1 Recommended Executive Development Programs 360 Degree Assessment (All Tiers) The 360-degree feedback, is a valuable tool for executives that should be conducted throughout the various stages of their careers. It is also known as multi-rater feedback, multisource feedback, or multisource assessment. The "360" refers to the 360 degrees in a circle, with an individual figuratively in the center of the circle. Feedback is provided by subordinates, peers, and supervisors. It also includes a self-assessment and, in some cases, feedback from external sources such as customers and suppliers or other interested stakeholders. It may be contrasted with "upward feedback," where managers are given feedback by their direct reports, or a "traditional performance appraisal" where the employees are most often reviewed only by their managers. Executive Coaching (All Tiers) Participants will work with an executives coach for 10 hours of coaching over a five month period. APEX (All newly Appointed Executives within 2 yrs of Appt) The APEX Senior Executive Orientation Program provides a high-quality joint orientation program required for new executives (1-2 years) within the Department of Defense. The program is two weeks length and is offered twice a year. Federal Executive Institute Courses The Federal Executive Institute provides various services/courses available through the Center for Government Training and Professional. These high quality programs include daytime class room training, certificate programs, assessments tools and long term development programs. Leadership at the Peak (Tier 3) Leadership at the Peak is for executives at the enterprise leadership level. It is designed exclusively for senior executives in the top tiers of the organization: Those with more than 15 years of management experience and leadership responsibility for 500 or more people.

2 Harvard Harvard Kennedy School Executive Education (Tier 1) Executive Education at Harvard Kennedy School offers programs for leaders from around the world. The result is a lasting transformational leadership experience. We have developed the most comprehensive range of executive education programs in public leadership available anywhere in the world. CAPSTONE (Tier 2) The course objective is to develop leaders to be more effective in planning and employing US forces in joint and combined operations. The CAPSTONE curriculum examines major issues affecting national security decision making, military strategy, joint/combined doctrine, interoperability, and key allied nation issues. GW National Security Studies Program (NSSP) (Tier 1 & 2) The National Security Studies Program provides the senior leadership of the Department of Defense with a rigorous, comprehensive, user friendly frame-work for understanding the full range of actors, processes and issues that affect the U.S. defense policy making. Employing a concentric circle framework, the program examines the governmental realm, the wider policy community, and the international environment, and assesses how each affects U/S/National security choices. JPME II (All Tiers) The 10 week Curriculum is designed to provide our executives with an opportunity to experience the plans and operational challenges a Joint Qualified Officer could anticipate over a three-year joint duty assignment from Joint Staff to a Joint Task Force and Service Component Staff. Lessons progress through the contingency planning cycle, punctuated with numerous crisis action planning opportunities. Joint Executive Management Program (Tier 1 and 2) The Joint Executive Management Program (JEM) is designed to further develop the business acumen of Senior Executives in a joint educational environment. This course provides Department of Defense (DoD) and Inter-Agency Executives the opportunity to collaborate and share ideas and viewpoints in an educational setting.

3 Brookings Institute The Executive Summit (Tier 1 & 2) Take part in this unique learning experience designed exclusively for political appointees and senior government executives (SES). Engage in small group conversations on topics such as performance, human capital, digital government, outsourcing and other important management issues. Instruction will include a unique methodology for problem solving and creating new value so that conference participants can immediately put into place new management practices. Inside Congress: Understanding the Legislative Process (Tier 1 & 2) Walk the corridors of the Capitol and witness the legislative process for yourself with this fast-paced, in-depth course. Hear from members of Congress, congressional staffers, journalists and advocates and observe the House and Senate floor action as you explore how bills are initiated, written and passed. Speakers highlight current national policy issues and explain the importance of the committee process, floor procedure, advocacy and the relationship between Congress and the media. Your new knowledge of Congress will help you advance your legislative agenda long after your week on Capitol Hill has ended. Take this program together with Inside Washington: Understanding the Governing Process to get an extensive, firsthand guide to how government really works. E-Cornell Executive Leadership (Tier 1 & 2) Leadership from Cornell University will set you apart from your peers. Develop new skills relevant to today s business climate, refine the ones you already possess to advance your career, and impact the bottom line. This accelerated program can be completed in 2-3 months, allowing you to put your command of this powerful strategic leadership material to work quickly. In this series you will get valuable hands-on experience developing an industry assessment analysis using Porter s Five Forces model, creating a competitive analysis of your firm, applying the scenario-planning process to your industry and organization, identifying trend indicators to monitor, and outlining key success factors and core competencies specific to your industry. As a successful executive leader, you will master the abilities taught in this certificate such as strategic thinking and scenario planning, critical evaluation of information, assessment of the environmental factors that shape a company s actions and options, generation of new ideas for innovation in your organization, gathering feedback on your performance and the performance of your team, team leadership and team development,

4 and using both informal and formal mathematical methods for optimizing decision making. National Defense University CFO Leadership Certificate (Tier 1 & 2) The U.S. Chief Financial Officer (CFO) Council, in conjunction with the DOD Comptroller, launched the CFO Academy in the summer of 2008 at the National Defense University s Information Resources Management College. The CFO Academy offers graduate-level courses and services for middle- to senior-level personnel in the government financial management community to prepare them to create and lead 21st Century government organizations. The CFO Leadership Certificate, the primary educational program offered by the CFO Academy, consists of a strategic leadership curriculum that is dynamic and relevant to the evolving needs of the government financial management community, including personnel who work in accounting and finance, budget formulation and execution, cost analysis, auditing, and resource management. It focuses on current and future challenges and opportunities facing government, best practices, and strategies of financial management, and the changing role of CFOs as organizational leaders of 21st century government. Defense Acquisition University (Tier 2 & 3) Systems Acquisition Management Course for Flag/General Officers and SESs This course provides a senior level of understanding of the defense acquisition system, key processes, and current issues and initiatives that is appropriate for senior decision makers. Distinguished speakers provide the executive participants a forum to discuss motivations, constraints, and perspectives of government and defense executives and those of the Congress and the Government Accountability Office. The Joint Flag Officer Warfighting Course (JFOWC) (Tier 1 & 2) OBJECTIVE: Prepare two-star officers of all four services for theater-level combat leadership responsibilities. TARGET AUDIENCE: The course is owned and controlled by the service chiefs and executed (through the services executive agents) by Air University per joint MOU. It runs two weeks, and is comprised of approximately 18 G/FO attendees in the following mix: six Air Force, six Army, four Navy, and two Marines (Note: recently added one senior DOD SES).

5 CURRICULUM: - Two-week in-residence course taught twice per year - Criteria for a JFOWC attendee is as follows: major general / rear-admiral-upper half, or brigadier general (promotable) / rear admiral-lower half (promotable) at least a year after their attendance at CAPSTONE - Foundation of the course is CJCS Instruction C, Officer Professional Military Education Policy (OPMEP), providing the charter and baseline guidance for JFOWC - Instruction comes from senior national-level civilians and military representatives; flag officers serving as combatant commanders; and retired, battle-tested officers hours of the curriculum are devoted to the Campaign Planning Exercise, a tabletop exercise dealing with the Joint Operations Planning Process - The four areas of study are: Warfighting; synchronization of interagency operations; military doctrine; and the application of unified, joint, and combined combat forces - Is the only venue for two-star officers from all services to be exposed to Joint Warfighting concerns, in which the COCOMs, all of the Service Chief s and the relevant agencies regularly address a training audience Air University (Tier 3) CYBERSPACE Ops Executive Course (COEC) OBJECTIVE: To provide senior leadership an understanding of the network, its vulnerabilities, threat activity, and ongoing efforts to protect and operate within it as they shape cyber-related Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel and Facilities CURRICULUM: - One-and a half day course offered twice per year in residence at Maxwell AFB, AL - Course idea came from AETC/CC after network incidences on several AETC bases and a visit to AFNETOPS at Barksdale - Course utilizes Cyberspace Competencies for AF PME produced by AFIT in 2007

6 - LeMay Center reached out to Rome Labs and AFNETOPS for cyberspace expertise to develop course content - Course format follows the Joint Flag Officer Warfighting Course (JFOWC) model, small group with an experienced senior mentor - Instruction for the course comes from senior national-level civilians, industry, academic and military experts - Course content includes: Defining Cyberspace and the Problem Set; Executive/Legislative Perspective; Information Assurance; Legal Implications; Academic Perspective; Cyberspace Integration into the Joint Fight; Foreign Policy; Operating and Defending the Network and Network Warfare VANGUARD Target Population: SES (Tier 1-3) (new to the executive ranks, or new to DoD) Pre-Course Requirements: Security Clearance of Secret or above. Vanguard is a 12 day innovative leadership program for the Department s senior executives, the purpose of which is to better prepare DoD senior executives to lead effectively within and across organizational and functional boundaries and across the broad national security spectrum. The program provides DoD s Senior Executive Service (SES) members the opportunity to: Gain a fuller understanding of the structure and processes of the Office of the Secretary of Defense, the Joint Staff and Military Departments. Explore strategies to lead by way of broad exposure to the whole of government and knowledge of the high degree of departmental interconnectedness. Learn more about resolving challenges through interagency cooperation and collaboration. Build additional skills in effectively managing resources in a fiscally constrained environment. Executive Perspective Course Target Population: SES (Tier 1-3) This 2 day pilot course is designed to enhance DoD Senior Executives understanding of strategies a manager can use in improving employee performance and productivity, conducting employee performance appraisals, and mentoring others. Participants will also receive an update on other fundamental HR topics such as diversity & EEO.

7 This course is designed to fulfill the requirement in 5 CFR 412 for executives to complete refresher training every three years on managing performance and developing employees.
