1 Galloway and Southern Ayrshire Biosphere Overview and Update ITEM 7 PURPOSE OF THE REPORT 1. To advise and update members of the Biosphere Partnership Board on work undertaken to progress towards UNESCO Biosphere status, summarising what has been achieved so far and the mechanisms now established for taking the Biosphere forward. It is hoped that this will help brief any new participants to the Board and assist all partners in reporting to their respective organisations. BACKGROUND 2. The statutory planning and other policy frameworks for the area in which the proposed Biosphere sits increasingly recognise the potential of natural and cultural assets to be economic drivers of regeneration and development. The quality of the environment and the promotion of cultural and natural resources the coast, landscape, natural habitats, communities and a wide range of ecosystem services - combined with locational advantages, improving connectivity and proximity to major international gateways are identified as offering a considerable platform and potential for growth. Between 2005 and 2008 it became increasingly clear to public agencies and local councils that in order to address a range of common problems and challenges facing the area, practical ways of maximising and realising the potential offered by the natural environment would need to be explored. Amongst a number of possible options the possibility of seeking UNESCO Biosphere status appeared to offer a number of real and practical advantages for the area and in 2007 a commitment from East and South Ayrshire Councils to explore the concept in conjunction with Dumfries and Galloway received statutory backing via the Ayrshire Joint Structure Plan (ECON 13, Tourism). 3. Biospheres form a unique global network of special places for people and nature. They are designated by UNESCO with the aim of being sites of excellence to explore and demonstrate approaches to conservation and sustainable economic and social development at a regional scale. As the only global recognition and accreditation for an area demonstrating excellence in sustainable development practice, the Biosphere offer is unique. Biosphere status globally brands an area as a special place recognised for environmental quality, providing potential for creating additional economic opportunity. Biospheres require no new legislation, impose no additional regulatory burden on activities and involve no onerous, resource intensive bureaucracy. Biosphere status offers the potential to be a cost effective, inclusive, grassroots driven, partnership led mechanism for regeneration, sustainable development and piloting innovative bottom-up approaches to global challenges and addressing EU, UK, Scottish Government and local priorities. Biosphere status presents significant new, additional development opportunities for realising the potential and talents within communities, businesses and other stakeholders and should be capable of attracting and prioritising additional funding and resources to an area. 4. Originally initiated by a partnership of local authorities and public agencies, the decision to seek Biosphere status has been evolving, organically, into a much broader partnership

2 and bottom up process which all parties believe can focus and release the enthusiasm and talent in the people and communities of Galloway and Southern Ayrshire. As awareness and understanding of the opportunities and benefits of Biosphere status has developed the process has been slowly gathering momentum amongst local communities, businesses and other stakeholders on the ground. It is the strong belief, of those involved, that this local enthusiasm and talent can, in partnership with the public agencies, progress the Biosphere to realise the potential benefits that it offers to the area. The partners are agreed that UNESCO Biosphere status is the most appropriate mechanism for providing a new focus, vision and impetus to realising the clear opportunities that undoubtedly exist for economic development, regeneration and capacity building, based around the natural assets and talents in the communities and individuals within the area. By facilitating the development of these local opportunities and potential through the mechanism of the Biosphere, Galloway and Southern Ayrshire will be able to contribute more fully and positively to Scotland s future. DEVELOPING THE CASE 5. After initial work was undertaken by Scottish Natural Heritage, South and East Ayrshire and Dumfries and Galloway Councils asked the Ayrshire Joint Planning Unit to take the project forward through the formation of a Biosphere Steering Group. The Steering Group developed to include Forestry Commission Scotland, Scottish Environmental Protection Agency and Southern uplands Partnership. This report indicates recent and current progress as the project passes through one critical phase and as it gears up and begins work on the next. 6. Since 2005, the Steering Group has been exploring the concept of a modern Biosphere in SW Scotland as result of the UNESCO requirement to review the existing old style Biospheres that already exist in the area. To aid this understanding, two major studies have been undertaken. The first, Working Towards a Galloway and Southern Ayrshire Biosphere Reserve, funded in part through LEADER and supported by partners, undertook an extensive consultation exercise aimed at engaging communities in understanding the opportunities that a Biosphere might bring. The conclusions were a very positive general support for the principle but a strong feeling that the process should not be agency led. 7. The study also identified a potential fundamental barrier to any engagement with the Biosphere model in terms of the difficulty of quantifying the added value that Biosphere status can deliver and any consequential financial implications. This has been addressed through a further study by economists Mackay Consultants to identify the socio-economic potential Biosphere status can bring. In a series of future scenarios based on potential investment over a 10 year period a return or leverage of 6:1 could be expected, that is for every 1 spent an additional 6 could be generated. The conclusion to the study suggests that substantial financial benefit could accrue to the area with Biosphere status. 8. Prior to progressing the Biosphere Nomination to DEFRA and then UNESCO, Scottish Government are required to give their formal approval. After a meeting in 2008 with the previous Environment Minister the Group was asked to explore other possible spatial options. Having reviewed the options the partners remained convinced that Biosphere status offered significant potential benefits and that it was the best option for SW Scotland to pursue. However, if the Biosphere was to become a reality then in the light of earlier

3 consultation it was recognised that it could not be entirely agency or council led and attention has therefore been focused on developing a much more broadly based community driven and partnership led process. This view coincided with Scottish Government thinking and was confirmed at meetings with the then Minister of Environment and Climate Change, Roseanna Cunningham, in September 2009 and November RECENT WORK 9. By mid 2009 the Steering Group recognised there were varying levels of understanding and knowledge of the Biosphere across the area. Organisations were generally supportive but it was recognised that it would now necessary to increase the level of understanding and support of communities and other stakeholders and that efforts should be put in to bring all areas up to a similar level of awareness. During Autumn 2009 and Spring 2010 awareness raising amongst community councils and other stakeholders continued with a series of presentations and one to one meetings. In addition a structured programme of action was agreed comprising: the launch of a dedicated Biosphere website ( operational March ) a new Leaflet outlining the Biosphere proposal and signposting contacts and Biosphere website. (40,000 leaflets distributed during April 2010) two Communities/Stakeholder Meetings in March 2010 involving all communities/stakeholders. a two day International Biosphere Conference and Networking Event in May 2010 Speakers included Biospheres in Devon and Wales and EU Biospheres and provided an opportunity for Communities & other Stakeholders to engage and share experience with European and UK Biosphere practitioners. 10. In early summer 2010 the Steering Group identified and endorsed a number of key tasks which have formed the priorities for the work programme of the partners over the last nine months. The tasks have related to the fundamentals of the case which needed to be presented to the Minister in November 2010 (see Ministerial Briefing at ) in order to secure Scottish Government approval as well as to progressing the case and Nomination for Biosphere status to UNESCO. These tasks are in summary: to continue the process of consultation and engagement with communities; organisations; businesses and other stakeholders to raise awareness/understanding and where possible to secure support, ideally in written form. Documenting and demonstrating this support has been key in making the case to Scottish Government. This is an ongoing process which will be developed further. So far some 50 out of the 58 Community Councils within the proposed Biosphere area have committed to support the application to UNESCO for Biosphere status. to identify and secure a Biosphere delivery and funding mechanism through the LEADER Programme. Ayrshire and Dumfries and Galloway LEADER have approved a 290,000 application from Southern Upland Partnership, acting on behalf of the Biosphere Partnership, for a Joint Cooperation Project between the 2 LAGs. The project is aimed at Building Opportunity in the Biosphere (BOB)

4 during the period in which the application is being progressed by UNESCO. During this period and before formal Biosphere status is conferred the area will have Biosphere Candidate status, a term approved by UNESCO. The BOB project will employ 2 Biosphere Development Officers to continue the process of raising awareness, developing knowledge and understanding of the Biosphere and facilitating the identification, development and bringing forward of projects by communities, businesses and other stakeholders. A key task will be to facilitate the establishment of Thematic Groups focused around Communities; Tourism; Agriculture & Forestry; Business; Environment; Research & Monitoring; and Education. (see Summary of Building Opportunity in the Biosphere Project attached) to identify and set up a governance structure and organizational arrangements for taking the Biosphere forward. A general feeling has been emerging amongst a broad range of stakeholders in the area that the Biosphere idea is a good one: that it is a logical and common sense approach; it recognises that the public sector cannot deliver everything and that a partnership approach means that decisions will be acceptable for the majority. The public sector partnership operating through the Biosphere Steering Group has been instrumental in exploring the case and galvanizing and progressing the process towards Biosphere status so far. However, it was recognized that a much broader public/private/community partnership would be required to take the process forward following preparation and submission of the Nomination. It was agreed and endorsed by stakeholders and communities that a broadly based Biosphere Partnership Board (BPB) working to the remit of a Biosphere Charter would be the most appropriate vehicle to provide strategic direction to the process. The Structure of the BPB is in summary: 3 Councillors; 6 Community Representatives; 4 Public Sector Agencies; 4 National Organisations; 4 Business Representatives; 3 Tourism Representatives; 2 Academic/Research Organisations. A Biosphere Charter drafted by the Steering Group was amended and formally approved and adopted at the inaugural meeting of the Biosphere Partnership Board on the 21 st January 2011 (see Biosphere Charter attached ). The Aims and Vision for the Biosphere were also agreed at that meeting. (see Summary of Organisational and Governance Arrangements Diagram attached) to progress the Biosphere application, in terms of completing the UNESCO Nomination form, Southern Uplands Partnership were engaged by the Biosphere Steering Group to coordinate the work of the partners. Scottish Government agreement in principle to support the Biosphere Nomination going forward to UNESCO, was given at a meeting with the Minister of Environment and Climate Change in November Following that meeting the Steering Group agreed a timetable for preparation and submission of the application. While the Steering Group were delighted with the Ministerial support by mid November the application had become time critical and was being determined by 2 key dates:

5 - 31 st August September being the annual deadline by which all Biosphere Nominations are required to be lodged with UNESCO in Paris nd March 2011, the date of the pre-election purdah period for the Scottish Parliamentary Elections on May 5 th. To meet these deadlines a Final Draft Nomination needed to be completed by early January During December and early January two Preliminary Drafts were circulated to partners in the Biosphere Steering Group and to all members of the UKMAB Committee for comment. The second Preliminary Draft was also circulated to the Biosphere Partnership Board. On the 16 th January a Final Draft was circulated for approval by the Biosphere Partnership Board at the inaugural meeting on the 21 st January The amended and approved Final Version was then formally submitted to UK Man and the Biosphere Committee on the 28 th January. Following approval and sign off by UKMAB the Nomination was submitted to Scottish Government on 18 th February Scottish Government endorsement was given on the 24 th February The application has now been formally submitted to UNESCO well in advance of the September deadline. A final decision on Biosphere status is anticipated in late Spring CURRENT and FUTURE WORK Creating a Legacy to Sustain Delivery 11. Future work will relate closely to the new organisational and governance arrangements for the Biosphere process. These arrangements are aimed at developing a process which will be a community driven and partnership led balance between bottom-up and top-down priorities. Over the next two years, the BOB LEADER Project will develop capacity at a grass roots level in the community, business and land management sectors to work in partnership with Local Authorities and Public Agencies. It is these partnerships which will be the key driver of future initiatives and the key to the future success of the Biosphere. 12. Establishing participatory engagement structures and processes which are owned by stakeholders and embedded in local communities is more likely to encourage wider involvement and new leadership; produce results and ideas that are not only emergent and innovative but significantly context specific. This should ensure that solutions and actions are relevant to local circumstances and vitally, co-owned by those stakeholders and communities. By helping to establish a partnership framework to capture and strengthen what works and learn from what fails, the project will facilitate a process of enhanced learning and increased capacity which is more likely to improve outcomes in a positive cycle of improvement and engagement, thereby creating the potential for long term resilience, sustainability and the ability of the area to cope with and benefit from change. 6 13. The Biosphere Partnership Board (BPB) Chaired by Professor Roger Crofts held it s inaugural meeting on the 21 st January 2011 at Glasgow Prestwick Airport. The meeting discussed and approved the following: Biosphere Vision, Aims and Charter (attached) Organisational Governance arrangements for Biosphere (see below) Final Draft of Biosphere Nomination (copies to be circulated) The Board discussed it s remit within the context of the Biosphere Charter. It was agreed that the Vision, Aims and Charter will provide the terms of reference for the BPB. The BPB will provide the overall strategic direction for the Biosphere. The following summarises the main responsibilities of the BPB: Work to the principles of the Biosphere Charter Provide strategic direction to the Biosphere Provide a framework for the Biosphere Working Group Establish Partnership links between the BPB and Community Planning Partnerships; Single Outcome Agreements; SRDP/RPACs; River Basin & Catchment Management Planning Identify, develop and secure sustainable funding Provide guardianship of resources Monitor outputs and outcomes Disseminate awareness and understanding of the Biosphere Promote an annual Biosphere Community and Stakeholder Forum Promote international networks It is anticipated that the BPB will meet every 4 to 6 months. The next meeting has been set for June It has been agreed that the meetings will rotate between the 3 Council who will host the meetings in turn. Biosphere Working Group 14. The Biosphere Working Group (BWG) replaces the Biosphere Steering Group. Elected representatives from the Steering Group now have membership on the BPB. The BWG is principally a working group of seconded officers drawn from the public sector partners. It has been agreed by partners that the previous Biosphere Steering Group arrangements will continue with the BWG being Chaired by Dumfries and Galloway and Coordinated by Ayrshire Joint Planning Unit. BWG will provide: Operational oversight of Biosphere actions on behalf of BPB eg projects such as Building Opportunity in the Biosphere Integration and coordination of the work of Thematic Groups Operational complementarity and links with CPPs; SOAs; LUPs; INTERREG; LIFE; Heritage Lottery; LEADER; SRDP/RPAC; RBMP/Catchment Plans; Flood Plans; Integrated Habitat Networks; Central Scotland Green Network. Support strategic project development and coordination Maximise opportunities for operational and funding integration and complementarity with other actions and initiatives Identify appropriate measures for monitoring outcomes and progress Reporting to BPB on the above

7 15. It is anticipated that the input of Partners to the BWG will develop and change over time as the priorities of the Biosphere emerge from the BPB and the Thematic Groups. It will be essential that Partner organisations keep their representation on the BWG under review, as the work of the BWG develops, to ensure that it is appropriate to the task in terms of areas of expertise and level of influence within their organisation. It will be the responsibility of individual partner representatives to update and network within their own organisations and at a wider level in relation to all matters concerned with the Biosphere. The resource implications of the BWG for partner organisations will relate primarily to officer time. Arrangements for hosting meetings will continue as at present, rotating between the three Council areas in turn. It is expected that meetings will normally be scheduled on a bimonthly basis with the flexibility for additional meetings as and when needed. The first meeting of the BWG is scheduled for March 2011 in Dumfries. Thematic Groups, Task Groups etc 16. A fundamental component in the development of the Biosphere will be the emergence of participatory engagement structures and processes which are owned by stakeholders and embedded in local communities. While it is envisaged that this is likely to take many forms and will develop organically, facilitating this process through the establishment of a series of pan Biosphere Thematic Groups covering the following broad areas will be an immediate priority: Tourism, Food, Art and Crafts Farming, Forestry and Land Based Business Business and Renewable Energy Schools/Education Research and Monitoring Community Environment The intention is that these Themes will provide an initial structure to begin to drive the process forward. While these groups may have a particular initial focus the intention is to encourage the Thematic groupings to emerge and evolve as the agenda requires, subdividing or reforming as the process moves forward. Whatever the Themes which do emerge there will inevitably be overlap between them and creating links and synthesis between them is essential and will be encouraged and developed. It is also clear that some Themes (community and environment) are cross cutting and how this is factored into the process will need further consideration. It is also envisaged that sub groups and Task & Finish groups will be established to address particular issues as needed. A Biosphere Stakeholder Forum will be established as an annual event to encourage widespread stakeholder involvement, draw together the various themes and to mark and disseminate progress. This work will be funded, initially through LEADER. LEADER Project Building Opportunity in the Biosphere (BOB) 17. Ayrshire and Dumfries and Galloway LEADER Programmes, together with the public agencies and Councils are funding a 290,000 joint cooperation project between the 2 LAGs. Southern Upland Partnership are managing the project on behalf of the Biosphere Partnership. BOB is aimed at Building Opportunity in the Biosphere.

The Project will facilitate processes of awareness raising, understanding, capacity building and practical action during the period in which the UNESCO Nomination for Biosphere status for Galloway and Southern Ayrshire is progressing. Notification of Biosphere status is unlikely to be before mid In order to maintain momentum and avoid frustrating Biosphere stakeholders it is important to begin to develop and realise opportunities which the concepts underlying Biosphere status present. The focus is on bringing greater understanding of, enhancements to and benefits from Galloway and Southern Ayrshire s natural environment and the ecosystem goods and services that the area provides. The project is seeking to develop community and stakeholder processes to unlock the opportunities which undoubtedly exist in the assets and potential of the area in the form of ecosystem goods and services visitor attractions (coast & country); natural environment; arts and crafts; renewable energy; food related SMEs; renewable energy; carbon trading; river basin management planning, forestry - and in the people and the strong sense of community and culture of the area. The ultimate goal being to work towards a model for regional development in South West Scotland which is community and stakeholder driven and fully integrates people, communities, jobs, culture and nature in a way which is economically, socially and environmentally sustainable. 19. The Project will bring practical meaning and tangible action to South West Scotland s proposed Biosphere status by employing 2 Biosphere Development Coordinators. The Project will support three discrete but inter-related components in relation to establishing a Biosphere in South West Scotland: Support and develop processes and projects aimed at building awareness and understanding of natural values associated with the Biosphere Support the identification of assets and realisation of strategic opportunities deriving from an image of high environmental quality and sustainable development associated with the Biosphere. Pro-actively engage with communities, business, schools and other organisations to bring forward projects (assisted by a Building Opportunities Fund and signposting to other funding) which support the environmental, economic, cultural, educational and sustainable development aims of the Biosphere. The LEADER cooperation project is a two year project with a start date of March 2011 and running for 2 years to The project has a budget cost of 290, The LEADER Project is time limited, aimed at delivering a step change through awareness raising, understanding, capacity building and supporting the development of projects and partnership working during a 2 year period when UNESCO Biosphere status is being sought. Once UNESCO Biosphere status has been achieved (ie from mid 2012 onwards) this will provide a new dynamic which together with the new level of awareness, understanding and capacity within local communities, land managers and business will provide an enhanced base from which to sustainably develop opportunities and potential benefits for the area.

9 21. The BOB Project has now started. Recruitment of 2 Biosphere Development Officers took place during February/ March 2011 and Ed Forrest and Nic Coombey have been in post since the beginning of April. A progress update will be provided at the BPB meeting. 10 Annex Summary of Biosphere Leader Project. Introduction Achieving UNESCO Biosphere status is a lengthy process where the work that is actually being undertaken is not always obvious to communities and stakeholders. Having gone to considerable lengths to engage stakeholder support and having raised expectations the Biosphere Steering Group have been very conscious of the potential dangers of losing ground and credibility during the period of submission and consideration of the UNESCO Nomination. As the process is unlikely to bear fruit, in terms of Biosphere status, until mid 2012 the need to sustain and develop the existing momentum in relation to awareness raising and understanding of the Biosphere was therefore seen as essential. The underlying purpose of the project has therefore been to address this potential gap by building on and developing the work that has already been started, by continuing the process of raising awareness, developing knowledge and understanding and facilitating stakeholder development of a range of projects capable of delivering practical examples of sustainability. Project Key Points The project will be known as Building Opportunity in the Biosphere (BOB) As the territory of the proposed Biosphere covers parts of two LAG areas of the SRDP LEADER Programme within south west Scotland it has been necessary to develop BOB as a joint Project between the two LEADER areas, Ayrshire LEADER and Dumfries and Galloway LEADER.

11 The Project will be project managed and delivered by the Southern Uplands Partnership on behalf of the Biosphere Partnership. SUP will report progress on a monthly basis to the Biosphere Working Group who will provide oversight of the project on behalf of the Biosphere Partnership Board. The Project will run for two years from end February 2011 and has an overall value of 290,000 split between D&G and Ayrshire. The project will employ two Biosphere Development Coordinators who will be tasked to work through out the area. The Project will support three discrete but inter related components in relation to establishing a Biosphere in South West Scotland: Support and develop processes and projects aimed at building awareness and understanding of natural values associated with the Biosphere Support the identification of assets and realisation of strategic opportunities deriving from an image of high environmental quality and sustainable development associated with the Biosphere. Develop the Economy in a Sustainable Way We will collaborate with business, the wider community and other stakeholders to develop a healthy economy, while pursuing best practices of sustainability. Promote Adaptation to & Mitigation of Climate Change We will encourage and support attitudes, opportunities, research and actions in relation to adaptation to and mitigation of the implications of accelerated climate change on people, business and ecosystems in the Biosphere. Enhance Social Cohesion & Community Regeneration We will encourage and support attitudes, actions and events which develop links between individuals, groups, communities and between urban and rural areas to develop strong partnerships between local stakeholders and different levels of administration. Promote Local Culture and Local Products We will support and promote local culture, food, crafts, arts and respect local heritage and cultural traditions, including the preservation, protection and enhancement of heritage sites throughout the region Develop Knowledge, Understanding and Promote Research We will support, promote and disseminate knowledge and understanding based on new research and better elaboration of existing knowledge and of those special relationships and qualities in the natural environment, culture, society and economy that make up the Biosphere and secure ecosystem services into the future. Develop Regional, National & International Learning

13 We will support, promote and enable the active use of the Biosphere as a learning site and living laboratory for sustainable development to demonstrate innovative approaches to enhance cooperation amongst academic, political, practitioner and stakeholder communities to address and solve context specific problems to improve environmental, economic and social conditions for people and ecosystem wellbeing Cooperation & Networking We will continually encourage exchanges and sharing of experience, information, good practice, research and methodologies through learning and networking opportunities at the local, regional, national and international level, including the WNBR and MAB Networks.
