1 Falls Church City Public Schools Employee Benefits Health Insurance FCCPS pays an average of 75 percent of the premium regardless of the level of coverage chosen. 2 o Benefit to Employee monthly retirement benefit after retirement = 1.7% of average final compensation multiplied by the years of service credit, with a reduction factor applied for early retirement Vesting period 5 years of credible service Full retirement benefits 65 with at least five years of service or at age 50 with at least 30 years of service Falls Church City Retirement Plan Minnesota Mutual eligible employees Professional Staff.5 to.79 FTE and Support staff working between hours per week (Employee Participation 25%) o Custodial, maintenance department, food service workers, bus drivers are included in this plan o 100% paid by School Board at a rate of 7.06% of the employee salary Transitional Retirement Plan (TRP) eligible employees for plan: employed for school/fiscal year , and have a minimum age of 45 and 5 years satisfactory FCCPS service by July 1, 2002 o o The School Board will pay a stipend to eligible staff members as indicated: Employee must be 55 years of age and have at least 15 years service in FCCPS by retirement date. Employees who are at least 50 years of age, have 15 years of service, and have been approved for Disability Retirement either by VRS and City Retirement Employee Benefit: amount of stipend will be 20% of the average of the 3 highest salaries earned by the employee for a maximum of 60 months For example: Average Salary is $90,000 90,000 multiplied by.20 = 18,000 divided into 12 pays = 1,500 per month for sixty months If retiree dies during the 60 months of eligibility, the stipend payments will cease as there are no survivor benefit. From July 1, 2003 until their date of retirement, TRP participants will continue to receive a 403(b) contribution of 1% school board match for full time employees and an additional 1% for employees at 20 years of service. Retirement Investment Savings Plan (RISP) eligible employees: all salaried professional and support employees who did not qualify for or elected not to participate in the TRP plan; and all salaried employees hired after July 1, 2002 (Employee Participation 55%) o Eligibility for School Board Match: after three years of service, employees must elect annually whether to participate in the plan and at what percentage of salary for next fiscal year. Match is based on the employee contribution, based on age and length of FCCPS service, as follows: 1% (if employee contributes at least 1%) until age plus length of service equals 39 2

3 2% (if employee contributes at least 2%) once age plus service equals 40 and until age plus length of service equals 59 3% (if employee contributes at least 3%) after age plus length of service equals 60. Vesting: Employees will be entitles to FCCPS contribution after 10 years of FCCPS service or 65 years or older with at least 5 years of service Tax Sheltered Annuity (403(b) or 457(b) eligible employees: all employees are eligible to contribute to tax sheltered annuities from the first day of employment o Contributions are pre tax income o May take loans against their 403(b) or 457(b) accounts at any time o After three years of satisfactory service, the employee is eligible to participate in the RISP under Regulation o Vendors: AIG (VALIC) and ING Flexible Spending Accounts eligible employees all employees working 20 or more hours per week and on a PAR o Plan offers dependent care, medical reimbursements; pre tax insurance premiums. o Employee contributions are set aside on a pre tax basis for charges incurred in the above areas. o Cost to FCCPS annual set fee per eligible employee o Vendor: EBS/Atlanta Direct Deposit eligible employees: all employees on a Personnel Action Report (PAR) o Funds are available as of payroll date o Cost to School Board $50 per payroll plus 10 cents per transaction Credit Union Membership eligible employees: all employees o Employees on a PAR may elect an amount withheld each pay to be directly deposited to their account o Vendor : Apple Federal Credit Union Employee Assistance Program eligible employees all employees on a PAR o Automatically enrolled upon first day of work o Cost to Employer $3.00 per month/employee plus additional service provided through staff development/consultations o Vendor: New Millennium 3

4 Tuition Waiver/Reimbursement: Eligible Employees: Teachers and support staff who work full or part time on a PAR can utilize the tuition waiver and reimbursement programs. o Both the waiver and reimbursement programs are on a first come, first served basis. Teachers who are scheduled for licensure recertification and those on provisional licenses will be given top priority as the year progresses. The funding for the reimbursement program is allocated by the Falls Church School Board in the annual funding process. By signing the Agreement, an employee who has taken a course agrees to remain in the employment of the Falls Church City Public Schools for one year after the completion of the course or the amount of the waiver or the reimbursement will have to be repaid. o Reimbursement up to $700 per course up to 3courses per year o Waivers: funds through University of Virginia ($35,000)and Virginia Tech ($30,000) at no cost to the employee or FCCPS Workers Compensation eligible employees all employees provided compensated services for FCCPS o Provides benefits to employees for personal injury or death by accident, or occupational disease while performing work for the Falls Church City Public Schools Benefits include medical expenses, compensation amounts measured by wages lost and the duration of disability, beginning the first calendar day after the injury Leave Provided: no more than six months and one day (185 calendar days) Salary Paid: After more than seven days, 2/3of average weekly wage (tax free) paid by Workers Compensation insurance company and the remaining differential of 1/3 paid by School Board. If employee s incapacity continues for a period of more than three weeks, then compensation will be allowed from the first day of incapacity Sick Leave Bank Eligible employees All salaried employees who are issued a PAR are eligible for membership. A new employee is eligible to join the sick leave bank within the first 30 calendar days from the employee s first day of work. o Established to provide employees who wish to participate with protection against loss of income due to long term extended illness or incapacity o Enrollment: Each participating employee who wishes to join shall contribute the equivalent of two (2) days of his/her accumulated or advanced sick leave per year for four consecutive years. For full time employees, each day shall be 8 hours. Part time employees shall contribute and receive on a pro rated basis. o Eligible for benefit after being on sick leave using any accumulated hours due to illness for a period of at least 15 working days. o Benefit Amount no more than 360 hours, prorated for part time employees, can be drawn from sick leave bank for one occurrence, illness during one year 4

5 o Donation of Sick Leave for an employee who has exhausted sick leave bank benefits May request through Director of Human Resources sick leave which is voluntarily donated by fellow employees. Maximum donation is 45 days Sick Leave time off from work with pay that can be used by eligible employees for personal illness, care for employee s newborn child or newly adopted, illness for a member of immediate family. o Eligible Employees: all salaried employees who are issued a Personnel Action Report (PAR) o Sick Leave Benefit: 10 month employees accrue 13 days per year 11 month employees accrue 14 days per year 12 month employees accrue 15 days per year o An employee leaving the school division may elect to either transfer accumulated unused sick leave hours to another division or to be paid by the School Board at a rate of $3.75 per hour. Personal Leave leave that is available to be used at employee s discretion o Eligible Employees: salaried personnel who are issued a Personal Action Report (PAR) and who do not receive annual leave o Benefit: employees may use sick leave hours which equate to four working days each year as personal leave, pro rated for part time employees Annual Leave time off from work with pay for eligible employees. o Eligible employees: twelve month professional and support employees issued a PAR, full time and part time. o Benefit: Full Time earn annual leave at a rate of 10 hours per month Part time employees earn a pro rated number of hours rounded to the next whole number For full time employees, a bonus of eight hours per year of full time service in the school system to maximum of nine years will be given on June 30 of each year. Bonus hours are pro rated for part time employees o Maximum Accrual: 320 hours of annual leave for full time, pro rated for part time employees can be accumulated Hours in excess will be lost as of December 31 of each year (5 days may be converted to sick leave before loss upon written request o Termination pay for unused annual leave will not exceed 320 hours for full time and prorated for part time, and is paid at the employee s current hourly rate 5
