3 Doctor of Public Administration Program La Verne s DPA curriculum reflects the complex r0les and challenges facing the public executive. Coursework The DPA academic year consists of three, 10-week terms per year (Fall, Winter, and Spring). Students enter in the Fall term that typically begins in late August and ends in early November. Classes resume in early January with Winter term. There is a one-week break between the Winter and Spring terms. The Spring term ends in late May. Students complete two courses each term, for a total of six courses per year. The Doctor of Public Administration Program is designed to develop scholarly practitioners as leaders and civic professionals. Students learn to consciously integrate and apply current theoretical, moral, and institutional perspectives that contribute to the disciplined analysis and resolution of organizational and community issues. Program Design: How the Program Works The DPA Program accommodates the professional adult with a Saturday schedule. The complete curriculum totals 54 semester hours of course work, followed by additional semester hours of dissertation units (2 units to 22 units). Typically, students will take one course in the morning and one in the afternoon. Some class sessions may be offered online or as more experiential assignments (hybrid or blended format). The curriculum is designed so that each individual engages in coursework as a first year, second year, or third year student. Students must successfully complete the entire curriculum for each year before progressing to the next; academic progress is evaluated every term. Students engage in more applied projects and dissertation proposal development in the third year. Students are required to produce and defend a dissertation of publishable quality after finishing coursework. DPA Instructional Model The scholarly practitioner model of the Doctor of Public Administration Program is unique among other doctoral programs in the country with its focus on civic professionalism, civic engagement, and applied learning. Our small class sizes in each new cohort enhance student interaction and development. Philosophical Overview The University of La Verne s Doctor of Public Administration Program assists professionals who are motivated to improve their leadership, management, and decision-making skills. The DPA Program engages the professional in a unique process where students play an integral role in the management of learning. The program is inter-disciplinary in design and incorporates diverse perspectives. The Department continuously provides high quality, student-oriented learning by seeking and fostering qualified, responsible, dedicated faculty who believe in and can deliver its key values: Educational excellence Personal and professional success for students Relevant course work The DPA Student The Doctor of Public Administration Program at the University of La Verne currently limits its enrollments to about 14 new students each year. Our DPA students and alumni reflect the diversity of our region. The University of La Verne has been designated as an Hispanic Serving Institution (HSI). Historically, about 10% have been international and many of our students have been the first in their families to obtain a graduate-level education. Our students come from a variety of occupations in the public and nonprofit sectors. 3

Students are asked to begin developing their dissertation topic area early in the program and engage in more active development of a dissertation proposal in the third year, working closely with faculty advisors. The dissertation should exhibit disciplined inquiry into policy, organization, leadership, or management issues. Because of the professional nature of the DPA Program, a qualified practitioner (holding an earned doctorate) may participate on the dissertation committee. Students must successfully complete their coursework and pass comprehensive exams before advancing to candidacy.

5 Course Descriptions La Verne s DPA Program assists professionals who are motivated to improve their leadership and decision-making skills. PADM 609 Nature of Inquiry Introduction to public administration inquiry and research. Students will gain an understanding of the different types of scholarship in public administration. The course examines different types of research designs and methodologies along with public administration research topics and emerging areas of inquiry. PADM 610 Constitutional Foundations This course will examine the legal foundation and environment of public administration. It will consider the intellectual, institutional, and constitutional dynamics of public administration scholarship and practice. Emphasis will be placed on how the Constitution affects the administrative state as well as how the federal judiciary shapes the public administrative process. This course will explore the need for public managers to exhibit constitutional competence while simultaneously examining how constitutional and administrative law influences the decision-making processes and discretionary judgments of civil servants working in public agencies. PADM 611 Scope of PA This course examines the intellectual/philosophical foundation of public administration and surveys the primary theories of public administration. PADM 612 Qualitative Analysis Continues Methods sequence with qualitative methods of analysis (e.g., content analysis, interviews, surveys) Prerequisite: PADM 609 Nature of Inquiry. PADM 613 Quantitative Analysis Continues Methods sequence with quantitative methods of analysis; measures of association; regression; logic; and time series. Prerequisite: PADM 609 Nature of Inquiry. PADM 620 Organizational Development This course examines the nature and problems of organizational design, development, and change in complex organizations. Focus will be placed on the application of organizational theories in the treatment of the myriad of issues confronted by the public administrator with regard to effective public management. Theories of organizational growth, change, and development and their impact on organizational outcomes will be explored. PADM 651 Policy This course is an exploration of policy analysis. Foundational theories of policy development and implementation will be explored. Focus will be placed on public policy analysis and methodologies. PADM 664 Public Sector Collaboration This course focuses on the emergence of cross-sector relationships in metropolitan government, including public-private partnerships, regional collaboration, governance networks and citizen engagement. PADM 665 Economic Perspectives in Administrative and Policy Analysis Overview of economic perspectives such as public choice, and new institutional economics, along with their application to the provision of public services and policy analysis. Topics may include market and government failures, privatization and competition, public goods, equity concerns, and political behavior. PADM 667 Urban Theory and Governance This course focuses on how governance and urban planning shape cities and surrounding regions. A foundation in the nature of urban policy, its formulation, evaluation, and implementation will be provided. Focus will be placed on topics of timely importance that may include but are not limited to: national and regional urban politics, the politics of land-use and social planning, suburbanization and gentrification, and race and immigration. Additional themes may include citizen participation and urban social movements; equity issues in urban place-making; and theories regarding the balance of public and private action in urban politics. 5

The course is taught in two parts and is made up of an ongoing project which the student will develop around his or her chosen research field. PADM 669 Civic Engagement II This course is an applied, action research course centered on further developing civic professionalism. This is the second of two courses. In this course, students will complete their ongoing civic engagement project. Prerequisite: PADM 668 Civic Engagement I PADM 670 Dissertation Seminar This course is designed to inform students of the general parameters of the dissertation process and to facilitate the initial development and design of a dissertation research project. PADM 674 Program Evaluation & Performance Measurement A review of research methods and techniques used in program evaluation and performance management, with an emphasis on public and nonprofit social programs. The course covers issues related to research design, sampling, data collection, performance measures, benchmarking, and data analysis. PADM 677 Ethics and Decision-Making A review of philosophical foundations of ethical approaches to public service. The course includes a focus on democratic participation, as well as social and civic responsibility. PADM 686 Research Specialization I This course is the first of three courses designed to help students begin the dissertation research and writing. In this course, students will work with faculty on the development of a problem statement, research questions, and a literature review. PADM 687 Research Specialization II This course is the second of three courses designed to help students continue their work on the dissertation research and writing. In this course, students will work with faculty on the development of a methodology. PADM 688 Research Specialization III This course is the third of three courses designed to help students continue their work on the dissertation research and writing. In this course, students will work with faculty on the development of a dissertation proposal. 6 9

7 Application Process and Admission Basic Prerequisites Applicants should possess a master s degree, ideally in Public Administration or a closely related field. Applicants must also have a minimum of five years of work experience. Applicants must also submit the following: A completed application to the program and the current application fee. Official transcripts of credit for all graduate work leading to an earned master s degree(s) from regionally-accredited institution(s). The applicant must have a minimum grade point average of 3.25 on a 4.0 scale. Official transcripts showing an earned bachelor s degree with a minimum GPA of A two-to-four page typewritten statement of purpose defining the applicant s goals and objectives for study in the DPA Program. Three letters of recommendation from academic and professional sources. Other documents as required by the program s Department. Admission For priority consideration, please submit application materials by January 31. Applicants are evaluated in a two-stage process. In the first stage, applicants are screened based on undergraduate GPA, graduate GPA, Statement of Purpose and letters of recommendation. Applicants advancing to the second stage will be required to schedule a personal interview. A standardized test score (e.g., GMAT or GRE) may be required, if recommended by the Faculty Admissions Committee. The department considers all of these measures in making a decision on admission. Students accepted into the DPA Program will be asked to make a deposit which can be applied toward tuition by May 31 to confirm their intent to enroll. Students begin their coursework in the Fall Term. Computer Requirements DPA students must have access to a personal computer with high speed Internet, and have a working knowledge of Internet navigation, usage, and Microsoft Office. Students will be required to use SPSS, Excel and/or other statistical software in some courses. accounts are available at no charge through the University. Additional Requirements Doctoral students are subject to University policies governing graduate students as contained in the current La Verne Catalog. American Society for Public Administration (ASPA) membership is recommended for all students. (Students may join at a reduced rate). All students are encouraged to attend at least one academic and/or related professional association conference. International Student Admission International students must submit a minimum Test of English as a Foreign Language (TOEFL) score of 90 (computer-based score of 230 or paper-based score of 570) if they have not attended school in the United States, or if their previous degree work was done at institutions where English was not the language of instruction and the geographic region. International students must also submit a University of La Verne Confidential Financial Statement to verify financial support. International students may be required to complete other requirements established by the Department of Public and Health Administration on an individual basis as necessary. Grading Policy The dissertation and the dissertation units are graded Credit/No Credit. All other courses are given letter grades. The University of La Verne requires that graduate students achieve and maintain a minimum grade point average of

Doctoral students who have completed all course requirements will enroll in Dissertation I (1 unit) during the fourth year, and Dissertation II (2 units) every term thereafter not to exceed the eight-year time limit until all degree requirements have been met and degree is posted. Payment Plans and Financial Aid To assist doctoral students with tuition payment, the University has established a level-pay or installment plan. Under this option, students may distribute each term s tuition over a period of six calendar months. There is a nominal carrying charge for this service. The Department of Public Administration may offer a limited number of scholarships and assistantships. For information, please contact the program coordinator/advisor. The University assists students to obtain low-interest, deferrable student loans to meet education costs. The disbursement of financial aid is controlled by various governmental agencies and donors. Students should note that 10 to 12 weeks are ordinarily needed to complete the loan and disbursement process. U.S. financial aid is not available to international students. 8

10 Accreditations and Memberships/Library and Research Facilities Accreditations and Memberships The University of La Verne is accredited by the Accrediting Commission for Senior Colleges and Universities of the Western Association of Schools and Colleges (WASC). The University of La Verne and its faculty are involved in a number of academic and professional organizations including the Network of Schools of Public Policy, Affairs, and Administration (NASPAA), American Society for Public Administration, International City/County Management Association, Municipal Management Association of Southern California, and Women Leading Government. Library and Research Facilities The Elvin and Betty Wilson Library, the University s central library, owns more than 250,000 physical volumes, 53,000 journals (print and electronic), 14,000 electronic books, and over 8,000 audiovisual items. The library provides access to an online catalog (LEOpac), over 81 electronic databases for scholarly research and a mobile app. The library also provides technical support in the use of the Blackboard course management system for faculty and students. Research assistance is available to all La Verne students in person and via telephone, online chat, or .
