1 Graduate Certificate in Health Management Overview The Graduate Certificate in Health Management program serves graduate students with an interest in additional academic training in management and leadership aspects of health care and public health organizations and systems. Most Master of Public Health (MPH) graduates find that development of basic management skills and competencies is essential for progressing in operational and managerial roles within health care and public health programs, organizations, and systems. Graduates will obtain basic core competencies around management, personal leadership, and health care financial management. Target Audience MPH students within the Departments of Health Services and Global Health, in the School of Public Health, are the primary target audience. Graduate students from other Schools (i.e., Medicine, Nursing, Pharmacy, Public Affairs, and Social Work) with relevant career goals are eligible for consideration, on a space available basis. The core courses required for the certificate are offered through the existing Master of Health Administration (MHA) Program. For this reason, because they are also required for the MHA degree, MHA students are not eligible for the certificate. Courses & Credits All students in the Graduate Certificate in Health Management program will be required to take five courses for a total minimum of 17 credits. Department of Health Services MPH students pursuing the certificate are required to take an additional three credits from the list of elective options below because HSMGMT 510 (a certificate requirement) is taken in lieu of HSMGMT 560 (an equivalent Health Services MPH degree requirement). Four of the five courses are considered core content courses (and are described below). The fifth course is an integrative capstone course (see Capstone section below for course description). 2 Core (Required) Courses (15 credits) HSMGMT 510, Organizational Behavior & Human Resource Management (4 cr, aut, Dowling) Organizational behavior is a common management term that encompasses a highly complex set of variables. Schermerhorn categorizes these variables into five major categories: environmental, individual, group, organizational, and process variables. This integrated course will be concerned primarily with human resource systems that include individual, group, organizational, and process variables since managers have direct influence and significant control over these variables and because health care is exceptional in its dependency on the commitment, effectiveness, and efficiency of its employees to deliver its services. HSMGMT 507, Group Dynamics and Team Leadership (4 cr, credit/no credit, aut (2 cr) & win (2 cr), O Brien) This is a two-quarter hyphenated course that is part of the organizational studies core course sequence. The two parts are organized as a sequential learning series and are designed to assist students in the development of knowledge, skills, and competencies necessary in their future roles as organizational managers and leaders. During Autumn Quarter HSMGMT 507 emphasizes theories and observations of work team behaviors and techniques. It includes the study of the theory and practice of work teams and the application of this theory and practice in the MHA curriculum as well as in the work place. The critical skill set includes objective self-awareness, objective recording of individual and team behaviors and objective feedback to team members defining those behaviors. HSMGMT 505, Managing Health Care Organizations (4 cr, win, Welton) Students will be introduced to the study of health care organizations and of organizational management concepts. The course will develop a broad management perspective from an integrated conceptual, strategic, and systemic perspective. This perspective asserts that management of all health care organizations can be understood as the continuous and dynamic integration of four knowledge themes: a) the management role including transformational leadership perspectives and core process management skills, b) organizational / management theory, c) management economics (microeconomic theory presented within a strategic management context), and d) the theory and practice of systemic organizational change. This course will develop and explore these four themes while encouraging the student to integrate them in an applied and systemic context, throughout. HSMGMT 574, Health Care Financial Management (4 cr, win, Stillman) The overall goal for this course is to prepare health care professionals to participate intelligently in, and contribute to, financial decisions of the health care organization. We recognize that, for the most part, health care executives will be making decisions and delegating the actual financial analysis to other staff, rather than crunching the numbers themselves. However, to function effectively in an increasingly competitive environment, it is imperative that they understand both the language and fundamental concepts of accounting and finance, and become quite comfortable with what is required in formal Page 2

3 financial analysis. HSMGMT 574 must be taken through the Executive MHA program which meets on the UW Bellevue Campus. Electives (3 credits required for Health Services MPH students) Department of Health Services MPH students pursuing the Graduate Certificate in Health Management are required to take at least one elective of three or more credits. This elective is required to take the place of the HSMGMT 560-B credits waived (otherwise required for their MPH degree) in favor of the HSMGMT 510 certificate program requirement (see Course/Credit Overview above). All other certificate students with an interest in health care management and leadership development are welcome, but not required, to elect any of the following MHA courses. HSMGMT 513 (win) Seminar in Health Care Finance (3 cr)* HSMGMT 523 (aut) Informatics in Health Care Management (3 cr)* HSMGMT 562 (spr) Strategic Management of Health Care Organizations (5 cr)* HSMGMT 567 (spr) Clinical Systems Management (3 cr) HSMGMT 568 (aut) Quality Process Management (3 cr) * These courses can be taken in a student s first year, with permission from the MHA Program Director. If selecting an elective that is not listed above, Program Director approval (and petition to the Graduate School) is necessary for application to the certificate requirements. Required Capstone Experience (2-4 credits) The capstone experience is required for all students, regardless of their focus within the certificate, and will consist of HSMGMT 545 (MHA Capstone Integrative Seminar). Within this course, students are required to complete a team consulting project within a regional health care organization. HSMGMT 545, Capstone Integrative Seminar (4 cr, spr, Welton) ** The primary objective of the Capstone Integrative Seminar is to assist students in the transition from theory to practice and from learner to user of management knowledge and skills. The course will emphasize the integration and application of management theory in real world context. One overall objective of the course is to help students sharpen their ability to integrate and apply management and organizational concepts. A second overall course objective is to develop student confidence in their ability to identify and anticipate future issues of significance to health service delivery organizations and to assess their long-term implications. Three overall themes will be developed within the course to guide the students transition into practice. These three themes are a) an appreciation of the service perspective, b) an appreciation of professional leadership competencies and models, and c) an appreciation of issues within the future policy and operating environments. ** The Capstone course is typically taken for four credits. It can be taken for fewer credits (minimum of two) if registered as an independent study, with permission from the MHA Program Director. Exceptions leading to approval of a reduced Capstone credit load would typically entail scheduling conflicts or prevention of exceeding the quarterly 18 credit maximum (to avoid tuition penalty). 4 Admissions & Application Process This program is primarily targeted toward MPH students in the Departments of Health Services and Global Health, though other MPH students within the SPHCM are welcome to apply. Applications from graduate degree students in other programs/schools may also be considered (i.e., Medicine, Nursing, Pharmacy, Public Affairs, Social Work) on a space available basis. Admission review and decisions will be accomplished by a small committee (a subset of the MHA Admissions Committee). Application Deadline: May 15 (Autumn Quarter admission) It is expected that interested students will apply for the certificate program in spring quarter of their first year of graduate degree study and will attend certificate classes in their second. Admission decisions are made by early June.
