1 REROOFING - SCOPE OF WORK 1.0 GENERAL A. Summary of work: 1. Information herein is provided as a general overview of the project scope, and as such, does not grant authority for deviation from the manufacturers specifications for product, execution, or quality assurance. References to other documents, test reports, manufacturer requirements, and certifications found within other sections of the City of Santa Rosa contract documents should be considered inclusive to define the overall scope of work to be performed. 2. Definitions: For the purpose of clarification within this scope of work the following terms are defined as listed unless otherwise noted elsewhere in City of Santa Rosa contract documents. a. Contractor: Roofing. b. Manufacturer: Roofing materials providing system. c. Owner: City of Santa Rosa. 3. The following paragraphs are generally applicable requirements for performance of work on this project and are supplements to the contract documents: a. Construction details for the Scope of Work are as noted. Installation shall conform to manufacturer s specifications which may be designed specifically for this project superseding their printed literature. In the event where provisions of codes, safety orders, Contract Documents, referenced manufacturer s specifications or industry standards are in conflict, the more restrictive and higher quality shall govern. In instances where specific conditions exist that vary from this scope of work, a Manufacturer approved shop drawing to be submitted for consideration by the Owner. Installation shall not begin until approval by Owner has been given. b. Unless otherwise shown or noted, existing, functional and salvageable, sheet metal counterflashings shall be carefully handled to allow reuse after the specified roofing work is complete. Damage done to otherwise salvageable metal flashings shall be repaired via replacement with new metal in the damaged area. c. All due precautions will be taken to prevent disruption to the occupancy of the facility interior or grounds. Every effort will be employed to prevent additional damage to the existing roofing assembly while working in an adjacent area, point overloading of the roof deck, and damage to areas not in this scope of work. d. During periods of precipitation perform at least daily interior building inspections for leaks in the area of Work. Owner s representative will inform Contractor about known building roof leaks. Should there be any such leaks; the Contractor shall repair them immediately to prevent interior building damage. All leak related damage to the building under Work areas shall be repaired to the satisfaction of the Owner. e. Maintain a complete set of manufacturer specifications and drawings on the roof during the course of work. f. All demolition/tear-off Work, solvent based or fume producing Work and Work interfering with the normal operations of the facility will be coordinated with the Owner prior to start of Work, except such Work as is necessary for the proper care and protection of Work already performed, or except in a case of an emergency, and in any case, only with the written permission of the Owner. B. Work to be performed: 1. Generally, the Work to be performed consists of this scope of work and as generally described herein. 2. Scope a. Preparation of the existing metal roof panel system with existing spray foam & roof coating and installation of additional spray foam leveling application with a fluid applied roof membrane. b. This shall include all designated accessory items to provide manufacturer's warranty. 3. Verify all existing conditions relative to fulfill contract documents and installation of roof system per intent of contract documents. C. New roof system: 1. The roof deck shall be approved by the Contractor and Manufacturer prior to roof system installation. All roof decks shall be in accordance with industry standards and regulatory agencies to provide a minimum (1/4 ) per-foot slope and/or designed so that ponding water dissipates within a (48) hour period and accommodate movement of new roof system. 2 2. Existing roof system(s): Fire Classification: Class A 3. New reroof system(s) Fire Classification: Class A. a. Spray Polyurethane Foam (SPF) b. Fluid Applied Vapor Barrier (Modified Polyglycol) c. Wear Surface Coating (Modified Urethane) d. Cool Roof Rated System. D. Submittals: Submit the following for contract officer review and approval: 1. Product data sheets, shop drawings and literature verifying physical properties and performance parameters of materials. 2. Material safety data sheets. 3. Roof membrane manufacturer approved contractor certification. E. Deliver materials in original sealed containers, clearly marked with: Manufacturer s logo and full product name. F. Protect all materials from freezing and other damage during transit, handling, storage and installation. G. Match existing components when possible. All replacement components to meet current code and industry standards for size, quality and applicability. H. Reasonable access for all roofing operations to be provided by Owner. 1.1 REGULATORY & PERFORMANCE STANDARDS A. Compliance for Design: 2010 California Building Code (CBC Title 24). Requirements relating to roof coverings including drainage, wind uplift, energy efficiency & fire resistance are predicated upon building location, structural components and roof system assembly. Individual portions of this section and related sections contain specific information to assist in review and compliance including installation per manufacturer requirements. B. Performance & Industry Standards: 1. American Society for Testing and Materials (ASTM): Reference latest revisions of standards unless otherwise indicated. 2. Underwriters Laboratories. 3. Spray Polyurethane Foam Alliance (SPFA) a. Conform to applicable building code. b. SPFA Publications: The Renewal of Spray Polyurethane Foam and Coating Roof Systems. c. SPFA Publications: Spray Polyurethane Foam Systems for New & Remedial Roofing. 4. SMACNA Architectural Sheet Metal Manual "Sixth Edition. a. All Components: Conform to applicable building code. b. Maintain one copy on site. C. Regulatory requirements: 1. Fire Ratings: a. ASTM E 108: Standard Method for Fire Testing of Roof Coverings. b. Roof Assembly / Covering: Underwriters Laboratories UL 790 Standard "Class A" fire classification rating per the requirements of CBC Volume 1, Chapter 15, Standard Building Code: a. Meet applicable provisions of local, state and national building codes. This is also applies to agencies regulating safety, environmental, transportation etc. b. Meet applicable requirements of 2007 California Building Code (CBC, CCR, Title 24 Part 2. c. 3 1.2 WARRANTY & QUALITY ASSURANCE A. Roof system(s): 1. Fluid applied manufacturers 10 year covering material defects and labor. 2. SPF Spray foam 10 year warranty covering material defects. 3. Contractor to provide a 3 year labor/workmanship warranty. 4. Quality Assurance: a. Contractors project superintendent to complete attached daily inspection form complete with photos. Provide copies to owners designated representative. b. The Owner shall make periodic roof inspections and inspect the completed Work with the contractor. Any defects in the application will be in the form of a punch list or inspection report. c. Manufacturer inspections as required for warranty. 2.0 PRODUCTS A. Components to meet current code and industry standards for size, quality and applicability as required by shingle manufacturer for proper installation to meet project warranty. Primary materials are listed below. All additional components required to meet mfg. & code requirements will be provided. 2.1 WOOD A. All wood nailers, curbs & support blocks shall be number (#) two (2), or better and pressure treated to match existing or as required to accommodate requirement of new roof system at mechanical unit. B. All wood to meet the code requirements for Type I construction fire retardant treated wood products. 2.2 FASTENERS A. Fasteners for wood /nailers 1. All fasteners for wood securement must have a sufficient corrosion resistant coating as to not accumulate more than fifteen (15) percent red rust after fifteen (15) cycles in the Kesternich cabinet as tested per FM 4470 in accordance with modified DIN standard test procedure. a. Fasteners: Hot dipped or Electro galvanized steel for high humidity and treated wood locations, unfinished steel elsewhere. B. Fasteners for sheet metal: 1. Stainless Steel Metal Screw: # 3 Phillips (.435 Diameter) head,.220 thread diameter, 11 threads per inch, self tapping point with neoprene washer. Sufficient length to penetrate metal a minimum of (1/2) inch. Solder: ASTM B32; 50/50 type. 2.3 SPRAY POLYURETHANE FOAM (SPF) - A. SPF Spray Polyurethane Foam: Meeting the minimum established criteria set below: 1. Two-component, closed-cell, polyurethane foam system, designed for spray applications. A component is a polymeric disocyanate. B component is a combination of polyols, catalytic agents and non-ozone depleting HFC-245fa blowing agent: a. "R" Value (Aged): (ASTM C-518) 6.4 per inch. b. Compressive Strength: (ASTM D-1621) 50 psi. c. Core Density: (ASTM D-1622) 3.0 lbs/ft 3. d Closed Cell Content: (ASTM D-2856) >90%. e. Tensile Strength: (ASTM D-1623) 90psi. f. Water Vapor Transmission: (ASTM E-96) 3.0 Perms/Inch. g. Dimensional Stability: (ASTM D-2126) <1% Volume Change. 2. Thickness: Minimum as required providing smooth uniform monolithic surface without ponding or impeding slope to drain. 4 B. Sealants. All details requiring caulk/sealant. No silicone based products: 1. Single component, gun grade, non-sag, elastomeric polyurethane sealant as required by membrane manufacturer providing project warranty. 2. Sealant: M1 by Chemlink: One part, gun grade, non-sag, 100% solid sealant. Suitable for applications requiring caulk/sealant. C. Cleaners: Approved by Manufacturer. D. Primer: As required by manufacturer. 2.4 FLUID APPLIED ROOF MEMBRANE - A. Mfg: RoofMart International - Chapman KS: 1. Total System 49 dry mi/ 32 mil Vapor Barrier-Base Coat, 17 mil Aluminum Surface Wear Coating. B. Performance Requirements: 1. Waterproofing Intermediate Membrane: a. Two part catalyzed Polyglycol rubber. b. Solvents/VOC: None. c. Solids: 100%. d. Permeance (Perms): < mil. e. Tensile: 380+ psi. f. Elongation: 400%. g. Memory: 100%. h. Hail (FM4470-Test-f2.1) Class 1 SH ( i. Adhesion: No cracking, peeling, blistering or loss of adhesion. j. Dry time for application of surface coat: F. k. Total Cure Time: minutes depending up ambient temperature. 2. Wear Surface Coating: a. Moisture cured - one part modified polyurethane. b. Color c. Solids: 70% d. Permeability (Perms): 2 17dry mil. e. Tensile: 598 psi. f. Elongation: 126% g. Memory of Elongation: 100% h. Aluminum Content: Min 21% h. Adhesion: No cracking, peeling, blistering or loss of adhesion. i. Dry / Cure Time: 2-24 hrs. j. Solar Reflectance Index: Color change and fade resistance: Excellent. 4. Wind uplift resistance: Minimum I FM Hail Damage Resistance. Class 1 SH - Pass 3/4" ball with surface impact 68 ft./sec. 6. Cool Roof Rating - CRRC-1. C. Sealants. All details requiring caulk/sealant: 1. Single component, gun grade, non-sag, elastomeric polyurethane sealant as required by membrane manufacturer providing project warranty. 2. Sealant: M1 by Chemlink: D. Rust Inhibitor: As supplied and required by mfg. for installation and project warranty. E. Cleaners: As supplied and/or required by mfg. for installation and project warranty. F. 5 1. Area: All roof locations in all sections prior to application of vapor barrier. 2. Minimum rate of application per mfg. requirements for individual substrate surfaces. G. Sheet Flashing: 1. Eternabond tapes as supplied and specified by manufacturer: utilized to bridge gaps in excess of 1/4" at transitions, laps, penetrations prior to application of vapor barrier and /or surface coatings. 2. Polymesh by RMI: Spun laced polyester fabric. H. Vapor Barrier-Base Coat: 1. Garna-FLEX by RMI. FLEX two part catalyzed Polyglycol rubber, 100% solids, solvent free, low perm liquid applied membrane used as a base layer waterproofing (vapor barrier): a. Color: Gold. b. Rates of Application: 16 Dry Mil = 1 Gal/100sq. ft. Reference installation section of scope of work and manufacturer specification for individual locations and specific rate of application. c. Dry Rate: #5 Spray Grade - Typical 5 minutes dry with total 3 hr. cure. d. Dry Rate: #25 Roller/Brush Grade - Typical 25 minutes dry with total 3 hr. cure. e. Vapor Transmission: mil. f. Method of Application: Spray, Brush, Roller. I. Wear Surface Coating: 1. Garna-THANE by RMI. THANE (polished flake aluminum), single component urethane surface coating. a. Rate of Application: (11 Dry Mil) (16 Wet Mil) = (1) Gal/100 sq. ft. Reference installation section of scope of work and manufacturer specification for individual locations and specific rate of application. J. At the top of all existing pipe / circular penetrations: 1. EPDM Rain Collar: Mfg. - Generic. Attachment - Stainless steel drawband. Required for RMI material and labor warranty. 2.5 ACCESSORIES A. Additional accessories as required to complete work and manufacturers requirements for installation and warranty. 3.0 INSTALLATION - GENERAL A. Preparation requirements: 1. Verify any additional surface preparation relative to inspection and treatment of defects in the existing roof deck & accessory components is in accordance with good roofing practices. 2. Verify substrate is suitable surface to receive and hold the new roofing materials referring to manufacturers recommendations on reroofing and repair. Replace any damaged or rotted wood. 3. Comply with applicable manufacturers published instructions. Clean substrate of dust, debris, and other substances detrimental to roofing work. 4. Thoroughly clean surface in a manner to remove loose materials, dirt and other debris to provide a clean dry surface for roof or repair application. 5. Complete all openings or projections through the deck prior to repair installation. 6. Primer: As required by material manufacturer. B. Installation requirements: 1. Completed installation shall consist of indicated components. 2. Follow the manufacturer s requirements as they pertain to this project for manufacturer s warranty. If a conflict exists verify acceptability/compatibility from the manufacturer prior to installation. 3. Install materials per mfg. requirements. Inspect for any deficiencies. 4. 6 5. Areas not meeting criteria to be reapplied or reinstalled. 3.1 INSTALLATION DEMOLITION A. Pre-construction requirements: 1. Contractor shall not proceed with any removal or installations until all submittals, certifications, required pre-constructions conferences, changes or variations in project specifications have been submitted, conducted and approved for start. B. Site conditions: 1. Submit to Owner a video or photographs and a written report of existing interior and exterior damage, leakage etc. 2. Provide an employee to monitor interior conditions any removals, replacements or other critical operations that may expose the occupants or property to hazard. Contractor to coordinate activities with owner. 3. Provide protection to occupants, interior activities and property unless otherwise directed by project documents or in writing by the Owner. 4. Wherever surface preparation, patching/repair, priming or coating is being performed, all walks, stairs, floors, plants or shrubbery, or other exposed surfaces and items shall be carefully protected from damage. 5. All supplies, equipment, materials, coatings, containers, etc. shall be stored in an orderly manner, carefully arranged and adequately protected. C. Demolition - general: 1. When inclement weather threatens, cease removal work and return to a watertight condition and dry in deck at the end of the day. 2. Coordinate demolition with other trades. 3. Only commence installation of roof system after all maximum roof loads have been confirmed to insure that no point loading occurs beyond structural limits set by owner. 4. No removal structural supports without direct approval from Owners Structural Engineer. Immediately report any structural deficiencies to Owner and cease work until authorized by Owners Structural Engineer. D. Demolition - removals: 1. Removal is limited to damaged existing SPF and surface coatings during preparation. Existing roof system to be used as receiving substrate for new SPF and fluid applied roof membrane. a. Remove all existing flashings or soft mastic, asphaltic repair materials, coatings or other materials that could impede spray polyurethane foam adhesion or applied rate of thickness. b. Remove all loose base flashing, counter-flashing, as required. c. Verify any existing water or other degraded existing roof system components. Confirm with owners representative prior to removal. 2. Visual and physical inspection of existing foam to determine removal of damages SPF: a. SPFA Publications: The Renewal of Spray Polyurethane Foam and Coating Roof Systems. b. SPFA Publications: Spray Polyurethane Foam Systems for New & Remedial Roofing. E. Demolition - Equipment / Electrical disconnects and removals: 1. Bid to include all associated cost relating to disconnect, reconnect including any necessary raising of gas lines, electrical conduits, refrigeration lines, condensate lines, duct work to accommodate installation of new roof system. 7 2. Roof Mounted Equipment: a. Remove or raising of roof top equipment, vents, ductwork, or other appurtenances as necessary, to accommodate manufacturer's warranty requirements for a proper installation of the new roofing assembly components. b. Modify or encapsulate existing HVAC platform/support as required by fluid applied membrane mfg for warranty. 3. Electrical conduit and junction boxes located within areas of the work. Remove, prepare, repair and install all materials without damage to electrical. Do not proceed with roofing until: a. Determine if existing electrical is live or abandoned, meet current regulatory requirements. b. Mark all live junction boxes prior to installation of new roof system. Reconnection and disconnect as required to safely install roof membrane by a licensed electrician under separate contract. cope Item # Classification 3.2 INSTALLATION SPRAY POLYURETHANE FOAM (SPF) A. Surface Preparation and Repair. 1. Repair all damaged foam and prepare existing foam surfaces in accordance with: a. SPFA Publications: The Renewal of Spray Polyurethane Foam and Coating Roof Systems. b. SPFA Publications: Spray Polyurethane Foam Systems for New & Remedial Roofing. B. SPF Installation: 1. Insure that all roof surfaces have been prepared and inspected to meet manufacturer s requirements. The spray polyurethane foam shall be applied in accordance with the manufacture s specification and instructions. 2. Areas of the existing foam to be built-up to remove ponding water are to be filled in with spray polyurethane foam before the specified thickness of polyurethane foam is applied to the entire roof surface. 3. The spray polyurethane foam must be applied in a minimal pass thickness of 1/2 inch. 4 Spray polyurethane foam thickness shall be a minimum or more to encapsulate underlying metal panel configuration providing a smooth uniform monolithic surface without ponding or impeding slope to drain. The polyurethane foam shall be applied uniformly over the entire surface with a tolerance of plus 1/4 per inch of thickness minus 0, except where variations are required to insure proper drainage or to complete a feathered edge. 5. The spray polyurethane foam shall be uniformly terminated a minimum of four (4) inches above the roofline at all penetrations unless otherwise noted or directed by owner. Foamed in place cants shall be smooth and uniform to allow positive drainage. 6. The full thickness of polyurethane foam in any area shall be completed prior to the end of each day. If due to weather conditions more than 24 hours elapse between polyurethane foam and waterproof membrane application, the polyurethane foam shall be inspected for UV degradation, oxidation or contamination. If any of the above conditions exist, the surface shall be prepared in conformity with the recommendations of the manufacturer issuing the warranty. 7. In areas where obstacles do not permit normal spray techniques and the application tolerance specifies above cannot be met, the contractor shall still apply the specified minimum thickness of foam required by a method that he shall select and is approved by the manufacturer. However, the completed application of foam shall be monolithic with adjacent areas of normal application. 8. Apply spray polyurethane foam so that the finished surface is smooth and free of voids, pinholes and crevices with a maximum allowable roughness defined as coarse orange peel. 8 cope Item # Classification 3.3 INSTALLATION FLUID APPLIED ROOF MEMBRANE A. Roof Installation: 1. Insure that all roof surfaces have been prepared and inspected to meet roof membrane manufacturers requirements. 2. Install new 49 dry mil membrane, flashings & accessory items per mfg. project requirements. 3. Check for voids and deficiencies. 4. Insure that application does not dam water or impede drainage. B. Accessories: 1. Metal accessories, that are to remain for reuse, shall be carefully handled and returned to usable condition upon completion of the roofing work. Damage done to such materials shall require replacement with new metal to match the original in thickness, type, attachment method, and configuration. Replacement subject to acceptance by the Owner regarding quality of workmanship and materials. 2. Damaged metal is defined as metal that has either been bent or disfigured to such degree that it cannot be properly reformed as to closely approximate the original installation or has been dislodged from its fastening point sufficiently as to prevent proper reinstallation. C. Preparation: 1. Prepare all surface per mfg. requirements including application of primer, flashing membrane, flashing tape and coatings. All deficiencies, regardless of trade, must be corrected prior to application. Do not proceed until all areas have been inspected and approved by quality assurance representative. 2. Apply materials in accordance with specified application rates. Do not apply additional materials until application has fully cured unless otherwise directed by manufacturer. a. Apply rust inhibitor as required by mfg. b. Primer: Perform adhesion testing to new SPF surfaces to determine if primer is required. All non SPF surfaces require primer. Install per mfg. published requirements in its latest specification manual. 3. Inspect all applications for voids and thin spots. Recoat or reapply to insure proper thickness for each flashing, intermediate or surface coat. Insure each prior application of material has thoroughly cured prior to application of additional materials. 4. Do not apply additional materials until application has fully cured unless otherwise directed by manufacturer. D. Flashing Tape or Fabric: Apply to all transitions / gaps per project drawings. Apply to all other transitions where gaps between components exceed mfg. requirements for Garna-flex liquid waterproofing / flashing membrane. E. Waterproofing Application: 1. Penetrations, transitions, interior gutter joints, metal coping joints. Apply Garna-Flex at the rate of (3) gallons per (100) square feet, approximately (48) dry mils. At metal coping joints, seams of interior gutter and metal wall flashings, embed poly-mesh in a course application of Garna-Flex. It is the contractor s responsibility to insure proper tie-ins and sealant procedure. Excluding written application instructions by the fluid applied material manufacturer, install waterproofing to including extending to the top of all transitions and flashings a min 6". 2. Field Applications (SPF): Apply Garna-Flex at the rate of (2) gallons per one-hundred (100) square feet, approximately (32) dry mils including interior gutter. It is the contractor s responsibility to insure proper tie-ins and sealant procedure. 9 F. Surface Coating Application: 1. Inspect for defects in waterproofing application before continuing application. 2. Apply to all surfaces in the scope of work including ridge ventilators, vents, wall metal and coping: a. Exceptions: None. b. Install Garna-Thane at the rate of (1.5) gallon (17 mil dry / 24 wet film) per (100) square feet. c. Insure against overspray onto exterior adjacent panels and any other surfaces. 3.4 DETAIL DRAWING LEGEND A.
