2 Municipality of Novara Piedmont Region Italy Novara is the capital of the province of Novara in the Piedmont Region in northwest Italy, to the West of Milan. With c. 102,000 inhabitants, it is the second most populous city in Piedmont after Turin. It is an important crossroads for commercial traffic along the routes from Milan to Turin and from Genoa to Switzerland. In particular the geographic location between the two high capacity European railroad corridors, North-South (TEN 24 Rotterdam-Genoa) and East-West (TEN 5 Lisbon-Kyiv), and the proximity with Malpensa Intercontinental Airport (with all the joined rail and road connections) allowed the region to play a new role in central European areas. 2 of 52

3 History Novara was founded in ancient times by the Romans. Its name is formed from Nov, meaning "new", and Aria, the name the Cisalpine Gauls used for the surrounding region. Ancient Novaria, which dates to the time of the Ligures, was a municipium and was situated on the road from Vercellae (Vercelli) to (Mediolanum) Milan. Its position on perpendicular roads (still intact today) dates to the time of the Romans. After the city was destroyed in 386 by Magnus Maximus for having supported his rival Valentinian II, it was rebuilt by Theodosius. Subsequently, it was sacked by Radagaisus (in 405) and Attila (in 452). Under the Lombards, Novara became a duchy; under Charles the Fat, a countship. Novara came to enjoy the rights of a free imperial city. In 1110 it was conquered by Henry V and destroyed, but in 1167 it joined the Lombard League. At the end of the 12th century, it accepted the protection of Milan and became practically a dominion of the Visconti and later of the Sforza. In the Battle of Novara (1513), Swiss mercenaries defending Novara for the Sforzas of Milan routed the French troops besieging the city. This defeat ended the French invasion of Italy in the War of the League of Cambrai. In 1706 Novara, which had long ago been promised by Filippo Maria Visconti to Amadeus VIII of Savoy, was occupied by Savoyard troops. With the Peace of Utrecht, the city, together with Milan, became part of the Habsburg Empire. After its occupation in 1734, Novara passed, in the following year, to the House of Savoy. After Napoleon's campaign in Italy, Novara became the capital of the Department of the Agogna, but was then reassigned to the House of Savoy in In 1821 it was the site of a battle in which regular Sardinian troops defeated the Piedmontese constitutional liberals. In the even larger Battle of Novara in 1849, the Sardinian army was defeated by the Austrian army of Field Marshall Joseph Radetzky von Radetz. This defeat led to the abdication of Charles Albert of Sardinia and to the partial occupation of the city by the Austrians. The defeat of the Sardinians can be seen as the beginning of the Italian unification movement. A decree in 1859 created the province of Novara, which then included the present-day provinces of Vercelli, Biella, and Verbano-Cusio-Ossola. 3 of 52

4 The city of Novara had a population of 25,144 in Industrialisation during the 20th century brought an increase in the city's population to 102,088 in The city's population has changed little in subsequent years. Main sights Novara's sights can be divided into two groupings. The city's most important sights lie within its historic centre, the area once enclosed by the city walls. However, several important sights also lie outside the line of the former city walls. Historic centre The old urban core makes up the "Historic centre", situated in the district of the same name. Novara once had an encircling wall, which was demolished to permit urban development. Of the old wall there remains only the Barriera Albertina, a complex of two neo-classical buildings that constituted the gate of entry to the city, the required passageway for those who traveled from Turin to Milan. After their removal, the walls were replaced by the present-day baluardi, the broad, tree-lined boulevards that surround the Historic Centre. The cupola of the Basilica of San Gaudenzio, symbol of Novara, is 121 metres in height. The most imposing monument in the city is the Basilica of San Gaudenzio, with a cupola 121 metres in height, designed by Alessandro Antonelli and constructed in The bell tower is also of particular interest; it was designed by Benedetto Alfieri, uncle of the more famous Vittorio Alfieri. The centre of the religious life of the city is the Duomo (Cathedral), in the neo-classical style, also designed by Alessandro Antonelli. It rises exactly where the temple of Jupiter stood in the time of the 4 of 52

5 Romans. Facing the Duomo is the oldest building in Novara today: the early Christian Battistero (Baptistry). Close to the Duomo is the courtyard of the Broletto (the historic meeting place of the city council), the centre of the political life of the imperial free city of Novara. Overlooking the courtyard of the Broletto are the Palazzo del Podestà ("Palace of the Podestà"), Palazzetto dei Paratici ("Little Palace of the Paratici Family"), site of the Civic Museum and of the Gallery of Modern Art, the Palace of the City Council, and a building of the 15th century. Not far from the Piazza della Repubblica (formerly Piazza Duomo) is the Piazza Cesare Battisti (known to Novaresi as the Piazza delle Erbe, "Herbs square"), which constitutes the exact centre of the city of Novara. In Piazza Giacomo Matteotti stands the Palazzo Natta-Isola, seat of the province and of the prefecture of Novara. The landmark feature of this palace is its clock tower. Extending from this square is the via Fratelli Rosselli, along which is the Palazzo Cabrino, the official seat of the administrative offices of the city. As it was a Roman city, the street network of Novara is characterized by a cardo and a Decumanus Maximus, which correspond respectively to the present-day Corso Italia and Corso Cavour. The two streets cross at the so-called "Angolo delle Ore" (Corner of the Hours). The largest square is Piazza Martiri della Libertà (formerly Piazza Castello) dominated by the equestrian statue of Victor Emmanuel II, the first king of Italy. Overlooking the Piazza Martiri are the Castello Visconteo-Sforzesco, built by the Milanese dukes Visconti and Sforza, and the Teatro Coccia. The Castello Visconteo-Sforzesco, once much larger than the complex that remains today, is surrounded by the Allea, one of the largest public gardens in Novara. Other important squares are Largo Cavour, dominated by the statue of the same name, recently restored. Piazza Garibaldi, the square facing the Novara Railway Station, also recently restored and featuring the statue of the hero of two worlds and by a fountain. 5 of 52

Outside of the Baluardi Places of interest situated outside of the belt of the baluardi include the Church of San Nazzaro della Costa, with its attached abbey, restored in the 1400s by Bernardino of Siena, and the Ossuary of Bicocca, in pyramidal form, which stands in the neighbourhood of Bicocca, in memory of the fallen soldiers of the historic battle of 23 March 1849 between the Piedmontese (Sardinia) and Austrians. Worthy of note are the Church of Santa Maria delle Grazie (Saints Martino and Gaudenzio), built beginning in 1477 by the Augustinians, whose interior consists of a single nave with lateral chapels and paintings attributed to artists of the 15th century, among them Daniele de Bosis. Economy Novara is an important commercial centre of the Padan plain and is the seat of the Centro Intermodale Merci (CIM: Goods Intermodal Centre). Economically, it is affected by the proximity of Milan, and in fact many Milanese firms have offices in Novara. 6 of 52

7 The main economic products and services are agriculture: rice and maize (American English: corn) metallurgical production chemicals and petrochemicals pharmaceuticals food products intermodal commerce and logistics banking and insurance services rice products exchange Policies and Strategies for Territorial Management In such a context, local actors realized how keeping a motionless and passive attitude against the strong dynamics that concern the local system would consequently have transformed Novara into a satellite of Milan. The all-changing scenario required a radical rethinking of the city structure. In effect particular attention was addressed to urban management instruments that in turn became the way to govern the changes. Especially the Complex Programmes, introduced into Italian law in 1992, founded on regional and European experience coupled with the idea of flexibility and integration in urban management. First PRiU (Urban Regeneration Programme) in 1996, then PRUSST (Urban Regeneration Programme and Sustainable Land Development) in 1999, were finalized to recover old dismissed urban structures and empty ex-industrial plants which were spread in off-centered neighbourhoods. In addition they helped to upstart various projects concerning accessibility to the city, valorisation of the ecological and cultural legacy, promotion of tecnological innovation, enhancement of residential service and facilities for clean energy and trash disposal. These programmes played a key-role in changing local actors ways of thinking, behavior and relatinships with each other. In fact, the implementation of these two programmes created a strong partnership between University, Public Institutions, and Private Enterprises by collaborating human resources, innovative ideas and, last but not the least, funds. This conduct strengthened over the years and produced in 2004 the elaboration of the new 7 of 52

8 Municipality of Novara Piedmont Region Italy PRG (city plan) that intends to be a strategical framework in order to repeat new development and management action both at municipal and territorial scale. The strategical vision featured in the PRG triggered feedbacks on the urban policy that, although characterised by specific action that involved defined parst of the city (new complex programmes, European programmes, etc.), represent a continuous guideline that introduced a new season for urban planning. On these basis, other important development projects have been carried out, such as: European programme LIFE III Raggio Verde (Green Ray), that aims to introduce bestpractices in traffic calming, separate collection of rubbish, protected bike paths, pedestrian routes and the creation of a greenway. This programme, after Agenda 21, represents the most important local sustainable initiative of the municipal administration in recent years. Although it is an experimental project it aims to introduce sustainable behavior in citizens, private enterprises and local institutions. 8 of 52

9 In addition other instruments have been implemented. A complex programme named Contratto di Quartiere II, for the requalification and the social integration of an early 50s neighbourhood. Urban Transformation Society, an instrument used to manage the most strategical projects such as the High Capacity Railway Station, the Scientific and Technological center and the Movicentro an interchange park. Furthermore, it is useful to highlight the implementation of the Green Plan, the Strategical Plan for the cultural attributes of the city and other specific projects such as the restoration of Castello Sforzesco (one of the most important histirical building of the city) and the revitalization of other urban areas (Veveri, C.so Trieste, Ambito 1 ), as other initiatives that underline the positive attitude of the local actors. 9 of 52

11 INTEGRATED TERRITORIAL PLANS part-financed by POR/FESR A) The development of a local governance system whose aim is to define and later implement enforcement of co-planning. This well-organized process of territorial planning, with the participation of Region, Province and Municipalities get involved, have the purpose to carry out a sustainable productive area between Novara and Galliate. The Novara City is about to develop a well-organized district of the intermodality, of goods and people, located in the East area of its territory. In details, its an integrated development of the following elements: - Intermodal District of goods of Novara City ( the 3 rd Italian Interporto ( logistic center) as far as the traffic of goods); - System of interconnections railway stations and district of intermodality of people (Novara City, which is at intersection of European Axis ( TEN 5 and TEN 24), is about to implement a well-organized system of interconnection railway stations of the local railway together with the above mentioned European sections and Malpensa Hub, also called Novara infrastructural junction. The system, called Novaring, will implement a territorial district of national importance concerning the intermodality of people.) - An industrial area which should meet the strict environmental standards provided for the sustainable productive areas. The above mentioned implementation of the district will be implemented by well-organized and new procedure of territorial co-planning whose purpose is the construction of the reference master plan where the infrastructural system will become a part. It is, in other words, an integrated and complete experimental area, as it involves all the territorial administrative divisions, Region, Province and Municipalities. 11 of 52

12 B) Implementation of a feasibility study regarding the infrastructural integration between the services for the mobility of the intermodality system of people (passing through railway station system and Movicentro ) and the Città della Salute ( the City of Health). Novara City, which is at intersection of European Axis ( TEN 5 and TEN 24), is about to implement a well-organized system of interconnection railway stations of the local railway together with the above mentioned European sections and Malpensa Hub, also called Novara infrastructural junction. The system, called Novaring, will implement a territorial district of national importance concerning the intermodality of people. Besides this project, there is the so-called Città della Salute program, whose purpose is to implement a new hospital in Novara, located in the North-West area of Piedmont more over, a number of related public health projects are about to be implemented. The infrastructural integration of local importance between the two above mentioned projects is a fundamental element for the development of the city, in its new extra-territorial dimension. 12 of 52

13 INNOVARE IN NOVARA OUTLINE The outline of the Integrated Territorial Program is based on the idea of coordination of an integrated system of actions and services, which will give Novara the opportunity to interpret the current production transition, standing for a national leading role in the establishment of a technology district for sustainable Chemistry. Novara would therefore become the portal-town for knowledge, services and productiveness of Eastern Piedmont, supporting the essential elements of territory cohesion in the area, in order to achieve the general targets of competitiveness and employment: - territorial quality 13 of 52

14 - territorial efficiency - territorial identity TARGETS With reference to the leading idea and to the general setting of territorial cohesion, the targets of the Integrated Territorial Program are: a) to manage territorial transformations in progress under the infrastructure point of view, in order to plan and enhance the positive effects deriving from the new centrality of Novara area within the interregional territorial framework, through the completion of the project of conjunction for the parts considered of higher territorial value. b) to set up localization strategies able to manage the effects of the newly acquired centrality. c) to boost the added value regenerating the role of absolute excellence within the Italian chemical industry, that Novara has performed in the past and is performing in the present. d) to accelerate the process of the University settling on the territory, also in synergy with c) e) to meet the challenge of energetic efficiency through the promotion of renewable sources of energy to be managed and coordinated through a consortium, in order to start territorial economies connected to b) f) to complete the local broadband internet access system to support the implementation of b) and to enhance the territorial connection and the widespread distribution of services. g) to improve the ecological, landscape and environmental status of Novara plain between Sesia and Ticino Rivers through action aimed at increasing its value and promoting a sustainable use by the community, also recovering the local watering network. LINES OF ACTION: Action 1: Novara Technology district for sustainable Chemistry The lines of action regarding this intervention can answer to actions with the following aims: 14 of 52

15 a. implementation of the Technology District, in the form of a network endowed with financial resources able to support the enterprise risk deriving from research activities which could not be taken on directly by the system of SME. The (long term) balance of resources will be kept thanks to the collection of royalties paid to the District by the firms receiving the benefits of research. The District represents an opportunity to share the risk for the medium concerns, already exposed to a high risk. More generally, the district will be the main interlocutor for European Programs in the field of research and a chance to develop project of cooperation between institutions, universities and businesses. b. The support and participation in industrial projects of research for biological chemistry, aimed at patenting and creating biorefineries on industrial scale. c. The support to development of new and innovative businesses, through university spinoff systems, aimed at developing opportunities and facilities for business incubation and at backing innovation projects in the framework of integration based on a regional (or interregional) network. d. To enhance the relations among urban government, university and production system, also through the promotion of local excellence services in the field of hospitals to encourage biomedical research and manufacturing activities. This action will be carried out in consideration of the opportunities offered by the current efforts for the creation a health centre. e. The implementation of innovation energetic plant on a business or inter-business level implying the farming waste gas (biological gas), during co-generation processes. f. The support to the spreading of agricultural cultivation aimed at energy production through agronomic studies on the suitability of soils, on the management of new cultivation and facilities, on the fund raising opportunities to support investments. Action 2: a control room to manage the changes The lines of action regarding this intervention can answer to actions with the following aims: a. to reorganize and improve the effects toward social and town city planning balances produced by the important works carried out in the area, affecting the citizens quality of 15 of 52

The research is aimed at the production of transfer plates for the system network of local carriage of goods, completely integrated with the system of green areas environment. b. to work for a total revaluation of the fabric of the city starting from the aspects connected with mobility, city planning revaluation, relaunch of company activities, through a path of close development integration, able to increase points of strength of the area and to promote commercial activities, service industry, tourist and economy sectors. c. to examine the situation of the town as a radial system where it is possible to identify a physical and immaterial series of rings, each one represents a level of interaction, from mobility to the system of the enterprises, to the net of knowledge, to the communication infrastructures. d. to carry out a regeneration in view of sustainability of sources of energy of the city system, improving the efficiency through the realization and the completion of system of cogeneration of district heating at urban scale. Action 3: Ecological and environmental regeneration of Novara plain from the point of view of landscape, ecology and environmental use. Lines of action regarding this intervention can answer to actions with the following aims: a. to run an integrated network concerning the use of plain in order to recover the ancient watering network for the production of an ecological net focused on the recovery and regeneration of original fluvial system; to carry out an integrated network for pedestrian, cycling and riding use will be the necessary reference (according to an economy based on a right use of the environment) in order to recover ancient industry sites along the area as a focus to diversify energetic production of renewable supplies. b. To promote the cultural offer in the rural environment, in particular through the recovery and restoring of small rural villages, trying to highlight the original structural characteristics, in contrast with the flatness of settling models typical of suburban sprawl. The action will include the enhance of capability of the mentioned structures as collectors of modern cultural functions of excellence, able to capture interregional interest. c. To strengthen the hydroelectric production along the watering network of Novara plain. 16 of 52

32 Municipality of Novara Piedmont Region Italy Urban Regeneration Network 2006/2007 Partners: Comune di Catania (Lead partners) Sicily Region Comune di Novara Piedmont Region Ayuntamiento de Navalcarnero Comunidad de Madrid Summary: The aim of the RegeneratioNet project is the exchange of the experiences and good practices developed by partners through the implementation of their urban regeneration projects. 32 of 52

33 Partners meeted in each city, where the hosting partner will show the urban context together with its strengths and weaknesses, and the policies and projects implemented to face the critical points. Partners collected data concerning each city situation and each city s approach to face urban regeneration challenges. The database created served as the basis for the publication of a joint report, describing the situation in each city and its evolution. The comparison of the different strategies adopted by partners allowed to underline the impact of different approaches in different contexts, with success stories and failures. To disseminate and share project's results, international events was organised in each city. In the wish of the partnership, this process allow to develop a good practices manual, which could be useful to other European cities in the development of their urban regeneration strategies. 33 of 52

34 SUSTAINABLE MOBILITY 34 of 52

35 Here below you can find some interesting initiatives that Novara has implemented in these last years in the field of Urban Mobility and Public Transport: These initiatives have been part of an exchange programme limited traffic zone implementation Novara city centre has been a Limited Traffic Zone (ZTL) for a long time; only authorized vehicles are allowed to enter and loading and downloading is allowed only at prearranged schedules. Through the use of special video cameras the license plates of all the vehicles are recorded and the vehicles entering the centre are identified. In July 2005 the Environmental Limited Traffic Zone (ZTL-Ambientale) became effective. In this zone of about 1,200,000 sq.m., nearly 10 times bigger than the ZTL, on Wednesdays and Thursdays during the first two years and from Monday to Friday in the following years, from 8 am to 6 pm polluting vehicles cannot transit (this is a progressive action; firstly all the euro 0 vehicles are excluded, then the aim is to let only euro 4 vehicles transit in this area starting from April 2008). Restrictions will progressively involve also the residents vehicles of this same area, together with vehicles for the carrying out of all the craft activities, distribution of goods and of public interest. The only exceptions will be for 35 of 52

36 emergency and security services and disabled transportation, besides the historic vehicles duly registered. In order to reduce troubles to the citizens, the Municipal Administration has activated two different typologies of interchange parking areas: Proximity parking areas, at pedestrian distance from the city centre/ztl, at discounted fares and connected by ecological minishuttles Border Parking Areas, free and connected to the historic centre by local public transport (TPL) buses. TPL tickets, which are valid on days where the ZTL-Ambientale is in-force, give the owners unlimited use of the local public transport service; once they have been stamped at the starting of the ride, they are valid throughout the whole day. R o a d network safety implementation: The following activities have been implemented: the transformation of the main intersections in traffic roudabouts, this system assures a better fluidity of the traffic, with high standards of safety; the execution of raised crossings for cycle pedestrian tracks in the streets that cross the main street; the chromatic treatment of the crossings, with the aim to improve the visibility; the integration of public 36 of 52

37 lighting network with new systems dedicated to the crossings; the building along the main streets of islands for the pedestrians protection, that allows the users to cross the road in two times, with a stop at the centre in a protected zone; the creation of central lanes, protected by safety islands, with the aim to help the vehicles turn in secondary streets and in car's dedicated accesses. New cycle lanes and protected home-to-school paths implementation; network implementation with the realisation of links among existing tracks In these last decades, Novara has completed and integrated its own cycle lane networks, connecting the city center to the suburbs and linking the cyclepedestrians paths to the main school complexes. Single-way and two-way lanes in separate tracks have been implemented where possible. Otherwise, mixed usage lanes have been implemented such as 37 of 52

38 pedestrian-bike and bus-bike tracks (refer to dedicated lanes for public means of transport). In the widest streets green stripes have been painted on the street to separate these lanes, so as to reduce traffic consequences. Referring to such activities, we would like to remind you of the realization of the Greenway. We are referring to the implementation of extra-urban cycle lanes, whose aim is to environmentally improve and increase the value of extra-urban areas, keeping in mind the importance of the territory and relative landscapes. It is planned the interconnection with the inter-municipal and regional cycle lane networks, too. 38 of 52

39 Implementation of dedicated lanes for public means of transport To make the use of public means of transport more competitive from the point of view of the distance covered, bus dedicated lanes have been implemented together with the so-called intelligent traffic-lights. 30km/h Zone implementation In almost all the European countries, the strategy of the so-called 30km/h zones is being applied in order to recover the traditional functions urban streets have lost in these decades due to the massive spreading of private vehicles. The street has to accomplish other functions, too, mostly in residential areas, linked to social interaction, trade and commerce and in the least busy streets some playground areas should be implemented. The search for a new balance among the different functions performed by the street is an essential aspect in order to better improve some urban areas. Through the project LIFE the green ray two 30km/h zones have been implemented using techniques whose aim is to slow down vehicle speed. This has caused the traffic to be moved from historic streets to parallel ones, turning Via Monte San Gabriele into a neighbourhood street. Another 30km/h zone has been also planned for the built-up area in Veveri. Here the detour of the traffic to Via Guido Rossa ring road, will 39 of 52

40 allow to transform Piazza Martiri della Libertà into a real square just for its inhabitants. As for the majority of other European examples, some entrance-exit doors have been designed, since drivers must become aware of the change that is happening, both from a visual and psychological point of view: that s to say it is the pedestrian who has priority over the driver: The message is conveyed through signs, slowing down humps, tree-lined streets and a reduction of the street space. Another aspect which characterizes these projects is the loss of street straightforwardness. Surveys concerning drivers behaviour have pointed out that a straight and completely flat street, with wide lanes and no obstacles, encourages the drivers to speed up. On the contrary, a winding street causes a reduction in speed and also allows the recover of some areas previously dedicated to vehicles. The sidewalks are getting wider and wider, welcoming parents in a small square who are taking their children to the nursery school. These sidewalks are also widening, becoming a sort of church courtyard; the streets are moved and new squares pop up with trees or amusement parks. 40 of 52
