1 Susan Bitter Smith President Susan Bitter Smith, a Scottsdale resident, currently is the executive director of the Arizona Cable Telecommunications Association. She has both an undergraduate and graduate degree from Arizona State University and is a past president of the ASU Alumni Association. In addition, she serves as the honorary chair of the ASU MBA Alumni Association, past chair of the Walter Cronkite Foundation, a director of the Morrison Institute of Public Policy and the past chair treasurer of the Arizona First Amendment Coalition. Among her other awards and offices, Bitter Smith is a past president of the Arizona Society of Association Executives and received the AzSAE's Executive of the Year Award in She also is the past chairman of the American Society of Association Executives, and past chair of the ASAE Government Affairs Committee. Bitter Smith is a former Scottsdale City Council representative and former vice mayor of Scottsdale. An Arizona native, Bitter Smith is married and has two children. David Modeer Vice President Pima County On November 5, 2002, David V. Modeer was elected to a six-year term representing Pima County on the Board. Mr. Modeer graduated from Creighton University in Omaha, Nebraska where he earned a Bachelor of Science Degree with a major in biology and a minor in chemistry and philosophy. He began post-graduate studies in the MBA program at Bradley University in Peoria, Illinois. Those studies were interrupted when he accepted a promotion to Vice President for the Western Region of American Water Works Association. Mr. Modeer joined the Tucson Water Department as its director in Prior to that, he was Vice President of Operations for the Pennsylvania-American Water Company, a subsidiary of American Water Works, Inc. He is an active member of the American Water Works Association and has served in various capacities with numerous other regional and national water organizations. Mr. Modeer has resided in Tucson with his wife, Connie, since They have three children, Christopher, Carie, and Eric. 2 Daniel Donahoe Secretary Dan Donahoe, of Paradise Valley, was elected to the Board of Directors in He attended Phillips Exeter Academy in Exeter, New Hampshire and Harvard University where he earned a B.A. in Political Science/Government. Donahoe's involvement with CAP dates back to the 1970s when he served as president and owner of Desert Ranch Water Company, a private water company which applied for and obtained a CAP allocation in The company was subsequently acquired by the City of Scottsdale in Donahoe served in the U.S. Air Force as a Pilot for the Strategic Air Command; and has been a trustee of the Phoenix Country Day School; a member of the Urban Land Institute and Arizona Urban Lands Advisory Council; and past chairperson of the Paradise Valley Board of Adjustment and Merit System Commission. Originally from Oklahoma, Donahoe has resided in Arizona for 28 years. Active in real estate for over 30 years, Donahoe serves as president of Daybreak Investments, a development and management firm which renovates and operates small boutique properties in the southwest. He and his wife, Anne, have three children, Abby, Daniel and Brooke. In his spare time, Donahoe enjoys tennis, flying, hiking and skiing. Lisa Atkins Originally appointed by Governor Hull in January 2003, to complete the term vacated by Bob Burns, Lisa Atkins was re-elected to the Board of Directors on November 7, 2006, to represent Maricopa County until December 31, Mrs. Atkins graduated from the University of Arizona with a Liberal Arts degree. Currently employed by Greater Phoenix Leadership as Vice President for Public Policy, Mrs. Atkins also serves as Co-Chair of the Arizona Military Affairs Commission and as a member of the Boards of Fighter Country Partnership, the West Valley Arts Council, the Challenger Space Center, Friends of the West Valley Recreation Corridor, Arizona Town Hall, Project Challenge, the Southwest Valley YMCA and the Arizona Trail Association. She has served on the Commission on the Arizona Environment, the 1999 Transportation Vision 21 Task Force, the 2000 Governor s Water Management Commission and the 2003 Military Facilities Task Force. Mrs. Atkins served as Chief of Staff to U. S. Congressman Bob Stump from Mrs. Atkins, a native Arizonan, resides in Litchfield Park with her husband, John. They have two grown children, Brandon and Caroline. In her spare time she enjoys photography, history, and travel. s Page 2 of 8
3 Mike Boyd Pima County On November 5, 2002, Mike Boyd was elected to a six-year term representing Pima County on the Board. Mr. Boyd graduated from UCLA with a degree in Political Science. He has worked as a news anchor/reporter, Pima County Recorder, and Pima County Supervisor. Mr. Boyd has resided in Tucson for 20 years. He and his wife, Laurie, have three children, Chris, Connor, and Will. Timothy Bray On November 2, 2004, Timothy Bray was elected to a six-year term representing on the Board. Mr. Bray attended Arizona State University earning a Bachelor of Science in Finance and Accounting and a Master of Arts in Public Administration. Mr. Bray is currently President of Southwest Community Resources, Inc. and is a licensed Arizona real estate broker. His background includes positions as Vice President of Administration for Desert Mountain Properties; Executive Director, Rio Salado Development District; and Community Development Department Head with the City of Scottsdale. He currently serves on the Board of Scottsdale Healthcare and is a member of Scottsdale Charros, Lambda Alpha International, the Public Policy Committee of the Scottsdale Chamber of Commerce, and Citizens Water Advisory Committee for the City of Scottsdale. Mr. Bray, a 56-year resident of, resides in Scottsdale with his wife Sherry. He has two children, Grant and Megan. s Page 3 of 8
4 Gayle Burns Gayle J. Burns of Peoria, was elected to the Board of Directors on November 7, 2006 to represent for the term January 1, 2007 through December 31, Ms. Burns is currently employed by BGM Investments and is a member of the Glendale Chamber of Commerce, Glendale Downtown Development Corporation and the Historical Catlin Court Association. Ms. Burns attended Glendale Community College and Iowa State University. An Arizona resident for 44 years, Ms. Burns lives in Peoria with her husband, Robert. She has two adult children, Mark and Michael. James Hartdegen Pinal County James Alan Hartdegen was elected November 5, 1996, to represent Pinal County on the Board of Directors for a six-year term. In 1999 he started The Hartdegen Group which is a lobbying organization. Mr. Hartdegen attended both Mesa Community College and Arizona State University. Hartdegen served in the United States Army and in Vietnam, attaining the rank of Sgt. E-5. He is a member of Who's Who in American Politics, American Legion, Arizona Town Hall, Casa Grande Chamber, and a Life Member of VFW. Mr. Hartdegen was a Representative in the Arizona State Legislature from 1977 to While in the legislature, he served as Chairman of the Natural Resources and Agriculture Committee for a number of years. He was a member of the Arizona Groundwater Study Commission that led to the 1980 Groundwater Act. An Arizona native, Mr. Hartdegen resides in Casa Grande with his wife, Vickie, and two children. s Page 4 of 8
5 Paul Hendricks Paul Hendricks was elected November 2, 2004, to represent on the Board of Directors for a six-year term. Mr. Hendricks, a self-employed, environmental consultant, served as Commissioner of the City of Phoenix, Environmental Quality Commission and Arizona President of American Water Works Association, the Arizona Water Environment Federation, and the Arizona Water and Pollution Control Association. Mr. Hendricks attended John Wesley College where he earned a Bachelors Degree in Environmental Science and Central Michigan University where he earned a Masters Degree in Public Administration. Originally from Michigan, Mr. Hendricks has resided since 1984 in Phoenix with his wife, Elaine. He has four children, Frank, Jim, Kris, and Shelly. A private pilot, he also enjoys volunteer work with the Southwestern College located at 2625 E. Cactus in Phoenix, Arizona, Young Life Camps, leadership mentoring, and golf. 6 Mark Lewis Mr. Lewis earned an MBA from the University of Phoenix. He is a member of the National Water Users Association, Colorado River Water Users Association, and is an elected Precinct Committeemen. Originally from California, Mr. Lewis has resided in Arizona since Jean McGrath Jean McGrath, a Peoria resident, was elected to the Board of Directors on November 7, 2006, to represent, for the term January 1, 2007 through December 31, Ms. McGrath is a life member of Salvation Army Women's Auxiliary, a former member of Phoenix Salvation Army Board of Directors and a former Chairman and member of Salvation Army Youth and Family Center. She is a member of Phoenix Union High School Alumni Association, Merit Commission, Air Quality Hearing Board, Farm Bureau Board, the Arizona Nursery Association, Alpha Delta Pi Sorority Alumni Association, Arizona Water Well Association, and the American Farm Bureau Greenhouse & Nursery Advisory Committee. Ms. McGrath also serves on the Scholarship Committee and the Government Affairs Committee for the Nursery Association. Pamela Pickard On November 7, 2006, Pamela Pickard was elected to a six-year term representing on the Board of Directors. She will serve from January 1, 2007 through December 31, Ms. Pickard attended Arizona State University earning a Bachelor of Arts in Education and earned a Master of Arts in Human Relations/Counseling from Northern Arizona University. Ms. Pickard also has a Certification in Human Resources Management. Among Ms. Pickard s other accomplishments, she served four terms as an Arizona Medical Foundation Reimbursement. Ms. Pickard, a 45-year resident of Arizona, resides in Phoenix with her husband, Larry. She has two adult children, Heather and Jake, and will soon have four grandchildren. Janie Thom Janie Thom was elected on November 7, 2006, to a six-year term representing on the Central Arizona Water Conservation Board. She will serve from January 1, 2007 through December 31, An Arizona native and member of a pioneer family residing in Arizona since 1888, Ms. Thom attended North Phoenix High School, Chandler-Gilbert Community College and Northland Pioneer College. s Page 7 of 8
8 Ms. Thom has served on the Mesa City Council from , Community Representative Forum, PaloVerde to Southeast Valley Power Project, and was chairman of the Mesa City Council Utility Committee. She received the 2001 Ronald Reagan Award from the Republican Committee and the 1999 Award for Outstanding Service from the Arizona Republican Assembly. Ms. Thom lives in Mesa with her husband Richard and is the only member of the Board of Directors from Southeast. She has four adult children. Ms. Thom is a history buff and enjoys silent movies, hunting and gardening. Carol Zimmerman Pima County On November 5, 2002, Carol E. Zimmerman was elected to a six-year term representing Pima County on the Board. Ms. Zimmerman attended the University of Arizona, graduating with a degree in Nursing. Ms. Zimmerman is a member of the Arizona Women's Political Caucus, was elected to the Pima County Charter commission and has received the Women on the Move Leadership Award. Ms. Zimmerman is the owner of 1 to 1 Direct, a survey research and political consulting firm. Residing in Arizona for the past 30 years, Ms. Zimmerman and her husband, Peter, have one child.
