2 Safe Kids Policy In order to provide a safe environment for children and youth in our church, we have adopted a policy to reduce the risk of child abuse. We believe it is our responsibility to do all that is reasonably possible to protect children from being physically or sexually abused while under our care. It is also our responsibility to guard our workers from being falsely suspected or accused of wrongful behavior. The church should be a safe place for children. Since sin affects every person and organization in the world, it is possible that children could be harmed even during church activities. We cannot guarantee that such things will never happen within our fellowship, but we are committed to taking every reasonable precaution to protect our children from foreseeable harm. This commitment includes, but is not limited to, the following ministry standards: Recruiting Children and Youth Workers A "children or youth worker" is any individual who supervises minors in our church or at any event, activity, or ministry associated with our church. When recruiting individuals to minister to children or youth, ministry team leaders must follow these adopted guidelines: Six month rule: An individual must attend Uniontown Bible Church regularly for six months prior to serving as a worker. Member: Individuals desiring to serve as team leaders, ministry, directors, teachers, or small group leaders must be members of Uniontown Bible Church in good standing. Other Churches/Para-Church organizations: Members of other churches and organizations can lead and teach when approved by our leadership under the following guidelines: a. The local church's para-church's doctrinal beliefs and foundational teachings must be in line with those of Scripture as understood by Uniontown Bible Church (UBC). b. A UBC elder or pastor has discussed and affirmed the following items with the prospective worker's Senior Pastor/Overseer: (1) The person is a member in good standing; (2) The person has their blessing to be in ministry at our church; (3) His or her Senior Pastor/Overseer will accept responsibility for this member and will work with us in matters of church discipline if the need should arise. c. The prospective worker agrees to support and teach the doctrinal position and ministry philosophy of UBC. d. The individual accepts shepherding oversight from the leadership of UBC as well as his or her own Senior Pastor/Overseer. e. The individual has been screened and trained by UBC or has completed a screening process equal to that of UBC through their own church or para-church organization. Screening Children and Youth Workers Every applicant for youth work must be familiar with our policy and successfully complete our screening process. (Note: youth work includes not only work with teenagers, but also with infants and younger children). The vast majority of church volunteers work in some capacity with children and youth. These volunteers must be appropriately screened. Our screening procedures include the following: Youth Worker Information Form. Individuals involved in youth work must submit this form every two years to inform the church of any changes, especially changes to criminal history. Applicants who are newcomers to a ministry must provide two references. Student-volunteers must have a parent's or legal guardian's signature stating that they know of no reason their son or daughter should not serve as a youth worker. Completing this form is the first step in the screening process. 2
3 Background Consent Form. A background investigation will be conducted on all applicants for paid positions, and at our discretion, may be conducted for any individual involved in youth work. Our practice is to conduct background investigations on the following individuals: a. All pastors, elders and deacons of UBC. b. All paid staff, and other employees of UBC (e.g. church custodian). c. All new adult youth workers and any returning adult workers who have not yet had a background check. d. Adult youth workers serving as chaperones on overnight trips/activities. e. Any adult youth worker with a known criminal history. f. At our discretion, any adult youth worker we think at any time should be investigated more thoroughly. Youth Worker Training. Training will be held as needed for the purpose of preparing youth workers for service by reviewing policy and procedures. Training will be as needed. If additional youth workers are recruited throughout the ministry year, they will be screened and trained by the team leader of the ministry for which they are being recruited. Notification. Individuals that successfully complete the screening process will be notified that they are ready for service. Having a criminal history does not necessarily disqualify a person from ministry. However, it is our policy not to permit those who have a history of abusing others physically or sexually to supervise children or youth. In cases where a person may be limited or disqualified from service, an appointment will be made to discuss ministry possibilities or redirection. All information acquired during the screening process will be treated as confidential and will not be disclosed to others unless the church deems that limited disclosure is necessary to protect a child from possible harm. Supervising Children and Youth It is imperative that those supervising children or youth attend youth work training and read our Keeping Kids Safe Handbook to learn more about the safety procedures listed below. Youth workers serving with para-church organizations that use our church facilities or minister to our young people off campus must also be familiar with these procedures and adopt them as standard practice. Procedures include, but not limited to: Staffing. We require that youth workers serve in teams of two (adults) or more and be visible to other workers. A husband and wife are counted as one youth worker except when transporting children or youth. Illness. Persons who are ill must not be permitted to participate in ministry activity. Our illness policy is posted and included in the Keeping Kids Safe Handbook. Injury. A written incident/injury report must be prepared by youth workers whenever an injury occurs during a ministry function. Medical release forms must also be completed by parents/guardians whenever such authorization is deemed necessary. Abuse. All youth workers are legally responsible to report actual or suspected child abuse or neglect immediately (within 24 hours) by calling Child Protective Services: (410) Workers who become aware of any alleged abuse or molestation must share such information in the strictest of confidence to protect the privacy of both the alleged offender and victim. Workers must also call the church office ( ) to inform the church that Child Protective Services has been contacted. Restrooms. Children five years of age or younger (boys and girls) are to be assisted in the women's restroom by a female worker. Senior high school girls are permitted to serve in this rule. Children over the age of five are to be accompanied by a worker that waits outside the restroom after checking to make sure the facility is safe. Never touch a person's private area except when necessary as in the case of changing diapers. Discipline. Youth workers are never to spank, hit, shake or otherwise physically discipline anyone. Attendance. All ministries supervising children or youth must maintain an accurate record of attendance at ministry functions. Youth workers' signatures are required to record their attendance at meetings, events, and activities. Ministries must follow age-appropriate check-in/check-out procedures to create a safe and secure environment. 3
4 Keeping Kids Safe Youth Worker Handbook Youth Recruiting Youth Worker Recruiting Procedures 1. Leaders responsible for recruiting youth workers must be familiar with the SAFE KIDS policy of Uniontown Bible Church and must agree to follow the recruiting guidelines. 2. Leaders must inform prospective youth workers of the steps to be taken to enter service and should assist them in obtaining the forms necessary to get started. 3. Leaders must not involve new recruits in ministry activity until the screening and training process has been successfully completed by the prospective youth worker. Youth Worker Screening Procedures YYW 1. Prior to consideration for a position, any individual who may be working with children or youth will complete and return a Youth Worker Information Form. 2. The Information Form will be reviewed by a ministry leader to make certain that the worker will be appropriate for the ministry position, based on the information provided. 3. If a person appears to be appropriate for the ministry work, references will be checked to confirm the information provided on the ministry application. 4. Any information indicating that a candidate poses a threat to others or has any prior history of physical or sexual abuse directed against another person will result in the immediate removal of the individual candidate from consideration for a ministry position of working with children or youth at Uniontown Bible Church. 5. A background check may be performed through an agency with respect to any candidate seeking to work with children or youth. 6. The same procedures set forth for volunteer workers will apply to all potential employees, regardless of the ministry position for which they are being considered. Notification and Renewal Period 1. Youth workers will be permitted to serve after they have successfully completed the screening and training process and have been notified by a ministry leader that they are ready for service. 2. All youth workers will be asked to complete and return a Youth Worker Information Form annually to keep information up to date. 3. All youth workers must attend training as needed for the purpose of renewing their commitment and reviewing policy and procedures. This will be determined by ministry leader. Supervision 1. At least two adults must be present at every function, and in each classroom, vehicle, or other enclosed area, during every child, and youth ministry program. 2. Workers should arrive at least 15 minutes before a scheduled activity and should keep watch over those in their care until all have been picked up by an authorized person. 3. For children over the age of five, at least one adult female should take girls to the restroom, and one adult male should take boys to the restroom. The adult should check to make sure the facility is safe, and then wait outside the restroom until the children come out. 4. Children five years of age or younger (boys and girls) should be assisted as needed in the women s restroom by an adult female. Girls in senior high school are also permitted to assist. 5. Never touch a person s private areas except when necessary, as in the case of changing a diaper. 4
5 6. Workers should avoid the appearance of impropriety, such as sitting older children on their lap, kissing or embracing others, etc. 7. Workers are to release children in their care only to parents, guardians, or persons specifically authorized to pick up the person. Discipline 1. Workers are never to spank, hit, grab, shake, or otherwise physically discipline anyone. 2. Disciplinary problems should be reported to the youth worker s team leader and to a parent or guardian. 3. Refer to page 6 of this document to learn more about setting expectations and correcting behavior. Injuries or Illness 1. Persons who are ill should not be permitted to participate in ministry activity. Participants should be returned to their parent or guardian as soon as the illness is discovered. If this is not possible, then the person who is ill should be isolated in a manner that will allow supervision to continue until the person can be returned to their parent or guardian. Refer to page 5 of this document for additional information (Illness Policy). 2. Any team leader or volunteer who becomes aware of an injury to a worker or participant will take steps to ensure proper medical attention is given to the injured person. 3. Persons, who have received an injury that is obviously minor, should be given first aid as needed at the time of the injury. The persons parent or guardian should be notified of the minor injury when they pick up the injured person. 4. Any injury that may require medical treatment beyond simple first aid should be given immediate attention. The parent or guardian of the injured person should be immediately notified, along with the worker s team leader. Record-Keeping 1. An attendance list should be kept for all of the ministry s functions involving children and youth. The date of the function, along with the name of all the participants should be recorded. Youth workers signatures are required to record their attendance at meetings, events, and activities involving the supervision of children or youth. 2. A written Injury Report should be prepared by workers whenever an injury should occur during a ministry function. The report will be forwarded to the worker s team leader promptly upon completion. Workers must also notify the child s parent/legal guardian. 3. Medical release and permission/consent forms will be completed and returned by parents or guardians whenever such authorization is deemed necessary for a child s participation in a ministry event. Forms should be kept secure, yet remain accessible to workers. Reporting Abuse or Neglect 1. Workers who become aware of any alleged abuse or neglect must call Child Protective Services immediately (within 24 hrs): Workers who become aware of any actual or suspected abuse or neglect must share such information in the strictest of confidence to protect both the privacy of the alleged offender and victim. 2. Workers must also immediately call the church office: to inform the church that Child Protective Services has been contacted. 3. If Child Protective Services requires a written report, the worker that contacted the agency and reported the alleged abuse or neglect is the person that must prepare the written report. 4. If any allegation of physical or sexual abuse is made against a youth worker, an attorney will be promptly contacted to provide a written opinion as to how Uniontown Bible Church should handle the situation. Upon notice of abuse, the church s insurance carrier will also be promptly notified. Internal Investigation 1. Any allegation of physical or sexual abuse will be taken seriously and will be investigated. 5
6 2. Any employee or volunteer worker who is the subject of an investigation will be removed from their position pending completion of the investigation. 3. Any person who is not found innocent of alleged abuse will be removed from work with children or youth. Uniontown Bible Church will consult with legal counsel for advice if termination of employment is indicated. Annual Review & Revision 1.These procedures will be conveyed for review annually to all workers, employees, and leaders to whom it applies. 2. These procedures will be regularly reviewed and can be modified. Any such modification should be promptly conveyed to all persons affected by the modification. ADDENDUMS Illness Policy For the health of all children and youth workers, children with symptoms of illness must not be brought to classes or group activities. If a child develops a fever or other illness during services or functions, the parent will be asked to take their child out of class. Parents, if you child has at least one of the following symptoms/illnesses; please do not bring him to a church function. Fever Runny nose with colored mucus Chills Headache plus one other symptom Earache Red, itchy eyes Conjunctivitis (pink eye) Questionable rashes Excessive coughing Vomiting/Influenza Impetigo Diarrhea Croup Active Chicken Pox Measles Mumps Allergies: Parents, please list all known allergies on your child s registration form. Please report any allergies to the scheduled youth workers serving in your child s class/group. Medicine: If you child is being treated with antibiotics, he/she must be on the medication for at least 24 full hours before entering the classroom. If you child requires medication, it must be administered by a parent. Judging Illness: We give our youth workers the authority to judge whether a child is too sick to enter the room/activity. Please remember, we want all of our children to remain healthy and happy. Setting Expectations & Correcting Behavior We expect each youth worker to maintain classroom/activity expectations so that children can clearly understand the behavior that is expected of them. We do have expectations and we do expect children to follow them. We have four very basic expectations for all children which are: 6
7 1. Respect each other 2. Obey your teacher/leader 3. Use your inside voice 4. Walk, don t run These expectations should be set at the beginning of each quarter. The expectations should also be repeated often. For school-age children the expectations should be displayed in writing in the room. Catch children behaving well! Positive reinforcement always works to encourage children who are not only behaving, but those who need attention and have a hard time behaving. Look for those moments constantly during group time to say, I notice you are listening with your eyes on me, Jen. Thank you. Or, that is a great inside voice, Ben. Good job remembering! If there is a particular discipline challenge, a youth worker can follow these guidelines: 1. Pray for wisdom. 2. Remind the child of the rule/s and if necessary, redirect his/her actions. 3. If the child continues the action after another correction, tell the child he/she will have to take a time out to think about the action. Sit the child down in a different part of the room/area and ask him/her to ask God to help him/her have self-control. 4. If the child is continually not cooperating after correction, have a youth worker take the child to their parent. 5. Partner with the parent(s). Tell the parent what happened. The youth worker could say, I really enjoy your daughter in class. I have noticed I am having a challenge in (this particular area) and I would like to partner with you so that your child has the best possible experience in class. This is the behavior I am observing (describe). Do you have ideas for me that you think would work? Will you pray with me about this? Thanks for your help! Note for youth workers: depending on the situation and the timing of the ministry, this conversation might also work in a phone call. If a particular child continues to be challenging, consult your team leader. Youth workers, please avoid talking about a particular child with whom you are having a challenge. Rather, be proactive. If you feel unsure in handling the situation, talk with your team leader in private (not in an area where the conversation could be heard by others and misinterpreted). 7
8 Revised Handbook KEEPING KIDS SAFE TRAINING STEPS FOR NEW TRAINEES ONLY (This is NOT for persons renewing their training.) The training steps outlined below are for individuals that have never completed the Keeping Kids Safe training. If you have any questions as you go through this process, please call the ministry leader that sent you this document. STEP 1: PRINT AND COMPLETE THE FOLLOWING FORMS: (Included in the packet) 1. Keeping Kids Safe Information Form Background Consent form (not required of persons under the age of 18) 2. Ministry Commitment Form 3. Return the forms to the UBC office by mail (4280 Watson Lane, Union Bridge, MD, 21791), or by dropping them off at the church office (farmhouse). STEP 2: READ THE HANDBOOK & TAKE THE HANDBOOK QUIZ. 1. Read the Keeping Kids Safe Handbook in its entirety Note: As you read the Handbook, please be aware that the training requirements and approval notification process for first-time and renewal training have been modified as reflected in this document. The Handbook will be revised to reflect those changes. For example, the MinistrySafe 60-minute child sexual abuse video, which now is part of the training, is not mentioned in the Handbook. All other procedures in the handbook remain part of our current policy and procedures. 2. After reading the Handbook, take the quiz available at which is in this packet. Keep the quiz with all your packet to turn in to office or your supervisor. 70% or above is a passing grade. 3. After you submit all your forms, you will receive an from the MinistrySafe organization with a link to a child sexual abuse training video. STEP 3: WATCH THE SEXUAL ABUSE VIDEO VIA THE LINK SENT TO YOU UNDER STEP 2 ABOVE. You must use the direct link in the message sent to you from MinistrySafe to view the MinistrySafe 60-minute child sexual abuse training video. Watch the video and complete the 25-question online quiz afterward. Ministry Safe will a certificate of completion to both you and Uniontown Bible Church. Please keep your copy for your own records. Your ministry leader will also receive a copy of it. STEP 4: CALL & SCHEDULE A KEEPING KIDS SAFE ORIENTATION MEETING. Call the ministry leader that sent you this document. Schedule this meeting AFTER you have watched the child sexual abuse video and taken the quiz. At this meeting you will have an opportunity to review Uniontown s child protection policies and procedures and ask questions to ensure you fully understand the expectations for working with children and youth at UBC. After the orientation meeting, and upon receiving notification from the church office that you have successfully met all training requirements, you will be permitted to serve in ministry at Uniontown.
