3 02 Screen Institute Beirut Screen Institute Beirut is a non-profit association established under Lebanese law. Its objectives are to strengthen filmmaking and infrastructure and competences for filmmaking in the Arab region. IMS, International Media Support, Denmark provides the establishment costs and operating budget. IMS is a non-profit organization supported by the Danish Government. IMS supports programmes in more than 30 countries worldwide. Its focus is media in conflict, media and democracy and building of partnerships. The Board of Governors of the Screen Institute comprises 6 prominent Lebanese members and an internationally renowned Danish Chairman. The Board may later acquire the right to include members from other parts of the region.

4 04 Aims The overall aims of Screen Institute Beirut are to support and promote film in all its forms as an important means of expression of cultural, artistic and social values. The programmes, structures, policies and strategies are being determined and designed to meet the following specific aims and objectives: To make available production funding, physical production resources and professional support for young professionals to allow them to produce films that would otherwise not be realized. To provide advanced level education and training for creative film and programme makers in the film, broadcasting, educational and new media sectors of the region. Thereby making an effective contribution to the region s socio-economic, cultural and democratic development process and sustainability. To educate and train students and practitioners to create and produce films and programmes to the highest technical standards and encourage innovative, creative expression. To improve and maintain production industry standard and practices and respond to new and changing audience expectations by providing access to new industry equipment and technologies and monitoring industry developments. To promote and develop an Arab screen culture that reflects the views, issues and interests of the audiences and communities in the Arab world. To establish the Institute as a central point for regular productive networking for the exchange of knowledge, experience, ideas and resources to encourage and promote collaborative initiatives between professional and educational colleagues and organizations in the region and their counterparts in Europe and the World at large. To encourage the production of local stories and address Arab and international issues from an Arab perspective, including those of minority and disadvantaged groups. To encourage social and cultural diversity and critical analysis of screen production. To provide equal training and production opportunities for women in media, and promote the making and distribution of programmes that reflects women s perspectives, issues and role in society. To maximize on the existing facilities and resources, experiences, achievements and goodwill.

5 06 The Film Fund The Screen Institute will pursue these aims through two main activities: The Film Fund and The Screen Academy Funding Acknowledgement of sponsors Honorary membership status The Film Fund started its activities in November It has set up offices and post-production facilities in Monot Street, Beirut. The Fund is offering production grants and development grants to young professionals who have already acquired enough experience to take a project through development to execution. The Fund will be able to provide cash grants as well as a combination of cash and access to recording and post-production equipment, representing a substantial share of the production budgets. The SIB-operating budget secures stable funding for two years at a time, renewable. The current allocation for September 2009 August 2011 is approximately USD 1,000,000. This will cover capital costs, equipment, rentals, wages and salaries; furthermore there is an allocation per year of USD 150,000 for production grants. We foresee that this will be far from adequate and our aim is to raise an additional USD 300,000 yearly to allow more productions to be realized and to support project development and subsequently distribution. Sponsors and donors will be featured on our website and will be credited on all film productions that have benefitted from support. All international publications and promotion material in connection with sales and festivals will also acknowledge sponsors. Donors may acquire Honorary Membership status Platinum, Gold or Silver related to the level of their contributions. Platinum >$50,000 Gold >$25,000 Silver >$10,000 It is also an option to attach the donor s name to individual recipients of grants i.e. Produced/directed by XX - A YY Foundation Fellow or similar.

6 08 Film Fund Guidelines Production grants are available for documentary productions and later, depending on having attracted additional funding, also fictional projects. Applicants are encouraged to develop films based on stories that relate to their own realities. Priority will be given to creative teams (directors, producers, writers, cinematographers, editors, sound recordists & designers etc.) working together on realizing their artistic visions and thereby contribute to strengthen independent filmmaking in the region. The documentary grants will enable low-budget films to be produced, finalized and distributed by offering crucial financial support, access to professional equipment, mentoring and professional assistance and advice. Financial support will be granted on the basis of a budget that reflects realistic, low-budget costs in the country of production. Projects may have secured additional finance from other sources, but this is not a requirement. However, applications will not be considered unless all other financing needed to accomplish the project is confirmed prior to applying to the Film Fund. For each successful project, the Film Fund will set up specific demands and milestones that the applicants have to meet. The grants will be released in predetermined instalments and contingent on the project having met the agreed goals. The final instalment will only be released when the film is completely finished and accounts have been submitted and approved. Within the financial resources available at this point, it is expected that projects may receive production support each year.

7 10 Funding needs The Screen Academy The stability of the Institute and its training programmes will depend on sustainable funding structures. The Institute will need substantial ongoing support from Arab and international development agencies and foundations. The target figure to be reached before opening the activities of the Academy is USD 3,000,000. Major sponsorship, donations, endowments and scholarships are therefore pursued. To be effective in the community and to attract funding and other forms of support the Institute will establish a reputation for excellence in training and become regarded worldwide as a model for regional indigenous industry training and cultural development. The Institute s development plan presents an organisational, training, technical and financial blueprint for an institution capable of delivering the recommended activities. These, of course, can be modified to a certain extent to suit various budgetary and resource constraints. However, there is no point in modifying the programmes and scheduling the implementation plan until an initial establishment and operating budget has been identified. In many Arab countries a comprehensive and diversified film and media production is still in its infancy and there is a danger that imported products will dominate both film and television distribution. Consequently the image-based media that actually reach wide audiences does not truly represent local and regional cultures and values, which in turn contributes to strengthening selfreliance and pride in national and regional achievements. The establishment and sustainability of national and regional film, television and related media industries is dependent on training and maintaining a highly skilled and creative workforce. Education and training for all key professions is therefore a pre-requisite of a long-term strategy to develop and promote a healthy production sector that can compete with global products in its own and foreign territories. The Screen Academy plans to set up its production and teaching premises in central Beirut, at which time the Film Fund activities would be merged with the Academy. The Academy will offer high-level professional courses in all key areas of specialization within creative filmmaking and thus strengthen capacity building in the field of screen arts and techniques. Entry to the Academy will be based on merits, tests and competition. Only mature students with practical film/tv experience and/or relevant studies in film as background will be considered. The Screen Academy is in the process of developing its curricula. A date for first intake cannot be set yet as additional funding and sponsoring of scholarships need to be identified in order to secure sustainability.

8 12 Strategic Alliances Process for preparing the Development Plan options and recommendations Student and Staff Recruitment New Technologies The Screen Institute Beirut will establish contacts and collaborative projects with other institutions in Arab world and worldwide, that offer similar or complementary training courses, for the purpose of exchanging information, experience, training materials and teachers. Links and collaboration with industry partners and local and international film- and television festivals will be given high priority. The ambition of the Institute is to train the leaders of tomorrow s regional industries. This can best be achieved by providing full-time production, industry-based programmes focusing on key disciplines at graduate or post-graduate level whilst a professional short course programme that addresses the immediate needs of the industry should be conducted at the Institute. The Institute will not conduct any under-graduate level programmes, as such programmes are well taken care of by a number of universities in the whole Arab region. Of equal importance to achieving success and producing the best graduates in the region, are the principles for the recruitment of students and teachers. In order not to waste valuable resources on training people with little or no potential for development, and to ensure equal opportunities for all applicants, particularly women, it is important to establish a rigorous selection process for full-time programme course places and other courses. Likewise, the most suitably qualified and committed teachers and support staff should be appointed. To compete with technically sophisticated imported screen products for regional audiences, it is important that training take full advantage of new production technologies and develop courses that focus on content that can be created by new digital technologies and software (i.e. interactive digital media). Technical Infrastructure A reliable and efficient technological infrastructure is of primary importance to securing an effective and smooth running programme. It should be stressed that the emerging technologies can only be fully exploited when a coherent digital environment has been established.

9 14 Teaching Philosophy The foundation of all training and education activities at the Institute is the focus on the cinematic story and the curiosity to explore the good story and its potential. While examining and testing the film language, attention should also be given to the sources of storytelling. Oral and literary storytelling traditions hold universal values that can also inspire innovation in cinema and help students develop their own artistic style and personal voice. The training and education are structured around three core elements: Taught programme Training, instruction and lessons aimed at providing factual knowledge of techniques, methodologies, analytic coherence, cinematic traditions and history. The disciplines of the various professions are profoundly studied and trained, however, emphasising a comprehensive understanding of the cinematic expression. Production Practical exercises and productions, in a variety of forms and lengths, constitute an essential part of the programme s educational structure. They are essential as test beds for what has been learned in the taught programme. Productions and exercises should be seen as creative interpretations of the insight gained at each stage of the Full-time course. Through production experience routines are established in all disciplines. Film and television production is characterised by many aspects that can only be understood and learned by practice. Inspiration Film and television production depends on mastering a complex technology, but the profession should not be considered a technical occupation. New ideas, fresh approaches, personal vision and imagination are necessary ingredients in achieving the creation of quality material that can engage and move and feed the needs of diversified audiences. Nurturing talent fits uneasily into a curriculum, however, it is fundamental to a school that aspires to train creative professionals. The teachers are responsible for the daily inspirational idiosyncratic occupation with cinematic works and for establishing contact with interesting people both in the profession and from diverse spheres of the community. Inspiration may spring from encounters with experienced professionals from the region or from overseas who will share their thoughts about their own accomplishments and help set standards for the new generation. Meetings and collaboration with peers from other film schools or related artistic training institutions may all also prove to be useful to this end. However, inspiration and motivation may also spring from encounters with personalities representing wider societal issues and concerns.
