. It is anticipated that the research buoy will be deployed to three separate Lake Michigan locations over a three-year research period. University/MAREC has acquired funding from federal and state grants, research institutions, and private interests to support the Project. The Partner is being solicited to: Offer an offshore wind assessment buoy suitable for but not limited to: o Complete wind data collection system, o power supply to support all on-board data collection devices, o U.S. Coast Guard approved navigational lighting system, o GPS tracking system and remote sensing and data transmission system. Provide complete documentation of a proven operating system able to accurately gather wind data using LIDAR technology at wind turbine hub heights of approximately 50 meters, 100 meters, and 150 meters), as well as capture environmental, avian and bat data. Design a complete mooring system suitable for anchoring the buoy in Lake Michigan; Construct and deliver to Muskegon, Michigan the complete offshore wind assessment buoy within agreed timeline; Page 1 of 8

2 Provide assistance in deploying and calibrating buoy and attached research equipment; Provide separate quotation to support the overall operation and maintenance requirements of the buoy subsequent to deployment Provide separate quotation to provide support for moving buoy, either to remove from lake during the winter or to relocate to a second and third site, consistent with project design. There will be a formal contract entered into between University/MAREC and the Partner that binds the parties to complete the fabrication, delivery and deployment of the research buoy. There may also be a contractual relationship between University/MAREC and the Partner to provide support for use, operation and maintenance of the research buoy to support data collection. At the time of contracting the selected Partner will be required to provide audited financials for the most recent business year or alternative proof of credit worthiness. B. SUBMISSION INSTRUCTION AND SCHEDULE REQUIREMENTS Please review the information contained within the RFP to determine your ability to meet the needs of the project. If qualified and interested, follow the schedule of requirements as outlined below: 1. Public notice of intent of Request for Proposal (RFP) distributed and November 8, 2010 made available to all interested parties. 2. RFP available to pre-qualified manufacturers / suppliers (Partner) November 9, Full proposals due in the form of three (3) hard copies and one (1) electronic copy (PDF format) November 22, :00 p.m. (EST) 4. Conduct post-bid interviews (optional) with final short-listed candidates November 24, 2010 if necessary. Location to be determined. 5. PROJECT INFORMATION This Request for Proposal will be subject to the terms and conditions of the Grand Valley State University prime awards issued by the U. S. Department of Energy ( Award # DE-EE ), Michigan Public Service Commission ( Grant # PSC ), and Grand Valley State University procurement policies and procedures. The principal purpose of this project is to advance the body of knowledge that will contribute to future successful offshore commercial wind energy development on the Great Lakes. The project goal is to deploy a wind assessment and related research buoy on Lake Michigan no later than June 1, The buoy will remain at the initial location for the first extended research season. The buoy will then be re-deployed to a second location near the mid-lake plateau in Lake Michigan for the second research season. The third research season location will be determined by the Research Leadership Team (RLT) based on results from the first two locations. Project Objectives Objectives of the project include: deploying research equipment to gather extended-season offshore wind data; conducting avian and bat research; conducting research related to the unique engineering and environmental conditions found in the Great Lakes; and performing studies designed to advance the deployment of offshore wind technologies. D. PROPOSAL EVALUATION / BASIS OF SELECTION University/MAREC/RLT reserves the right to select any proposal, to select no proposals, or to select two proposals and competitively negotiate for the final selection. Factors to be considered in the selection process are, but not necessarily limited to, the following: Design, price and suitable match for project design and scope of work. Demonstration of ability and experience to design and construct the research buoy Demonstration of ability to provide equipment suitable for use in an offshore/marine environment. Demonstration of ability to successfully coordinate procurement / deployment activities with project partners. Qualifications of the proposed Partner. Financial strength and resources to construct, deliver, and successfully deploy research buoy. In the event that University/MAREC is unable to reach contract agreement with the initially selected Partner, University/MAREC reserves the right to terminate negotiations and commence negotiations with University/MAREC s alternate choice. University/MAREC also reserves the right to waive any irregularities and inconsistencies, bidding provisions, or take what other action is appropriate as determined by University/MAREC to be in its best interest.
